ADMINISTRATION Policy No. 2359a/b
UNHEALTHFUL AIR QUALITY AND EXTREME HEAT POLICYIt is the desire of the Board of Education to ensure that staff is advised of hazardous conditions caused by unhealthy air quality or extreme heat conditions, in order to minimize exposure to those conditions. The Board of Education recognizes that governmental agencies, such as the South Coast Air Quality Management District (SCAQMD) and the National Weather Service (NWS) pro-vide guidance in how to respond to unhealthful air quality and extreme heat conditions.
Therefore, the Superintendent or his designee shall be responsible for monitoring air quality and heat conditions within the District and take action, as follows:
1. Notify students and employees when unhealthful air quality or extreme heat conditions exist. 2. Modify school programs and work assignments for the protection of students and employees. 3. Adhere to the Unhealthful Air Quality and Extreme Heat Plan to correspond with current recommendations of both the SCAQMD and the NWS.
UNHEALTHFUL AIR QUALITY AND EXTREME HEAT PLANThe San Bernardino City Unified School District acknowledges the potentially adverse effects of unhealthful air quality and extreme heat conditions on the health of students and employees and will:
1. Notify students and employees when unhealthful air quality or extreme temperature/humid- ity conditions exist;2. Modify school programs and work assignments for the protection of students and employ- ees when unhealthful air quality or extreme heat conditions are attained;3. Cooperate with other governmental agencies and with the total community in matters of critical concern regarding unhealthful air quality and extreme heat.
UNHEALTHFUL AIR QUALITYSchool Activities and What To Do When Air Quality Reaches Unhealthful Levels
Unhealthful air quality episodes normally occur during the period from June to October and during the hours of 3 to 7 p.m. The Environmental Safety Office monitors the South Coast Air Quality Management District (SCAQMD) website (www.aqmd.gov) and their telephone hotline, 1-800-CUT-SMOG (1-800-288-7664) to ensure that our District sites are notified upon attainment of an unhealthful air quality condition.
1. In areas with UNHEALTHY-SENSITIVE (AQI of 101 to 150) air quality: Sensitive or susceptible persons, such as those with heart or lung disease, shall minimize outdoor activity.2. In areas with UNHEALTHY (AQI of 151 to 200) air quality or an Ozone HEALTH ADVISORY Alert (AQI of 132 to 200 for 1-hour ozone): Everyone shall discontinue prolonged, vigorous outdoor exercise lasting longer than one hour. Examples of the kinds of outdoor activities that shall be avoided are calisthenics, basketball, running, soccer, football, tennis, swimming laps, and water polo. Susceptible persons, such as those with heart or lung disease, shall avoid outdoor activity entirely.
62
3. In areas with VERY UNHEALTHY (AQI of 201 or above) air quality or an Ozone STAGE-1 Alert (AQI of 201 or above for 1-hour ozone): Everyone shall discontinue all vigorous outdoor activities regardless of duration.4. SPECIAL ADVISORIES AND PM/10, PM/2.5: Special advisories (such as smoke advisories from fires) are issued as conditions warrant. PM/10 and PM/2.5 are a measurement of microscopic particulate matter that measure less than 10 microns in diameter (1/7th the thickness of human hair) and finds its way into the deepest parts of our lungs.
EXTREME HEATSchool Activities and What To Do During Extreme Heat Conditions
The National Weather Service provides information on responding to extreme heat conditions. The Environmental Safety Office monitors temperature and humidity in the San Bernardino City air basin and the National Weather Service website to ensure that our District sites are notified upon attainment of an extreme heat condition.
This information may be found at the NOAA website (www.weather.gov).
Always provide adequate amounts of water to students and staff to maintain appropriate hydra-tion, use areas shaded from the direct sunlight, and:
1. When the Heat Index reaches the range of 90 to 105 degrees Fahrenheit, sunstroke, heat cramps, and heat exhaustion are possible. Everyone shall minimize prolonged, vigorous outdoor activity.2. When the Heat Index reaches the range of 105 to 130 degrees Fahrenheit, sunstroke and heat exhaustion are likely and heat stroke possible. Everyone shall discontinue prolonged, vigorous outdoor activity.3. When the Heat Index reaches or exceeds 130 degrees Fahrenheit, heat stroke is highly likely with continued exposure. Everyone shall discontinue all vigorous outdoor activity.
Adopted by the Board of Education: March 16, 2004
