Background Your Parish Council is aware of a number of key issues in Breinton, but we need to reach all of the community and hear more about YOUR views and priorities before working on possible actions. The first Breinton Community Plan was drawn up in 2005, and now needs updating. The new Community Led Plan will be an Action Plan developed by your local community, including the views of all Breinton residents. Without a Community Led Plan, decisions might be taken that do not reflect the wishes of residents. A Steering Group made up of volunteers (Breinton residents, Parish Councillors and the Painting Breinton Green Sustainability Action Plan group) was set up last year to gather information and begin to formulate our Plan. Invaluable assistance and funding has been provided by Herefordshire Council. Many thanks if you have already contributed to Planning for Real events at the Village Hall in January 2012 and July 2012 (at the Fete). All the ideas gathered so far can be found on the website http://www.breintonparish.co.uk/

This Questionnaire has been developed with guidance from Breinton residents and all in the Steering Group, based on the wealth of ideas received through the Planning for Real events. The Parish Council hope to use your responses to prioritise the issues that matter to you. It may be possible to act directly, or to involve other Council or volunteer groups to make progress, but some issues may be subject to national government legislation. Therefore all ideas will be noted, but direct action may not be possible, at least not immediately.

Confidentiality and Anonymity

Each household will be visited by a Distributor and given sufficient Questionnaires for the household, a sealable A4 envelope in which to return the completed Questionnaire(s), plus a plastic sleeve. The Distributors will return approximately a week later to collect the Questionnaires. The plastic sleeve is to protect the Questionnaires from the weather if you decide to leave them outside your door for collection. The envelopes containing Questionnaires will remain sealed until they are opened by Breinton Community Led Plan’s Steering Group in the presence of the Parish Clerk, Graeme Adkin. Before the completed questionnaires are dispatched for independent analysis, the Steering Group will detach Pages 17-20 where you may have provided personal contact information related to volunteering or to the Prize Draw. This will ensure that any contact details you may have provided remain confidential and anonymous and cannot be linked back to your Questionnaire answers. The Steering Group (see names listed on the Breinton Parish Council website http://www.breintonparish.co.uk/) will then note any Offers of Help, complete the Prize Draw and then destroy these 2 pages.

Please be aware that any comments you provide may appear in anonymous form in the published results. For this reason we ask you not to refer to any named person in your comments.

DATA PROTECTION ACT The information that you supply will be processed by Herefordshire Council’s Research Team, who are independently analysing the results of this survey on behalf of Breinton’s Community Led Plan Group, who, for the purposes of the Data Protection Act 1998, are the Data Controller. Any information you provide will be treated as strictly confidential and the information you provide will only be used for the purposes of developing the Community Led Plan. The information you provide will not be shared with any other party, but please note that any comments you provide may appear in anonymised form in the published results. This Questionnaire is split into two sections. Pages on white paper are for parishioners aged 18 or over. Pages on green paper are specifically for YOUNG PEOPLE aged 6-17. Filling in the Questionnaire We will be grateful if each member of the household can complete the Questionnaire individually. At least two paper copies of the Questionnaire for adults, and two copies of the Questionnaire for young people aged 6-17 (see green pages), will be delivered to each household.
