ELECTION OF MAYOR. His Worship The Mayor (Alderman Cowen, O.B.E., J.P.) called for
nominations for the Office of Mayor of the Borough for the Municipal Year, 1955/56.
It was moved by Alderman Leigh, J.P., C.C., and seconded by Councillor Sheldrake:
That Alderman Charles Brown, F.I.A.C., be elected Mayor of the Borough for the Municipal Year, 1955/56.

It was further moved by Alderman Grainger, and seconded by Councillor MacRae:
That Alderman Stanley Russell Miller, F.R.I.B.A., be elected Mayor of the Borough for the Municipal Year, 1955/56.
It was moved by Councillor Rees, seconded by Councillor Sampson, and Resolved: [415]
That the election of Mayor be by ballot. A ballot having been taken amongst those qualified to vote, and the votes
counted, the retiring Mayor declared the voting to be as follows:—

Whereupon it was Resolved: [416] That Alderman Stanley Russell Miller, F.R.I.B.A., be elected Mayor of the
Borough for the Municipal Year, 1955/56.
The Retiring Mayor thereupon vacated the Chair and, after a short interval for robing, the newly elected Mayor, having made and subscribed the Declara­ tion of Acceptance of Office, according to law, took the Chair.
The Retiring Mayoress invested the incoming Mayoress with her medallion of office.
His Worship The Mayor (Alderman Miller) returned thanks for his election.
VOTE OF THANKS TO RETIRING MAYOR AND MAYORESS.
It was moved by Councillor Mason, seconded by Alderman Gange, J.P., and unanimously Resolved: [417]
That the Council, for themselves and on behalf of the Burgesses of the Borough of Harrow, express to Alderman W. R. Cowen, O.B.E., their sincere and heart­ felt thanks for his assiduous attention to, and most dignified and successful discharge of, the duties of his high office as Charter Mayor and as Mayor during the first year of the Incorporation of the Borough; and that the Council's best thanks be tendered to Mrs. Cowen for the graceful and charming manner in which she has discharged the duties of Charter Mayoress and first Mayoress of the Borough.
The Retiring Mayor returned thanks.
ELECTION OF SEVEN ALDERMEN.
Pursuant to Item 2 on the Council Summons, the Town Clerk distributed voting papers for the election of seven Aldermen of the Borough, whose terms of office would expire in 1961.
Voting papers (containing the full names and places of residence and descriptions of the persons for whom votes were given) having been completed and signed by all Councillors present and delivered to the Mayor, the Mayor, after ascertaining the result of the voting, stated that the number of votes given to each person was as shown in column (4) below:—

His Worship The Mayor thereupon declared the above-named candidates duly elected as Aldermen of the Borough, the term of office of each of such Aldermen to expire in 1961.
Each newly elected Alderman made and subscribed the Declaration of Acceptance of Office, according to law.
APPOINTMENT AND INVESTITURE OF DEPUTY MAYOR. His Worship The Mayor signified in writing that he appointed Alderman
Walter Robert Cowen, O.B.E., to be Deputy Mayor for the ensuing Municipal Year.
The Deputy Mayor was thereupon invested with his robe and chain of office, and the Mayoress invested the Deputy Mayoress with her medallion of office.
APPOINTMENT OF MAYOR'S CHAPLAIN. His Worship The Mayor informed the Council that he had appointed the
Rev. Hugh Blackburne, M.A., Vicar of St. Mary, Harrow-on-the-Hill, to be his Chaplain for the ensuing Municipal Year.
ASSIGNMENT OF ALDERMEN AS RETURNING OFFICERS FOR THE SEVERAL WARDS OF THE BOROUGH.

CLEARANCE AND REDEVELOPMENT COMMITTEE.
Upon motion by Councillor Cutler, Resolved: [422] That the report of the Clearance and Redevelopment Committee, as set out
in the minutes of a special meeting of the Committee held on 2nd May, 1955, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed.
GENERAL PURPOSES COMMITTEE.
Upon motion by Alderman Leigh, J.P., C.C., Resolved: [423]
That the report of the General Purposes Committee, as set out in the minutes of the meeting of the Committee held on 17th May, 1955, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed.
RECOMMENDATION I: Standing Committees of the Council: Election to Membership. Alderman Leigh, J.P., C.C., moved a motion in the terms of recommendation
I of the report of the General Purposes Committee of 17th May, 1955 (each of the four sub-paragraphs of the recommendation being moved separately).
Alderman Alien, J.P., moved, and Councillor Jenkins seconded, the following amendment, which was negatived:—
That paragraph (1) of the recommendation, relating to the non-reappointment of the Clearance and Redevelopment Committee as a Standing Committee of the Council, be deleted. Alderman Gange, J.P., requested the consent of the Council (which was
duly given) to the substitution of the name of Councillor Morley for the name of Councillor Spurway as a member of the Establishment Committee, and the substitution of the name of Councillor Spurway for the name of Councillor Morley as a Member of Highways and Cleansing Committee.

Whereupon it was Resolved: [424] (1) That the Clearance and Redevelopment Committee be not reappointed
as a Standing Committee of the Council, and that the functions of such Com­ mittee (as set out in page 26 of the Standing Orders and Reference and Delegation to Committees) be assigned to the Planning Committee, with a view to the appoint­ ment by that Committee of a new Sub-Committee to carry out the said functions and to submit appropriate recommendations to the Planning Committee.
(2) That Standing Order 42 (1) be amended to provide that the membership of the thirteen Standing Committees of the Council shall be as shown in the report of the General Purposes Committee of 17th May, 1955.

RECOMMENDATION II: Appointment of Representatives on Certain Other Bodies. Upon motion by Alderman J. C. Leigh, J.P., C.C., RESOLVED: [425] (1) That the Council nominate the following eight Members for appointment
by the Middlesex County Council as Members of the Harrow Local Area Committee for County Health Services, to hold office during the present County Council year, or until the date of cessation of membership of the Borough Council, whichever be the shorter period:—
Aldermen Mrs. Nott Cock and Woodruff; Councillors W. D. Bishop, Mrs. Haslam, Matthews, Mrs. Rivers, Shapland and Worts.
(2) That Councillor W. D. Bishop be nominated for appointment by the Middlesex County Council as a Member of the County Fire Brigade Com-

mittee, to hold office during the present County Council year, or until the date of cessation of membership of the Borough Council, whichever be the shorter period.
(3) That the following Members of the Council be appointed as representa­ tives on the under-mentioned bodies, to hold office until the appointment of their successors in 1956, or, where applicable, until the date of retirement from membership of the Council, whichever be the shorter period:—

Upon motion by Alderman Leigh, J.P., C.C., Resolved: [426]
That, notwithstanding Standing Order 3 (1) in regard to the statutory meeting to be held on 28th July, 1955, the statutory and ordinary meetings of the Council be held during the Municipal Year 1955/56 on the following dates:—

Thursday, 28th July, 1955. Friday, 9th December, 1955. Friday, 23rd March, 1956.
Ordinary Meetings Fridays:

RECOMMENDATION IV: Dates of Meetings of Committees.
Upon motion by Alderman Leigh, J.P., C.C., Resolved: [427]
(1) That the first meetings of Committees following the Annual Meeting of the Council be held on Tuesday, 31st May, 1955, at the times set out in recom­ mendation IV (1) of the report of the General Purposes Committee of 17th May, 1955.
(2) That further meetings of the Standing Committees of the Council be held during the Municipal Year 1955/56 as shown in appendix I to the said report of the General Purposes Committee.

RECOMMENDATION V: Special Committee to deal with matters of urgency during Vacation. Upon motion by Alderman Leigh, J.P., C.C., Resolved: [428] That a Special Committee, consisting of the Mayor and Deputy Mayor, and
the respective Chairmen of each Standing Committee of the Council (excluding the Appeals and Rent Restrictions Acts Committees) and Aldermen Alien, J.P., and Woodruff and Councillor Rogers, be hereby appointed, pursuant to section 85 of the Local Government Act, 1933, to exercise the powers and duties of the Council in respect of matters of urgency during the period 29th July to 29th August, 1955; and that a quorum of such Committee shall consist of the Mayor or Deputy Mayor and two other Members.
RECOMMENDATION VI: Good Rule and Government Byelaws, etc. Upon motion by Alderman Leigh, J.P., C.C., Resolved: [429] That the Council hereby make and adopt, pursuant to section 249 of the Local
Government Act, 1933, the byelaws set out in appendix II (separately circulated) of the report of the General Purposes Committee of 17th May, 1955, for the good rule and government of the Borough of Harrow and for the prevention of nuisances; and that the Town Clerk be hereby instructed to complete all statutory requirements in the matter, including the making of an application to the Secretary of State for confirmation of the byelaws.
RECOMMENDATION Vll: Poets Corner Area: Site of No. 21, Milton Road, Wealdstone. Upon motion by Alderman Leigh, J.P., C.C., Resolved: [430] (1) That, subject to the approval of the Minister of Housing and Local
Government, the Council agree to acquire by agreement, pursuant to section 158 of the Local Government Act, 1933, the freehold plot of land situate at the junction of Milton Road and Wordsworth Road, Wealdstone, being the site of the former dwellinghouse No. 21, Milton Road (now demolished), at the price (as approved by the District Valuer) of £80, the Council to pay, in addition, the vendor's legal costs in connection with the sale.
(2) That the Town Clerk be hereby instructed to apply to the Minister of Housing and Local Government for his approval to such purchase; and, subject to the Minister's approval being obtained, to prepare and execute any necessary documents in the matter.

Councillors and Chief and Deputy Chief Officers (with their ladies or gentle­ men, as the case may be) to accompany him to Divine Service at St. Mary's Church, Harrow-on-the-Hill, at 11 a.m. on Sunday, 5th June, 1955.
COUNCIL DWELLINGS: REVISED RENTS SCHEME. Alderman Gange, J.P., submitted a letter, dated 27th May, 1955, from the
Federation of Harrow Council Tenants' Associations, forwarding a petition, signed by some 2,500 tenants of Council dwellings, requesting the suspension

of the Council's revised rents scheme in respect of Council dwellings, and sub­ mitting representations in regard thereto.
Pursuant to Standing Order 6, the letter and petition stood referred to the Housing Committee for consideration.
