Training Tools for Good Practice Guidance and Uncertainty Management in
National GHG Inventories
Overview
• Background• Basic Principles • Technical Assistance
– Training tools
– Regional projects
– Knowledge network
Background
IPCC Good Practice Guidance (May, 2000)
– NAI Parties encouraged to apply the GPG for inventories
– not available when majority of NAI Parties prepared inventories for Initial National Communication
– Up to 30 NAI may wish to begin Second National Communications in 2003-04
Basic Principles
Aims to develop a national inventory strategy for:
Identification of key sources is the first step
- improving quality of inventory
- institutionalizing the inventory process
- cost effectiveness
Training Tools Manual and CD-Rom
Source-specific guidance for NAI Parties
Resources Worked examples of improvement strategy,
analysis, reports, etc. Manual of procedures QA/QC Checklist
Workshop Presentations
Training Manual (1)
Step-by-step Approach:
I: Planning the inventory work
II: Carrying out the actual work
III: Documentation and Reporting
Training Manual (2)
II: Carrying out the actual work: Using the IPCC and GPG Focusing on key sources Choosing methods, EF and AD QA/QC
Training Manual (3)
III: Documentation and Reporting Clarifying what has been done and by whom Carrying out technical peer review Identifying barriers Suggesting actions for longer term improvement Raising awareness Identifying training needs
Training Manual: Source Specific Guidance
Providing practical guidance on: Which methods to choose? Which EF and AD to use? How to develop data, if they are not ready
available? Where to find this information?
Next Steps: Training Tools Approach
Phase I: 100 Annex I and NAI experts Phase I completed: September 2002 Phase II underway
Timeline Wide-scale expert review: May 2003 Final draft: June 2003 Disseminate: July 2003 Spanish, French, Russian translations
Technical Assistance
• Regional strategy to improve inventory quality– 2 GEF projects in Europe/CIS and West Africa– Technical Advisory Committee
• Training Tools– Output of regional projects– To be disseminated to all NAI Parties
• Global Knowledge Network– All project co-ordinators can participate– Backstopped by technical experts
UNDP-GEF regional inventory projects
Objective– To build capacity to improve the quality of GHG
inventories in 26 participating countries
• Outputs– Inventory quality improved– Institutional framework strengthened – Long-term inventory improvement strategies developed– Regional information exchange network created– National manuals of procedures prepared– 2 experts trained per country
UNDP-GEF regional inventory projects (2)• Europe/CIS
– Fugitive emissions from oil and gas (EF)– Solid waste treatment (EF)– Solid waste treatment (AD)– Mobile combustion (AD)
• West & Francophone Central Africa Forest and grassland conversion (AD) Enteric fermentation (EF – ILRI)
Project start-up: May/June 2003
