MINUTES OF REGULAR MEETING

June 14, 2018

The Weatherford College Board of Trustees met in regular session at 2:00 p.m., Thursday, June 14, 2018 in the Allene Strain Community Room of the Doss Student Center. Chairman Mac Smith called the meeting to order. Other Trustees present were Sue Coody, Roger Grizzard, Dr. Robert Marlett, Lela Morris and Dr. Trev Dixon. Elaine Carter and Judy McAnally were absent. Mr. Smith gave the invocation, and the Pledge of Allegiance was recited.

Open Forum

President Tod Allen Farmer gave the following updates, recognitions and employee notices:

Enrollment Update - Summer I enrollment is up 2% to a total of 1,418 students, while contact hours are down -13% to a total of 149,576 contact hours. The contact hour decrease is due to the summer schedule shifting of the Occupational Therapy Assistant and Phlebotomy program courses within the summer terms. Summer II enrollment is up 15% to a total of 936 students, and contact hours are up 22% to a total of 104,112 contact hours. Current Fall 2018 enrollment is up 5% to a total of 2,368 students, and contact hours are up 6% to a total of 427,988 contact hours. At this time, there are 86 days of fall registration remaining before the Fall 2018 census date, and the numbers are currently on track for strong enrollment growth in the Fall 2018 semester.

Recognitions - President Tod Allen Farmer recognized the following:

o Coach Johnny Emmons and the Weatherford College rodeo team for sending three students: Lane Cooper, Kirby Blankenship, and Kelly Valdez to the College Finals National Rodeo in Casper, Wyoming. This is the 14th consecutive year that the Weatherford College rodeo team has sent representatives to the College National Finals Rodeo.

o Board of trustees Vice-Chair Sue Coody, Secretary Lela Morris, member Dr. Robert Marlett, and member Judy McAnally for their participation in the 2018 Community College Association of Texas Trustees Conference on June 1st and 2nd. Weatherford College had a very strong showing with four board members present at the trustee conference.

o Tanner Driskell, one of baseball coach Jeff Lightfoot’s Coyotes, was recently selected in the Major League Baseball draft. The Washington Nationals selected Tanner in the ninth round. Congratulations to Tanner Driskell and Coach Jeff Lightfoot.

o Weatherford College Ag Club students recently participated in the Texas Junior College Agricultural Association convention at West Texas A&M University. These students collectively won 26 awards at the event.

o The Weatherford College Humanities Department for their recent creative writing contest. In the short fiction category, first place went to Clint King. In the poetry category, first place went to Cody Lawson. And in the creative non-fiction category, first place went to Clint King.

o Weatherford College students Melissa Crowe and Ila Conrad for being named recipients of the $1,500 Aaron Rubin Scholarships from the Fort Worth Chapter of Texas Association of Addiction Professionals.

o Vice President Brent Baker, Evelyn Payne, and the institutional advancement team for another incredibly successful Taste of Parker County event. Thanks to the efforts of the Weatherford College team and the support of incredible Parker County vendors and patrons, thousands of dollars were raised to support Weatherford College and I students through the Weatherford College Foundation.

o Weatherford College alumna Melissa Schat for being appointed by Governor Greg Abbott to the Texas Board of Nursing for a term set to expire on January 31, 2019.

Employee Notices – DMAC Local requires the College President to provide the names of contract employees that have resigned since the last board meeting. In accordance with this policy, the following individuals have submitted resignations:

o Santiago Gonzales – Instructor, Transportation Program o Richard Chambers – Instructor, Public Safety-EMS o Bonnie Baker – Instructor, Associate Degree Nursing

Program o Suneye Holmes – Instructor, Social Sciences

Dr. Farmer thanked these instructors for their service and wished them well in their future endeavors.

Dr. Andra Cantrell, Executive VP of Financial & Administrative Affairs presented the Financial Reports ending April 30 and May 31, 2018:

The cash balance as of April 30, 2018 is $40,971,298.29. This is an increase of $2,915,443.47 from last year at April 30, 2017. The operating statement at April 30, 2018 indicates that total revenues collected are $45,382,989 or 93.93% of budget. Total expenditures are $35,328,443 or 73.13% of budget. The preliminary cash balance as of May 31, 2018 is $40,070,602.13. This is an increase of $2,955,982.62 from last year at May 31, 2017. The operating statement at May 31, 2018 indicates that total revenues collected are $47,458,567 or 98.22% of budget. Total expenditures are $38,437,869 or 79.57% of budget. Attached are the Cash Balance Report and Operating Statement at April 30, 2018 and May 31, 2018.

Financial Reports

As required by Government Code 2256.005, the investment officer shall prepare and submit to the Board a written report of investment transactions for all funds covered by the Public Funds Investment Act. Dr. Andra Cantrell presented the required Quarterly Investment Report. Attached is the Report of Investments for the period ending May 31, 2018.

A total of nine (9) vendors submitted competitive sealed bids that meet WC specifications and offer the best value on items requested for 2018-2019 Medical Equipment and Supplies. Funds have been allocated in the current budget as well as requested in the 2018-2019 budgets for the purchase of the requested items. In 2015, the College completed a formal Request for Proposals to all interested facility maintenance firms in the area for facility maintenance services. At that time, the Board approved Johnson Controls GWS, LLC as the provider of facility maintenance services for a three-year period beginning September 1, 2015 and ending August 31, 2018 with two additional twelve month optional extension periods. On September 1, 2015, Johnson Controls GWS, LLC was acquired by CBRE GWS, LLC and the entity name was changed to CBRE GWS, LLC. All work performed by CBRE GWS, LLC (formerly Johnson Controls GWS, LLC) has met all agreed upon specifications and deadlines. Based upon the past work performed, the administration is recommending that we exercise the first year option to renew at a cost of $2,048,305 for facility maintenance services for the 2018-19 fiscal year. Attached is a letter from CBRE dated May 23, 2018 regarding extension of term.

A total of three (3) vendors submitted competitive sealed proposals for the requested Commercial Charter Bus Services. Funds have been allocated in the current 2017-2018 budget, as well as requested in the 2018-2019 budgets to purchase the services requested. Based on evaluation and review of the sealed proposals, Bob McKinley, Athletic Director and Basketball Coach; Keri Waller, Athletic Secretary; Jeff Lightfoot, Baseball Coach; Haylee Williams, Softball Coach; Jeanie Hobbs, Director of Purchasing; and Toni Martin, Purchasing Department Buyer recommend Lone Star Coaches be awarded primary vendor status, Game Time Bus Charters/TUI Bus Service be awarded secondary vendor status, and Cowtown Bus Charters be awarded tertiary vendor status, which will allow Weatherford College to negotiate any additional trips required. All companies are qualified and currently staffed to provide the expertise and services required for the commercial charter bus service requirements for the College. Pricing is based on the Athletics 2017-2018 schedule, as the 2018-2019 schedules are not yet established. Attached is the Tabulation on Commercial Charter Bus Services #RFP-02-19.

As required by the Texas Government Code 2269.056, the Board of Trustees, while considering contracting for construction services, are required to use one of the methods of procurement described in Chapter 2269 and must, before advertising, determine which method provides the best value for the College. There are six methods of procurement for construction. They are: competitive bidding, competitive sealed proposals, construction manager-agent, construction manager-at-risk, design-build and job order contracting. Bob Ayers, architect with Hahnfeld Hoffer Stanford, has recommended Competitive Sealed Proposals for the Re-Roof Project at Wise County Campus.

According to the Weatherford College Purchasing Policy 16.21 Means of Disbursement, items determined to be obsolete, surplus or unusable shall be disposed of in one of the following manners: disposal through public sale/auction, sale through bid process, sale to salvage companies, placement in trash and e-waste recycling. Authorization to dispose of items through the above means requires approval from the Board of Trustees before disposal. Attached is a list of recommended obsolete and surplus items to be placed for sale in an online auction with Lone Star Auctioneers through the TASB Buyboard Contract #541-17. Jeanie Hobbs, Director of Purchasing, recommends disposal of the obsolete and surplus items as requested.

Ralinda Stone, Executive Director of Human Resources, presented TASB Policy Update #34 and made the recommendation that the Board of Trustees add, revise, and/or delete Local policies as indicated and as recommended by Cabinet. Ms. Coody made the motion to approve Update #34 as presented. Mr. Grizzard seconded and the motion carried unanimously.

In the search for a new ERP System for college-wide use to replace the current POISE ERP System purchased over 20 years ago, a Request for Proposals (RFP) was sent out to interested companies on October 16, 2017 to be returned no later than 2:00 p.m., January 23, 2018. Specifications were developed after consulting with college personnel from various departments.

Four companies responded to the RFP for the ERP System including Ellucian, Highstreet IT Solutions, Jenzabar, Inc. and Oracle Corporation. Ellucian and Jenzabar met the minimum specifications of the RFP but Highstreet and Oracle did not. The selection process included a review of the proposals by members of the ERP Selection Committee, which included representatives from Business Services, Continuing Education/Workforce Development, Financial Aid, Human Resources, Institutional Research & Assessment, Student Services and Technology Services. According to Texas Education Code 44.0352, the district shall select the provider that offers the best value for the district based on the

published selection criteria and on its ranking evaluation. In determining the best value for the district, the district is not restricted to considering the price alone but may consider other factors stated in the selection criteria. The specifications contained established criteria explaining how each company would be evaluated, which included: System capability and functionality – 40%, total cost of ownership including first three years of maintenance – 25%, continuing support services and product viability – 20%, conversion, implementation and training – 15%. Out of a total possible score of 100, Ellucian scored 89 and Jenzabar scored 69. Based upon the evaluation of the criteria ranking and the justifications submitted by the selection committee, the members consider Ellucian as representing the best value on the ERP System for Weatherford College. Mrs. Morris made the motion to award proposal to Ellucian as presented along with authorization to enter into a contract with the vendor subject to General Council review and approval. Ms. Coody seconded and the motion carried unanimously. The following reports were made:

a. Executive Dean of Student Services, Mr. Adam Finley gave the 2017-18 Graduation Report. 2017-18 Graduation Report is attached.

b. Dr. Cantrell also presented the 2018-19 Budget Report which is posted online for public viewing as of June 14. Weatherford College Proposed Budget for Fiscal Year 2018-19 is attached.

c. Chief of Police, Paul Stone and Mr. Adam Finley presented the Security Audit Report required by HB 1831. This report displays a multi-hazard emergency operations plan for use in the district facilities. The plan addresses mitigations, preparedness, response and recovery as defined by the commissioner of education or commissioner of higher education in conjunction with the governor’s office of homeland security.

d. Vice President of Instruction and Student Services, Mr. Mike Endy, presented the Guided Pathways Update. The Weatherford College Pathways Leadership Team, under the direction of Dr. Andra Cantrell, continues to advance the institution in its efforts to enhance student success. Mr. Endy recognized and thanked Dr. Alex Ibe for leading two workshops focused on curricular pathway alignment in May and said that Dr. Cantrell would provide more details and information on these events, as well as remaining summer plans at the July board meeting.

Athletic Insurance #RFP-02-16

INFORMATION AND DISCUSSION: Dissinger Reed, LLC was awarded the sealed proposal for our intercollegiate athletic insurance for 2015-2016 at a cost of $53,654.00. This proposal has the option to renew the contract with Dissinger Reed, LLC for the standard traditional policy and catastrophic athletic injury accident plan. The renewal proposal provides an annual premium of $45,200 for the standard policy and $10,864 for the catastrophic plan. The WC Athletic insurance program is continuing to run well. The 77% loss ratio is still a bit high for most insurance carriers, but the underwriter is optimistic about the future. The current year is trending a bit higher than years past, but the average annual claims total has decreased from $37,384 last year to $32,003 this year. This claims average would still warrant a higher premium if underwritten to the industry standard 65% loss ratio (likely around $50,000 for the upcoming year). However, Dissinger Reed was able to secure the same premium and coverage as last year for the 2018-2019 year. Funds have been allocated in the current athletic budgets for purchase of this insurance. The standard policy will cover basketball, baseball and softball. The catastrophic plan will cover basketball, baseball, softball and rodeo. After review of the renewal proposals, Bob McKinley, Athletic Director and Jeanie Hobbs, Director of Purchasing, recommend award of this proposal renewal not to exceed budget funds as follows: Dissinger Reed, LLC $56,064.00 TOTAL ESTIMATED COST $56,064.00

INFORMATION AND DISCUSSION: At the Board meeting in June, the Board gave authorization for competitive sealed proposals as the method of construction for the re-roofing project for the WCWC campus. The Committee received proposals on July 3rd. Due to the July 4th holiday and the short turnaround time on the proposals, a recommendation on the re-roofing project for the WCWC campus is not available at this time. The Committee will be meeting this week to make a final recommendation on the proposals. A recommendation will be sent to the Board no later than Thursday morning. RECOMMENDATION: None at this time. ATTACHMENTS: None.

DATE: July 12, 2018 AGENDA ITEM # 6.a. SUBJECT: Omnibus Survey

INFORMATION AND DISCUSSION: During the period between April 20, 2018 and May 7, 2018, Weatherford College conducted an online survey of student satisfaction with the variety of student-facing services provided by the College. In addition to the eleven services for which data were collected, the survey covered two topics from our 2016-2021 Strategic Plan, Child Care and Health Care; probed issues regarding ease of use of the three main web interfaces for the College, wc.edu (main site), mywc.wc.edu (intranet portal), and Canvas (learning management system); and asked students how they found Weatherford College and how they preferred to receive information updates from the College. During the window of availability, students were reminded of the survey via email, text messaging, social media, and notices in Canvas. Respondents self-selected to participate resulting in a convenience sample of 362 students. With a census date population of 5,880, the response rate was 6%. Of these responses, 182 were complete rendering a true response rate of 3%. ATTACHMENTS: Omnibus Survey Results
