RE: Appointment of David Blackburn to the Region G RWPG

Mr. Hamlin,

Please accept this letter of support for the appointment of David Blackburn to the Region

G Water Planning Board.

I have worked with Mr. Blackburn in two capacities. The first beginning in May 2013 as

a City of Temple District 1 councilmember when Mr. Blackburn was the City of Temple

City Manager. The second began in May 2018 as the Mayor of the City of Temple when

Mr. Blackburn served as the President of the Temple Economic Development

Corporation.

In both instances I found Mr. Blackburn to have a working knowledge of the task at hand

and had an action plan prepared. I also know, based on the time spent with Mr.

Blackburn, that he understands the importance of the protection and utilization of our

water resources for the progress of our region.

Mr. Blackburn has served as the City Manager for both Temple and Killeen, and now

serves at the Bell County Judge. Based on his success in those roles and the breadth of

contacts across Bell County, I’m sure that Mr. Blackburn will be an asset as a member of

the Region G Water Planning Board.
