DAILY EXCELSIOR, JAMMU TUESDAY, JANUARY 26, 2016 (PAGE 5) Northeast culture has enriched India's diversity: Dr Jitendra Excelsior Correspondent NEW DELHI, Jan 25: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that Northeast culture has enriched India's diversity and that, if India is known for unity in diversity, Northeast is a distinct example of diversity in diversity. During the Republic Day Parade, while dif- ferent States and regions show- case their culture and heritage, ironically the invaluable cultural exclusiveness and variety from Northeast remains underrated or unnoticed, he regretted. He was speaking at a cultural programme depicting various tra- ditional dance and ballet presen- tations from different States of Northeast like Nagaland and Manipur. The programme was presented by a group of Northeast artists on the eve of Republic Day and was also attended by noted thinker and ideologue Indresh Kumar. Dr Jitendra Singh said, while much is talked about bringing Northeast closer to the rest of India, very little is known in the rest of India that there is much more to learn from Northeast. For example, he said, while Northeast is distinct because of its firm cul- tural roots, at the same time, it is also far ahead of several other parts of the country in the fields of literacy and economy. Citing instances, he noted that Mizoram had a literacy rate as high as 92% which was next only to the State of Kerala and Manipur had a growth rate as high as over 22% which was very remarkable in the context of the overall growth rate of the country, he added. Instead of remaining apolo- getic or withdrawn, Dr Jitendra Singh said, this is an opportunity for the people of Northeast, par- ticularly the youth, to come for- ward and to show the way not only to their peers in the region, but also to young Indians across the country. Referring to Prime Minister's Narendra Modi's recently launched "Startup India" plan, he said, the youth in Northeast can startup in the field of organic farming and can thus show the way not only in the region, but also to the rest of the country. Election Deptt committed to increase citizens’ participation:CEO Electoral process has evolved substantially: Jain Excelsior Correspondent JAMMU, Jan 25: The 6th National Voters Day with the theme 'Inclusive and Qualitative Electoral Participation' was cel- ebrated with enthusiasm in over 4000 functions organised across the State. The State level function was organised by the Chief Electoral Office, J&K at the Police Auditorium Jammu in which large number of people includ- ing newly registered voters and students participated. Chairman, J&K Special Tribunal, Pramod K Jain was the chief guest and Principal Secretary, Forest, Ecology & Environment; R K Gupta was the guest of honour on the occa- sion. Chief Electoral Officer, J&K, Shantmanu, Deputy Commissioner Jammu, Simrandeep Singh, Deputy Commissioner, Udhampur, Dr Shahid Iqbal, VC, JDA, Mubarak Singh, senior officers from civil administration, Police and State Election Department besides senior citizens and large number of young boys and girls were also present. Speaking on the occasion, Promod K Jain said that over the years the electoral process in the country has evolved substantial- ly and new initiatives have led to massive increase in the partic- ipation of citizens in elections and every segment of society is being touched. He compliment- ed the State Election Department for having achieved greater enrolment of new voters and bringing the enthusiastic young generation into the ambit of election process. R K Gupta said that with each new election, the voting percentage is increasing and efforts of the Election Commission of India and State Election Department in this regard are highly appreciable. He credited greater awareness among the citizens and weeding out of duplications and deletions in electoral rolls as prime factors in increased voting percentages. Chief Electoral Officer, J&K, Shantmanu said that fol- lowing the recently concluded summary revision of electoral rolls, as many as 1.73 lakh new voters have been added to the voter list in the State. Out of this, he said, 60% being women, has helped the electoral Sex Ratio to improve from 902 to 908 in Jammu and Kashmir. He said, "we have also deleted near- ly 1.15 lakh names from the voter list and done over 81000 modifications. He appreciated the efforts of his team at the Election Department including DEOs, ROs, AROs, BLOs and others involved in the process. He said the State Election Department is committed in its endeavour to see further increase in the participation of citizens in the election process. He said lot of work needs to be done to achieve the bench mark of 90% voting percentage as envisioned by former President of India, Dr A P J Kalam for fur- ther strengthening the democrat- ic system in the country. Elector Photo Identity Cards (EPIC) were distributed among boys and girls who had attained the age of 18 years, thus becom- ing eligible for their right to vote and participate in the democrat- ic process. Girl students from Women College Gandhi Nagar/Parade and Science College, Jammu presented very insightful skits highlighting the impor- tance of casting vote towards ensuring that best leaders are put in position of power and responsibil- ity. Mementos and certifi- cates were also distrib- uted to appreciate the contribution of officers, organizations, institutions and students in the elec- tion process and in bring- ing about greater aware- ness regarding participa- tion and right to vote. Among the awardees was Balvinder Singh, Head J&K Election Watch as member of ADR and National Election Watch. He was given State Award for generating aware- ness among the people through various workshops and by support- ing “Wake Up Jammu” campaign. Earlier, welcome address was presented by Deputy Chief Electoral Officer, J&K Raman K Kesar and keynote address was presented by Deputy Chief Electoral Officer, J&K, Rishpal Singh. BR Sharma, in his address said that the branch can take a lead role in undertaking collabo- rative work with the State Government which can help in achieving the objectives of the branch. Dr Ashok Bhan empha- sized on grooming the young tal- ent which can bring in new ideas which are relevant according to the current times. The annual report was pre- sented by Dr Anil Gupta, joint secretary and the report on the annual accounts was presented by SK Gupta, hony treasurer which were followed by discussion. The members complimented the out- going Executive Committee for record number of quality pro- grams conducted during 2015. The other office bearers elect- ed for the period 2016 – 18 were Dr CM Seth, Vice Chairman (Jammu), AM Watali, IPS (Retd.) Son of soil to lead Indian Navy contingent during R-Day Parade Excelsior Correspondent JAMMU, Jan 25: A son of the soil has been selected to lead Indian Navy contingent at Rajpath during Republic Day Parade on January 26. Squadron Commander Anil Raina, son of Chander Parkash Raina of Miran Sahib, will be the first officer from Jammu to lead a Naval contingent during a Republic Day Parade. He will also be the first officer from Marine Commandos to lead a Naval Contingent. He is presently posted at Indian Naval Academy Ezhimala, Kerala as Squadron Commander. Born in a lower middle class family, with father as a shopkeep- er and mother a housewife, Anil joined Navy as Recruit after matriculation to support the fam- ily even as he was school topper in class 10th in 1999. While working in Navy, he completed Plus 2 in Correspondence and by his hard work, got selected in Commission Exam in Navy in 2001. He joined Navy Academy Goa in 2002 with Plus Two NDA/Naval Academy Entry Cadets. During the three-year training at Naval Academy, Anil achieved various special awards and feats. He became second Cadet in histo- ry of Naval Academy to win Best Tenderfooter and Best Typhooner Awards in the rigorous Jungle Training camps (Camp Tenderfoot happens in first year and Camp typhoon happens in second year; Only one cadet is selected as best cadet of whole camp). He was also awarded +2 (Plus Two) grading in Parade Training, a highest grading that a cadet can achieve in his whole training of three years. Only one or two cadets in a course get this. He won Award of Best Master of cer- emony for five times during Inter Squadron Dramatics Competition and remained as Chief Editor of Naval Academy's prestigious Magazine 'AHOY' for three terms. He Passed out with the Chief of Naval Staff Trophy for Best Cadet in Seamanship in 2005. Anil represented his Squadron in Inter Squadron Water Polo, Football, Hockey, Volleyball and X-Country Running. He passed out with the Degree of B Sc in Naval Sciences from Goa University. He led Indian Navy contingent during SAIL Parade at Bremerhaven Germany in 2005, as a Sea Cadet from INS Tarangini (the SAIL training ship of Navy), along with other countries of world and the contingent was awarded the Smartest Crew Trophy. He commanded the Passsing Out Parade of Sea Cadets On Board Naval Ship INS TIR in December 2005 and passed out as a Midshipman. Anil Raina got commissioned in July 2006, after completion of total four years of training. He vol- unteered to join combat diving course of ten months at Navy Diving School Kochi, Kerala. He was got selected for course and passed out with the trophy of Best Diver of the course in November 2007. He became first Combat Diving Officer in Navy from J&K. Thereafter, he volunteered to join Navy special forces, Marine Commandos (MARCOS) and got selected for the course in 2008. Passed out in January 2009 with award of Best Commando in physicals and became first officer in Marine Commandos from J&K. He was awarded On the Spot Commendation by Commander-in-Chief Eastern Naval Command for counter ter- rorist operations in Kashmir in 2013.
