BOARD OF PAROLE HEARINGS Executive Board Meeting March 17, 2020 Meeting Called to Order at 10:10 a.m. Commissioner ANDERSON stated that, in compliance with Executive Order N-25-20 issued by Governor Newsom on March 12, 2020, and in order to minimize the spread and mitigate the effects of COVID-19, this Board Meeting would be conducted by telephone. Commissioner ANDERSON was in the Executive Board Room with Chief Counsel, Jessica Blonien. The other commissioners, Executive Officer SHAFFER and members of the public participated in the meeting by telephone. Roll Call: Commissioners Anderson, Barton, Cassady, Castro, Chappell, Dobbs, Grounds, Gutierrez, Long, Minor, Roberts, Ruff, San Juan, Schneider, Sharrieff, Taira, and Thornton present. Commissioner ANDERSON stated that the majority of currently-appointed commissioners are present via phone. CONSENT CALENDAR Commissioner ROBERTS moved to approve the consent calendar. Commissioner SHARRIEFF seconded the motion, which carried unanimously. REPORTS Report from Executive Officer, Jennifer Shaffer SHAFFER explained the procedure for participating in the meeting by telephone. She described the Board’s procedures for the parole hearing process during the COVID-19 emergency. Report from Chief Counsel, Jessica Blonien BLONIEN stated that the Board has implemented expedited notices to inmates when their cases are referral to the full Board. She also stated that the Board has appointed new attorneys, BRITTANY HERNANDEZ, SUZANNA MURADYAN, JONATHAN KIM and BRIAN LUTZ. BOARD OF PAROLE HEARINGS Executive Board Meeting

March 17, 2020

Meeting Called to Order at 10:10 a.m.

JILL KLINGE, Alameda County District Attorney’s Office, recommended ordering a re-hearing.

KRISTIN HUCEK, inmate’s attorney, opposed ordering a re-hearing. ROMAO MEJIA and DEMIQUA GREEN, inmate’s daughter, supported the inmate’s release.

Referral by the Governor, pursuant to Penal Code section 3041.1 and California Code of Regulations, title 15, section 2044, to request review of a parole decision by the full board.
