Present: Bud Belles, Jim Carollo, Peggy Colvin, Linda McDermott, Robin Hargraves, and Sue Wolford. Guests: Joyce Cameron, Linda and Jerry Key, Betty and Bob Brandenburger, Diana and Chris Carlson, Larry Ferrante, Beth Crafton, Ward Buckingham, Leigh Schnell, and Steve Watterson. Guest Comments Joyce Cameron requested that owners be given a onetime exception to decorate their homes for the holidays early this year due to the COVID-19 pandemic that is affecting all of us in the world. Holiday decorations trigger good memories and stimulate happiness! Resignation Tony Higley resigned from the board on November 14 th . Jim has talked to 2 members to see if they are interested. Approval of Minutes Motion made to approve minutes, as corrected, of the October 19, 2020 regular board meeting. Seconded and passed. At the October meeting board meeting a motion was passed stating “that before new Rules & Regulations are distributed to the membership that we would have an attorney review the legality of the document but not write it.” Carol Neupert had made that request and has now requested to have the word resolution removed. Board Meeting Minutes

November 16, 2020

President Jim Carollo called the regular board meeting of Parkwood South HOA to order at 4:03 PM.

Present: Bud Belles, Jim Carollo, Peggy Colvin, Linda McDermott, Robin Hargraves, and Sue Wolford.

Guests: Joyce Cameron, Linda and Jerry Key, Betty and Bob Brandenburger, Diana and Chris Carlson, Larry Ferrante, Beth Crafton, Ward Buckingham, Leigh Schnell, and Steve Watterson.

Guest Comments

Resignation

Tony Higley resigned from the board on November 14th. Jim has talked to 2 members to see if they are interested.

Approval of Minutes

Motion made to approve minutes, as corrected, of the October 19, 2020 regular board meeting. Seconded and passed.

At the October meeting board meeting a motion was passed stating “that before new Rules & Regulations are distributed to the membership that we would have an attorney review the legality of the document but not write it.” Carol Neupert had made that request and has now requested to have the word resolution removed. Because a motion has been passed in a previous meeting the previous motion must be either amended or rescinded. Bud moved that the motion be rescinded. This motion was seconded and passed unanimously. He then moved that before any Rules and Regulations changes are approved by the board, that they will be reviewed by a lawyer and distributed to the community for comments before being adopted. This motion was seconded and passed unanimously.

Financial Report

Linda McDermott reported that our operating account balance was $10,466.49 and that our Reserve balance was $143,502.86 Motion made to accept the treasurer’s report was seconded and passed.

NorthStar Reserves is optimistic that they will be able to have our reserve study update complete by the end of the year.

ARC

There was only one request since the last meeting. It was accepted by the ARC committee.

Landscaping

Haase will try to complete fall cleanup within the next two weeks. They will repair any damage that they caused by snow plowing in the spring.

Sprinkler blowout has been completed in one day.

Pool & Pond

Both are closed. Jim, Steve Watterson, and Larry Ferrante met with Pool Service Company. Pool Service Company felt that it is our responsibility to tell them when to close the pool. We do need a new filter starting next year.

4 Degree Inspections

4 Degrees postponed last Friday’s inspections until today because of weather conditions. It was completed today. Jim will talk to owners about the violations noted.

Community Center

Jim has moved our records into a file cabinet in the basement.

Peggy requested that we have our workout equipment serviced. Jim is following up on this request.

Jim will get a bid to replace the vertical blinds. New weather stripping was replaced on the south door. Other preparation for fall has been completed.

In the future, we will review our monthly task list.

Legal Zoom Meeting

Jim, Bud, Sue, and Peggy attended the meeting. At the meeting it was pointed out that if someone complains of a violation that the person making the complaint is identified as having made the complaint.

New Business

Bud moved that the Rules and Regulation regarding when holiday lights be changed this year only allowing holiday lights to be put up 10 days before Thanksgiving. The motion was seconded and passed. The vote was four to two.

Peggy suggested that we consider joining Washington State CAI. Cost is $125 for one person or $230 for two. Sue will investigate this and find out if 4 Degrees is able to provide the same information.

Project Updates

Next Regular Board Meeting: Our next regular meeting will be on December 21st at 4:00 PM. This will be held virtually using Zoom.
