It is an honor to be asked and will be a pleasure to serve on the Citizen Volunteer Work Group with other members of the Loudoun community providing feedback to the Board of Supervisors and the School Board.

Focus of career was in home based care, starting as a home visiting nurse with eventual promotion to Branch Manager. Worked primarily in Tennessee, Texas, and Maine within Medicare, Medicaid and private insurance guidelines. Responsible for payroll, billing, marketing, and other management activities. Currently engaged in my own sewing business specializing in custom made window treatments.

Over two decades of involvement in church and school opportunities much of it focused on children in classroom situations such as teaching Sunday school and assisting in public elementary classrooms. Enjoyed room mother and PTO duties in Maine, Pennsylvania and LCPS. Numerous church leadership positions including Treasurer, parish board, local representative to diocesean boards and Education Director. A decade of involvement in boy and girl scouting at the den, pack, and troop level. Enjoyed the title of Cookie Mom. Added involvement with special education through the LCPS Special Education Advisory Committee six years ago. Continue to be a PTSO representative to SEAC after having the opportunity to serve in that capacity at the elementary and middle school levels.

Disability Services Board

Formally diagnosed with a rare neuromuscular disorder in 2002, I have had Myasthenia Gravis all my life of 53 years. As an epiphany, I gradually realized over the past several years the reason I could not be like others over the course of my short life is this disorder; at the risk of over-exaggerating my condition (which has deteriorated into several chronic diseases), I was fortunate to acquire two college degrees, a spouse of 25-years and three wonderful kids. Consequently, I would like to serve the citizens of Loudoun County to "give back" since I have been blessed so well. Currently, I am not able to work due to my issues. The fortunate side of this situation is I am able to serve the Board, respecting my health restrictions. According to the Social Security Administration, one of four of us will have a chronic disorder labeled "disability" during our lifetime. With the demographics of Loudoun growing in number and quality, we must advocate and prepare for disabilities now and in the future. Please allow me the honor of being on the Disability Services Board and serving our disabled neighbors. The many issues that apply are very familiar to me and as a former Realtor I would like to paraphrase our Code of Ethics by ending with The Golden Rule: Do to others what you would have them do to you.

Programs, Southern Region. Reporting directly to the Sr. Vice-President of the Southern Region, Ms. Bixler directed all aspects of environmental and wastewater engineering projects for five regional offices. Her biggest projects included management of the design of an $8M, 1.1 million gallon-per-day wastewater treatment plant upgrade and construction oversight of a $600K storm sewer expansion project. Daily responsibilities entailed:

Development of detailed, broken-down task-based work plans to track overall project goals, milestones and objectives, including risk management planning and mitigation; budgeting; determining technical expertise requirements; and assigning a staff of multiple technical disciplines including facilities engineering and architectural design.

Facilitation of communication and teamwork between several of the southern and mid-Atlantic regional offices: this has been paramount to successful task execution.

Maintenance of required project documentation and excellent performance metrics standards: monitoring project technical schedule, financial status and invoice status. All projects were on-time and under budget; no client invoice was ever late or account receivable overdue.

Lead client contact and liaison: preparing client communications and contracts, attending meetings, and monitoring contract correspondence.

Water Environment Research Foundation (WERF). Alexandria, VA. 9/2003 – 10/2006. Program Director / Project Manager. As Program Director, Ms. Bixler directed and coordinated the Conveyance Systems and Underground Infrastructure program areas, which included:

Developing and expanding the components of a technical research agenda worth over $15M, Authoring and implementing a strategic plan specific to the conveyance systems program area, and Coordinating among the other six research program areas.

Extra attention to developing and maintaining working relationships with appropriate Federal Agencies, especially the US EPA, and other organizations were essential for technology transfer and other collaboration opportunities. Also critical was keeping updated with cutting-edge technologies and developments in regulations concerning underground pipes and infrastructure. With her efforts, Ms. Bixler raised hundreds of thousands of dollars in additional funding for certain projects through targeted collaboration with interested public utilities and organizations. Initially as a Project Manager, she prepared and managed all aspects of multiple research/design contracts. These contracts totaled over $3M in all of WERF’s program areas, including conveyance systems and underground infrastructure; wastewater treatment and reuse; solids treatment, residuals, and reuse; storm water; and watershed management and water quality. Oversight of research projects entailed leading a selected committee of top-notch experts in RFP development and contractor selection; directing the selected team through conducting and managing research and design projects; ensuring appropriate technical review; and executing plans for results communication. As a WERF Program Director, Ms. Bixler was frequently invited to speak at national conferences and workshops, and had the opportunity to visit water and wastewater utilities and engineering corporations across the country. She also presented to an EPA committee for future research on sustainable infrastructure. As a twelve year resident of Loudoun County and an advocate of public education I am interested in promoting 21st century ideas which enhance academic performance at minimal cost. Year after year I see LCPS request additional funding to cover student population growth without any substantive changes to system operation. With a new superintendent I believe we have the opportunity to replace 19th century paradigms with progressive ideas such as blended learning, extended school calendar, educational campuses, centralized transportation which would accommodate population growth at little or no additional cost.
