ABOUT GCPC
Gujarat, for ages together has been known to an entrepreneur's dreamland. A state
that brings together all the amenities to make some of the most crucial industrial
dreams an absolute reality!
Gujarat has become a torchbearer of development. From its dependence on
agriculture and textile industries, Gujarat has changed significantly in the last three
decades, to emerge as an industrial base for diverse industries. Today, Gujarat state
is leader in the field of textiles, Chemicals and petrochemicals, pharmaceuticals and
is progressing rapidly in the field of engineering, fertilizers and more.
Gujarat Industrial Development Corporation (GIDC) an organization for industrial
development has so for established 175 industrial estates, out of which 13 estates
have been developed to accommodate chemical industries. Due to rapid
industrialization, pollution problems are being critical. Hence End of Pipe (EoP)
concept was implemented. As a part of (EoP) solutions effluent collection systems,
common effluent treatment plants, secured landfill sites have been also created and
commissioned in the various industrial estates of the state.
These End of Pipe (EoP) approach demands high operational and maintenance cost.
Expenditure of about Rs.1000 corers has made in this EoP Treatment. The concept of
End of Pipe treatment, which considered the industrial process as a "black box" and
looked at waste alone after it is generated. The experiences from industrialized
countries have shown that the EOP control is not a solution to the problem but only
a short-term strategy for environmental management. This notion often leads to poor
implementation of environmental regulations due to lack of conviction amongst the
implementing authorities.
GCPC-ENVIS NODE
Cleaner Production (CP) offers an alternative to the conventional EOP strategies
practiced by the industries.
CP aims to prevent waste and emission to be generated in the first place. This
reduces the need to install and operate often expensive end-of-pipe control facilities
like wastewater treatment plants, gaseous emission treatment and disposal of solid &
hazardous wastes and saves input resources (water, raw materials, chemicals &
energy) from being lost in the form of waste and emissions.
Realizing then potential of CP in the state of Gujarat, Gujarat Cleaner Production
Center (GCPC) has been established in August 1998 with the technical support of
National Cleaner Production Centre (NCPC), New Delhi and United Nations Industrial
Development Organization (UNIDO) and with the financial support of GIDC. GCPC is
one of the four regional Cleaner Production Centers of India. There are about 25 CP
centers established in all over the world with the support of UNIDO/UNEP.
GCPC plays an important role in education, permeating and providing knowledge as
well as expertise to tackle with various environmental issues that the various sectors
of the industry shall need to address in the current scenario or in the near future.
GCPC believes in prevention rather that cure.
GCPC is actively engaged in the promotion of Cleaner Production (CP)/Clean
Technology (CT) through its various activities like Orientation Programme, CP
Assessment Projects, C.T. Assessment Projects etc. It has taken up demonstration
projects in many industries of various sectors i.e. Dyes & Dye Intermediates,
Pharmaceuticals, Textile, Fish Processing, Petrochemicals, electroplating, pulp &
paper industry, and also service sectors like hotels and hospitals etc. Results of

these projects are very encouraging and industries are getting Economical as well as
Environmental Benefits.
GCPC has also taken up a project of Dyes and Dye Intermediate Cluster at Naroda
Industrial Estate, Ahemdabad.
The aim of the study is to identify the Gaps between current practices used in the
industries and latest technologies available at national and international level. With
the identification of these gaps the road map for implementing Clean Technologies in
these industries can be decided.
In the era, where competition is very high, if attitude for adopting CP techniques is
achieved, then probably half the battle will be won. We can then perhaps, with pride
give our coming generation a better world to live.
GCPC is one of the service provider for the Dyes and Dye Intermediate and textile
sector of Gujarat for Clean Technology (CT) Promotion in India” Project of UNIDO and
State Secretariat for Economic Affairs (SECO), Switzerland. CT is an extension of CP
& the main focus of CT projects would be to identify environmentally sound
technologies suitable to SMEs of India.
Industrial Policy
GCPC has assisted the state Government in considering cleaner production & Clean
Technology, waste minimization, water & energy conservation as an important part of
industrial policy as a result the state government has announced various financial
schemes in its industrial policy to promote CP/CT concept.

Also, the department of forests & environment of the state government has instituted
CP Award from the year 2004-05.
CP in Curriculum
On the advice of GCPC the state Government has introduced CP as a subject in the
curriculum of Chemical and Environment Engineering at graduate and post graduate
level.

GCPC- CDM CELL
Ministry of Environment and Forests, Government of India has identified
Forests and Environment Department, Government of Gujarat as the State Level
Nodal Agency for CDM Projects. The Department has constituted Clean Development
Mechanism Cell and Director (Environment) will function as Projector Director. The
Project is jointly executed with GCPC.
Activities of GCPC-CDM CELL
CDM Cell constituted in the Forests & Environment Department, GoG and GCPC has
taken up following activities:
1. Awareness Programme on CDM for the Industries
2. Collecting data on Potential of CDM in Gujarat
3. Assist Dept. of Forests & Environment and Industries in preparing PCN
(Project Conceptual Note) and PDD (Project Design Document)
4. Training on CDM for industries and academic institutions

GCPC-CDM cell has developed three PDDs for the CDM projects of Ahmedabad
Municipal Corporation (AMC), Ahmedabad Urban Development Authority
(AUDA), and Sidhee Cement
A special issue on CDM has been published in GCPC ENVIS News Letter –
Volume 4, No. 3, September 2006. This News Letter is attached with the -
report.
CLUSTER DEVELOPMENT PROJECT
GCPC has been assigned cluster development initiative of dyes and dye intermediate
at Naroda industrial Estate, Ahmedabad. Aim of the project is technology up
gradation in Cluster of industries of Dyes and Dye Intermediates sector which will
help in sustainable growth of the industries and industries would be more cost–
competitive and will benefit the society by means of reducing pollution and
environmental impacts. Different options have been suggested for Unit operations as
well as processes. Many are implemented and some are in pipe line. Industries are
getting economical as well as environmental benefits. Under this project a solar
dryer for drying the material has been erected. The trial runs are in progress.

Gujarat Cleaner Production Centre (GCPC) is functioning as an ENVIS - Centre on
the subject area "Cleaner Production and Technology". GCPC has started its activities
as ENVIS Node from January'03. The Node has been converted to ENVIS Centre from
February 2005. As a part of the various activities of the centre, web site of GCPC-
ENVIS has been launched. GCPC has already published sixteen issues of (quarterly)
Newsletter. GCPC - ENVIS centre through working on the various objectives is trying
to spread the concept of CP- CT.

Objectives of GCPC – ENVIS Centre
Long term objectives
To build up repositories and dissemination centers in various subject areas of
Environment and Environmental engineering;
To adopt modern technologies of information acquisition, processing, storage,
retrieval and dissemination;
To support and promote research, development and innovation in environment
information technology.
The ENVIS Centre will identify data gaps and knowledge gaps in their subject
areas and prepare a status report and enable policy decision.
The ENVIS Centre will bring out news letter and other publications in their
subject areas.
Immediate objectives
To provide national environmental information service relevant to present
needs and capable of development to meet the future needs of users.
To build up storage, retrieval and dissemination capabilities with the ultimate
objective of disseminating information speedily to the users

2) DATA BASE
Database Creation and Collection on CP-CT: -
GCPC is a nodal agency to work for CP practices in the state. We have started
multidimensional activities for further spreading the concept of CP.
The centre has completed around 25 CP Assessment Projects and 8 are under
progress in different sectors like Chemical and Petrochemicals, Dyes & Dye
Intermediates, Pharmaceuticals, Fish Processing, Textile etc. Most of these industries
have implemented major CP tools suggested in the report. Success Stories of the
same have been documented and will be disseminated through Web Site, News-Letter
and other sources for the multiplayer effect. The centre has also published literature
like Leaflets, Booklets etc in regional language. One of the main objectives of GCPC
includes to create the data bank on CP-CT. We have developed a good library
comprising Books, Journals, Training Manuals, Reports related to CP-CT and
Environment Since the CP/CT concept is new one the data available is not enough
hence generation of data is also important GCPC has identified Key Resource Persons
(KRPs), who are experts in Cleaner production. They have been requested to share
their success stories, case studies, and databases with us.
Identification of Data Gaps and Action Taken: -
The centre has decided to study major unit process/unit operations, CP-CT practices
used in SSIs of Chemical Sector in the state. One such study has been completed in
the Ankleshwar Industrial Estate (one of big estates), At Present the Project of last
year is going on in Textile Sector at Odhav and Narol, (Ahmedabad) & Surat in which
information regarding major unit processes and unit operations involved in the

present practice is being collected. The Centre has covered following type of
industries.

The aim of the study is to identify the gaps between current practices used in

GCPC is working on a project of UNIDO/SECO to identify technological gap.
Duration of this project is 5 yrs. In the first year, It was carried out in Dyes &
Dye intermediate sector. In second year along with Dyes & Dye intermediate,
Textile Sector is also included. In the process to up grade the technology,
GCPC has initiated Technology up gradation Assessment in Textile Processing
Units.

We give a very quick response to the users. For the local users we invite them at our
facility so that discussions can be done. We also provide information by e-mail or
by post or so. If needed further correspondence is done.
For the above queries International Reference centre, Switzerland and other national
experts are approached. And after identification of technology gap, opportunities for
clean technology may be identified.

8) ENVIS CENTRE STATUS IN THE ORGANIZATION:
Housing of Centre in the organization:
GCPC –ENVIS Centre is located separately, cabin with available infrastructure, Block
No. 3, 4th floor, GIDC office, Udhyog Bhavan, Gandhinagar.
The Centre has procured two computers with three printers, scanners, copier, and
laptop with necessary soft wares. The scanning and photocopying facilities are
available with the Centre.
The working environment is very pleasant and the whole team is working as family
members with team spirit.
Two separate chambers centrally air conditioner of size 3.65 m X 3.0 m and 2.60 m X
3.0 m has been made exclusively for ENVIS Centre. Computers with necessary
infrastructure have been provided in these chambers.

In the ENVIS centre while chemical Engineers and environment engineers are
working exclusively, the other engineers including Member Secretary and Senior
Engineer of GCPC are also working for ENVIS centre. Also, logistic support whenever
required is provided from GCPC and GIDC.
