What Is A Bomb? Bomb
a device containing explosives together with explosive train designed to detonate upon completion of predetermined series of events such as dropping, impact, time, influence, and disturbance.
What Is A Bomb Threat?• Bomb Threat– a declaration of an
intention to destroy or injure the target by means of a bomb. It is usually transmitted through telephone and sometimes by written notes. It can also be made to create an atmosphere of anxiety and panic on target.
How To Prepare For Any Bomb Incident1. Coordinate with the appropriate national
and local government agencies. Maintain a list of their contact numbers and keep it updated.
2. Organize and train everybody to be a part of the effort against bomb incidents.
3. Establish strict procedure for control and inspection of packages and materials entering critical areas.

and controlling personnel who have authorized access to critical areas.
5. Conduct periodic inspection of places where a bomb can be placed.
6. Plans must be made in advanced to handle bomb incidents.
Command And Control1. Staffed by persons that has decision
making authority. These persons usually belong to the top-level management who can decide for and in the name of the company and/or the establishment.
2. Must be able to communicate with all the major operating units.
3. Must have charts, diagrams, sketches, and overlays of the building.
4. Preferably mobile.

Physical security measures taken for the protection of property, personnel, material, and facilities against unauthorized entry, damage, sabotage, or other illegal and criminal acts. It deals with prevention and is designed to protect against not only bomb incidents but also a full range of possible attacks.

A Bomb Incident Plan consist of detailed procedures to be followed when a bombing attack is executed or threatened.

or message, the most popular method is by telephone. An accurate analysis of the telephone threat can provide many valuable clues on which to base recommendations, actions, and subsequent investigation.

If the bomb threat is received in writing, all materials must be saved, including any envelope or container. Once the message is recognized as a bomb threat, further unnecessary handling should be avoided. Every effort must be made to retain evidence such as fingerprints and postal arks which are essential to tracing the threats.

Once a bomb threat is received, immediate action must be taken to analyze the threat and take appropriate action. 1. Keep the caller on the line as long as possible. Record every word spoken by the caller.
2. Ask the caller where the bomb is located and what time it will detonate.
3. Pay attention to the background noises, such as motors running or music playing which may give a clue as to the location of the caller.

4. Listen closely to the caller’s voice (male/female), voice quality (calm/excited), accent, speech impediment.
5. Report the information immediately to the authorities.
6. Remain available, law enforces will want to interview you.

Removal (High-Risk Steps) Evacuate the immediate area and out as
far as conditions permit. Take damage control measures. Remotely jar the suspected item. Evacuate the item via the exit route. Transport the item to an outside holding
area for final disposition.
Detonation Or Ignition Of A Bomb The situation shall be treated as another
disaster or calamity. The fire and evacuation plan inherent in any establishment shall prevail. The EOD Tm shall assist in the preservation of the scene of explosion for the forensic examination by the PNP personnel.
Preventive Measures Against Bombing Incidents Restrict access to the facility Search all personnel entering the
premises, their vehicle, and their belongings. No one should be exempted because:1. Cleared personnel can be unwittingly
used to transport explosives in a facility.2. An improvised explosive device can be
attached to a vehicle without the owners knowledge.
3. Personal belongings can be substituted.
