BRIEFING NOTE Access to Information on AANDC’s “Consultation” Process An access to information request was filed for the following information: “In the October 2013 document “My and Facts: Draft Legislative Proposal for First Nations Education” AANDC refers to 460 survey responses, 68 email submissions, 92 letters from First Nations and other stakeholders, and 17 band council resolutions.” 293 documents 1 were received in response to this access to information request. Of the documents received 236 clearly against the legislation and/or expressing concern regarding consultation 7 for 48 unclear 2 None of the documents in favour of the legislation came from a First Nations community or organization. As the table below demonstrates, the majority of documents from across Canada expressed concern about the process and/or were against the legislation. A province-by-province breakdown of documents submitted shows that during the period under consideration BC was the most active province, however, not the only active province. 3 1 Method of tabulation – each letter, BCR, and email was counted as an individual document.     An access to information request was filed for the following information:
