    The City of Los Angeles Brownfields Program (Brownfields Program) is an interagency team

    includingDepartmentofPublicWorks,CRA/LA (CommunityRedevelopmentAgencyoftheCityof

    Los Angeles), the Community Development Department, and theMayors Office of Energy and

    Environment. Under this program, staff from the Brownfields Resource Team (BRT) provides

    permits from the City and to haul their C&D waste only to certified

    processing facilities. The Bureau will begin auditing the haulers and

    contractors records to ensure that only certified

    TheRMDZ

    program

    was

    established

    by

    the

    State

    to

    stimulate

    recycling

    based

    manufacturing

    businesses and createjobs. In 2003, the state reauthorized LosAngeles as a citywide zone. The

    RMDZ Revolving Loan Program provides direct loans to businesses that use postconsumer or

    secondarywastematerials tomanufacture new products. So far, the Citys RMDZ has provided

    $11.5million in loans. Inaddition, theprogramoffers tax incentives, low interest financing,a35

    incentive

    recruit

    restaurants

    for

    the

    haulers

    and transport it to facilities that process it into compost. More than 900 restaurants currently

    BureauofSanitationrecentlyrevisedapolicythatresulted intheeliminationofgrease

    interceptor requirements for bakeries, sandwich shops, and pizza parlors effective

    August11,2010thatcouldresultinanannualsavingsof$15,000foreachestablishment.

    of contaminated groundwater from construction and remediation

    sites into the sewer rather than the stormdrain.This significantly

    reducesthegroundwatertreatmentcostforbusinesses.

    PartnershipswithLABuildingandSafetyandLACountyDepartmentofPublicHealthto

    appoint casemanagers for each restaurant have resulted in a streamlined permitting

    process,andreductioninbusinessdevelopmenttime.

    RecyclingMarketDevelopmentZone(RMDZ)Program

    The RMDZ program was established by the State to

    stimulate recyclingbased manufacturing businesses and

    createjobs.In2003,thestatereauthorizedLosAngelesasa

    citywidezone.TheRMDZRevolvingLoanProgramprovides

    directloans

    to

    businesses

    that

    use

    post

    consumer

    or

    secondarywastematerialstomanufacturenewproducts.So

    PollutionPreventionAssistanceforBusinesses

    Bureau of Sanitation organizes workshops to show businesses how to comply with

    regulations,thereby,avoidingfinesandpenalties.

    PollutionPrevention(P2)topicsarepresentedatworkshopsheldatleasttwiceayearfor

    businesses,andEnvironmentalCompliance InspectorsdiscussP2during fieldaudits to

    assistbusinesseswithhowtheycanbettermanagetheirwastes,andreducecosts.

    Businesses thathave implementedP2practiceshave seen adecrease in rawmaterial

    purchases, reduction inpretreatmentanddisposalofwastes, less laborandoperating

    andmaintenance

    costs,

    and

    reduction

    in

    water

    and

    energy

    use.

    Also,

    some

    businesses

    have seen a reduction in insurance premiums, workers compensation costs, and

    regulatorynoncompliance.

    DentalOfficesandClinicsProgram

    DentalOfficesandClinicsqualify for reduced inspectionandcontrol

    feesbecauseofimplementingBestManagementPractices(BMP). USEPA

    is currentlyproposing a rule to require eachdentaloffice and clinic to

    installanamalgamseparatorwhichwillcost$35K. SincetheCitywasat

    theforefront

    and

    has

    an

    exceptional

    program,

    it

    is

    anticipated

    that

    language will be drawn to exempt such programs from the amalgam

    separatorrequirement.

    ToxicOrganicsManagementPlan(TOMP)

    Businessesthatrequestexemptionfrommonitoringfortoxicorganics(TO)arerequired

    tohaveTOMPs.TheCitydevelopeda simplifiedTOMP forbusinesses so that theyno

    longerhavetohireaconsultanttopreparetheTOMPanddonothavetopayalabfor

    continuedlaboratorymonitoringforTO.

    construction that would result in additional dwelling units the Bureau can assist

    businesses and or property owners in determining the correct refuse and recycling

    collectionserviceprovider.TheBureauwouldalsoprovideplancheckfordevelopments

    assigned

    to

    Bureau

    collection

    services

    so

    the

    design

    elements

    of

    the

    development

    are

    certain to include considerations for traffic loads on the pavement design within a

    planned/gated community, adequate turning radius for Bureau collection vehicles

    servingtheunit(s),andarrangement/containmentofcollectioncontainersorbinsonthe

    plannedsubjectproperty.

    ExampleofNewBusinessAssistance

    A consultant for a Chrysler Dealership looking to locate in the San Fernando Valley

    recently requested assistance in dealing with stormwater runoff. The facility to be

    acquiredhasaportionof roofopen,exposing theworkarea. In theeventof rainfall,

    stormwaterwill come into contactwith the service area. Theonly floordrain in the

    immediate area connects to the storm drain. To meet the Regional Water Quality

    ControlBoardlimitations,apretreatmentsystemandnewfloordrainswouldhavetobe

    installed.

    Since

    the

    stormwater

    flow

    is

    minimal,

    and

    only

    during

    wet

    weather

    conditions,

    the Bureau of Sanitation Industrial Waste Management Division recommended the

    consultant to disconnect the floor drain leading to the stormdrain and reroute the

    connection intothe industrialclarifier. ThiswillsavetheChryslerdealershipanywhere

    from$50100Kinunnecessarypretreatmentsystemsandbuiltincontrols.
