Dear Hatfield Heath Residents,

Many of us will have already ditched the NewYear’s resolutions we made a month ago (althoughwell done if you haven’t!)Perhaps the following is a better question at the startof February…..What are your hopes and dreams for this New Year?(There are still 11 months left)It is always good to dream of a better way ahead. Itis positive to hope for a healthier future.At the end of December my father celebrated his70th birthday – a milestone for him and all thefamily. Being born in 1943, when he was growingup there were many brave hopes for the future. Inhis early years he saw the end of the Second WorldWar, the end of rationing and the establishment ofthe NHS.So much has changed since those days. Most of thishas been for the best – just a silly example, but formy Dad as a child a Satsuma and a walnut were theheight of luxury as a Christmas or birthday present!Just imagine the reaction of today’s children atfinding that under the Christmas tree!Things have changed for the best over the pastbecause people hoped and acted with a vision for abetter future – both for themselves and others.Unfortunately there sometimes seems to be a feelingnowadays that the future will not be much to lookforward to. I wonder have we lost our sense ofdreaming? Or have people become so individualisticthat they have lost the ability to make any bigchanges in our society.In January Holy Trinity church celebrated theChristian celebration of Epiphany. We rememberedthe Wise Men (the 3 Kings) who came to see Jesus.They set out on a journey to follow their dreams,hoping to see the new born king. They found theanswer in the baby Jesus born in Bethlehem. Andmany Billions of people have found answers tolife’s dreams in the same Jesus ever since.So what are you looking forward to this year? Whatare your hopes? If they are important to you, whynot share them with someone else. That is often thefirst step to making them happen……Best wishes,Stewart

1074. DECLARATION OF MEMBERS INTERESTS:ML is a district councillor and declared a personalinterest in Item 1081b(iii) Barn conversion at Gladwyns.BJ and BS declared personal interests as members ofSSE

1075. PRESENTATION BY NTKWGKeith Artus and Duncan Smith addressed the council andgave the interim results of the trial period and theaircraft registered under the CAA are now all flying onthe RTF routes Dover 04 and Clacton 22. The trials showa great degree of accuracy to fly to a given route ratherthan the scattered routes pre-trial. Ryanair, who areregistered with the Irish Aircraft Authority and make upthe majority of the flights, are currently undergoing crewtraining and are expected to be flying the new route bythe end of April.ML then asked councils permission to take Item 1085 –Stansted Airport. Agreed (See 1085)ML thanked Keith, Duncan and Martin for their time andhard work in bringing about this trial and wished themcontinued success on other take-off routes.

Twenty four raindays in December 2013 produced arecord total of 3.75 inches, which is 168% of ourDecember average. Naturally, December rainfalloverall was very close to being a new high. This wasnot surprising, with flooding in so many areas. Sofar, we have been very fortunate not to have thedamaging floods seen in many parts of the U.K.Although December 2013 was a record high for us,3.75 ins, looking back, October 2013 produced ahigher total - 4.28 inches.

The RSPB were inundated with telephone calls"where have all our garden birds gone"? Answer- "with the unusual mild weather, they haveremained in their natural habitats, where normalfood was still available”. That certainly appliedto us, but we were pleased to see some of ournormal residents in evidence. Blackbirds, BlueTit’s and the Green woodpecker, which enjoyedthe soft ground conditions, are always around. Come January, the Blue Tit’s willbe sorting out nesting sites and testing the boxeswhich are put out for their approval.On the vegetable front, Broad beans haveestablished well, with 100% germination - whichis much better than usual. Winter planted onionsare doing well as are Spring Cabbage plants in acold frame. Lets hope we don’t receive USA’scurrent extremes of low temperatures as now.Brian Bland

John Sly, Secretary of the HRLHS, is currentlyactively researching the stories behind the menwho fell during the Great War and whose namesare on the war memorial at Hatfield Heath, andon the plaques in St Mary's, Hatfield Broad Oak,and St John's, Bush End. The aim is to publish abook to co-incide with the centenary of thedeclaration of war on 4 August 1914What I would like are personal recollections,letters, documents, photographs, medals, badgesand buttons, or any other ephemera connectedwith these men that can be used for illustrationsAll the names on the memorials are well knownto our villagers, and I am sure that there must bedescendants of these men still in the village or inthe local area. Being a long term resident of Broomfields but an"incomer" to the village, I have always felt that the onething you need to do in a village is to respect the ethos ofthe village and the people in it and be part of what isgenerally a good community.The term "incomer" could be used for a lot of residentswho have given much to the village , however I haverecently realised that times are changing.We all celebrate Christmas and the new year and onreceiving Christmas card from our new neighboursstating that they would be having a new years party wethought fair enough. however, news years eve arrivedand at 7pm the music in a marquee in a garden startedand although detached from them our walls werevibrating, by 9pm we actually measured the decibels atthat side of our house at in excess of 100dB. By 1amafter they had seen the new year in the music was at thesame level.At 1.15am we knocked on the door and politely asked forthe music to be turned down as we felt we were beingmore than fair and needed to get to sleep. At 1.30am weasked again that they stop the music and were ignored.We tried the normal route of phoning police but weretold that they could log a complaint but had no power toput a stop to the disturbance, we spoke to the out of hoursservices for Uttlesford Council and were told that theywould log the complaint but nothing would be done until2nd January when they returned to work.I am sitting here a 2.15am writing this e-mail unable togo to bed as the music is still playing at the same leveland the walls in our bedroom are vibrating with thenoise.Whilst I do not want to be a kill joy and appreciatepeople have parties all I ask for is a little respect, havingspoken to neighbours from the flats in Wagon Mead andthe pensioners housing in the estate who could all hear itclearly, it is down to simple respect for the communitythat I would like to see, We do have a large number ofolder people within this estate that must also be stressingabout this disturbance. Can I please ask that simpleRespect is taken into account when living in a smallcommunity like ours and maybe we can all have a bettercommunity.Regards Name Supplied

For the last 13 years Uttlesford CAB has beenrunning a specialised service for people livingwith disabilities who need advice or helpmanaging their finances. For some just gettingaccess to advice can be very difficult and thereare many people in Uttlesford who do not claimthe benefits to which they may be entitled.Attendance Allowance, Disability LivingAllowance (DLA) and the new PersonalIndependent Payment (PIP) are crucial incovering the extra costs involved in disability.

The Disability Benefits team offers continuity ofcare, confidentiality and time to talk. A one-to-one home visit from an experienced andunderstanding adviser can help with the stressof living with long-term conditions and takeaway some of the anxiety arising from changesto the benefit system. Help can be arranged forthose who need support making applications orfilling in complex forms. Financial issues or careneeds can also be looked at such aspurchasing aids and appliances, getting a bluebadge, or lowering fuel bills.

The team is headed by disability benefitsspecialist, Lyndie Taylor, who said, ‘Theimplementation of PIP has so far been beset byproblems, the end-to-end claiming process istaking longer than expected and there is abacklog of medical assessments, but we canhelp and provide reassurance.’

GENERATIONS OF THE FAMILY.Indoor carpet bowls has been played in HatfieldHeath for some 20 years and is open to all fromHatfield Heath and the surrounding towns andvillages. A league runs from September to Maygiving a sociable competition on those darkwinter nights. The game is played on mats 30feet long and is open to all ages making it agood pastime for couples and differentgenerations of the family. Most people can pickthe game up quickly and, beginner orexperienced player, we do our best to fit youinto a team. On Mondays at 4:00pm there is aninformal session where members can arrangegames among themselves or just practice and at7:30pm and 9:00pm there are league games inteams of 4. I feel I must respond to Michael Hockleys letterabout correct etiquette for runners. I have beenrunning around the Heath now for about 10 yearsusually training for marathons raising money forcharity .I have never managed to run down themiddle of the road but I have had to jump into frontgardens to avoid being run over by motoristsspeeding around the village. I would suggest you dohonk your horn before you run us over to remind usyour doing 70 in a 30 miles an hour speed limit.Also I would like to thank the couple in the toyyellow car Sunday morning for waving at me asthey went over the slow sign at 60. News from theGardens of Easton Lodge

The Trustees and volunteers are looking forward towelcoming visitors back to the gardens this year and theywill notice some changes that have taken place over thewinter. Most noticeable is the opening up of thewalkway between the Italian Garden and the Lime Woodwhere we have uncovered the site of the original stoneseating areas. This area will be developed over thecoming year with the planting of new hedging and yewtrees. We have also improved and extended our toiletfacilities and now have electricity in both the TeaPavilion and the Archive Building.Our first two open days will be for snowdrops on the 23rd

February and 2nd March. We will be selling snowdropsin the green and the details and order form for these willbe on our website from the 1st February for those whowould like to pre-order. Delicious and warminghomemade soup will be on sale at lunch time along withbacon rolls and burgers; hot drinks and homemade cakeswill be available all day. There will be some children’sactivities available and there will be one of our verypopular complimentary guided tours at 1pm.We have new opening hours for 2014 with entrance nowfrom 11.30am. TRIPS AND ACTIVITIESOn the afternoon of Friday 20th December 2013the annual Disco took place. This provided anexciting end of term treat for all the children (andindeed many members of staff!) to enjoy. On Friday 10th January 2014 Richard Chiassarovisited the school and told the pupils about his lifeas a paralympian. He is the number one in the Unit-ed Kingdom at wheelchair racing along with beinga wheelchair basketball player.The children got tohold his gold medal and an award for making theParalympics team. The children also saw his wheel-chairs. He is fifth in the world at wheelchair racing.He told us some funny things which happened inraces like someone flipped over the line and wonthe race and in wheelchair basket ball he broke allhis fingers. He told us about a club he runs called‘Schoolz Out!‛ and answered the children‛s ques­tions. He teaches wheelchair basketball to people,including his son. Apart from the sports side he wasalso an inspiration regarding facing life‛s challeng­es and achieving them. This Friday, January 17th, Year 3 will betravelling by coach to Mark Hall to perform inthe opening ceremony of the Schools WinterOlympic Games. They have been practisingtheir dance routine for weeks – good luck toyou all.On Tuesday January 14th we held a non-uniform day to boost the children‛s andparents‛ knowledge of sports and clubs in thelocal area. All children who take part in asport or club, either within the school oroutside of school, were encouraged to weartheir club uniform or kit to raise awareness ofall the different interests at Hatfield Heath.On Wednesday 15th January, Stuart Huxterfrom the Essex County Fire and RescueService visited Year 3 and delivered a lessonon fire safety in the home. The childrenlearned how often to check their home smokealarm, how to spot fire hazards in the homeand what to do if there is a fire. The childrenthoroughly enjoyed the lesson and will besharing their new found knowledge with familyand friends. Mr Huxter also informed us thatEssex County Fire and Rescue offer a freehome fire safety visit to check your home andinstall smoke alarms. A HUGE SIGH OF RELIEFIt’s not over yet Stop Stansted Expansion (SSE) hasexpressed huge relief that Stansted has not beenshortlisted by the Airports Commission as apotential location for an additional runway orrunways to meet future aviation demand in theSouth East. However, the Commission has notcompletely ruled out those options. Its final reportin mid-2015, after the next General Election, willconsider whether a second Stansted runway mightbe a plausible option in the 2040s. TheCommission, which is focused on supporting UKeconomic growth and the UK’s global airconnectivity, took into account the fact that Stanstedis operating at less than half potential capacity andcaters for mainly outbound leisure travel by budgetairlines.SSE Chairman Peter Sanders said: “This is exactlythe outcome that the entire SSE team has beenworking so hard to achieve all year. In truth,however, keeping Stansted off the shortlist wasmore than we dared hope for – but it is absolutelythe right outcome. The environmental consequencesof even one extra runway would have beencatastrophic and there has never been a viablebusiness case for any extra runways at Stansted.”He added: “But we must continue to engage fullywith the Commission over the next eighteen monthsbecause we don’t just want to win a reprieve for thisgeneration but also for generations to follow.Ultimately, it is not the Airports Commission whichwill make the final decisions, but the nextGovernment, during the latter half of 2015. Theshortlist comprises two options at Heathrow – a newrunway to the north west of the existing runways or adoubling of the length of Heathrow’s northernrunway to over 6,000 metres to be usedsimultaneously for take-offs and landings – and asecond runway at Gatwick. However, Gatwick hassaid this won’t happen if Heathrow gets the go-ahead.“Uncertainties and challenges” meant that none ofthe Thames Estuary options could be included on theshortlist at this stage, said Sir Howard Davies, butthe Isle of Grain option would be studied furtherover the next six months and may then be added tothe shortlist. The leading options will be studied inmore detail before a public consultation in autumn2014. A “final robust” recommendation will be madeto the Government in 2015, after the GeneralElection.THE COMMISSION’S VIEWS ON STANSTEDThe Commission said that an additional runway atStansted was ruled out because the airport was notforecast to reach the capacity of its existing runwayuntil 2040. Rail journey times to London were longerthan other options and a new line would be requiredto make significant improvements. It also listedimpact on listed buildings and higher airport chargesto fund debt requirement without government funds.Boris Johnson’s suggestion of four additionalrunways was ruled out because of cost – includingthe closure of Heathrow – and impact of surfaceaccess. The amount of additional capacity that couldbe achieved would be limited by ‘airspaceinteractions’ with other London airports. Also, as an‘affluent’ area, Stansted offered fewer economicregeneration opportunities.The Airport Commission’s interim report (228 pages+ 187 pages in appendices) can be found at:https://www.gov.uk/government/publications/airports-commission-interim-report.A round-up of reactions to Commission’s reportthe airports … Reaction to the Commission’sannouncement was swift, from opponents andsupporters of expansion and from the media. CharlieCornish, chief executive of Stansted Airport’sowners, Manchester Airports Group, said Stanstedwelcomed both the Commission’s support formeasures to increase capacity at the airport in theshort term and its finding that Stansted is one of theviable options for a runway beyond 2030. Stanstedwas the only London airport that could growsubstantially in the next 10 years. While airlines andbusiness leaders welcomed the interim AirportsCommission report they called for.
