CHAPTER 9 CUSTOMS AND COURTESIES The military services have a long history. Many traditions have been established as a result of this long history. If you are familiar with some of these traditions, you will understand the military better. These traditions can be broken down into various customs and courtesies. A custom is a way of acting—a way that has continued consistently over such a long period that it has become like law. A courtesy is a form of polite behavior and excellence of manners. You will find that Navy life creates many situations, not found in civilian life, that require special behavior on your part. Customs and courtesies help make life orderly and are a way of showing respect. Customs are regular, expected actions. They have been repeated again and again and passed from one generation to the next. Courteous actions show your concern and respect for others and for certain objects or symbols, such as the American flag. The use of customs, courtesies, and ceremonies helps keep discipline and order in a military organization. This chapter will give you some of the more common day-to-day customs and courtesies and ways to deal with them. respect and courtesy arerequired of all membersof thenaval service; thejunior member takestheinitiative,andthe senior member returns the courtesy.

SALUTING

One required act of military courtesy is the salute.Regulations governing its use are founded on militarycustom deeply rooted in tradition. The salute is asymbol of respect and a sign of comradeship amongservice personnel. The salute is simple and dignified;but, there is great significance in that gesture. It is atime-honored demonstration of courtesy among allmilitary personnel that expresses mutual respect andpridein theservice. Never resent or try to avoidsalutingpersons entitled to receive the salute. (The privilege ofsaluting is generally denied prisoners because theirstatus is considered unworthy of the comradeship ofmilitary personnel.)

Themost commonformof saluteisthehandsalute.However, there are other types, such as gun and riflesalutes, which are discussed later in this chapter.

The Hand Salute

Thehand salutebegan in thedaysof chivalry whenit was customary for knights dressed in armor to raisetheir visors to friends for the purpose of identification.Becauseof the relative position of rank, the junior wasrequired to make the first gesture. Another school ofthought tracesthesaluteback to acustom at thetimeofthe Borgias. Assassinations by dagger were notuncommon at that time, and it became the custom formen to approach each other with raised hand, palm tothefront, toshowthat there wasnoweaponconcealed.

In theU.S. Navy, it’s reasonable to believethat thehandsalutecamefromtheBritishnavy.Thereisgeneralagreement that the salute as now rendered is really thefirst part of the movement of uncovering. From theearliest days of military units, the junior uncoveredwhen meeting or addressing asenior. Gradually, theactof taking off one’s cap was simplified into merelytouching the cap or, if uncovered, the head (forelock),and finally into the present form of salute.

The way you render the hand salute depends onwhether you are in civilian clothes or in uniform.

Personnel in civilian clothes render the salute in twoways:

1. Hat in front of the left shoulder (men only)

2. Right hand over the heart (men without hats;women with or without hats)

NOTE

Theseformsof saluting areused only to salutethe flag or national anthem, never to saluteoff icers.

In this chapter, the hand salute usually refers to asalute rendered by personnel in uniform. Except whenwalking, you should be at attention when saluting. Inany case, turn your head and eyes toward the personyou’resaluting (unlessit is inappropriateto do so, suchaswhen adivision in rankssalutesan inspecting off iceron command). Navy personnel salute the anthem, theflag, and off icers as follows:

• Raise the right hand smartly until the tip of theforefingers touches the lower part of theheadgear or forehead above and slightly to theright of the eye (fig. 9-1).

• Extend and join the thumb and fingers.

• Turn the palm slightly inward until the personsalutingcanjust seeitssurfacefromthecorner ofthe right eye.

• The upper arm is parallel to the ground; theelbow is slightly in front of the body.

• Inclinetheforearmat a45ºangle; handandwristare in a straight line.

• Complete the salute (after it is returned) bydropping the arm to its normal position in onesharp, clean motion.

NOTE

The salute should not be ended as though theperson is waving to someone or trying to getsomething off the fingers. Navy custompermits left-hand saluting when a salutecannot be rendered with the right hand. Armyand Air Force customs permit only right-handsalutes.

Under naval customs, the hand salute isaccompaniedby a wordof greeting. Thejunior standsatattention, looks the senior straight in the eye, and says(depending upon the time of day) the following:

• From first risinguntil noon“Goodmorning,…”

• From noon until sunset “Good afternoon, …”

• Fromsunset until turningin“Good evening,…”

It ispreferabletocall thesenior by gradeandname;that is, “Commander Jones,” rather than by theimpersonal “sir” or “ma’am.”

The following are some of the major points youshould remember when rendering a salute:

1. If possible,alwaysuseyour right hand.Useyourleft handonly if your right hand isinjured. Useyour lefthandtocarry objectsandto leaveyour right handfreetosalute.

2. Accompany your salute with a cheerful,respectful greeting; for example, “Good morning, sir”;“Good afternoon, Commander [Jones]”; “Goodevening, Chaplain [Smith]”.

3. Always salute from the position of attention. Ifyou are walking, you need not stop; but hold yourselferect and square. If on thedouble, slow to a walk whensaluting.

4. Look directly into the off icer’s eyes as yousalute.

5. If you arecarrying something in both handsandcannot render the hand salute, look at the off icer asthoughyouweresalutingandrender a verbal greetingaspreviously described.

6. Remove apipe, cigar, or cigarette from yourmouth or hand before you salute.

7. Salute off icers even if they are uncovered ortheir hands are occupied. Your salute will beacknowledged by a verbal greeting, such as “Goodmorning,” “Good afternoon,” or something similar.

8. Army andAir Forcepolicy,unliketheNavy’s, isto salutewhen uncovered. Supposeyou are in an off icewith several Army personnel, and all of you areuncovered. An off icer enters and the soldiers rise andsalute. You should do likewise; to do otherwise wouldmake you seem ill-mannered or disrespectful.

9. If you are walking with or standing by acommissioned off icer and the occasion for a salutearises, do not salute until the off icer salutes. Assumethat you are walking with a lieutenant. A commanderapproaches. Do not salute the commander until thelieutenant salutes; but assoon asthelieutenant starts tosalute, you should quickly do the same.

10. When approaching an off icer, start your salutefar enough away from theoff icer to allow timefor yoursalutetobeseenandreturned.Thisspacecan vary; but adistance of about six paces is considered good for thispurpose.Holdyour saluteuntil it isreturnedor until youare six paces past the off icer.

11. Salute all off icers who are close enough to berecognized as off icers. It is unnecessary to identify anoff icer by name; however, ensurethat he/sheiswearingthe uniform of an off icer.

12. Saluteproperly and smartly. Avoid saluting in a

casual or perfunctory manner. A sharp salute is amark

of a sharp Sailor.

WHOM TO SALUTE .—Enlisted personnelsalute all officers, and officers salute their seniors.Salutes are returned by persons saluted except whenthey are uncovered—the person saluted shouldacknowledgethesalutewith an appropriategreeting ora nod of the head.

Salutesarerenderedtoall of thefollowingoff icers:

• Navy.

• Army.

• Air Force.

• Marine Corps.

• Coast Guard.

• National Oceanic and Atmospher icAdministration.

• Public Health Service.

• Foreign military services.

• Officers of the Navy, Army, Ai r Force, MarineCorps, and Coast Guard Reserves.

• Officersof theNational Guard when theyareonactive duty. When not on active duty, they rateasalute only when they are in uniform.

Civilianswho areentitled (rate), by reason of theirposition, gun salutes, or other honors are also entitled(by custom) to the hand salute. The President, asCommander in Chief of the armed forces, is alwayssaluted. Other civilians may be saluted by persons inuniform when appropriate, but the uniform hat or capmust not be raised as a form of salutation.

WHEN TO SALUTE .—On occasion, you mightbe uncertain whether the person approaching you inuniform is an off icer, thus rating a salute. The safestcourseof actionistosaluteimmediately andnot wait fortheperson approaching you to disclosehis/her rank. Inother words, when in doubt, salute. Figures9-2 and 9-3show some examples of when to salute off icers.

Aboard Ship

When boarding a ship that is flying the nationalensign, all persons in the naval service must do thefollowing:

1. Stop on reaching the upper platform on theaccommodation ladder or the shipboard end ofthe brow,

2. Face the ensign,

3. Salute, and

4. Then salute the off icer of the deck (OOD).

On leaving theship, personnel render thesalutesinreverseorder—first to theOOD and then to thenationalensign. These salutes also are rendered aboard foreignmen-of-war.

You are required to saluteall flag off icers (off icersabove the grade of captain), the commanding off icer,and visiting off icers(senior to thecommanding off icer)on every occasion of meeting, passing near, or beingaddressed. On your first daily meeting, you salute allsenior off icers attached to your ship or station. Manyshipsconsider salutesrenderedat quarterssuff icient forthis first saluteof theday. When theprogressof asenioroff icer may beblocked, off icersand enlisted personnelclear a path by calling out “Gangway” and stand atattention facing the senior off icer until he/she passes.

In Boats

When aboat isnot under way, theperson in chargesalutes off icers that come alongside or pass nearby. Ifthereisno onein charge, all thosein theboat render thesalute. Boat coxswains salute all off icers entering orleaving their boats. (Although it is customary to standwhensaluting, if thesafety of theboat isendangeredbystanding, remain seated.) When boatawnings arespread,enlistedpersonnel sit at attentionwhilesaluting;theyshould not rise. Off icersseated in boats risewhenrenderingsalutestoseniorswhoareenteringor leaving.

Whenboatspasseachother withembarkedoff icersor off icials in view, hand salutes are rendered by thesenior off icer and coxswain in each boat. Coxswainsrise to salute unless it is dangerous or impracticable todo so.

In a Group

If enlisted personnel and officers are standingtogether and asenior off icer approaches, the first to seethe senior should call out “Attention,” and all face theoff icer and salute.

Overtaking

Never overtake and pass an officer withoutpermission. If it becomesnecessary for you topass, youshould do so to the left, salute when abreast of theofficer, and ask, “By your leave, sir/ma’am?” Theoff icer shouldreply, “Very well,” andreturnthesalute.

Reporting

When reporting on deck or out-of-doors ashore,you should remain covered and salute accordingly.When reporting in an off ice, you should uncover uponapproaching the senior; therefore, you should notsalute.

Sentries

Sentries at gangways salute all off icers going orcoming over thesideand when passing or being passedby off icers close aboard in boats.

In Vehicles

Yousaluteall off icersridingin vehicles,whilethoseinthe vehiclebothrender andreturnsalutes,asrequired.The vehicle’s driver salutes if the vehicle isstopped; todosowhilethe vehicleisinmotionendangersthesafetyof the occupants and may be omitted.

In Civilian Clothes

If you are in uniform and recognize an off icer incivilian clothes, you should initiate theproper greetingand salute. In time of war, however, an off icer not inuniform may be deliberately avoiding disclosure ofhis/her identity, so you should becautious in followingthe normal peacetime rule.

At Crowded Gatherings

At crowded gatherings or in congested areas, younormally salute only when addressing or beingaddressed by off icers.

Rifle Salutes

When armed with arifle, you should useoneof thethreerifl esalutesdescribed in thissection insteadof thehand salute. (NOTE: Thesaluteat sling armsshown infig. 9-4 is simply a hand salute and is not considered arifl e salute.) The occasions for rendering each type ofrifle salute are as follows:

1. Present arms (fig. 9-5, view A)

• When standing in asentry box or on apostand addressed or approached by any personentitled to a salute.

• Whenhaltedwhileonpatrol (suchasanareasecurity patrol) to reply to or to address anoff icer.

• When in ranks and so commanded; forexample, at colors.

2. Rifle salute at order arms (fig. 9-5, view B)

• When standing sentry or guard duty by adoor inside a building. Present arms mayalsoberequiredby competent authority; butwherethereisconsiderabletraff ic, thesaluteat order arms is usually prescribed.

• When reporting individually to an off icerindoors. For example, you would approachan off icer’s desk at trail arms, cometo orderarms, and render the rifl e salute at orderarms.

• Whenreporting aroll call (if already at orderarms).

3. Rifle salute at right shoulder arms (fig. 9-5,view C)

• When on patrol and passing, withouthalting, a person entitled to a salute.

• When leading a detail past an off icer.

• When reporting a roll call (if already atshoulder arms). When reporting at shoulderarms to an off icer outdoors.

• Whengoing individually toandfromdrill orplace of duty and you pass any personentitled to a salute.

WHEN NOT TO SALUTE

There are some situations in which it is improperfor you to salute (fig. 9-6 and fig. 9-7). These are asfollows:

• When uncovered, except where failure to salutemight cause embarrassment or misunder-standing.

• In formation, except on command.

• On a work detail (the person in charge of thedetail salutes).

• When engaged in athletics or assembled forrecreation or entertainment.

• When carrying articles with both hands, orotherwise occupied making saluting imprac-ticable.

• In public places where saluting is obviouslyinappropriate (theaters, restaurants, elevators,etc.).

• In public transportation.

• Inactionor under simulatedcombat conditions.

• When a member of a guard is engaged inperformance of a duty that prevents saluting.

• At mess (when addressed, stop eating and showrespectful attention).

• When guarding prisoners.

Honors

Honors are salutes rendered to individuals ofmerit, such as recipients of the Medal of Honor, tohigh-ranking individuals, to ships, and to nations.The type of honors rendered depends upon who orwhat is being saluted. Passing honors are rendered bya ship to other ships and to boats having officialsembarked. Side honors are rendered to officials orofficers as they board and depart a Navy ship. Gunsalutes are rendered to high-ranking individuals, tonations, and to celebrate national holidays. Honorsare not rendered to nations or officials of nations notrecognized by the United States. Officials andofficers who request that the honors be dispensedwith do not receive them.

PASSING HONORS.—Passinghonorsarehonors(other than gun salutes) rendered on occasions whenships, off icials or off icers pass in boats or gigs, or arepassed (flag off icers or above) close aboard. “Closeaboard” means passing within 600 yards for ships and

400 yards for boats. Passing honors between ships,consisting of sounding “Attention” and rendering thehand salute by all persons in view on deck and not inranks, are exchanged between ships of the Navy andbetween shipsof theNavy and theCoast Guard passingclose aboard.

Signals for the actions required to beperformed by personnel are as follows:

• One blast—Attention (to starboard)

• Two blasts—Attention (to port)

• One blast—Hand salute

• Two blasts—End salute

• Three blasts—Carry on

NOTE

Signals are given by police whistle on smallships and by bugle on large ships.

On the signal of “Attention,” all hands in view ondeck (starboardor port asindicatedby number of blasts)cometoattentionand faceoutboard.At thesoundof oneblast, all hands in view and not in ranks salute. (Whenpersonnel are in ranks, only thedivision off icer and thedivision petty off icer salute; all other persons stand atattention.) At two blasts, persons saluting bring theirhands back to their sides but remain at attention untilthree blasts are sounded.

For boats passing honors, flag officers, unitcommanders, or commanding officers in uniformembarked in boats are saluted by all persons on thequarterdeck.

Passing honors for the President of the UnitedStatesand for rulersof foreignnationsincludemanningtherail. Manning therail consistsof theship’s companylining up at regular intervals along all weather deckrails. Normal saluting procedures are followed.

Having the crew at quarters when the ship isentering or leaving port is aless formal ceremony thanmanning the rail. The crew is paraded at quarters onceremonial occasions, such as—

• Whentheship isenteringor leavingU.S. portsattimes other than operational visits,

• When the ship is visiting foreign ports, or

• When theship isdeparting for or returning fromextended deployments, and other specialoccasions as determined by a superior.

When the ship is entering or leaving U.S. ports onoperational visitsor homeport on local operations, thenormal procedure is to parade only an honor guard.

SIDE HONORS.—Side honors, rendered tooff icers and off icials boarding and departing the ship,are apart of thehonorsstipulated on theoccasion of anoff icial visit. Thehonorsconsist of parading thepropernumber of side boys and piping the side.

Acting as asideboy may beoneof your shipboardduties. When you are assigned to side boy duty, youmust remain in dressuniform and in thevicinity of thequarterdeck at all times, ready to fall in when required.Your uniform must beclean and neat, and you must beespecially neat and military in appearance. Enlistedwomen may be detailed to this duty, but they are stillcalledside boys.

Side boys are paraded between 0800 and sunsetdaily except on Sunday. Normally, side boys are notcalled away during meal hours, general drills, all handsevolutions, or periods of regular overhaul except inhonor of civil off icials or foreign off icers; then, theymay be called away at any time during daylight. Thenumber of side boys paraded varies from two to eight(alwaysan even number), depending on therank of theindividual being saluted.

Whencalled away, sideboysform two ranks facingeach other to form apassageway at the gangway. Whenthe Boatswain’s Mate (BM) begins to pipe the call“Over theSide,” thesideboyssalutein unison, hold thesaluteuntil the last noteof thecall, and then drop theirhands smartly to their sides.

Gun Salutes

Gun salutes areused to honor individuals, nations,and certain national holidays. Practically all shorestations havesaluting batteries, but not all ships are so

equipped. Whether aboard ship or ashore, you must beable to act properly whenever you hear a gun salutebeing rendered.

The salutes always consist of an odd number ofguns, ranging from 5 for a vice consul to 21 for thePresident of the United States and for rulers of foreignnations recognized by the United States. Militaryofficers below the rank of commodore are not entitledto gun salutes. Normally, only one gun is fired at atime at intervals of about 5 seconds. During thesalutes, persons on the quarterdeck, in the ceremonialparty, or if ashore, render the hand salute. All otherpersonnel in the vicinity (in the open) should stand atattention and, if in uniform, render the hand salute.

Gun salutes also mark special occasions in ourcountry’s history. On President’s Day, Memorial Day,andIndependenceDay, astandard21-gunsaluteis firedat 1-minute intervals, commencing at 1200. Thus, onthese holidays, the salute ends at 1220.

MILI TARY CEREMONIES

LearningObjective: Whenyou finish thischapter, youwill be able to—

• Identify the procedures for conducting colors,performing military courtesies, handling theEnsign and Union Jack, and boarding.

Ceremonies are formal acts performed on publicoccasions. Therearetoo many typesof ceremoniesandtoomanyoccasionswhentheyareperformedto includethem all here. Instead, you wil l learn about someof thecommon situations involving a formal ceremony andthe behavior required of you during the event.

COLORS

At commandsashoreand aboard shipsof theNavynot under way, theceremonial hoisting and lowering ofthe national flag at 0800 and sunset are known asmorning and evening colors. Every Navy shorecommand, and every ship not under way, performs theceremony of colors twice a day.

You will render honors as follows:

• If youarein ranks, youwil l becalled toattentionor order arms.

• If you are in uniform but not in ranks, face thecolors and give the hand salute.

• If you are driving a vehicle, stop and sit atattention but do not salute.

• If you are a passenger in a boat, remain atattention, seated or standing. Theboat off icer orcoxswain salutes for the boat.

• If you are in civilian clothesor athletic uniform,facethecolorsat attention and saluteby placingyour right hand over your heart.

pennant (calledPREP) is hoisted. Ceremonies forcolors begin when PREP is hauled to the dip (thehalfway point).

Navy ships not under way also hoist and lower theunion jack on the jackstaff, at the ship’s bow, and atmorning and evening colors. The union jack is alsoflown from a yardarm to denote that a generalcourts-martial or court of inquiry is in session. Theunion jack is the rectangular blue part of the UnitedStates flag containing the stars (fig. 9-8).

If a band is available for color ceremonies,“Attention” is sounded, followed by the band playingthe national anthem. At morning colors, hoisting theensign begins when the music starts. It is hoistedsmartly to the top of the flagstaff. At evening colors,loweringof theensignalsostartsat thebeginningof themusic. Hoisting and lowering of the ensign arecompletedat thelast noteof themusic.Thenational flagis always hoisted smartly and lowered ceremoniously.“Carry on” is sounded at the completion of the music.

If aband isnot availablefor colors, “To theColors”isplayed on the bugleat morning colors, and “Retreat”isplayedat eveningcolors. For shipswithout abandor abugler, “Attention” and “Carry on” are signals forbeginning and terminating the hand salute.

Sometimes the music for colors from another U.S.ship can be overheard aboard your ship. When thishappens, and no band or bugler isaboard your ship, thecommand to “Carry on” should not be given until themusic being overheard is completed.

After morning colors, if foreign warships arepresent, the national anthem of each country

represented is also played. If your ship is visiting aforeign country, the national anthem of that country isplayed immediately following morning colors,followed by the national anthems of any other foreignnationsrepresented. You should show thesamerespectfor national anthemsof foreign countriesasyou do forour own.

On Sundays, authorized holidays, and other daysproclaimed by thePresident, thelargest national ensignin theship’s or station’s allowanceisflown. Thisensignisreferredtoasholidaycolors. Whentheholiday colorsareflown on aNavy ship not under way, theunion jackflown is the same size as the blue field in the holidaycolors.

Ships that are under way do not hold morning orevening colorsbecause theensign usually is flown dayand night. Just as theship getsunder way, theensign isshifted from itsin-port position on thestern to itsat-seaposition at the mainmast. This is called shifting thecolors.

HALF-MASTING THE ENSIGN

National flags flown at half-mast (or half-staffashore) are an internationally recognized symbol ofmourning. The United States honors its war dead onMemorial Day by half-masting theflag from 0800 untilthe last gun of a 21-minute-gun salute that begins atnoon (until 1220 if no gun salute is rendered).

Normally, the flag is half-masted on receivinginformation of the death of one of the off icials oroff icers listed in U.S. Navy Regulations. Notificationmay be received through news media reports or by anoff icial message.

Inhalf-mastinganensignalready flyingat thepeakor truck aboardshipsunder way, lower it ceremoniouslyto half-mast. If theensign isnot flying, hoist it smartlyto the peak or truck before lowering it to half-mast. Inlowering ahalf-masted ensign, raise it first to the peakor truck, then lower it ceremoniously.

When the national anthem, “To the Colors,” or“Retreat” isplayedat morningor eveningcolorsaboardships not under way, all hands should hold the saluteduring the raising or lowering of the flag. Inhalf-masting during morning colors, “Carry on” should

not besounded until theflag islowered to half-mast. Atevening colors, “Attention” is sounded and the saluterenderedbeforeraisingtheflagtothetopof theflagstafffrom its half-mast position.

If the ensign is flown from the flagstaff and ishalf-masted, the union jack is half-masted also.Distinctive marks, such as commission or commandpennants, are not half-masted except when the ship’scommanding off icer or the unit commander dies.

A special ceremony calling for half-masting theensign is required of ships passing Washington’stomb between sunrise and sunset. A full guard andband are paraded (if aboard), the ship’s bell is tolled,and the ensign is half-masted as the ship comes insight of Mount Vernon, Virginia. When the ship isopposite the tomb, the guard and all persons on deckface the tomb and salute. When the bugler begins tosound taps, the ensign is raised to the peak; tolling ofthe bell ceases on the last note of taps. The band thenplays the national anthem, followed by the commandto “Carry on.”

You may havethe duty of raising or lowering theensign at some time in your career. You shouldremember that theensign is raised smartly but loweredceremoniously. After theensign is lowered, it is foldedproperly and placed in safekeeping until morningcolors. Figure 9-9 shows the correct way to fold theensign.Theunionjack isfoldedandhandledinthesamemanner as the national ensign.

NATIO NAL ANTHEM AND FL AG HONORS

Honors to the ensign or national anthem arerendered on occasions other than at colors. In thissection, you wil l learn about procedures for renderinghonorswhentheanthemisplayedindoorsandoutdoors,with or without the flag present. Foreign anthems andensignsareshown thesamemark of respect asour ownanthem and ensign. Al l salutes are held from the firstnote of the anthem to the last.

Al l the following rules for saluting the nationalanthem apply only when you hear it played aspart of apublic ceremony at which you arepresent. If you hear abroadcast or recording of theanthem on aradio, tapeor

CD player, television, or asyou pass astore, you don’tneed to stop or salute.

Indoors

If the flag is not displayed when the anthem isplayed inside a building, you stand at attention facingthe source of the music. If you are in uniform andcovered, you render thehand salute; if not covered, youstand at attention. If you are in civilian clothes, renderthe hand-over-the-heart salute.

Outdoors

With some exceptions, saluting procedures whentheanthem isplayed outdoors(with or without theflagdisplayed) are the same as when indoors. Marchingformations are halted at attention, and the person incharge faces and salutes the flag or music, asappropriate.

Personnel inboats,whether inuniformor incivilianclothes, do not saluteduring theplaying of theanthem.Only the boat off icer (or coxswain if there is no boatoff icer) stands and salutes; all other personnel remainseated at attention.

You are not likely to hear “The Star SpangledBanner” played in aparade, but most marchingunitsdocarry thenational ensign. Therulesfor saluting theflagpassing in aparade are simple: come to attention, facethe flag, and salute. (If you are in a vehicle, remainseated at attention.)

The musical selection “Hail to the Chief” isperformed to honor the President of the United States.When “Hail to the Chief” is played, stand at attentionand salute.

BOARDING AND LE AVING A NAVALVESSEL

Youcannot just walk onandoff a shipasyou wouldenter and leave your home. You must follow certainprocedures.

Whenyouareinuniformandboardinganyshipandthe national ensign is flying, you halt at the gangway,faceaft, andsalutetheensign. Youthenturnto theOODand salute. If you are returning to your own ship, yousay, “ I request permission to comeaboard, sir/ma’am.”TheOOD returnsbothsalutesandsays, “Comeaboard”or a similar expression.

When you salute theOOD in boarding aship otherthan your own, you say, “ I request permission to comeaboard, sir/ma’am.” Youshould thenadd thepurposeofyour visit: “to visit a friend” or “to go to small stores.”

When you leave aship, the order of saluting isreversed. You salute the OOD first and say, “ I requestpermission to leave the ship, sir/ma’am.” Afterreceiving permission, you then face and salute theensign (if it is flying) and depart. If you are not in theliberty uniform, state your reason for wanting to leavetheship: “ I request permission togoonthepier tocheckthe mooring lines, sir/ma’am.”

When boarding a ship in civilian attire and thenational ensign isflying, youwil l halt at the gangway,atattention, and face aft. You then turn to the OOD atattention. If youarereturning toyour ownship, yousay,“ I request permission to comeaboard, sir/ma’am.” TheOOD salutes and says, “Very well” or a similarexpression.

When you board a ship other than your own, yousay, “ I request permission to comeaboard, sir/ma’am.”Youshouldthenaddthepurposeof your visit.TheOODwil l then say, “Permission granted” or “Permission notgranted.”

When you are leaving aship in civilian attire, theprocedure is reversed. You stand at attention in front oftheOOD first andsay, “ I request permissionto leavetheship, sir/ma’am.” After receiving permission, you thenstand at attention facing the ensign (if it is flying) anddepart.

Sometimes it is necessary for destroyers,submarines,andother shipstotieupinnestsalongsidearepair ship, tender, or pier. In thiscase, you may havetocross several ships to go ashore or return to your ownship. Whenyouhavetocrossoneor moreshipsto reachthe pier, to reach another ship or to return to your ownship, you should use the following procedure: Uponboarding aship that youmust cross, salutethecolors(ifflying), then turn toward and salute the OOD, andrequest permissiontocross.After receivingpermission,proceed to cross without delay. When you depart thatship, it is not necessary to salute the colors or OODagain. Repeat this crossing procedure until you reachyour destination.

On many ships, particularly those of destroyer sizeand smaller, there may be a first-class or chief pettyofficer instead of an officer on the quarterdeck.Although you do not salute enlisted personnel, youmust salute an enlisted person who is the OOD becauseyou are salut ing the posit ion and authori tyrepresented—not the individual. If you are part of aworking party that will be using the quarterdeck whenloading supplies, you normally salute only when firstleaving the ship.

The rules of behavior to be observed by Navypersonnel at certain times, in specified places, and oncertain occasions are described in this section.“Behavior,” in this case, means social conduct ratherthan strict military behavior, though thetwo sometimesare related.

For passing through doorways, let the senior gofirst; if possible, hold the door for him or her. Onmeeting an off icer in a passageway, step aside so theoff icer may pass. If other enlisted personsand/or junioroff icers are present, call out “Gangway” so everyonecan make way for the senior off icer.

Juniors should show respect to seniors at all timesby recognizing their presence and by being courteousand respectful in speech and manner. Juniors take theleftmost seat in a vehicle and walk on the left side ofseniors whom they are accompanying.

ABOARD SHIP

Thereare rulesof etiquette to follow during divineservices, on the quarterdeck, or in off icer’s country.

Whendivine servicesare held on board ship, thefollowing word is passed: “Divine services are beingheld in (such and such aspace). The smoking lamp isout. Knock off all games and unnecessary work.Maintainquiet about thedecksduringdivineservices.”

If youenter theareawheredivineservicesarebeingheld, you must uncover even though you are on watchandwearing aduty belt. (RemaincoveredduringJewishceremonies.)

Another area in which special rules apply is thequarterdeck. Thequarterdeck isnot aspecific deck; itis an area designated by the commanding off icer toserve as the focal point for off icial and ceremonialfunctions.Thequarterdeck, consequently, istreatedasa“sacred” part of the ship; and you should obey thefollowing rules:

1. Don’t be loud or sloppy in its vicinity.

2. Never appear on thequarterdeck unlessyou arein complete uniform.

3. Never smokeor havecoffeecupsand sodacansor bottles on the quarterdeck.

4. Never cross or walk on the quarterdeck exceptwhen necessary.

5. Don’t lounge on or in the vicinity of thequarterdeck.

6. When on the quarterdeck, salute whenever thequarterdeck watch salutes (as during a gunsalute).

Shore stations, as well as ships, have areasdesignated as thequarterdeck. Thesamerulesapply inall cases.

A messing compartment is where enlistedpersonnel eat; the wardroom is where off icers eat. Ifyou enter any of theseareaswhile ameal isin progress,you must uncover.

Officers’ country is the part of the ship whereoff icers have their staterooms and wardrooms;CPOcountry is where the chief petty off icers have theirliving spaces and mess. You must avoid entering theseareas except on official business. Never use theirpassagewaysasthoroughfaresor shortcuts. If you enterthe wardroomor anycompartment or off iceof anoff iceror aCPO, you must removeyour hat, unlessyou areonwatch and wearing theduty belt. Alwaysknock beforeentering an off icer’s or a chief petty off icer’s room.

IN A BOAT

The basic rule in Navy etiquette, as in civilianetiquette, is to make way for asenior. Thus the rule forentering boats, airplanes, and vehicles isseniors in lastand out first. (Enlisted personnel board a boat first,leaving room, of course, for off icers.) Thereason isthatthe captain should not haveto wait in aboat for a lesssenior person to amble down the accommodationladder. When the destination is reached, the senior isallowed to disembark first as amark of respect fromjuniors.

In general, seniors take the seats farthest aft. Ifoff icersarepresent, enlisted personnel should not sit inthesternseatsunlessinvitedtodoso.Enlistedpersonnelmaintain silenceaslong asoff icersarein theboat. (Forreasonsof safety, personnel should never becomenoisy

or boisterous in aboat regardlessof thehour, conditionof the sea, or who is present.)

The boat coxswain salutes all off icers entering orleavingtheboat.Enlistedpersonnel seatedwell forwarddo not rise when off icers enter or leavethe stern seats.Personnel in the after section, however, rise and salutewhen an officer enters or leaves. (Although it iscustomary to stand when saluting, this formality isdispensed with if the safety of the boat crew would beendangered.) When boat awnings are spread, enlistedpersonnel remain seated at attention while saluting;they do not rise under these circumstances.

A boat assumes rank according to the rank of thehighest grade officer embarked in the boat. Thecoxswainandsenior off icer ineachboat salute, with theperson in the junior boat saluting first. Other crewmembers stand at attention; passengers sit at attention.The rules of etiquette for personnel aboard airplanesand other vehicles are the same as for boats.

Boats passing a ship during colors must lie to, orproceedat theslowest safespeed. Theboat off icer, or inhisor her absence, thecoxswain, stands(if safetodoso)and salutes. Other persons in theboat remain seated orstanding, but do not salute.

ADDRESSING AND INTRODUCING NAVALPERSONNEL

Custom, tradition, and social change determinehow members of the naval service are introduced.Although tradition and military customsgenerally holdtrue, there are some differences in methods ofaddressing and introducing military personnel,depending on whether you are in civilian or militarycircles.

The proper forms of addressing and introducingnaval personnel aresummarized in table9-1. Except asprovided in theparagraphsthat follow,all off icersin thenaval serviceareaddressed or introduced with thetitlesof their grades preceding their surnames.

Officers of the Medical or Dental Corps, andoff icersof theMedical ServiceCorpshaving adoctoraldegree, may be addressed as “doctor.” Likewise, anoff icer of the Chaplain Corps may be addressed as“chaplain.” However, if a doctor or chaplain prefers to

be addressed by the title of his or her grade, suchpreference should be honored. When you areaddressing an off icer whose grade includes amodifier(for example, lieutenant commander), the modifier(lieutenant) may be dropped.

As ageneral rule, usetheoff icer’s titleand name. Itis better to say, “Yes, Ensign Smith”; “No, DoctorBrown”; or “Yes, Lieutenant Jones”; than to say, “Yes,sir” or “No, ma’am.” However, in prolongedconversation where repetition would seem forced orawkward, the shorter “sir” or “ma’am” is used moreoften.

Aboard ship, the regularly assigned commandingoff icer is addressed as “captain” regardless of grade.Theregularly assigned executive off icer (if of thegradeof commander) may be addressed as “commander”without adding thename. In someships it iscustomaryto address the executive off icer as “commander” eventhough the grade is that of lieutenant commander.

Naval off icers are introduced to civilians by title,and themethod of introduction should give aclueas tohow theperson should beaddressed from then on. Youmight say, “This is Lieutenant Jones. Mr. Jones is ashipmate of mine.” This serves a double purpose; itgives the civilian to whom you are introducing theoff icer knowledge of the naval person’s grade, and italso gives the correct method of address, “Mr. Jones.”

Military and civilian practices differ in theintroducing and addressing of enlisted personnel.Under military conditions, petty off icers are addressedandintroducedby their respectivetitlefollowedby theirlast name. Petty off icersin paygradesE-7, E-8, and E-9are introduced and addressed as “Chief ______ ,”prefixed by “Senior” or “Master,” if appropriate. Pettyoff icersinpaygradesE-4throughE-6areaddressedandintroduced as “Petty Off icer _______ .” Persons inpaygrades E-3 and below are addressed by their lastnames only in informal situations. However, in theformal situation or introductions, their last names arepreceded by “Seaman,” “Fireman,” “Airman,” and soforth, as appropriate.

Civilians sometimes feel uncomfortable in socialgatherings when addressing enlisted personnel asdescribed in the preceding paragraph. It is customary,therefore, for those outside the service to extend to

enlisted personnel the same courtesies they wouldextend to them in civilian lif eand to prefix their nameswith Mr., Mrs., Miss, or Ms., as the case may be. Inintroducing them, one should give their titles andnames, then themodeof address: “This isPetty Off icerSmith. Mr. Smith will be visiting us for a while.”Thereafter, he will be addressed as “Mr. Smith.”

Incivilian lif eyouaresupposedto introducementowomenandyouthtoage; that is, ayoungmanto ayoungwoman or a young woman to an older woman. If theperson is amale member of the clergy, however, youintroduce women of any ageto him; or, if a man isagedor distinguished, you introduce the woman to him.

Thesamegeneral rulesarefollowed inmilitary life,except that in most instancesnaval rank establishes theorder of introduction. Thus, you introducethe junior tothesenior, whether maleor female. An exception isthatyou always introduce others, regardless of the rank orsex, to achaplain. If oneof thepersonsis acivilian, youfollow the rules of youth to age and male to female.

The only proper response to an oral order is “Aye,aye, sir/ma’am.” This reply means more than yes. Itindicates “ I understand and wil l obey.” Such responsesto an order as “O.K., sir” or “Al l right, sir” are taboo.“Very well” is proper when spoken by a senior inacknowledgment of a report made by a junior, but ajunior never says “Very well” to a senior.

“Sir” or “Ma’am” should be used as aprefix to anoff icial report, statement, or question addressed to asenior. It should also be used when addressing anoff icial on duty representing asenior. For example, theOOD, regardless of grade, represents the commandingoff icer and should be addressed as “Sir” or “Ma’am.”

If you are ajunior addressing asenior, you shouldintroduce yourself unless you are certain the seniorknows you by sight.

Today’s Navy hasnarrowed the gap between men’sand women’s career paths. Women now perform manyof thesametasksand havethesamespecialtiesas theirmalecounterparts.ThesechangescausedNavy uniformpolicytochange,bringingtheuniformsof bothmenandwomen more closely in line with each other. Navyuniformsaredistinctivevisual evidenceof theauthorityand responsibility vested in their wearer by the UnitedStates.

BecauseNavy waysarenewtoyou,manyquestionsprobably havecrossedyour mind, suchas, “What isthatoff icer’s rank”?“What doesthat petty off icer’s insigniamean”? “What does that pin stand for”? This chapterexplains officer grades; precedence; authority; theenlisted rating structure; and how to wear, mark, andexchange uniforms.

The United States Navy has had a basic uniformpolicy for many years. The purpose of the uniformpolicy is to ensure that naval personnel haveattractive,distinctive, and practical uniforms.U.S. Navy UniformRegulations,NAVPERS 15665, provides the basicnaval uniform policy. You can download theU.S. NavyUniform Regulationsfrom the BUPERS homepage atwww.bupers.navy.mil.Whenyouget tothispage,selectthe“services” buttonandlook under “uniformmatters.”

WEARING THE UNIFORM

Your dressandconduct shouldalwaysreflect credit

uponyourself, theNavy,andtheUnitedStates. It shouldbe amatter of personal pridetopresent thebest possibleappearance inyour manner of dress and grooming.

You are given a complete issue of regulationclothing when you enter theNavy. Themaintenanceofyour uniformandthereplacement of articlesof clothingareyour responsibility. You cannot use the excuse, “Ihavenothing fit towear,” or “I’ mout of cleanuniforms.”

ENLISTED MEN

Look at figures 10-1 and 10-2. Here, most enlisted(E-6 and below) men’s uniforms are shown. Uniformsmust be tailored according to the specifications in thefollowing paragraphs:

The dress blue and dress white jumpers must hangstraight andbethesamelength. Thesleevesof thedresswhite jumper are cut square at the cuff openings.

Thedress white trousershave azipper front andare the same length as the blue trousers. A white beltwith aregulation buckleis wornwith thewhiteuniform.The belt should be of the same fabric as the uniform.

Theneckerchief is 36 inches square and made ofblack silk, acetate, or other suitablematerial. It isfoldeddiagonally to form atriangle, then rolled (fig.10-3) andplaced around the neck under the collar. It is tied (fig.10-4) in asquareknot withbothendsof equal lengthandfalling naturally. The upper edge of the knot must beeven with the lowermost point of the collar opening.Neckerchiefsare worn with both thedressblueand thedress white uniforms. (NOTE: For enlisted womenneckerchiefs are worn with dress white uniform only.)

Navalpersonnel must present a proud and professional appearance that will reflectpositively on theindividual, theNavy,and theUnited States. Assuch, the Navy uniform is a visibly important element in the morale, pride,discipline and effectiveness of the organization.

bluejumper shouldhangstraight andbelongenough tocover all but thelowest buttonof the13-buttonbroadfallfront trousers. Sleeveshavetwo button cuffs, theedgesof which reaches to the knuckles when the cuffs areunbuttoned. The collar has three stripes of white tape(piping). The dress blue trousers are plain and cufflessand have a13-button broadfall front. Theold story thatthe13 buttonsrepresent the13original coloniesis false.

Government-issue dress blue jumpers and trousersare made of wool serge. The dress white jumpers andtrousers are made of a polyester material designatedcertified Navy twill.

Dungareesand winter workin g blues. Dungareesand winter working blues are considered to be theworking uniforms. Dungarees consist of a blue

chambray shirt and blue denim trousers. Command ornavy ball caps are only authorized for use withdungarees.Thewinter workingblueuniformconsistsofblue winter shirt and blue trousers. Enlisted men E-6and below havethe option of wearing the garrison capinstead of the white hat with the winter working blueuniform (command ball cap may beauthorized aswithdungarees and worn within unit premises or workingareas). Both uniformsareto be worn in working spaceswhereother uniforms wouldbeunsafe, inconvenient, orwould become excessively soiled.

Shoes. Black dressshoesand black socksare wornwithall uniforms. Shoesmay beof leather or asyntheticmaterial with a plain toe.

Peacoat. The peacoat is ablue winter-weight coatthat may be prescribed with an appropriate winteruniform. It isan easy-fitting, double-breasted coat withaconvertiblecollar. Thepeacoat should reach thehips.The sleeves should reach to about three fourths of thedistancefromthewrist to theknucklesof thehandwhenthe arms hang naturally at the sides. The peacoat must

be worn buttoned with the three lower buttons on theright side. In foul weather, thecoat may be buttoned tothe neck.

All-weather coat. A black, single, breasted,beltless, water-repellant coat. It’s made from 65%polyester and 35% cotton poplin fabric. The coat hasepaulets, tabs on the cuffs, and a zip-out lining.Women’s coats button to theleft andmen’s coats buttonto the right. When worn, button all the buttons except

thecollar button (in bad weather, thecollar button maybe buttoned). When wearing the all-weather coat, aclear plastic,combinationcapraincover may be worn.

Blue workin g jacket. The blue working jacket ismadeof navy bluematerial. It isfully linedwith azipperfront. Two military organization patches may be wornon the jacket on an optional basis, subject to thefollowing restrictions:

• The patch of the command to which you areassigned must be centered on the left breast.

• A secondunit patchof your choice,acceptabletothe command, will be centered on the rightbreast.

The blue working jacket may be worn with thedungarees uniform.

Hat. Thewhitehat should be worn squarely on thehead, as shown in figure 10-1.

Medals. Largemedalsmay beprescribed for wearwiththedressbluejumper for special occasions,suchaschangeof command or formal inspections. Medalsandneckerchief may be prescribed for wear with the dresswhite jumper. When large medals are worn with eitheruniform, the uniform is calledfull dress.

ENLISTED WOMEN

Enlisted (E-6 and below) women’s uniforms andtheir proper wear are shown in figures 10-5 and 10-6(not all uniformsareshown). Uniformsmust betailoredaccording to the specifications in the followingparagraphs:

Servicedressblues. Theenlisted women’s servicedressblues(fig. 10-5) is wornwith ribbons. Thenecktieor necktab is worn with the outer edges parallel to theouter edges of the collar. An equal amount of thenecktab should show on each side of the collar. Forprescribed (required) and optional items, refer toNAVPERS 15665.

Full dress blue. The full dress blue uniform is thesame as the service dress blue uniform. Large medalsand ribbons are worn (fig. 10-5) with this uniform.

Dress white jumper . The enlisted women’s dresswhite jumper (fig. 10-6). The jumper should fitcomfortably with no binding. The sleeves wil l haveinverted creases at the inside and outside edge, hangstraight, andbelongenoughtocover thewristbone. Thebottom of thejumper should beloose fitting at thehips.Normally, a white belted skirt is worn with the dresswhite jumper. However, white jumper slacks can bewornwith thedresswhitejumper. (NOTE: Whenwhitejumper slacks are used with the white jumper, the hemof the jumper should fall to within 1 inch above thebottom of thepocket opening of theslacks.) Theslackshavesideseampocketsand invertedcreases. Theslacks

should cover the shoes at the heel by 1 inch.

Workin g uniforms. Working uniforms consist ofbelted blue slacks or skirt and blue winter shirt.Dungarees(fig. 10-6) arealso authorized. Black socks,a garrisoncap, black serviceshoes, and ablack handbagmay be wornwitheach.Commandball caps,berets,andthebluecardiganareother itemsthat may beprescribed.

Shoes. Black dress shoes are pumps made ofsmoothleather, calf, or synthetic leather.Theywil l beofplain design with closed heels and toes. The heels willbe no higher than 2 5/8 inches nor less than 5/8 inchwhen measured from the forward edge of the heel.Wedgeheelsarenot authorized.Theblack serviceshoeswil l be laced leather or synthetic oxfords with one lineof black stitching around the top of the toe.

Hat. The combination hat may be worn with alldress uniforms. It is oval in shape, with a stiffenedcrown. The brim is rolled at the sides and straight infront and back. Thehat is worn with adetachablewhitehat cover. Enlisted women E-6 and below may wear thegarrisoncapasanoptionwithbluesonly whenwearingthe black v-neck sweater instead of the service dress

blue coat. As with the enlisted male E-6 and below,command or navy ball caps are only authorized withdungaree uniforms.

UNIFORM OF THE DAY

Theuniformof theday isthat uniformprescribedbyproper authority to be worn on occasionssuch as work,liberty, and inspections. The prescribed uniform of theday ispublished in thePlanof theDay or thePlanof theWeek. Wear your uniform with pride in self, the Navy,and the United States.

PROPER CARE OF UNIFORMS

Learning Objectives: When you finish this chapter,you will be able to—

• Identify the methods for caring for andmaintaining uniforms to include markingenlisted clothing and transferring clothing.

• Identify the contents and layout of the seabag.

• Identify the uniform components that can beworn with civilian clothes and recognize therules for wearing civilian clothes.

All Navy personnel must maintain their fullrequirement of authorized uniforms and are forbiddento possess or wear unauthorized uniforms. Divisionoff icers are required to inspect the uniforms of allnonrated personnel at regular intervals. Thepurposeofthe inspection is to make sure that each person has theprescribedoutfit. Insignia,decorations,medals,badges,and ribbons are worn as prescribed. Al l uniforms mustbe kept scrupulously clean; gold bullion lace, devices,and insigniamust be kept freeof tarnish and corrosion.Shoes should be kept well shined and in good repair.

You should not wear a uniform if any of thefollowing conditions exist:

• Frayed, torn, il l f itting, badly wrinkled, badlystained, or dirty uniforms. (A littl e leeway ispermitted in the dungaree uniform, but if it isdamaged beyond the possibi l i ty of aprofessional-looking repair, the item of clothingshould be discarded.)

• Discolored or frayed piping.

• Missing buttons.

• Cracked, badly stained, or nonregulation shoes.

• Badly faded, discolored, or frayed ribbons orrate/rating badges; tarnished or corroded metaldevices.

You may not wear anyuniform, article, insignia, ordecoration that is not yours or to which you are notentitled.

Further, you should not wear a uniform in thefollowing manner:

• Unbuttoned coats

• Rolled up sleeves, hat not squared, cuffsunbuttoned, or shirttails hanging out

• Incomplete or nonregulation uniforms

MARKING ENLISTED CL OTHING

You should mark your clothing legibly with yourname and social security number. Use black markingfluid for marking white clothing and chambray shirts.Use white marking fluid for marking blue clothes anddungaree trousers. Where labels are provided, markthem with indelible ink.

If available, men’s and women’s clothing should bemarked with a1/2-inch stencil or stamp. If a 1/2-inchstampisnot available, astencil nolarger than 1inchmaybe used.

Required items of men’s and women’s clothing(tables10-1 and 10-2) aremarked according to currentNavy uniform regulations and as indicated in the chartshown below. Where the word right or left appears inmarking instructions, it means the owner’s right or leftwhen wearing the garment. On towels and similararticles, it meansthe owner’s right or left whenstandingbehind the article.

Your clothingismarkedfor goodreasons.Whenyousendyour clothingtothelaundry, theremust be amethodto identify it. If your clothing is lost or misplaced, theonly way it can be recovered is if it has been properlymarked.

TRANSFER OF CLOTHING

No transfer or exchange of an enlisted person’suniform clothing wil l bemadewithout thecommandingofficer’s authorization. When such transfers orexchangesareauthorized or when clothing belonging to

deserters is sold, obliterate (make the nameunreadable) theformer owner’s namewith ared“D.C.”stamp. The purchaser’s name wil l be placed above,below, or next to it.

SEABAGS

TheCOrequiresclothingof all nonratedpersonnelto be inspected at regular intervals to make sure thateach person has the required seabag items (table 10-3and table 10-4). Also, before a nonrated person istransferred to another ship or station, another seabaginspection is made. Petty off icers clothing may beinspected on an individual basis, as appropriate. Allpersonnel are required to haveat least the followingitems and quantities in their seabag:

CIVILIAN CL OTHING

You may be permitted to havecivilian clothing inyour possessionaboardshipor at anaval activity ashore.You may wear such clothing while leaving or returningto your ship or station, while awaiting transportationafter permission to leavetheship hasbeen given, whileon authorized leave of absence, liberty, or in anyoff-duty status ashore.

When wearing civilian clothing, you must ensurethat your dressandpersonal appearanceareappropriatefor the occasion and won’t bring discredit upon thenaval service. Current styles and fashions areauthorized. Tank-top shirts, white undershirts worn asouter garments, cutoff shorts, and shower sandals areconsideredappropriatecivilianattirefor occasionssuchas picnics, athletic events, and other daytime activitiesof an extremely casual nature. Theaboveitemswil l nototherwise be worn within the confines of a militaryinstallation.

In cases of individuals who do not wear civilianclothing asoutlined or who fail to maintain proper andadequateuniforms, individual commandsmay suspendtheprivilegeof wearingcivilianclothingtoandfromthecommand.

OFFICER AND ENLISTED INSIGNIA

In theenlistedbranchof theNavy, a fieldof work oranoccupation iscalledarating. Levelswithin theratingare called rates. In the case of a Boatswain’s Matesecond class (BM2), for example, Boatswain’s Mate isthe rating and second class is the rate. In other words,ratingisthejobor occupation,whilerateisthepaygradeof the person.

As a newcomer without previous militaryexperience,youprobably enteredtheserviceas arecruitinpaygradeE-1. Thisisthebasicpaygradein thearmedforces grading structure. From the recruit rate, youbegan to train in one of the six broad occupationalgroups. Your occupational group is identified by agroup rate mark, which is worn on the left sleeve ofjumpersandwhitesummer shirts. Group ratemarksareshown in figure 10-7.

Personnel inpaygradesE-1, E-2, andE-3whohavequalified in a particular rating wil l wear the specialtymark of that rating. This is called a striker mark. Thestriker mark is worn immediately abovethe group ratemark. If you were aqualified striker and in paygradeE-1, you would wear thestriker mark, even though youwouldn’t wear the group rate mark.

After advancing to Seaman, Fireman, Airman,Constructionman, Hospitalman, or Dentalman, you’ llwant to qualify for the lowest petty off icer rate—pettyoff icer third class. The rating you are trying for willdepend on your personal qualifications and desires. Atthis time, you wil l enter theoccupational f ield that youwil l normally follow for the rest of your Navy career.Subject tostandard instructions, changesfromone fieldto another are allowed quite freely in the lowerpaygradesbefore aperson hasbeen intensively trainedinoneparticular field. Thisletsyouhaveenoughtimetofind thechoiceof work you want in theNavy. However,once you haveadvanced to asenior petty off icer level,changes to another field are seldom permitted.

As mentioned before, every enlisted person in theNavy has arate. You must beableto identify aperson’srate. To enable you to do this, every enlisted person intheNavy (with the exceptionof E-1) isrequired towearan insignia indicating rateon theleft arm of theserviceuniform. This is usually called arating badge. Figures10-8 through 10-10B identifies all enlisted ratinginsignia.

SERVICE STRIPES

Service stripes (calledhash marks) indicate lengthof service. One stripe is worn on the left sleeve ofjumpersfor eachfull 4yearsof activeor Reserveservicein any of thearmed forces, or any combination thereof,such as 2 years in the Army and 2 years in the Navy.Scarlet hash marksand rating badgesare worn on blueuniforms; blue hash marks on white uniforms.

Gold rating badges and service stripes are wornwhen good conduct in thenaval servicetotals12 years.This 12 years may be active or drilling reserve time inthe Navy, Navy Reserve, Marine Corps, or MarineCorpsReserve. For moreinformationabout authority towear gold rating badgesand servicestripes, refer to theU.S. Navy Uniform Regulations, NAVPERS 15665.

RATE INSIGNIA OF THE U.S. NAVY ANDOTHER U.S. ARMED FORCES ENLISTEDPERSONNEL

Look at figure10-11, which showstherateinsigniaof all the U.S. armed forces enlisted personnel.

Themost senior enlisted person in theU.S. Navy isthe master chief petty off icer of the Navy (MCPON).(NOTE: Thesenior enlistedinsigniafor theother armedservices are shown directly under the MCPON in fig.10-11.) Therating insigniaof theMCPON issimilar tothat of all other master chief petty off icers, except that ithasthreegoldstarsinlineabovetheeagleand agoldstarin the space between the eagle and the upper chevronthat replaces the specialty mark.

Major commands have aCommand Master ChiefPetty Off icer (CM/C). The CM/C insignia differs fromtheMCPON. Therearetwo silver starsabovetheeagle,andthereis asilver star that replacesthespecialty mark.

Naval Officers

Officersarealso divided into lineoff icersand staffcorps off icers. A star is worn on the sleeveor shoulderboardof thelineoff icer, dependingon theuniform. Theline category is subdivided into unrestricted andrestricted line.

• Only unrestricted line off icers are eligible forcommandat seaandthecommandof aircraft squadrons,fleets, and shorebasessuch asnaval basesand naval airstations. Included in this category are limited dutyoff icers(LDOs), whohavebeenspecifically authorized

to assume such command and certain naval aviators.

• Restricted line off icers are those designated forengineer ing or other special duty, such ascommunications, naval intelligence, photography, andother technical f ields. Theyaren’t eligiblefor commandat sea but may assume command of designated shorefacilities.

• Staff corps officers are specialists in certainareas, such as supply and medicine. They wear staffcorps insignia (fig. 10-15). A doctor can become thecommanding off icer (CO) of a hospital or a medicalschool or thechief of theBureau of Medicine. A supplyoff icer canbecometheCOof asupply depot or aschoolor the head of the Navy Supply Systems Command.

When off icers are of the same grade and date ofcommissioning, but from different off icer’s categories,seniority takes precedence in the following order:

In addition to regular commissioned off icers, theNavy hasanother groupof off icerscalledcommissionedwarrant officers.

The Navy needs specialists to supervise theoperationof equipment andweaponsandneedsenlistedpersonnel to maintain them. Chief warrant off icers fillthe gap between enlisted personnel and commissionedoff icers. Theyareformer enlistedpersonnel selectedforwarrant status because of their professional ability andfor their demonstrated qualities of leadership, loyalty,

and devotion to duty. All warrant officers arecommissioned as W-2s.

TheSurface Warfare insignia is worn by off icersand enlisted personnel who havequalified in all phasesof surface warfare.

The Submarine Warfare insignia is worn bypersonnel whohavequalified toserveinsubmarines. Inaddition to thebasic insignia, other submarine insignia

include those for submarine medical, engineer, andsupply off icersandfor all whoparticipatedsuccessfullyin combat patrols.

The Explosive Ordnance Disposal Warfareinsignia is worn by personnel who are qualified in theidentification and safedisposal of many different typesof ordnance produced by the United States, our allies,and our enemies.

The Underwater insignia is worn by off icer andenlistedpersonnel qualified in variousclassesof diving.TheUnderwater insignia issilver with the exception ofthe Diving Officer and the Diver Medical insignia,which are gold.

TheSeabee Combat Warfare Specialistinsigniais worn by personnel who arequalified in all phasesofNaval Mobile Construction Battalion operationsincluding mobilization, combat operations, disasterrecovery, and combat readiness.

Most insignia worn by officers and enlistedpersonnel are identical, with one exception—thoseworn by off icersaregold, while those worn by enlistedpersonnel are silver. Examples of some of these areSubmarine, Small Craft , and Explosive OrdnanceDisposal. Two exceptions to this are theEnlistedAi rcrewinsigniaandtheNaval Parachutist’sinsignia,which are gold.

Another type of special insignia worn by navalpersonnel isan identification badge, which isdisplayedby thoseengaged in Presidential serviceor assigned tocertain staffs, such as the organization of the JointChiefs of Staff (JCS) or the Office of the Secretary ofDefense.

EMBLEM

Different commands within the Navy havespecialemblems. Figure 10-20 shows one example of anemblem.

An award is any decoration, medal, badge, ribbon,or letter of commendation given to an individual or unitin recognitionof outstandingactsor serviceperformed.There are seven broad categories of awards:

1. Military decorations

2. Unit awards

3. Nonmilitary decorations

4. Campaign and service awards

5. Foreign decorations and non-U.S. serviceawards

6. Marksmanship awards

7. Awards of military societies and otherorganizations

Militar y decorations. A military decoration is anaward given to an individual for a specific personalact of gallantry or meritorious service. Someexamples of military decorations are the Medal ofHonor, Navy Cross, Distinguished Service Medal,and Purple Heart.

The first military decoration awarded to individualsby thiscountry wasthePurpleHeart. ThePurpleHeartwas founded by George Washington in 1782. It wasawarded for unusual gallantry and/or extraordinaryfidelity and essential service. Only three people wereawarded the original Purple Heart. The awards weremade for action during the Revolutionary War. Onehundred and fifty years later, in 1932, the PresidentFranklin Deleno Roosevelt revived the Purple Heartdecoration.

The basis for this award was changed from theoriginal idea. Asreestablished, thePurpleHeart isnowawarded for wounds received as a result of enemyaction.

Unit awards. An award presented to an operatingunit wornonly by membersof theunit whoparticipatedin thecited action. Unit awardsincludethePresidentialUnit Citation, the Navy Unit Commendation, and theNavy “E.”

Nonmil i tary decorat ions . Nonmil i tarydecorations are awarded for various actions by anindividual. A few examples are the Presidential Medal

of Freedom, the Gold and Silver Lif e Saving Medals,and the National Sciences Medal.

Campaign and service awards. Campaign andservice awards are issued to personnel who havepart icipated in designated wars, campaigns,expeditions, or who havefulfilled creditable, specific,service requirements. Examples of campaign andservice awards are the Prisoner of War Medal, GoodConduct Medal, Antarctica Service Medal, ArmedForces Expeditionary Medal.

Foreign decorations and non-U.S. serviceawards. The foreign decorations and non-U.S. serviceawards that may be worn are listed in the U.S. NavyUniform Regulations,NAVPERS 156650.

Marksmanship awards. Some examples of themarksmanship awards include the Navy PistolMarksmanship Medal/Ribbon, the DistinguishedMarksman Badge, and the Navy Rifleman ExcellenceIn Competition Badge.

Awards of mil i tary societies and otherorganizations. Awards of military societies and otherorganizations are awards from the followingorganizations: Regular Army andNavy Union, MedicalScientificSocieties,Naval ReserveAssociation,andtheMoreell Medal.

Normally, awardsaremedalssuspended from apinby adistinctive ribbon; but thereare exceptions, suchasthe President ia l Uni t Ci tat ion, Navy UnitCommendation, Meritorious Unit Commendation, andCombat Action Ribbon. These awards are not medalsbut ribbons that denote the citation.

Medals are attached to the uniform just above theleft breast pocket. Up to threemedals are worn sidebyside. When there are more than three medals, they areattached to a bar in an overlapping fashion with amaximum of five medals to a row (in their order ofprecedence).

Except on special occasions (such as apersonnelinspection), replicas of the medal suspension ribbonsare worn. These ribbons are part of the service dressuniform. Theyare worn centered 1/4 inch abovetheleftbreast pocket, with no space between ribbons orbetweenrows.Eachrowmay containnomorethanthree

ribbons. A row of fewer than three ribbons is centeredabove a full row. Persons possessing four or moreribbonsmust wear aminimumof three but may wear allif desired.Theribbons,whichmay beeither sewnontheuniform or attached to bars, are worn in their order ofprecedence—from top to bottom and inboard tooutboard within rows. Transparent covering or the useof preservatives isn’t permitted. No alteration may bemadethat would changetheappearanceof theribbons.When medals are prescribed as part of the uniform,ribbonsthat don’t havecorresponding largemedalsareworn on the right breast.

The armed forces identification card is used toidentify you as amember of the U.S. armed forces. Itisn’t a pass. It remainstheproperty of theUnitedStates.Anyonealtering, damaging, lending, counterfeiting, orusing the card in an unauthorized manner is subject todisciplinary action.

You must carry thecard at all times. You can’t giveyour ID card as security for the return of property orequipment provided by civilian or naval recreationalactivities.

Theactive-duty ID cardmust besurrenderedby theholder for the following reasons:

Identification tags (dog tags) are designed for theidentification and casualty reporting of members whobecome casualties and for grave registration ofmemberswhodiein acombat zone. Assoonaspossibleafter reporting for active duty, each Navy member isissued two complete identification tags.

Ident i f icat ion tags are made of metal ,approximately 2 inches long by 1 1/8 incheswide, andattached to a 25-inch necklace. These tags are aprescribedpart of your uniformandmust be kept inyourpossession. When prescribed by directives, they areworn suspended from the neck under the clothing.When not required to be worn, theyshould beregardedas part of your equipment and will be regularlyinspected as such.

Identification tags must be worn while you are onactiveduty intheNavy under thefollowingconditions:

• In time of war

• In time of national emergency

• When engaged in flight operations

• When traveling in aircraft

• When reporting to an armed forces medicalfacility for treatment

• When prescribed by the Chief of NavalOperations (CNO)

• When prescribed by competent authority

Grooming standards are based on severalelements—including neatness, cleanliness, safety,military image, and appearance in uniform. Thestandards aren’t intended to be overly restrictive ordesigned to isolateNavy men and women from society.Thelimitsarereasonable; theymakesurethat personalappearance contributes to a favorable military image,

yet they allow a degree of individuality. The seemingdifferencebetweenthepolicyongroomingfor maleandfemale members is simply recognition that there is adifference between the sexes—mustaches andsideburns for men, longer hair and cosmetics forwomen.

Remember! Grooming promotes pride in who andwhat you are, pride of being in the Navy, and pride inbeing in the United States.

GROOMING STANDARDS FOR MEN

Hair wil l be neat and clean and present a groomedappearance. Hair above the ears and around the neckwil l be tapered from the lower hairline upward at least3/4 inch and outward to greater than 3/4 inch to blendwith thehairstyle. Hair on theback of theneck may nottouchthecollar. Hair wil l benolonger than 4inchesandgroomed so that it does not touch the ears or collar,extend below the eyebrowswhen headgear is removed,or interfere with proper wearing of the headgear. Theprimary consideration remains a neatly groomedappearancefor thehairstyleand thetypeof hair that theindividual has.

Sideburns are permitted, but they are to be of evenwidth (not flared), end with aclean-shaven horizontalline, and cannot extend below the middle of the ear.

Inmost instances,mustachesalsoarepermitted, butmust be kept neatly trimmed so that they don’t appearragged. No eccentricities, such as long droopingmustaches, are permitted. Beards are not allowed.

Articles such as pencils, pens, watch chains/fobs,pins, jewelry, handkerchiefs, combs, cigars, cigarettes,or pipes must not be worn or carried exposed on theuniform. Wristwatches, bracelets, and rings (one ringper hand) are permitted. While in uniform, men maywear onenecklaceor choker, but it must not bevisible.Menmust not wear earringswhileinuniformor whileincivilianclothes,whileon amilitary installation,or whenattending a military function.

Navy personnel assigned to Marine Corps units,must abide by the grooming standards established forMarines; otherwise, when wearing Navy uniforms(including fatigues), they must abide by Navy

regulations.

GROOMING STANDARDS FOR WOMEN

Hairstyles will be neat and present a groomedappearance.Theywil l not beoutrageously multicoloredor faddish, toincludeshavedportionsof scalpor designscut or braided into the hair. Haircuts and styles willpresent abalancedappearance. Lopsidedand extremelyasymmetrical (not balanced) styles aren’t authorized.

Braids

Braided hairstyles must be conservative andconform to the guidelines stated in NAVPERS 15665.Some of the guidelines include the followinginformation:

• Ponytails, pigtails, widely spaced individualhanging locks, and braids that protrudefrom theheadaren’t authorized.

• Multiple braids are authorized.

• When a hairstyle of multiple braids is worn,braids will be

— Uniform in dimension

— Small in diameter (approximately 1/4 inch)

— Tightly interwoven to present a neat,professional, well-groomed appearance.

— Foreign material (such asbeadsor decorativeitems) will not be braided into the hair.

— Short hair may bebraidedinsymmetrical foreand aft rows (corn rowing) that minimizesscalp exposure.

— Corn row ends wil l not protrude from theheadandmust besecuredwith inconspicuousrubber bands that match the hair color.

Hairstyles

Appropriateness of the hairstyle is judged by itsappearance when headgear is worn. Al l headgear mustfit snugly andcomfortably around thelargest part of thehead without distortion or excessive gaps. Hairshouldn’t show from under the front of the brim of the

combination hat, garrison, or command ball cap.Hairstyles that don’t allow headgear to be worn in thisway, or that interferewith theproper wear of protectivemasks or equipment, are prohibited.

Hair Length

When in uniform, the hair may touch, but not fallbelow ahorizontal line level with the lower edgeof theback of the collar. With jumper uniforms, hair mayextend amaximum of 1 1/2 inchesbelow thetop of thejumper collar. Long hair, including braids, that fallsbelow the lower edge of the collar must be neatly andinconspicuously fastened, pinned, or secured to thehead. No portion of the bulk of the hair as measuredfrom the scalp will exceed approximately 2 inches.

Barrettes/Combs/Clips

A maximum of two small barrettes/combs/clips,similar tohair color, may beused in thehair. Additionalbobby pinsor rubber bandsmatching thehair color maybeusedtoholdhair inplace, if necessary. Fabricelasticsand colored bands/pins aren’t authorized. Hairornaments wil l not present a safety or foreign objectdamage (FOD). Hair nets will not be worn unlessauthorized for a specific type of duty.

Fingernails

Fingernails must not exceed 1/4 inch measuredfrom the tip of the finger. Nail polish must be asoftshade, complementary to the skin tone.

Cosmetics

Cosmetics should be conservative in color andapplied sparingly. No eccentricities or faddishness ofdress, jewelry, or grooming is permitted. No pencils,pens, pins, handkerchiefs, or jewelry may be worn orexposedon theuniform. Earringsmay be wornwith theuniform and must be the6mm-ball (approximately 1/4to 1/8 inch) type with aplain brushed matte finish or ashiny finish; either the screw-on or post type. E-6 andbelow must wear silver earrings; CPOs and off icersmust wear gold. Small single pearl earrings areauthorizedfor dinner or formal dressuniforms.Whileinuniform, women may wear onenecklaceor choker, but

it must not be visible.

Maternity Uni forms

Thewearingof thematernity uniform ismandatoryfor all pregnant women in the Navy when auniform isprescribed, and regular uniforms no longer fit.

Understanding and correctly following the basicdrill positions and facing movements are anecessarypart of your military life. Drill s teach discipline andinstill habits of precision and automatic response toorders.

What is the purpose for formations? Is it to see ifyou know your right from our left? Not really!

One of the purposes for formations is to move alargenumber of personnel from oneplaceto another inan orderly manner. Another purpose is to make surepeople receive correct up-to-date information. Peoplelisten more closely to and better understand what isbeingsaidwhentheyarealert andpayingattention. Justimagine agroup of peoplestanding around, their handsin their pockets, daydreamingor talkingwhilesomeoneis trying to relay important information. How manypeople wil l actually hear and understand what is beingsaid?Probably not many! Formationsalso help teach agroupof individualstoact asmembersof a teaminsteadof “doing their own thing.”

POSITIONS WITHIN A FORM ATION

Many military functions, such asmorning quartersand personnel inspections, requirethat you assembleinformation. The termsused to identify these formationsmay vary at different commands. For example, thetermsquador platoon at one command may be a detail,division, or classat another. Here, the term squadisused to represent abasic formation. Remember that themembers of any formation must respond in unison(together) to the commands given. By studying thefollowing terms and referring to the diagram in figure10-21, you can easily learn thebasic positionswithin aformation:

Distance. A spaceof 40 inchesbetweenthechest of oneperson and the back of the person ahead withinranks.

Element. An individual, squad, section, platoon,company, or someother unit that ispart of a largerunit.

File or column. A formation of elements or personsplaced one behind the other.

Flank.The extremeright or left of aunit, either in lineorin column. Theelement on the extremeright or leftof the rank. A direction at a right angle to thedirection an element or a formation is facing.

Formation. An arrangement of elements in line, incolumn, or in any other prescribed manner.

Guide. Theindividual on whom aformation or elementregulates its alignment. The guide is usuallypositioned to the right.

Interval. Thespacebetween individuals from shoulderto shoulder, normally one arm’s length.

Pace. Thelengthof a full step(30 inchesfor menand24inches for women).

Rankor line. A formationof elementsor personsabreastof each other or side by side.

Step. Thedistancefrom heel to heel between thefeet ofamarching person. Thehalf step and back step are15 inches. The right and left steps are 12 inches.

POSITION AND FACING COMMANDS

The two types of commands are the preparatorycommand, such asRIGHT, which indicates the typeofmovement to bemade, and thecommand of execution,suchas FACE,whichcausesthedesiredmovement tobe

made.In this chapter, preparatory commands arebolded and the first letter is capitalized. Incommands of execution, each letter is capitalized.When both types of commands are combined, suchas FALL IN, AT EASE, and REST, they arecapitalized just like commands of execution.

POSITIONS

Assumethefollowing positionsonly when you areat ahalt. Onepersonor anentireformationmay executethem.

ATTENTION. Thepositionof attention isthebasicmilitary position. It indicatesyouarealert andready forinstruction. In this position, stand with your heelstogether, feet forming an angle of 45°, head and bodyerect, hips and shoulders level, and chest lifted. Asshown in figure 10-22, allow your arms to hangnaturally—thumbs along skirt or trouser seams andfingers joined and in their natural curl. Keep your legsstraight, but not stiff at theknees. Direct your head andeyesto thefront. Keepyour mouthclosed, andpull yourchin in slightly. When called to attention, bring theheelof your left foot to the heel of your right foot.

PARADE REST. The command Parade REST isgiven only when the formation is at attention; themovement is executed in one count (fig. 10-23).

AT EASE. On the command AT EASE, you canrelax and shift about, but keep your right foot in place.Donot talk. Thiscommandmay alsobegivenwhenyouarenot inranks,asin aclassroom. Youmust not talk, butyou may remain relaxed.

REST. On the command REST, follow the samemovement restrictions as you would when at ease, butyou may talk.

FALL OUT. (This command is not a dismissalorder.) Upon the command FALL OUT, leave yourposition in ranks but remain nearby. On the commandFALL IN, resume your place in ranks, and come toattention.

To bring aformation to attention again when it is inany oneof the four positionsof rest, theperson issuingcommands gives a preparatory command (such asCompany) before the command ATTENTION. If atrest or at ease, cometo thepositionof paraderest on thepreparatory command.

FACINGS

Facings are movements that can be made either totheright or left, with the exception of about face. Whilefacing, your arms should remain at the position ofattention. The following commands describe only themovement to the right. To perform amovement to theleft, simply substitute “left ” for “right” and “right” for“left .”

RIGHT FACE. Right face (fig. 10-24) is atwo-count movement started on the commands RightFACE. On thecommand FACE, (1) raiseyour left heelandright toeslightly andturn90° totheright. Keepyourleft leg straight but not stiff; (2) bring your left heelsmartly alongside the right heel and stand at attention.

EYES RIGHT. When given the commandsEyesRIGHT, smartly turn your head 45° to the right on thecommand RIGHT. The commands to turn your headback to theposition of attention areReadyFRONT. Onthe command FRONT, snap your head to the front.

ABOUT FACE. About face is a two-countmovement performed on the commandsAbout FACE.On thecommandAbout, shift your weight to your leftleg without noticeable movement. On the commandFACE, (1) place your right toe about 6 inches behindandslightly totheleft of your left heel (fig.10-25; (2) ontheball of theright foot and theheel of theleft foot, turnsmartly to the right until you are facing the rear. Yourfeet wil l be in theposition of attention when the turn is

completed if you place your right toe properly behindyour left heel.

FALLING IN TO FORMATION

Uptothispoint, youhavelearnedabout movementsthat canbemadeby onepersonor by agroup. In asharpmilitary formation, each member must correctlyrespondtocommandsas ateam.Alwayslistencarefullyto theperson in chargesince formation movementsareusually made up of both preparatory and executioncommands. In the following movements, you must payspecial attention to thedutiesof the left and right flankmemberssince their response to acommand isslightlydifferent from the other members in formation.

FALL IN. On the command FALL IN, the squadformsinlineontheleft of theright flank member (squadleader). Eachmember of thesquad, except theleft flankmember, raises the left arm shoulder high in line withthe body. Fingers are straight and touching each otherpalm down. Each member (except the right flankmember) turns their head and looks to the right. Toobtain anormal interval (fig.10-26),moveinlinesothatyour right shoulder touches the fingertipsof thepersonto theright. Assoonasyouarein linewith theperson toyour right and the person on your left has obtainednormal interval, return smartly and quickly to theposition of attention.

Closeinterval (fig. 10-27) isthehorizontal distancebetween the shoulder and elbow when the left hand is

Theheel of thehand restson thehipwith fingersstraight, touching each other, and pointingdown. The left flank member makes the adjustmentwithout moving the arms.

TO ALIGN THE SQUAD. On the commandsDress Right, DRESS (normal interval) or At CloseInterval Dress Right, DRESS (close interval),membersof thesquadalignthemselveswitheachother.

On thecommand DRESS, all members, except theright flank member, smartly turn their heads, look, andalign themselves to the right. At the same time, allmembers, except the left flank member, smartly raisetheir left arm shoulder high (normal interval) or placetheir left hand on their hip (close interval). The rightflank member stands fast and looks to the front. Usingtheright flank member as aguideandtakingshort steps,the other members align themselves and obtain theproper interval. Whether commanded to dress to theright or to the left, use only the left arm to obtain theinterval, and hold that position until thenext commandis given.

When the alignment is correct, the commandsReady, FRONT are given. On FRONT, heads snap tothe front and arms drop to the side.

TOCOVEROFF.Thiscommand isgivenwhen theformation is in column or in two or moreranks. On thecommand COVER, the forward member or forwardrank stands fast. You wil l then move, left or right, toposition yourself directly behind the person in front ofyou while maintaining a 40-inch distance.

FROM NORMAL TO CLOSE INTERVAL. ThecommandsClose, MARCH tell memberstomovefromnormal interval to close interval while in line. OnMARCH, all members, except the right flank member,pivot to theright on theball of theright foot andstepoffon the left foot (one count). They march forward untiltheyobtainanapproximatecloseinterval, halt, and faceto the left. They then form at close interval, as alreadydescribed. Al l members lower their arms when themember on their left has obtained the proper interval.

FROM CLOSE TO NORMAL INTERVAL. ThecommandsExtend, MARCH tell members to changefrom close interval to normal interval while in line. OnMARCH, all members, except the right flank member,pivot to the left on theball of theright foot and step offon the left foot (one count). They march forward untilthey obtain an approximate normal interval, halt, andface to the right. Then they form at normal interval, aspreviously described . Each member drops the left armwhen the member to the left has obtained the properinterval.

DOUBLE-ARM INTERVAL. The commandsTake Interval To The Left MARCH, tell members ateither close or normal interval to form a double-arminterval. At thecommand MARCH, members moveaswhen extending ranks, except that each member raisesboth armsand touchesthe fingertipsof themembersoneither sideto obtain thedouble-arm interval. (Therightflank member raisesonly theleft arm, and theleft flankmember raises only the right arm.) Each membersmartly lowers the right arm after obtaining properinterval to the right and lowers the left arm when themember on the left lowers the right arm.

FROM DOUBLE-ARM TO NORMALINTERVAL. The commandsAssemble To The Right

MARCH, instruct members to obtain normal intervalfrom double-arm interval. Execute this movement asyou would in closing, but form at normal interval.

TO COUNT OFF. The commandsCount OFFinstruct memberstocount off whilein arank or line. Onthecommand OFF, all members, except the right flankmember, smartly turn their heads and look to the right.The right flank member shoutsONE, thenext memberin rank or lineshoutsTWO, andsoon, inquick cadenceondownthelinethroughtheleft flank member. Aseachmember shouts theappropriatenumber, heor sheturnsthe head smartly to the front.

Members in a file or column count off when giventhecommandsFrom Front To Rear Count OFF.Eachmember, startingwiththesquadleader, turnstheheadtothe right and shouts the appropriate number whileturning the head back to the front.

The commandsOpen Ranks MARCH are givenwhen more distance between ranks is required; forexample, for a personnel inspection. On the commandMARCH, the front rank takes two paces forward, thesecondrank takesonepace(30 inches) forward, and thethird rank stands fast. Each succeeding rank takes two,four, or six (15-inch) steps backward. Each rankautomatically dressesright assoonasit halts. When thealignment iscompleted, thecommandsReadyFRONTare given.

TOCLOSERANKS. ThecommandsCloseRanksMARCH tell membersto closeranks. On thecommandMARCH, the front rank stands fast, the second ranktakes one pace forward, the third rank takes two pacesforward, the fourth rank takes threepaces forward, andso on. You will halt and cover without command.

HAND SALUTE. Begin asaluteon thecommandsHand SALUTE, and complete the salute on thecommandTWO.OnthecommandSALUTE, raiseyourright hand smartly. At the command TWO, return toattention by moving your hand smartly in the mostdirect manner back to its normal position at your side.(If you are in formation, the preparatory commandReady wil l begiven before thecommand of execution,TWO.)

UNCOVER. Many religious ceremonies, andusually inspections, require you to remove your hat
