Civil Service Reform Act of 1978: Abolished the United States Civil Service Commission and Created:

Military Spouse Preference MSP applicants are entitled to preference when they apply against an open
announcement and among the best qualified candidates eligible for referral. “Best” qualified means that the spouse’s qualifications are equal to or higher than the
lowest ranked candidate eligible for referral.
MSP’s who self-nominate for Centrally Managed positions and Non Centrally Managed positions and are found to be among the best qualified must receive their preference and block all competitive candidates.
MSP preference can only be used once per duty station move. If an applicant, currently has a full time/permanent position with NAF, MSP preference
has been used. The applicant can still claim the EO 13473 eligibility for a non-competitive appointment
but is not entitled to preference.
MSP preference will be given only if the MSP checks in the questionnaire that they wish to use their preference. MSP must also provide the signed certification checklist. (Not required for NAF) Must also submit copy of PCS orders or MPF letter

Individual with Disability Employment

Internship – Must be enrolled in educational institutions from high school to graduate level. Appointments made for 1 year.
Recent Graduates- Individuals who recently graduated. Must apply within two years of degree completion
Presidential Management Fellow - premier leadership development program for advanced degree candidates. Individuals who have received a qualifying advanced degree within the preceding two years.
