August 27, 2014The August meeting of the Colonial Intermediate Unit 20 Board of School Directors was held on Wednesday, August 27, 2014 at the Colonial Intermediate Unit 20, 6 Danforth Drive, Easton, PA. President Baxter called the meeting to order at 7:37 PM at which time the Pledge of Allegiance was recited.Members Present:

4. MOTION to Approve Agenda – August 27, 2014On motion by Ms. Lastowski, seconded by Ms. Price, and unanimously passed by voice vote, the Board approved the Agenda as presented with any additions and/or corrections noted.
5. MOTION TO Approve Minutes of Meeting – June 25, 2014On motion by Ms. Colton, seconded by Dr. Baird, and unanimously passed by voice vote, the Board approved the Minutes of the June 25, 2014 meeting as presented.
6. MOTION TO Approve the Report of the Treasurer & Request for Approval of Bills – June 2014On motion by Dr. Baird, seconded by Mr. Habrial, and unanimously passed by voice vote, the Report of the Treasurer for the month of June 2014 was approved and bills ordered paid.

3. Approval – Appointment of Voting Delegate for the PSBA Delegate Assembly MeetingIt is recommended the Board approve the appointment of Pam Colton as the voting delegate to represent Colonial Intermediate Unit 20 at the PSBA Delegate Assembly Meeting to be held on October 21, 2014
4. Approval – Solicitation to Bid – Parking Lot RepairIt is recommended the Board authorize permission for the solicitation of bids for Parking Lot repair at the central office, Colonial Academy and transportation buildings. Specifications will be determined by D’Huy Engineering. ATTACHMENT 14.4.1

The Stroudsburg Area SD has requested the Intermediate Unit provide an Associate Teacher to meet the needs of an individual student. (Life Skills Support, Stroudsburg Middle School, SASD)
c. (2) Associate Teacher effective first day of 2014-2015 school year. From Part-time positions to Full-time. (Colonial Early Learning Center)
d. Mental Health Worker (1:1) effective date of May 27, 2014, and will continue until student moves or no longer needs service. The East Stroudsburg Area SD has requested the Intermediate Unit provide a Mental Health worker to meet the needs of an individual student. (Emotional Support, Colonial Academy, EASD)
e. (1)Teacher and (2) Associate Teachers effective 2014-2015 school year. The Bethlehem Area SD has requested the Intermediate Unit provide an elementary school program for students with autism. (Autistic Support, Farmersville Elementary School)
f. Associate Teacher (1:1) effective first day of 2014-2015 school year, and will continue until student moves or no longer needs service. The Northampton Area SD has requested the Intermediate Unit provide an Associate Teacher to meet the needs of an individual student. (Physical Support, Saucon Valley Elementary School, NASD)
g. Associate Teacher (1:1) effective first day of 2014-2015 school year, and will continue until student moves or no longer needs service. The East Stroudsburg Area SD has requested the Intermediate Unit provide an Associate Teacher to meet the needs of an individual student. (Physical Support, Pleasant Valley Elementary School, ESASD)
h. Associate Teacher (1:1) effective first day of 2014-2015 school year, and will continue until student moves or no longer needs service. The Pocono Mountain SD has requested the Intermediate Unit provide an Associate Teacher to meet the needs of an individual student. (Autistic Support, Colonial Academy, PMSD)
i. Associate Specialist (1:1) effective August 14, 2014 and will continue until student moves or no longer needs service. The Easton Area SD has requested the Intermediate Unit provide an Associate Specialist to provide sign language interpreting to meet the individual needs of an individual student. (AS, Easton High School, EASD)
j. Associate Teacher (1:1) effective August 12, 2014 and will continue until student moves or no longer needs service. The Easton Area SD has requested the Intermediate Unit provide this position to meet the needs of an individual student. (LSS, Rotation Program)
k. Associate Teacher effective August 14, 2014. Easton Area School District is requesting the Intermediate Unit provide an Associate Teacher to support the two Emotional Support classes at Easton Area Middle School.
6. Approval – Change in Position It is recommended the Board approve the following change in position:
a. From Coordinator of Special Education (Level IV) to Supervisor of Special Education (Level III) (Autistic Support) effective August 28, 2014. This change in position is needed to oversee the entire Autistic Support program.

14.Approval – Internship It is recommended the Board approve an internship for Deborah Mancuso, a graduate student at the University of Scranton. Ms. Mancuso is requesting to begin the internship on September 2, 2014 upon Board approval, and end in January 2015. She will be positioned at Swiftwater Intermediate School and supervised by Nicole Baker, a Treatment Coordinator for the School-Based Partial Hospitalization Program. There is no stipend requested.
15.Approval - Collective Bargaining Agreement (CBA) – Transport Workers Union (TWU) Local 282It is recommended the Board approve the Collective Bargaining Agreement with the Transport Workers' Union (TWU) Local 282. The CBA covers the time period from November 1, 2011 through June 30, 2016. Included in this agreement are all full-time and regular part-time blue-collar nonprofessional employees including but not limited to bus drivers, van drivers, mechanics, monitors, food service coordinators, couriers, custodial employees and maintenance employees. ATTACHMENT 14.15
