Assessment of Expansion Opportunities

16

With enrollment growth and related program expansion needs in a given region, the first step in the process is to determine if the need can be satisfied with expansion of an existing facility. Examples below of recent projects that added classrooms. When there are greater capacity needs to address, a new facility and school program is considered. The Hampden Heights project is the example that follows.

McGlone Elementary Brown Elementary

• New 8 classroom cottage to address growing enrollment and facilitate ECE program expansion

• Opened August 2013

• 2 story, 4 classroom addition to the existing facility (roughly 100 seat addition)

• Opened in August 2013

Hampden Heights

Worked with CSC and School leadership to identify need and

integrate into school program. Used Design Advisory Committees to

gain community input for physical space

• New facility required • Still uses the DAG process for

community input on design • Call for Quality Schools helps

determine program, which we discuss in following slides

17

2009-2011 2012-2013 2014-2016

• Identification of need o Strategic Regional

Analysis indicates capacity constraints

o Examine expansion opportunities at surrounding schools (e.g., for Hampden Heights, modulars added at Samuels, Holm's 5th grade moved to Hamilton, 2 modulars at Southmoor, conversion of interior spaces to classrooms)

• Ongoing, multi-year capacity constraints and analysis of demographic patterns indicates new facility required

• Inclusion in Bond o Agreement on

investment prioritization criteria

o CPAC review of proposed investments & assessment against investment criteria

o CPAC Recommendations to Board of Education

o BoE Ballot Language Approval

• Voter Passage

• Design Advisory Group

o Community engagement process to gain input on physical design of building

• Building --Focus of Bond Oversight

Committee-- o Location selected o Architect selected o Contractor selected o Material construction o Board approves

naming of facility

• Program o Call for Quality

Schools in the Southeast are generally strong.

• All elementary

students attend

green or blue

schools (schools

that meet or

exceed

expectations.)

• There are no

significantly

underperforming

secondary

schools in the

region (red or

Page 21: Bond Oversight Committee - Denver Public Schoolsbond.dpsk12.org/.../uploads/2016/04/...18-vfinal.pdf · Music I Criminal Law Entrepreneurship CrossFit Dance Yoga Running ... * Primary

Two needs exist in the Southeast that the Hampden Heights School should help address.

Need Proposed Solution

Pre-school capacity:

Strong demand for a program in far

southeast

Include ECE seats in new school program

to open at Hampden Heights facility,

continue to engage community partners in

RFPs for mill levy seats

Elementary seating capacity:

Need for seats in the far southeast region

due to very high utilization rates

Open new elementary program at bond-

funded Hampden Heights facility (2015)

The Call for New Quality Schools

“The Call” is a document created by the DPS Office of School Reform and Innovation that invites school developers, both district-run and charter, to put forth applications for new schools in the district. It …

a) Transparently articulates the district's needs for schools based on growth and performance gaps;

b) Provides information to help new school applicants choose a location that aligns to community needs; and

c) Reflects the community conversations underway.

What the Call Says About the Southeast

• “Given the high elementary school utilization rate in the far Southeast, the District is building a new facility, Hampden Heights, which will accommodate up to 550 ECE-5 students. The District is calling for a new program in the Hampden Heights facility, to open in 2015-2016.

• The Hampden Heights facility is being funded through the 2012 Bond and will be located next to a large open space and riparian habitat. Interested applicants are strongly encouraged to work with community members to integrate the site’s unique attributes into proposed programs. For more information, please contact Jennifer Collins at [email protected].”

• Schools in the Southeast are generally strong. “There are fewer performance gaps in the Southeast.”
