PROJECT PURPOSE

The Triborough Bridge and Tunnel Authority (TBTA) is requesting Proposals from qualified Design-Build teams to:

◦ Design and construct fender system replacement at Cross Bay Veterans Memorial Bridge (CBB) & Marine Parkway – Gil Hodges Memorial Bridge (MPB)

◦ Install scour countermeasure protection at the Cross Bay Veterans Memorial Bridge (CBB)

• Pre-stressed concrete girder bridge• 17-span structure, three lanes in each direction• Navigation channel provides 200 ft horizontal and 55 ft

vertical clearance • Avg. daily traffic of 24,000 vehicles• Connects Far Rockaway to Mainland Queens

MARINE PARKWAY BRIDGE

◦ The bridge was opened on July 3, 1937◦ The center span is 540 ft in length; it has distinctive twin

towers◦ The bridge has two lanes in each direction◦ Avg. daily traffic of 23,000 vehicles◦ Connects Brooklyn to Rockaway Peninsula in Queens

SCOPE OF WORK & SCHEDULE◦ Cross Bay Bridge Fender systems at the navigational channel Fender dolphins at piers Scour protection countermeasures Navigational lighting, signs, access walkways, and railings

QUALITY CONTROL / QUALITY ASSURANCE(QC/QA)

◦ Project QC/QA is Design-Build Team’s Responsibility

◦ Design-Build Team shall appoint a QC Manager responsible for Project QC

◦ Construction Quality Control shall be by an Independent Engineering Firm Retained by the Design-Build Team

◦ Materials Testing shall be by an Independent Testing Firm or Laboratory Retained by the Design-Build Team

◦ The Authority will perform QA oversight functions on the Design-Build Team’s Design and Construction Activities.

EXPRESSIONS OF INTEREST (EOI)

◦ Design-Build Team shall identify the following:◦ Construction Contractor◦ Design Professional◦ Construction Inspection Professional Engineering Firm

The Design-Builder shall be fully experienced in all aspects of the Project, including but not limited to marine, heavy civil, structural and geotechnical construction.

The Design-Builder shall have demonstrated experience in inter-agency coordination for the completion of the Work.

◦ Design-Build Contract amount shall include all design, construction, engineering, QA/QC and maintenance services as required by the RFP◦ RFP will include a Price Schedule

◦ Two-Step Design-Build Procurement Process

◦ Project Schedule◦ Total Duration Not to Exceed 27 Months◦ Liquidated damage assessments will be detailed in the RFP

◦ Stipend Amount and Agreement will be provided in the RFP

◦ M/WBE Goals have been set at 10% / 10% / 0% respectively
