Eight teams descended upon the Midway arena at the week-end to take part in a men’s/ladies hockey tournament. Teams from Kelowna, Grand Forks, Midway and Nelson battled through three gruelling matches each over three days, bringing excellent family entertainment to West Boundary.

The tournament featured sepa-rate men’s and women’s divisions and featured plenty of intense ac-tion.

The Rock Creek Health Cen-tre was filled to capacity on Jan. 30, as members of the Food and Resources Society came together to listen to an update of the soci-ety’s current status and its plans for 2016. President Leda Fair called on Foodshare Exchange director Vivi-en Browne to provide an overview of the society’s last meeting in De-cember. Browne reported that the

released an update of the West Boundary Community For-est guiding principles, which include the provision of local employment opportunities by hiring qualified staff to manage and oversee community forest operations, including harvest-ing and silviculture. The follow-ing is a list of required services to sustain the community forest and the operators recruited to date:

1. Layout-Sidley Mountain Forestry, Rock Creek.

2. Logging: Mid-Boundary Logging Ltd, Midway.

3. Hauling: Tom Bosovich and Mid-Boundary trucks, Midway.

4. Roadwork: R&S Lang, Midway.

5. Mapping: Commons Place Consulting Ltd. Graham Watt, Grand Forks.

6. Rehabilitation: R&S Lang, Midway.

7. Pile Burning: Green Peaks. Owen Stuart, Midway.

8. Seeding: Nu Venture Ser-vices. Wilf Lindquist, Rock Creek.

9. Tree Planting: Green Peaks, Owen Stuart, Midway.

The WBCF also mandates to maintain an economically vi-able forest through the employ-ment of innovative harvesting methods and equipment while following provincial utiliza-tion standards and attempting to maximize that utilization through value added products. It would also like to foster co-operation with adjacent wood-lot licensees to take advantage of joint efficiency’s in forest op-erations and infrastructure as well as utilize market cycles to maximize economic advantage. One of the WBCF’s long term objectives is to replace lower productivity stands with higher valued timber. Initiatives in-clude:

-the sale of pulp logs and tops to local chipping facility.

-peeler logs are being sold to Atco, cedar poles to Bell Pole, pine poles to Gorman and over-sized saw logs to InterFor.

-communication has begun with Greg Lee and Deborah Friesen regarding their adjacent woodlots.

-the logging of lodge pole and larch with market value higher than other species.

-larch is being planted to en-hance the value of future stands.

In addition, the WBCF aims to provide educational oppor-tunities by allowing the Com-munity Forest to be used as a classroom for forest related courses. It hopes to work with the Phoenix Interpretive Forest Society in informing the gener-al public of forestry issues and historical values and encour-age local schools to participate in field trips and labour related projects, as well as assisting with ongoing research projects and encouraging future re-search with the forest sciences community. Presently, masters students from the University of British Columbia (UBC) are working on a project to analyze the visual quality challenges the WBCF will face in the fu-ture and developing techniques to help prevent timber supply

Despite its lack of jaw-dropping plays, I enjoyed the Super Bowl, which, undoubtedly, was won by a superior Denver defense. Their smothering of Carolina quarter-back Cam Newton was an impressive feat, particularly considering how dominant and, seemingly, unstoppable a player he was during the entire season. His spirit and confidence were slowly eroded throughout the afternoon, culminating in a play which surprised most of those playing and watching the game. When Newton fumbled the foot-ball late in the game, he chose not to dive after it, instead almost stepping back from the play and allowing the Denver players to smother the ball. It appeared he had “given up” on himself and his team, perhaps choosing a healthy start to next season over a potentially serious injury at the hands of the blood-sniffing Denver defense.

Captain America Peyton Manning had a very average day, though he did enough to get his team regularly into scoring position and, just as importantly, made very few mistakes on his way to his 200th career victory. Hey, I like the guy (his public persona, that is), though he sure is an advertising whore, isn’t he? He couldn’t say “Budweis-er” enough during his post-game interviews; the fact that he twice said he was going to “drink a lot of Budweiser” to celebrate the Broncos’ victory reeked of commerce. Anheuser-Busch, which produces one of the world’s most tasteless beers, claimed it had no idea Manning was going to mention Budweiser, but was very pleased with the plug, which amounted to the equivalent of $3.2 million in advertising. It turns out Manning owns two Anheus-

er-Busch distributors in Louisiana, which, it appears, made breaking the NFL law prohibiting players from endorsing alcohol simply too irresistible. It may also have been a signal that he is going to retire.

Continuing with the sports theme, last weekend was awash with tournaments in West Boundary, with men’s and ladies’ hockey descending on the Midway arena, and

girls basketball invading the BCSS gymnasi-um. Both tournaments were well-attended and produced some top-notch entertainment for the spectators and participants alike.

The weekend certainly took me back to my teenage years in Southern Ontario, where I at-tended high school after emigrating to Canada from England. My sporting life had, up to then, been filled mostly by soccer, rugby and cricket, with some cross-country running thrown in for good measure. Ice hockey was simply not

something we considered (despite there being several semi-professional teams scattered across the country), in large part due to the often mild winters and lack of outdoor skating rinks. Add to that the fact that soccer was played year round, made cleats considerably more popular (and cheaper) than skates. Moving to Fort Erie when I was fourteen opened my eyes to the thriving am-ateur hockey culture in this country, as I watched many of my new friends lace up the blades every Friday night for a scrimmage or a game, followed by my favourite part of the evening, a visit to the local Chinese restaurant for some Won Ton and a plate of sweet and sour. I never did learn to skate or play hockey, but I eventually memorized the King Wa menu!

Newton not quite ready — yet

It’s likely that most Canadians, particularly those under 50, are not particularly concerned by the rapidly sinking print media industry. For them, news is now digested on the run, through laptops and smart phones, with newspapers reserved for their birdcage or puppy pen. While the inevitable demise of traditional news delivery doesn’t necessarily strike the death knoll for reliable journalism, it will undoubtedly cause a wave of disappointment amongst the segment of the population that still enjoys sitting down with the Sunday New York Times, a piping hot Americano in one hand and the Times magazine in the other.

Newpapers are slashing staff and news coverage; most recently, it was announced that the two Postme-dia Vancouver dailies, the Province and the Sun, will soon be sharing newsrooms as well as stories.

This year has also seen papers in Calgary, Edmon-ton, and Ottawa merge, there is an ongoing strike of newsroom personnel at the Halifax Chronicle, Canada’s oldest independently owned newspaper, the Guelph Mercury ran its last print edition, the Toronto’ Star’s printing press closed down, and there have been staff cut backs at nearly every paper in the country.

Many keen observers believe that corporate news, as a product, has been degraded to such an extreme that it is hardly recognizable as news. Newsrooms are so short-staffed that in many communities, important civic events are simply not reported. A quick scan of many dailies reveals that “fluff ” pieces are as prevalent as news. Papers are filled with untidy opinion pieces that are easily and often mass-produced. For most papers, good analysis and investigative journalism are things of the past.

All that said, newspapers continue to persevere. Many people enjoy the physical feeling of thumbing through a paper. Local newspapers such as the Times are still the best at showing what is going on in each community.

The Internet and social media has its place but those posting “news” online simply do not have the fact-checking and accountability that newspapers do. Your community newspaper offers unbiased and con-firmed reportings.

So don’t count out newspapers quite yet.

A recent forestry survey conducted by the Union of B.C. Municipalities (UBCM) entitled “Greater Community Consultation=Better Forestry” failed to make it into the hands of Boundary politicians prior to the cutoff date of Jan. 15, 2016, leaving some residents frus-trated with their omission from a potentially important and ef-fective process.

According to a December posting on the UBCM web-site, at the November meet-ing of the union’s Community EconomicDevelopment (CED) Committee, Vanderhoof coun-cillor Brian Frenkel, UBCM’s appointment to the Minister’s Forests and Range Practices Advisory Council, advised that the council is interested in hearing from communities on forest policy matters. Spe-cifically, the council would like communities to identify what policy decisions would be bet-ter served by greater commu-nity consultation. Acknowledg-ing that communities are more than just stakeholders, Frenkel has been advocating to his Ad-visory Council colleagues for greater community consulta-tion prior to forestry decisions

being made. By undertaking the forestry survey, UBCM is seeking to provide Frenkel with the quantitative and qualitative information necessary to en-courage the Advisory Council to respond to local government concerns.

The CED Committee has made this a priority in its work plan for the year ahead recog-nizing that many local govern-ment economies are dependent on the forestry sector. And as communities continue to struggle in response to declin-ing timber supplies, decisions around the forest resource be-come even more important to their economic and social wel-fare.

According to one local for-estry expert, communities and woodlot licensees should have management authority over 50 percent of BC’s Approved Anual Cut (AAC). The forest industry can and likely should manage the rest with the above proviso. And, the companies can still have the timber—-all they have to do is purchase it from the communities and woodlot licensees. The Com-munity Forest and woodlot models are already hugely suc-

cessful in BC and hence should be expanded.

Unfortunately, none of the Kootenay Boundary Regional District directors, nor the may-ors of Midway, Greenwood and Grand Forks were made aware of the survey and, consequently, the Boundary’s voice may not be heard as clearly as it should. Upon hearing about the survey and its deadline, local govern-ment officials contacted UBCM and have been allotted addi-tional time to address the docu-ment. Forestry is a significant player in the Boundary econo-my, and its future may just rest on how the industry is regulat-ed, which should, according to forestry expert Fred Marshall, include the continued partici-pation of several smaller play-ers rather than seeing it mo-nopolized by one or two large lumber companies. Charges dropped against Rock Creek manThe Times has learned that

all charges laid against for-mer Rock Creek resident Vern Rexin by the Midway RCMP detachment in early September have been dropped. Rexin’s son Ted received a call from Mid-way RCMP corporal Judson Mayes in late January asking him to relay the information to his father, who now resides in Osoyoos.

In a letter to the editor of the

Times, Rexin wished to thank all of his supporters during a very challenging time for the well known octogenarian.

The charges stemmed from an incident involving Rexin and a police constable on Sept. 5, 2015, when Rexin was dis-covered to be burning garbage during a fire ban. Police and the Ministry of Forests, Lands and Natural Resources were alerted and officials visited Rexin at his

Rock Creek property.Rexin claims he was as-

saulted by the police officer and suffered injuries requiring a hospital visit and a subsequent MRI to rule out a skull frac-ture. Rexin laid charges against the officer, which, according to Rexin, are still pending.

When reached by the Times for a statement, Cpl. Mayes would not comment on either matter.

ecosystem restoration project, designed to provide information and data regard-ing the feasibility of returning some for-ested areas to grasslands, encouraging local school participation and field trips, partnering with the Phoenix Interpre-tive Forest Society on future cut blocks and the launch of a WBCF website.

As well, the WBCF aims to provide social and recreational opportunities for the general public. The Commu-nity Forest will be open for provincially sanctioned recreational activities while protecting and enhancing existing rec-reational infrastructure such as ski trails and designated recreation sites. It also hopes to use some of its surplus funds for scholarships and community devel-opment projects. The WBCF is dedi-cated to recognizing the rights of other

stakeholders and the community in an effort to foster good relationships with other land users and protect existing user infrastructure by keeping the pub-lic and other users informed of Commu-nity Forest plans and other related issues through meetings and annual reports. This will allow for public and other stakeholder input into proposed forest activities.

Plans to maintain a sustainable, healthy and safe forest environment are paramount to the WBCF mandate. These include checking and confirming existing inventories to ensure that cal-culated allowable annual cuts (AAC’s) are accurate and sustainable, as well as tracking ongoing surveillance of for-est health factors that may affect exist-ing stands. Following provincial fire protection regulations to minimize fire danger is also considered crucial, as is adhering to specific harvesting priori-ties: a) blow down, fire killed and insect

infested stands, b) stands susceptible to catastrophic insect infestations, c) dis-eased, decadent and mature stands and d) other stands.

This spring and summer, Sidley Mountain Forestry will be helping the WBCF with an inventory assessment, and the Ministry of Forests, Lands and Natural Resource Operations will be of-fering options for potential trap trees for fir beetle. Fuel management has been identified as a priority in all cut blocks and dry lodge pole stands will be target-ed in the Phoenix area. The area affected by the wildfire in Westbridge will also be assessed for commercial viability.

The West Boundary Community For-est has laid out an ambitious plan for the year ahead, though with the help of the myriad of forestry experts through-out the region, it appears poised to do its part in helping sustain an important component of the Boundary economy.

The Midway Ice Maidens played three strong games over the weekend against tough competitors from Nelson, Grand Forks and Kelowna. The Maidens fi nished 1-2, losing very close games to the Kelowna Dragons and Grand Forks’ Black Betty’s.

Border Bruins ready for home standThe Bruins went one and one this

past week as they continue to prepare for the upcoming play-offs. On Saturday the Bruins hosted the Columbia Valley Rockies losing 5-2 after beating Castle-gar earlier in the week.

A g a i n s t the Rockies the Bruins got down early,

giving up a first period goal to Michael Cardinal and a second period power goal to Ryan St. Jean to go down 2-0. Dylan Haney got the Bears on the board with a goal at 6:59 of the second assisted by Chad Grambo and Nico Sidoni. St. Jean scored his second for the squad from Invermere at 10:36 of the third to put the Rockies up 3-1.

Grambo scored for GF a couple of minutes later to pull the Bruins to within one assisetd by Haney and Logan Has-carl. The Bruins battled hard looking for the equalizer but fell short giving up two empty netters to the Rockies for the 5-2 loss.

On Feb. 2 the Bruins knocked off the Rebels in Castlegar 4-3 in double overtime with Haney scoring the game winner assisted by Grambo and Con-nor Manegre. Also scoring for GF were

Austin Dean in the first period, Garret Brisebois, who had a power play marker in the second, and Logan Casavant, also scoring in the second.

The Bruins are busy this coming week with four games in five days all at home. In fact, for the rest of the regular season the team plays all their games at home in the friendly confines of Jack Goddard Memorial Arena. First up is Spokane on Thursday followed by Creston Valley Saturday, Osoyoos Sunday and Castle-gar next Tuesday (Feb. 16). Bear bites -

Grand Forks is six points ahead of Nelson in the battle for third place in the Neil Murdoch Division. In all likelihood the Bruins will face Castlegar in the first round of the play-offs. The other match-up will likely see division leading Beaver Valley face Nelson.

Rock and rollBoundary District Curling Club member Brandon “Pete” Blaine eyes a shot during last Thursday’s mixed curling night at the Midway rink. This season’s club has twenty members, with curling going every Thursday and Friday evenings. On March 4, 5 & 6, the club will host a men’s bonspiel and hope to see the public out to support the Boundary team. The club is hopeful it can increase its membership significantly next season and asks those that are interested to contact Lisa Baia at 250-449-2749.

The West Kootenay District of the Ministry of Transportation and Infrastructure is creating its list of registered Equipment for Hire for the 2016/2017 fiscal year, which begins April 1, 2016.

All individuals or companies who are currently registered through the ministry’s offices in Nelson or Grand Forks will receive invitations to re-register their equipment for the coming fiscal year by mail.

Individuals or companies who were not registered in 2015, but wish to have their equipment listed, are invited to visit or phone the Nelson or Grand Forks office to obtain the appropriate registration forms.

You will be required to have Commercial (Comprehensive) General Liability Insurance with minimum $2 million third party liability and a WorkSafe BC clearance letter prior to starting work on any ministry projects. Dump trucks must provide a current weigh slip, front tire size, and manufacturer’s front axle rating.

Equipment can only be registered in one area in any given year and must be owned or leased-to-own in order to be eligible for registration. Seniority is not transferable from area to area.

The deadline for registrations is March 18, 2016. Late registrations will be accepted, but may appear at the bottom of the open list. Note that there is no charge for registering equipment or for changing or deleting equipment information already listed.

continuing to meet and is working to identify and address the needs it can be of assistance with. In the Fall, the commit-tee used the start of its fund to build a number of outbuildings for those in the � re zone (some of which will be completed in the Spring). We have also con-tinued to collaborate with the Red Cross, Habitat for Human-ity, and other organizations of-fering help within our commu-nity.

Spring is coming, and so it

is important to us that we are aware of individual and com-munity needs, so we can steer our help towards the biggest needs. As we work to determine the best use of these donated funds, we recognize that spring brings opportunity to move forward, so we are working to move funds into the hands of individuals and families most a� ected by the � re.

� ere has been approximate-ly $118 000 donated so far. We will be closing the account as of March 31, 2016 in order to

complete the allocation of funds raised. Anything re-ceived follow-ing that date will be for-warded to the Kettle River Lions Club for

Changes for boardA new year, and with it came

our annual general meeting, held at the library on Jan. 26.

We elected several new members to the board: Gerri Hollett, Diane Lapalme, Mari-ette Jacob, Vir-ginia Holmes and Dave Evans. These, along with returning members Ann Mudrie, Debra Brown-hill, Lynne Klaver, and Shawn Whitelegg, will give us a full complement of nine.

Thanks to all who turned out and supported us by their atten-dance at the meeting.

Thanks to The Greenwood Improvement Society, we have a new computer at the front circulation desk. Now we’ll have one exclusively for use in checking items in and out, and one for the librarians’ use in do-ing email, cataloguing items, processing interlibrary loans,

and word processing. This will make it so much

easier when we have a volun-teer checking things in and out

while the librarian is working on the other computer. Thank you, TGIS!

keless Bake Sale flyer in your mailbox. This is an annual fun-draiser we hold, to give people who otherwise might not be aware of the library, its services, and its needs, an opportunity to make a contribution.

If you do not receive unso-licited ad mail in your box, you won’t have received this flyer ei-ther, so we have some available in the library for those who are interested. And we thank every-one in advance for your support of your community’s library—donations are an important portion of our annual revenue.

We left you saying that we would explain other ways besides community grants that Phoenix Foun-dation “spends” money earned by investments each year. There are six ad-ditional ways. Today we cover two of them.Scholarships

Nine scholarship funds have been (or are in the process of being) established: Boundary Area Retired Teachers’ Association; Gordon Keir; Grand Forks and District Business Community; Grand Forks District Savings Credit Union; Hall-Treptow; J.J. McDonnell; John Nilsen Memorial; Rotary Club of Grand Forks; and Terry Fitzgerald Memorial. There is one family fund (Dick and Irene Bartlett Family Fund), the rev-enues of which go to the Grand Forks Rotary Club Scholarship Fund.

In total, the value of these 10 funds is (approximate-ly) $267,988.15. (“Approximately” because fi gures are from our last audited statements, and changes have certainly occurred since.)

Most of these funds direct available money to the School District 51 Scholarship Committee. This com-mittee reviews student applications and makes deci-sions based on criteria established by each fund. Some scholarship funds are managed (that is the revenues each year, are managed) by the donors. They make the decisions about who will receive the scholarships.

Last year the amount available for scholarships was $7,475. It is comforting to know similar amounts will be generated for future students continuing their edu-cation.

An additional comment at this moment. A point was raised at our January board meeting: not all of our children are strong academically. Some of our students earn solid “Cs”. We want EVERY child in the Bound-ary to experience support to be the best person they can be in the world.

Is there a way to establish some “scholarship” funds that recognize and reward those students who are NOT going on to post-secondary education, but who are terrifi c young people in many ways—just not scho-lastically? If you have thoughts about how the Phoenix Foundation could accomplish this, we welcome your input.
