Subject: Training for Criminal Investigators and Deputies

Statement of Issue:

This agenda item seeks Board approval to pay training cost for criminal investigators to

attend the training that are sponsored by the Institute of Police Technology and

Management and Southern Police Institute.

Background:

The Gadsden County Sheriff’s Office Criminal Investigation Bureau is scheduling

upcoming training for investigators and patrol deputies. These trainings will update and

equip investigators and deputies with latest technological advances and U.S. Supreme

Court decisions as it relates to criminal investigations and leadership tools and techniques

as a law enforcement supervisor.

Criminal investigators and deputies who will attend training and when:

Analysis:

The listed trainings will provide vital information and knowledge which will be used in

the investigations of criminal complaints that are filed by the citizens of Gadsden County.

Our Federal Courts have begun sustaining liability verdicts against police supervisors who do little or nothing toprevent subordinates from committing unconstitutional or illegal acts. With appropriate training and development, supervisors can limit both agency and personal liability. Crime prevention efforts 6 years prior to the incident proved to be invaluable in minimizing the impact of this incident. In this session, Chief Perry will discuss the lessons learned at Florida State University and explain how you can acquire the lifesaving tools to confront an active shooter. Topics will include recruitment and staff selection, consolidated dispatch and interoperability during an incident, mutual aid agreements and community partnerships, and the importance of planning for all hazards.

Sheriff Deming will discuss leadership through unification and the importance of communication with every facet of the community. His compassion in the aftermath of the Pulse Nightclub shooting was felt by all and his support of every public safety entity was represented. Sheriff Deming will discuss his life lessons of encouragement and perseverance which empowered him to restore and provide comfort to his community.

Course DescriptionThis is a practical 3-day course designed to provide participants with skills, knowledge, techniques, and abilities to examine the decisions to be made before undertaking a major case and to avoid mistakes made by investigat-ing offi cers. This course will focus on attention to crime scene entry, protec-tion, and control; coordination of the investigation; competent investigation techniques; and trial and post-arrest activities. Training is designed to meet the needs of decision and policy makers, supervisors, or offi cers leading major investigations (i.e. homicide, police-involved shootings, and media sensitive incidents).

This 3-day course is designed to address four important areas when working major cases: 1) Scene investigation; 2) Coordination of the investigation; 3) Competent investigative protocol and 4) Post-arrest and trial activities.
