a) Some windows in the system can be minimized such as the comments windows described in the previous section and the error log window after running an error check. To minimize a window just press the Minimize button when it is available. Note: In some cases depending on the resolution and your screen size the maximize button may not be visible. In those cases there are two options: 1-adjust your browser resolution typically by click ctrl-“-“ or 2-click again on the hyperlink that opened the window. In all cases, not closing the windows will not impact the data.

2. Using the right-click Insert function in the Condition Photo pane, insert a new record and Save.

3. Right-click and select Insert Local File function in the right hand pane.

4. Browse to locate the zipped condition photo file.

5. Select the file and click the Upload button.

6. Once the file has been upload, click the Unzip Attachments button.

7. The unzip process will automatically create a new record for each of the files that were part of the zipped file.

8. You can now re-sequence the photo and enter more descriptive photo descriptions.

9. Click Save Data.

Note: Zip files will error out if there are folders inside them.

2. BRIDGE/CULVERT INVENTORY

2.1. BRIDGE INVENTORY DATA (4.3.1) Bridge Inventory records, displayed in the Inventory Active Window, contain a large quantity of data about each structure. This data is presented in several windows that are displayed using a tabbed interface in the right-hand pane of the BDIS application. Keep in mind that the right-hand pane may contain multiple records for the selected category of information. For example, the Feature Crossed window contains an entry for each feature that the bridge structure crosses. Use the row number link at the bottom of the window to advance to the next record (or switch the window to grid mode to see all records in a single window).

Some windows such as the SSU tab in the right-hand pane shows the SSUs for the selected bridge as well as the element inventory for the SSU and the inspection frequency. In this case, the right-hand pane is divided into two sections.

The top three tabs of the right pane (General, Inspection, and Bridge Safety) represent the main categories of bridge inventory data. Each category contains the following sub-tabs of information:

General

• Identification: Identifying information including location, bridge ownership and current status

• Structure Detail: Information pertaining to the structure dimensions, design and construction of a bridge or culvert

• Safety/Utility: Safety information including guardrails, lighting and utilities

• Posting: Information for load and clearance posted on the bridge

• Feature Carried: Information on the feature carried by the bridge

• Feature Crossed: Information on the feature intersected/crossed by the bridge

• Span Inventory: Information on each span of the bridge including AASHTO element

• SSU: Sub Structure Units and their respective details for the bridge

• Work History: Work history on the bridge

• Photographs: Photographs of the bridge. Note: the option to upload a number of photos at one time using the .zip file functionality is not available in the Inventory area. This option is only available in the Inspection and Flag processes.

• Border Bridge: Indicates if the bridge is a border bridge

• Proposed Improvement: Proposed improvements & cost details for the bridge

• Historical Significance: Details of historical significance for the bridge

• Subsets: Summary of which subsets the bridge belongs to (i.e. Region, Railroad On, etc.)

• NBI Items: Information on NBI 71 Water adequacy, Scour critical type, NBIS sufficient rating and FHWA NBIS status,

Inspection

• Inspection History: contains past inspections for the bridge organized into sub-tabs for:

o General Inspections – past general inspections in chronological order. These inspection records contain links to scanned copies of past inspection reports.

o Underwater Inspection – past SSU inspections and past Fathometer Survey reports for the structure if that structure crosses water. These are scanned copies of reports for the bridge. Future surveys will be conducted on a span by span basis.

o Post Event Inspections – past Post Event inspections

• Flag History: List of all flags that was issued for the structure

• Non-Structural Condition Observations: List of all non-structural observations during inspections

• Further Investigation: Proposed further inspection for the bridge, with remarks.

• Special Emphasis (Bridge Only): List of items that need special emphasis during inspection including close up examination.

• Access Needs: Equipment required to access the bridge by span.

• Load Ratings: Level I, II or III load ratings for the bridge. Only the latest load rating for each rating method is shown.

2.2. SSU’S (4.3.2) Note: You will not be able select the span for SSU to a newly inserted bridge. Once this bridge goes thru Inventory QA approval, the bridge can be edited and the applicable span for SSU can be updated.

Substructure units are an inventory item that are a component of a bridge that are also subject to separate diving inspections. There are four types of SSUs:

• Pier (PRR)

• Begin Abutment (BAT)

• End Abutment (EAT)

• Pipe (PPE)

SSUs are identified by a three digit identifier and an SSU type. For example, the first pier will be identified as “001PRR”, the second pier as “002PRR”. These SSUs will also have a parent structure which will be the BIN of the bridge they are associated with. If any of the SSUs need to be edited, the entire parent structure record will need to be put into edit mode.

SSU ELEMENT INVENTORY (BRIDGE ONLY) Note: You will not be able select the NBI Element Inventory for SSU to a newly inserted bridge. Once this bridge goes thru Inventory QA approval, the bridge can be edited and the NBI Element Inventory for SSU can be updated.

INSPECTION FREQUENCY SSUs has a special tab for inspection frequency where a user can set the inspection type, frequency and/or a special inspection year. Note: Setting the frequency to 0 months will cancel any following inspection.

These fields will be explained in more detail in the Inspection section, but it is important to note that these values are specific to each SSU and not to the parent bridge structure.

EDIT AN SSU To edit an SSU or Add or Delete an SSU, the entire parent bridge structure needs to be placed into an Edit status. From the Bridge Inventory – Edit window’s SSU tab, you can then edit each individual SSU or use the right-click (Actions menu) to Insert a new SSU or Delete an existing SSU.

When a new SSU is added, it must be associated with a Span and have an identifier formatted according to the Substructure Type. Initially, the SSU identifier will be a system generated value and it will be up to the editor to format this value according to the SSU identifier rules.

DELETE AN SSU To delete an SSU select the SSU you want to delete and righ-click on it.

When an SSU is deleted, similar to Bridges or Culverts, the SSU is given a status of Deleted and the identifier is appended with a “-D”. This will ensure that past related information such as inspections and flags will still be accessible.

2.3. HOW TO EDIT INVENTORY DATA (4.3.4) To edit an existing inventory record, that record must be selected from the Bridge/Culvert Inventory – Active window and sent to an edit status by clicking on the Edit Inventory button. This option will be disabled if the selected structure is already in an edit status.

You must then go to the Bridge/Culvert Inventory – Edit window to continue the editing process. Even though you may only want to edit a single field value, there may be more work required in order to meet the new minimum requirements for a valid inventory record.

ADDING, EDITING OR REMOVING BRIDGE ELEMENTS Go to the Span Inventory tab.

Select the Span you want to edit the element

Click the Add/Remove Bridge Elements button.

Once the element is added to the list add or adjust the quantities.

SUMMARY OF CHANGE In edit and QC/QA windows, the Summary of change tab will be shown. The summary of change tab will show all changes that have been made to a bridge. It will provide a user information about what field was changed, the current value and the proposed value. This tab contains read only information.

The Submit Inventory window's Check Errors button will validate the inventory record and report any items that will need to be revised prior to sending to QC. You must correct all errors to be able to submit the structure to QC.

The Submit to Quality Control button is then used to send an edited inventory record for QC validation. This button will also run the Check Error process to ensure that the inventory edits meet the minimum requirements. There are separate Check Error rules for bridges, culverts, and SSUs. Then QC will perform additional checks on the data. The QC user must have that security role and be a different logged in user than the original editor. In other words a user cannot submit a structure to QC and QC that structure.

QC will then have the option to Approve or Reject the edits. If approved, the edited inventory record then goes to the Quality Assurance step. If rejected, the edited record will go back to the originator for revision. QC must provide comments on what caused the edits to be rejected (see section 2.2.17-Entering Comments). These comments are shown in the QC/QA comments pane of the Inventory Edit window. Once the editing process is complete, these QC/QA comments will be deleted, so the comments can be as direct as necessary for recalcitrant users.

QA will have a similar process to either Approve or Reject the edits that have been approved by QC. If rejected, the record goes back to the originator with QA comments to resolve. The record would then have to go through QC and QA again. If QA approved, the process is actually Approve and Finalize which means that the edited record would then replace the original data.

If a record is rejected the system will show the person who rejected the record

2.4. HOW TO CANCEL EDITS (4.3.5) To cancel changes made to a structure or put back a structure in the active list just click the Cancel Edit button in the Inventory Edit screen.

3.1. DOCUMENT LIBRARY (2.2.19)

UPLOADING A SINGLE ATTACHMENT Follow these steps to upload and associate a single attachment with an inspection:

1. In the Inspection – Ongoing window locate the Document Library tab. Select the tab for the type of files you will be uploading: Condition Photos, Condition Sketches or Templates and Files.

2. In the left pane insert a new attachment record by right-clicking in the pane and selecting Insert

3. Enter any information for the attachment

4. Press Save to save the new record

5. Right-click in the right pane and select Insert Local File. This action will open your browser’s file navigation menu, which will allow you to locate the file on your local machine and select it for upload.

6. Press the Save button

Note: While you can associate virtually attachments with any file extension, certain file extension types are not supported in the inspection report. File types that can be displayed in the inspection report include .jpg, .gif, and .png. Other file types may not display in the inspection report.

3.2. ENTERING AND USING AASHTO ELEMENTS DURING AN INSPECTION

(5.3.3) Entering Element Condition

To enter the Element Ratings:

1. Select a structure. 2. In the Inspection Details Pane, click the Element Condition States tab

3. Select Current Condition States. 4. Select the span and enter the values.

Note: Background color will be highlighted according to the following rules:

• The rating cell's background will turn YELLOW for rating is 3 or 4 only if both note and photo are associated.

• The rating cell's background will turn RED for rating is 3 or 4 only if no note and/or photo are associated.

• The rating cell's background will turn YELLOW for rating is 1 or 2 only if a note and/or photo are associated.

• The rating cell's background will remain White for rating is 1 or 2 if no note or photo are associated.

• For rating 5, it will turn YELLOW if either note or photo or both are associated. • For rating 5, it will turn RED if no note and/or photo are associated.

Adding or Removing Bridge Elements During an Inspection

1. View the Inspection Ongoing window (Bridge Inspector > General Bridge Data > Inspection > Bridges/Culverts/Diving > Bridge/Culvert/Diving Inspection – Ongoing).

2. Select the open Element Condition States tab.

3. Select span to which you want to add/remove elements by selecting the appropriate span number in the Select Span dropdown. Press the Add/Remove Bridge Elements button.

4. In the dialog, check the elements you wish to add and uncheck those you wish to remove.

The Bridge Condition Summary tab sum up all the element for all the tabs for the different condition states.

3.3. ADDING/REMOVING NOTES AND/OR PHOTOS TO A CONDITION STATE

(5.3.4) To associate a condition note and/or a photo to a condition state click on the condition state to select it and right click to associate the note/photo:

This will open up the condition note/photo screen. From that screen you can create new notes and/or associate photos for a given condition state.

3.4. LINKING ADDITIONAL ELEMENTS TO CONDITION NOTE (5.3.5) It is possible to associate a condition note to other span(s) only for the same element type and condition state.

Clicking the Link Additional Elements to Condition Note will open up another window where you select which span(s) you want to associate the note to. Only spans that have the element type and condition states will be shown. Select the span by checking the check box in the Select column

3.5. NON-STRUCTURAL OBSERVATION (5.3.7) It is possible to enter non-structural condition observation for an inspection. It is possible to link file attachment(s) to the observation. It is also possible to link the observation to bridge element(s).

3.1. FIELD NOTES (5.3.8) Every inspection must have information on when field personnel were on site and for how many days. You can also list all the personnel that participated in the inspection

It is also where you will find information about access needs. Access needs information is take from inventory but can be updated or supplemented during an inspection.

Finally under the Additional Tab an inspection can enter general notes about the inspection and notification for the next inpsector. There is no limit to the number of notes that can be added.

3.2. METAL PIPE (5.3.9) Information about metal pipe is entered through the Metal Pipe tab

Line CF is auto calculated based on the data entered in columns: Line AC, Line AE and Line CE. Multiple measurements can be entered for each span.

Line AD and Line BE is not used to calculate Line CF but is available for documentation purposes.

Measurements from previous inspections are available thru the hyperlink column Historic Measurements.

The BMS Inspection Culvert Measurements (popup) window will show the current and the historic culvert measurements from previous inspections for this structure.

3.3. ENTERING DEFECTS (5.3.10) In Element Condition States tab, select the element for which you wish to enter defects.

Press the Element Defects button and then enter the defect quantities in the relevant defects.

3.4. SPECIAL EMPHASIS (5.3.11) It is possible to enter special emphasis items for a given inspection. For each special emphasis it will be required to indicate if a hands-on inspection was performed. The special emphasis items will be saved to the inventory and will automatically prepopulate the next inspection. If “other” is selected for Special Emphasis Detail then you must type in a note in Special Emphasis Detail Note.

4. FLAGS

4.1. LAYOUT

a) The flag layout has been streamlined to make it easier to navigate and read the information b) Flags that have been removed will show in the flag monitor window for thirty (30) days.

4.2. NEW FLAG WORKFLOW (8.1.1 & 8.3.1) To issue a new independent flag for a structure, follow these steps:

1. Navigate to the Issue Independent Flag window (Bridge Inspector > General Bridge Data > Flags > Issue Independent Flag)

2. Select a structure to flag from the Select Structure pane

3. Enter data into the required fields (denoted with a ‘*’) and Press Save

Note: If you need to edit an existing flag you have created and not yet forwarded to QC, simply go back into the Issue Independent Flag window and locate the structure. The existing flags you have initiated

can be edited right in this window. There could be multiple flags so use the page option to show additional flags that you have created for the structure.

4.3. ASSOCIATE ELEMENTS (8.3.3) When issuing a flag, you may want to enter the details for the bridge sub-element that is being flagged. To add Flag Element details, follow these steps:

1. Open the Flag Elements tab in the right pane

2. Click the Add/Remove Bridge Elements button

3. Select the element(s) and click ok
