BRAVO Scoring

BRAVO: Executive BriefWhat?: To involve river fishermen, permit holders and cooperatives of the Isla San Pedro Mártir BR in designing, developing and implementing a fisheries management system, achieving their interest and involvement in the institutional strengthening strategy (river fishermen). With the goal of starting joint management to give specific permits and concessions for the BR. And at the same time, promote among users the norms of the Reserve so that they can acknowledge and accept the surveillance in the site as a way to protect their resources for future generations. Who?: CONANP, Community and Biodiversidad A.C., WWF, FOS and guests have designed a strategic plan for the ISPMBR which foresees the creation of a social fisheries management system and the organization of institutions for fisheries (SCPP) where Rare Inspiring Conservation as a partner of CONANP provides the methodology of the Pride campaigns to promote social participation and create interest among fishermen to get organized as cooperatives of fish production and carry out a sustainable practice in the buffer zone; as well as promote respect regarding the zone where fishing is restricted or prohibited inside the Reserve. CONANP Central will provide the necessary funding to carry out the social marketing campaign in Bahía de Kino with the Reserve's main users. When? In July, Reserve's staff will hold a meeting with experts to establish the type of fisheries management and the proper tools to use according to species. Once the species is defined, there will be a meeting with the Advising Council of the ISPMBR to inform them about the process regarding the fisheries arrangement so they can inform the people at the site. Members of the Advising Council will hold several meetings with fishermen, authorities, experts, staff and partners to asses and accept the Fisheries Management Plan of the selected species during the second semester of 2009. During the first semester of 2010, the cooperatives will attend trainings in order to strengthen their groups and will receive funding from the PROCODES Community Project funds. The previous with the goal of achieving individual permits and fisheries concessions for the second semester of the same year. During the second semester of 2009 we will hold several events to promote respect towards the core zone of the Reserve in order to achieve holistic management, informing users about the purpose and benefits of the area where fishing is banned. How?: The Reserve has agreed to provide funding for meetings held during the complete validation and acceptation process of the fisheries management plan for the defined species. The Reserve, through the Program of Conservation for Sustainable Development (PROCODES) will fund the necessary training for the “Fisheries Management Plan”. WWF has agreed to provide funding for one position that will support the strengthening of the ANP strategies. COBI A.C. will provide knowledge and technical assistance in each activity that has been mentioned. CONANP Central will provide 20 thousand dollars to carry out events and

provide promotion materials for the Pride campaign. .

Political surroundings

Current legislation and legal landscape

1 = Legal restrictions and regulations will affect efforts; 4 = Legal and regulatory frameworks will support the program

The current fishing legal framework implies the use of management tools as an alternative to protect fishing resources. It is worth mentioning that the Reserve does not use any management tool for the buffer zone.

3

Capability of promoting legal change

1 = Lack of knowledge regarding political surroundings and unclear timetable to support them4 = Deep political knowledge and skills to promote the necessary changes within a given period of time.

We have the necessary skills to promote change within the reserve’s legal framework to implement fishing regulation strategies in collaboration with SAGARPA

Assessment of regulations

1 = The plan does not cover political and cultural regulations4 = The plan assesses and takes into consideration the current political and cultural regulations and valuesWe plan to have a quantitative survey to asses cultural and political regulations in users of the San Pedro Mártir Island within the Bahía de Kino. The conclusions will provide information regarding the plan implementation, making sure that all actions are appropriate within the socio-political framework.

3

The Impact of C

onservation

The probability of having an impact in conservation

Once fishing management of at least one commercial species and consolidation of fishing organizations are achieved, authorities will be able to give individual licenses and concessions to fishermen of the reserve, resulting in the organization of the fishing activities to recover habitat and target populations.

3

Sustainable impact

1 = Impact in conservation is not achievable ; 4 = High probability of achieving impact in conservation. The goal of the management of at least one fishing species in the buffer zone of the BRISPM, to recover habitat and the species, having responsible fishing.

Level Points

First level point First level point is to have a meeting to promote social participation in the process of developing a fisheries management system (with the Advising Council) and at the same time there will be “training in Fisheries Management Plans”. The indicator will be the workshop's brief, list of participants and pictures of the event. 4

Second level point

Second level point is to strengthen the organization of fishermen institutions during several information meetings to take place from August to December 2009. The indicator will be the consolidation of new Society Cooperatives of Fish Production for the first semester of 2010.

4

Third level point The third level point is to integrate the management of at least one commercial species and to consolidate fishing organizations to extend individual permits and concessions for fishermen in the Reserve before SAGARPA 4

Average Score 4

Metrics (indicators)

Measurable outcomes

1 = The program lacks clear indicators or indicators that are difficult to measure4= The program has clear and measurable indicatorsThe impact of the campaign in conservation is easy to estimate due to the 3 monitoring annual efforts that have taken

place for key species in the island, as well as monitoring efforts of the Sargasso areas. These efforts have given us a baseline that will be used to asses the campaign’s biologic impact. We are planning to have a quantitative survey to asses cultural and social impact.

Risk Factors Consequences Mitigation Strategies•Lack of interest from users of the Reserve regarding design and development of a fishery management system

No socialized fishery management plan Strengthening of the users participation campaign

•Fishermen do not get organized in Fisheries Society Cooperatives.

No permits and concessions would be extended, therefore there would be no management system.

Strengthen existing society cooperatives, as well as existing tools and measures to manage fisheries

•No individual permits are extended due to the lack of integration and interest of users.

No individual permits or fishing concessions with the Reserve's permission nor exclusive access to fishing resources

Advising the fishermen about the need to manage the resources and the advantages of opening green markets through sustainable fishing.
