2.0 INTRODUCTION
This Task Work Plan was prepared by Nobis Engineering, Inc. (Nobis) to describe the work approach for Borrow Management (BRW) associated with the Phase II Non-Time-Critical Removal Actions (NTCRA) at the Elizabeth Mine Site (Site) located in South Strafford, Vermont. Nobis prepared this Plan for the U.S. Environmental Protection Agency (USEPA) under contract to U.S. Army Corps of Engineers New England District (USACE) through Remedial Action Contract No. W912WJ-11-D-0006, Task Order 0001. This Task Work Plan has been developed based on the August 2, 2010 Statement of Work (SOW) issued by the USACE.
2.1 Plan References
2.1.1 Program Work Plan
Refer to the Program Work Plan (PWP), prepared by Nobis, for descriptions of the overall project organization, general work approach for the performance of completing the Phase II NTCRA, and the history of response actions and investigations at the Site.
2.1.2 Accident Prevention Plan, Quality Assurance Project Plan, and Construction Quality Control Plan
Work associated with the BRW Task Work Plan will be conducted in general accordance with the stand-alone Accident Prevention Plan (APP), Quality Assurance Project Plan (QAPP), and the Construction Quality Control Plan (CQC) documents prepared by Nobis.
2.2 Borrow Source Overview
Common borrow will be excavated and screened on-site for use as common fill for the vegetative support soil (VSS) layer and the topsoil layer for the final cover system over Tailing Pile (TP)-1 and TP-2. The VSS layer of the cover system on TP-1 and TP-2 will consist of a minimum of 18inches of common borrow or till and the topsoil layer will consist of 6-inches, which equates to approximately 115,000 cubic yards (cy) of common and 36,000 cy of topsoil. Currently, approximately 64,000 cy of screened and unscreened till is stockpiled on-site and approximately 22,000 cy of topsoil. The balance of common fill and topsoil needed to meet the USACE approved cover system closure requirements will be generated from on-site sources to the extent practical. Additional fill will be needed outside the footprint of the cover system for grading the area around the World War II Infrastructure Area (WWII Area) buildings, covering exposed tailing, and/or for site restoration may be required.
In order to maximize on-site resources, and minimize importing and off-site hauling, several potential borrow areas have been identified as sources for common fill, till, and/or topsoil. Potential borrow areas include the existing Eastern Borrow Area, the Southeast Borrow Source Area located adjacent to Mine Road and the Sedimentation Basin; the Southwest Borrow Area located south of the East and South Diversion Channels; and the Northeast Borrow Area located northeast of TP-1 in the vicinity of, and beneath, the current screened till stockpiles adjacent to Jeep Road. Figure B2-1 shows the approximate locations of the borrow source areas. The actual excavation limits and estimated borrow quantities will be verified via subsurface investigation. Activities associated with borrow generation include, but are not limited to, clearing, grubbing, chipping, erosion and sedimentation controls, excavation, screening, on-site manufacturing of topsoil, interim and final closure. Nobis anticipates developing, depleting, and closing one borrow area at a time, to the extent practical, to minimize/limit the exposed area. A schedule for this

activity is included in Figure B2-2. Chart B2-1 contains an organization chart for the staff and subcontractors required to develop and manage the various borrow source areas on-site.
3.0 MOBILIZATION
Mobilization including permitting, delivery of equipment, utility notifications, work zone designation, traffic control, security, and historical resource monitoring will be performed in a sequenced manner in accordance with the PWP. Demobilization activities will be performed following completion of task objectives, final punch list, acceptance, and approval.
4.0 CLEARING, GRUBBING, AND CHIPPING
It is the intent of this plan to minimize, to the extent practical, the disturbance of areas not anticipated to be developed during the 2011 construction activities and to only have one borrow source operational at a time.
Clearing, grubbing, and chipping are preparatory activities performed prior to excavation of common fill, till, or topsoil in the borrow source areas. The Eastern Borrow Area (4.7 acres) was cleared of trees and vegetation in 2010, but still requires grubbing (removal of the stumps) and chipping of stumps. The trees cleared from this area were chipped in 2010. Nobis anticipates the entire Eastern Borrow Area will be grubbed and stripped prior to excavation activities. The area will be stabilized with hay mulch, in sections, following completion of grubbing and stripping activities in an active area. The extents of borrow source development will be limited to one active borrow source area, to the extent practical, throughout construction. Other potential borrow areas will require various degrees of clearing, grubbing, and chipping after source investigations to determine quality and quantity of borrow are performed. In general, areas will be cleared to 15 feet (ft) beyond the excavation limits. This area may be expanded laterally in the event subsurface conditions or material properties do not allow for a sufficient volume of borrow material. Vegetation including brush, trees, and tree stumps will be cut as close to the ground as practical within the specified clearing areas and transported to the wood debris stockpile area between TP-1 and Jeep Road, or at an alternate location designated by the respective property owner through prior coordination and approval of the United States Environmental Protection Agency (USEPA). Wood debris generated in the borrow source areas will be shaken to remove residual soil prior to loading. Removal/stripping of the remaining topsoil, excavation of common fill/till, and screening of the excavated borrow material will be conducted as part of Task 6, the Development of Borrow. Stabilization of borrow source areas following grubbing and stripping activities will be conducted as noted above for the Eastern Borrow Aera. Figure B2-1 shows the approximate limits of clearing for each borrow source area. Actual limits may vary due to site conditions.
Chipping of stumps, trees, and vegetation will be performed via tub grinder once source areas have been cleared and grubbed to the extent required for borrow development. Nobis anticipates this activity occurring in 2012. Prior to chipping, stumps will be shaken to remove residual soil. Tailing and/or mixed waste is not anticipated to be encountered in the proposed borrow areas. If tailing and/or mixed waste is encountered, stumps will be removed, separated from clean stumps, and placed on TP-1 in the existing mixed tailing/waste rock stump pile. Wood chips will be stockpiled either in or adjacent to the existing woodchip pile for reuse in manufacturing topsoil or for stabilizing slopes.

5.0 EROSION AND SEDIMENT CONTROLS
Erosion and sedimentation controls will be installed and maintained in accordance with Section 7.2 of the PWP and the State of Vermont Agency of Natural Resources Department of Environmental Conservation’s (VT DEC) The Vermont Standards & Specifications for Erosion Prevention & Sedimentation Control (VT DEC, 2006) and best management practices (BMPs).
Erosion control measures to be installed and maintained at the borrow source areas include silt fence, fiber rolls, wood chips, water bars, temporary diversion swales, and stone check dams. Erosion and sediment control measures will be installed prior to the start of clearing and grubbing operations in each source area, to the extent practical. Generally, silt fence and/or fiber rolls will be installed along the downgradient perimeter of each area, and water bars will be installed in access roads, as necessary. Prior to grubbing, temporary swales estimated to be 6 ft wide by 2 ft deep with 2 horizontal (H) to 1 vertical (V) side slopes will be installed along the upgradient perimeter of the work area to protect the work from run-on to divert stormwater away from disturbed areas. Excavated materials from silt fence installation, water bar placement, and/or channel construction will be stockpiled or blended into the existing topography. Temporary swales will be stabilized with hay mulch and seed as soon as practical (maximum of 7 days) following installation. Stone check dams will be used to limit stormwater runoff velocity in diversion swales. The spacing of the check dams will vary depending on the flow, slope, and contributing area.Drainage culverts, sized up to 24 inches in diameter, will be installed where necessary to direct surface water.
Additional erosion and sedimentation controls will be installed and maintained during development of the borrow areas, along the perimeter of the stockpiles, at identified seeps, and within disturbed limits, as needed during construction. Exposed slopes that are not taken down to bedrock which remain exposed and inactive longer than 7 days will be stabilized with additional erosion control measures.
Upon completion of borrow removal, areas not excavated to bedrock will be restored as directed by the USACE. Restoration activities may include, but are not limited to, creating wetlands or restoring with 6-inches of topsoil, hay mulch, and seed. The locations of anticipated erosion and sedimentation control measures for the Eastern Borrow Area, Southeast Borrow Area, Southwest Borrow Area, and the Northeast Borrow Area are shown on Figure B2-1. Typical details for the erosion and sediment control measures are provided on Figure 7-2 of the PWP.
6.0 DEVELOPMENT OF BORROW
Topsoil from borrow source areas will be stripped and pushed upgradient using a dozer and stockpiled at the top of slope for potential reuse during restoration. Excess topsoil will be stripped, loaded, and hauled to the topsoil stockpile staging area located northwest of the screened till stockpile area. The depth of topsoil in the Eastern Borrow Area is estimated to be approximately 6 inches thick or 3,800 cy based on subsurface investigations performed by Nobis. The topsoil depth and/or quantities for the other potential borrow locations will be confirmed during subsurface investigations prior to borrow area development.
Once the topsoil has been stripped, the bulk volume of common borrow material will be pushed downgradient by a dozer. An excavator will be located downgradient of the dozer to stockpile the common borrow material for screening. Where space limitations exist, material may be loaded, hauled, and stockpiled at an alternate location to allow room for screening. During excavation, positive drainage on the ground surface will be maintained to allow the runoff to flow towards the

erosion control measures. For the Eastern Borrow Area, runoff will be directed easterly towards the Jeep Road. The perimeter of excavation side slopes will not exceed 2.5H:1V. Disturbed slopes or stockpiles will be hay mulched and seeded if left exposed longer than 7 days. If bedrock is encountered, the surface shall be scraped, to the extent possible, to remove residual soil. For the Eastern Borrow Area, 38,800 cy of unscreened common borrow is estimated to be available for use as VSS.
For the other potential borrow source locations, the specific dimensions and depths will vary based on the remaining volume of VSS required and actual site conditions at each area. A subsurface investigation, most likely consisting of test pits, will be conducted at the other potential borrow source locations to confirm subsurface conditions are favorable for generating additional common borrow. Where test pits are performed, the depth of topsoil, depth and type of common borrow, depth of the water table, and depth to bedrock will be documented, along with photos.
7.0 SCREENING OF BORROW
The designed cover system includes a 60 mil geomembrane liner, a drainage geocomposite (DGC), the VSS layer, and a 6-inch topsoil layer. Borrow material used as VSS placed on the DGC layer will be screened to a 4-inch minus maximum aggregate dimension. On-site common borrow will be screened using a portable track screen plant with an over screen of 7 inches and under screen of 4 inches. This screening setup and operation will generate three types of material: 4 inches or less; between 4 and 7 inches; and material greater than 7 inches. The three types of material will be stockpiled in separate piles within the staging area of each borrow source. To reduce re-handling of screened materials, screening and stockpiling will occur within the each borrow source area, to the extent practical. Screened 4-inch minus borrow material will be used as VSS and to manufacture topsoil. Cobbles may be used as rip rap material, or in deeper fills outside of the final cover system area, to the extent practical, and as approved by USACE, to minimize the volume of imported material. The anticipated volume of reject/waste from each borrow source is approximately 15% of the total borrow excavated, but actual field conditions may vary. Reject/waste will be stockpiled on-site between TP-1 and Jeep Road throughout construction and borrow source development, then buried on-site in a location approved by USACE prior to construction close-out.
8.0 ON-SITE MANUFACTURE OF TOPSOIL
In general, topsoil is required for restoration of disturbed areas of the site following completion of various task plan activities. Approximately 15,300 cy of imported off-site topsoil and 6,500 cy of topsoil previously manufactured on-site are currently stockpiled in the northeast corner of the site. The 6-inch thick layer of topsoil over the 44-acre cover system will require approximately 35,600 cy (neat volume). The balance of the topsoil required for restoration of the cover system and other areas on-site including, but not limited to, the WWII Area, borrow source areas, and disturbances outside the cover system footprint will be manufactured on-site. Topsoil will be manufactured on-site at the topsoil mixing location west of Jeep Road and northeast of TP-1, or other approved areas. The topsoil will be manufactured using a 2:2:3 mix ratio of delivered manure, wood chips, and on-site screened borrow/till, respectively. Mixing will be performed by a loader and excavator, until a uniform topsoil mixture is generated, as approved by USACE. Manufactured topsoil will be stockpiled in the topsoil mixing area, or other approved areas. Silt fence, fiber rolls, or stone check dams will be installed downgradient of the manufactured topsoil stockpile as necessary. Portions of the stockpile exposed and inactive for greater than 7

days will be graded, tracked, and hay mulched, in accordance with the BMPs outlined in the PWP.
9.0 INTERIM CLOSURE AND RESTORATION
Disturbed areas will be restored as soon as final grades are established in the specific areas of work. For the Eastern Borrow Area, excavation to bedrock is anticipated, so exposed bedrock surfaces remaining following excavation will be scraped of loose borrow soil and left intact. For disturbed areas within other borrow areas containing native soil/till subgrade, the subgrade will be graded to blend into the surrounding grade elevations as needed to establish a smooth transition, and will not to exceed 2.5H:1V, to the extent practical. Subgrade will be tracked perpendicular to the direction of the slope, and restored with 4-6-inches of salvaged and/or manufactured topsoil. Hay mulch and seed will be applied to stabilize areas until vegetation is established. If it is determined that a borrow source area is to be utilized as a wetland, an additional Task Work Plan will be prepared for that work.
Common borrow and/or topsoil stockpiles left in-place at the end of a construction season will be inspected, graded, and tread-tracked perpendicular to the direction of the slope to stabilize the stockpiles during project shut down. Vegetation will be the preferred method for stabilization of stockpiles. If vegetation is not established by the end of September, then hay mulch and/or wood chips will be used to stabilize common borrow and topsoil stockpiles, as directed by USACE. Additional erosion controls may be placed around the perimeter of the stockpiles, as necessary, to minimize sediment tracking.
10.0 SEQUENCE OF CONSTRUCTION
The proposed sequence of work activities has been developed to maximize the effectiveness of various BMPs to provide protection of work in borrow source areas. Construction sequencing is broken down into the various work activities to be performed. Prior to the start of each designated activity, tasks to be completed are as follows:
1. Confirm that historical resource monitoring has been conducted in accordance with the Historical Resource Monitoring and Mitigation Plan in the PWP and/or coordinate construction monitoring schedule with the approved archeological subcontractor.
2. Conduct a subsurface investigation in the proposed borrow source areas to establish the approximate footprint, depth, type of material, and estimated quantity of borrow available.
3. Install initial erosion control measures.
a. Install silt fencing along the downgradient perimeter of the borrow source area as indicated on Figure B2-1.
b. Install a temporary drainage swale (6 ft wide by 2 ft deep with 2H:1V side slopes) upgradient of the disturbance limits as indicated on Figure B2-1.
i. Earthen swale will be hay mulched and seeded.
ii. Install 24-inch-diameter culvert crossings, as necessary and indicated.

iii. Culverts will be excavated to appropriate depth (approximately 4 ft), graded and backfilled with native material.
4. Establish access roads to the borrow source area(s), and install water bar as necessary.
5. Clear and grub within established limits of disturbance for the borrow source area as indicated on the plans, and/or as approved by USACE. General procedures to be followed are:
a. Clear, but do not grub, to 15 ft beyond the excavation limits.
b. Cut vegetation, including brush, trees, and tree stumps, as close to the ground as practical.
c. Wood debris generated will be shaken free of residual soil and chipped in place using a tub grinder.
i. Chips will be added to the existing woodchip stockpile for possible future use in topsoil manufacturing and/or as a temporary stabilization measure for disturbed slopes.
6. Excavate borrow material.
a. Strip, excavate, and stockpile topsoil as noted above. The stockpile(s) will be surrounded by silt fence or fiber rolls.
b. Excavate and stockpile common borrow.
i. Positive drainage will be maintained throughout excavation, as needed to minimize potential for saturated conditions in materials being removed from borrow areas for screening.
ii. Perimeter side slopes will not exceed 2.5H:1V, to the extent practical.
iii. Disturbed slopes or stockpiles will be hay mulched and seeded if exposed for longer than 7 days.
iv. Runoff from borrow stockpiles and within disturbed limits will be controlled with silt fencing and/or fiber rolls, and seepage will be controlled by perimeter swales.
7. Screen borrow material.
a. Screen common borrow with an 7-inch over screen and a 4-inch under screen in order to generate material 4 inches and less, between 4 and 7 inches, and over 8 inches.
b. Screened 4-inch minus materials, 4-7 inch materials (cobbles), and materials greater than 7-inches (reject) will be stockpiled in separate piles within staging area.
c. Screening and stockpiling will occur within the borrow source footprint, to the extent practical.
8. Restore disturbed borrow source area with 4-6 inches of existing salvaged topsoil, or manufactured topsoil material.
a. Topsoil cover will be hay mulched and seeded.
b. Areas excavated to bedrock will not be re-vegetated.

9. Repeat Tasks 1 through 8 to develop other proposed borrow source areas, as necessary, to generate the required quantity of borrow for the cover system VSS layer, and manufacturing of topsoil. Additional borrow source areas, beyond those described herein and/or as shown on Figure B2-1, shall be developed as directed by USACE.
11.0 GREEN AND SUSTAINABLE INITIATIVES
In addition to the green and sustainable initiatives described in the PWP, the green and sustainable initiatives identified for the operations associated with the Borrow Management phases of work are as follows:
• Minimize limits of clearing within each borrow area;
• Maximize depth of excavation of borrow materials in each area to minimize overall footprint;
• Stockpile, screen, then re-stockpile borrow materials as close to the source as possible to reduce hauling; and,
• Maximize use of screened materials, including borrow, cobbles, and wood debris, to the extent practical.
