CERTIFICATE OF PROFICIENCY IN INSOLVENCY (CPI)

THE CPI IS AN INTERMEDIATE INSOLVENCY EXAMINATION, WHICH IS RECOGNISED INSIDE AND OUTSIDE OF THE INSOLVENCY PROFESSION AS A TEST OF COMPETENCE IN INSOLVENCY ADMINISTRATION.

It is an exam for individuals working in insolvency or related areas, covering all the key issues. The exam is taken either to provide a solid grounding in insolvency law and practice, or as a stepping stone towards taking the JIEB (Joint Insolvency Examinations Board). Those successful in the CPI examination will be entitled to apply for affi liate membership of the Insolvency Practitioners Association.

THE INSOLVENCY PRACTITIONERS ASSOCIATION (IPA)The Insolvency Practitioners Association (IPA) is a membership body recognised for the purposes of authorising (licensing) insolvency practitioners (IPs) under the Insolvency Act 1986.

THE ASSOCIATION OF TAXATION TECHNICIANS (ATT)

THE ASSOCIATION OF TAXATION TECHNICIANS IS THE LEADING PROFESSIONAL BODY FOR THOSE PROVIDING TAX COMPLIANCE SERVICES AND RELATED ACTIVITIES IN THE UK. MEMBERS ARE QUALIFIED BY EXAMINATION AND PRACTICAL EXPERIENCE TO ASSIST INDIVIDUALS AND BUSINESSES IN COMPLYING WITH THEIR TAX OBLIGATIONS. THE ATT HAS OVER 5,000 MEMBERS.

SYLLABUS AND MEMBERSHIPThe new ATT syllabus which is examinable from 2012 contains six certifi cate papers. A pass in any paper will gain students a Certifi cate of Competency in that subject.

• Paper 1 — Personal Taxation

• Paper 2 — Business Taxation and Accounting Principles

• Paper 3 — Business Compliance

• Paper 4 — Corporate Taxation

• Paper 5 — Inheritance Tax, Trusts and Estates

• Paper 6 — VAT

Examinations are held in May and November each year.

Those who have passed three papers (and have the relevant practical experience) will be eligible to apply for membership of the ATT. The three papers must include:

• Paper 1 — Personal Taxation

• Paper 2 — Business Taxation and Accounting Principles

In addition, candidates will need to have passed ATT E-Assessments in Professional Responsibilities and Ethics; and in Law. Certifi cates of Competency are not available in the two E-Assessments.

Under the new syllabus, tax administration and accounting issues are examined as part of Papers 1–6 to the extent they are relevant to each paper. In addition certain law and ethics topics are still examinable in Papers 1–6 but only to the extent they have a direct impact on the core topic being covered in the question.

For Paper 2, the ATT produces its own syllabus defi ning accounting manual which is available to purchase from the ATT: Essential Accounting for the Taxation Technician. Students should purchase this in addition to the BPP Learning Media Paper 2 Study Text. The BPP Learning Media Study Text indicates when you should also study from the ATT’s accounting study text.

In addition, the ATT and the CIOT jointly produce a syllabus defi ning law manual: Essential Law for Tax Practitioners. Students should purchase this in addition to the law Passcards and i-Pass produced by BPP Learning Media.
