    MOTIONS FOR SYNOD 2016

    Anglican Diocese of Brisbane

    MOTIONS OF WHICH NOTICE HAS BEEN GIVEN

    1. The Very Revd Dr Peter Cattto move; the Seconding:The future of marriage dialogue spaces

    That this Synod:

    a) Recalls the Synod commitments in both 2012 (16) and 2014 (41) to ongoingdialogue and engagement with issues concerning the definitions and meanings ofmarriage in contemporary Australian society, and Synods endorsement ofdialogue spaces organised by the Anglican Church Southern Queensland Social

    Responsibilities Committee (SRC) for this purpose;

    b) Encourages all members of the diocese to continue to take advantage of theseopportunities to dialogue about marriage and family life both within the church andwith the wider community.

    Rationale:

    Definitions and meanings of marriage continue to be debated widely in the publicforum, under the impetus of a plebiscite on marriage equality proposed by the currentAustralian Government. The SRC recognises that such a proposal is likely to continueto engender wide ranging public comment, with the potential for opinions to become

    increasingly polarised.

    Previous resolutions of Synod have requested the SRC to facilitate opportunities forchurch members to engage with each other on what is often a complex and emotionalsubject matter. A subsequent series of talking circles in regional and metropolitanlocations has enabled members of the diocesan family to share and explore theiropinions on this issue in a safe and respectful environment. It is hoped that membersof Synod will continue to actively support this ongoing series of dialogue spaces.

    2. The Revd Professor Rodney Wolff to move: The Very Revd Dr Peter Cattseconding:A resource on issues relating to human sexuality and marriage

    That this Synod, in order to inform faithful consideration of contemporary issuesrelating to human sexuality and marriage, asks the Archbishop-in-Council to invite andencourage individuals who are representative of the theological diversity in this dioceseto:a) form a panel which will identify and investigate comprehensively issues relating to

    human sexuality and marriage, where such issues include but are not limited toHoly Scripture, theological commentary, the law, social sciences (includingpsychology), the arts, and the sciences (including biology)

    b) present a range of theological commentary on the issues considered which isrespectful and which is accessible to lay readership; and

    c) furnish a resource, as described in part (b) above, at the 2017 meeting of Synod,with a view to making the resource widely available throughout the diocese shortlythereafter.

    Rationale

    1. The intention of this motion is not to produce a position statement or statementsaffirming the nature of marriage or making declarations on any matters of humansexuality, either explicitly or implicitly.

    2. Through this motion, it is sought to support and socialise serious theologicalreflection on matters of human sexuality, and on the definition and meaning ofmarriage, in ways which are comprehensively informed and are respectful of therange of theological views within the diocese.

    3. Through this motion, it is further sought to provide a resource which has integrityand which is accessible to those who are not specialists in theology or otherpertinent technical fields.

    4. It is recognised that Holy Scripture, in being normative for faith, is the centralfocusing point for these matters. Through this motion, it is sought to acknowledgethat focusing role of Holy Scripture, not only in providing primary content, but alsoin being the lens through which to view secular content.

    5. Through this motion, it is sought to provide specialist input, accompanied by a

    range of theological commentary, which enables the churchs engagement onthese issues to be better informed and more respectful. In doing so, the intentionis to bring together the diversity of theological standpoints in the common contextof secular issues, and to diffuse unhelpful adversarial debate.

    Background

    1. There are diverse views within ACSQ over human sexuality and marriage. Theviews are informed by Spirit-led faith, inspiration, attention to Scripture, andtheological reflection.

    2. The Social Responsibilities Committee is actively engaging with issues of humansexuality and marriage in its research, dialogue, and advocacy.

    3. Secular views on human sexuality, marriage, and long-term couple relationshipscan be difficult for members of the church, in the challenge of engaging withtechnical issues and discourse which do not align with traditional discourse withinthe church.

    4. Debates over human sexuality and marriage are well-rehearsed: the promulgationof arguments and their rebuttals entrenches positions. Many arguments focusentirely on biblical content, and fail to bring Holy Scripture to bear on secularviews.

    5. A plebiscite on marriage equality is proposed by the current AustralianGovernment. There is thus the possibility of subsequent legislative changes;likewise if there is a change of government at the next election. ACSQ needs tomaintain and deepen its engagement with these matters.

    6. It is not anticipated that this task will be very onerous, as much material is readilyaccessible. The main task will be in bringing material together and compilingsome succinct theological reflections.

    3. The Very Revd Dr Peter Catt to move; seconding:General Synod Resolution on Church Unity

    That this Synod:a) notes resolution 52/14 of the General Synod;b) commits itself to fulfil to the best of its ability the expectations described in the

    paragraphs 4, 5 and 6 of General Synod Resolution 52/14, namely:i) the dioceses of this Church look to each other to spend time with openness

    and patience to listen pray and study together in order to discern the will ofGod for this Church and its people as we seek to be led by the Holy Spirit

    into all truth and to proclaim the Gospel afresh in each generation.(Paragraph 4, General Synod Resolution 52/14)

    ii) each diocese expects that all dioceses will support each other and co-operate in a process of discernment and seeking direction for the spread ofthe Gospel throughout Australia and beyond. Paragraph 5, General SynodResolution 52/14);

    iii) the dioceses expect each other to act with diligence, care and caution inrespect of any action which may provoke controversy, which by its intensity,substance or extent could threaten the unity of this Church. (Paragraph 6,General Synod Resolution 52/15).

    4. The Revd Gillian Moses tomove, the Very Revd Dr Peter Catt seconding:Gender Equality

    That this Synod:a) acknowledges that women around the world, including in Australia, continue to

    experience disadvantage and discrimination on the basis of gender, particularly in

    the areas of education, economic participation, access to health services includingreproductive health, and participation in decision making and leadership;b) acknowledges that church teaching and tradition can sometimes be used to

    preserve discriminatory attitudes and practices, especially in the areas of healthcare and leadership;

    c) commits to implementing its own policies of gender equality in appointments andelections, taking seriously the responsibility of all to promote women of abilityalongside men in all areas of leadership and decision-making.

    5. The Rt Revd A Taylor to move, the Revd Alan Moore seconding:Report to the select Committee on Elements of the Eucharist

    That this Synod:a) receives the Report to Brisbane Synod 2016 of the Select Committee on Elements

    of the Eucharist dated April 2016, andb) recognises that this report reiterates the implementation of the recommendations

    13 of the original report to Synod in 2015 which were agreed to at that sessionof Synod, and

    c) grants leave for the Synod Select Committee, constituted at the 2014 session ofSynod, to continue work and to report to Synod in 2017.

    6. The Revd Geoff Hoyte to move, the Revd Professor Rodney Wolff seconding:Ministry in Universities

    That this Synod requests the Archbishop-in-Council to:a) re-consider ministry in universities in the context of ACSQs Going for Growth

    mission; andb) develop and implement a (possibly non-traditional) resourcing model to pursue

    that mission in universities.

    Explanatory Note:

    1) The following universities have campuses in the Diocese of Brisbane: TheUniversity of Queensland (UQ), Queensland University of Technology (QUT),Griffith University (GU), Bond University, University of Southern Queensland,Southern Cross University, University of the Sunshine Coast, Central QueenslandUniversity, Australian Catholic University. Most of them are growing.

    2) The movers of this motion believe that ministry to the university population isimportant and strategic for the Dioceses growth, and, in particular, representsgood opportunity for seeking candidates for ordained ministry who could functionin both the church and the professions / business / industry.

    3) There are existing ecumenical chaplaincies at UQ, QUT, and GU; however, ACSQpresently does not participate in UQs chaplaincy. Note that UQ is contemplatingsignificant growth at its St Lucia campus.

    4) The PMC accepted a report in late 2014 outlining a model for growth in Anglicanministry in our universities.

    7. The Ven Greg March to move; the seconding:Clergy Wellbeing Framework

    That this Synod,1) Gives thanks for the encouragement, support and professional development that

    the Clergy Wellbeing framework will provide.2) Notes that Flourish will be available to all licenced clergy, Retired clergy,

    stipendiary Lay Ministers, Formation students, Chaplains and pastoral carecoordinators, paid parish staff and spouses and dependant family members livingat the same residence of any of the above.

    3) Encourages clergy to provide feedback to the PMC as further elements of theFramework are rolled out.

    8. The Revd Dr Jonathan Inkpin to move; The Revd Bruce Boase seconding:Diocesan Reconciliation Action Plan

    That is Synod, further to the charge from Synod 2015:1) Affirms the work of the diocesan Reconciliation Action Plan (RAP) reference group

    in assisting the diocese as a whole to turn good intentions into measurable

    actions that support Aboriginal and Torres Strait Islander peoples in our sharedmission and ministry.

    2) Endorses the decision of Diocesan Council to move towards an InnovateReconciliation Action Plan and looks forward to the final agreement withReconciliation Australia in the next few months.

    3) Encourages all diocesan entities to participate fully in the actions proposed in thecurrent outline Reconciliation Action Plan and to reflect further on other means ofrespect, relationships and opportunities which can be developed in their particularcontext.

    9. The Revd Stuart Webb to move; the Revd Julia Van den Bos seconding:Support for Anglican Board of Mission - Australia

    That this Synod:1) Commends the people of the Diocese for their support ABM in 2015 and in

    particular the 2015 Archbishops November Appeal through which over $32 000was raised for clergy in-service in ACPNG.

    2) Commends the people of the Diocese for their support of ABM, generally, bywhich over $300,000 was raised for ABM in 2015, amounting to 20% of the totaldonations from all of the Australian Dioceses.

    3) Encourages the people of the Diocese to support the 2016 ArchbishopsNovember Appeal for the provision of $30 000 to support Wontulp-Bi-BuyaCollege, Cairns and Nungalinya College, Darwin

    4) Commends the Anglican Schools as they support ABM Projects and ABM's GlobalRapid Response toward natural disasters

    5) Encourages the people of the Diocese to undertake pilgrimages to the ABMpartner Churches.

    6) Encourages the people of the Diocese to collect used stamps, the sale of whichbenefits ABM by over $10 000 each year.

    7) Welcomes Simon Okwako from Kenya who is here to promote the Catechesis ofthe Good Shepherd in that country.

    10. The Revd Geoff Hoyte to move; the Revd Helen Paget seconding:Clergy Summer School

    That this Synod:1) affirms the role of the Clergy Summer School in maintaining collegiality and in the

    ongoing professional development of the clergy of Brisbane Diocese;2) encourages the clergy to attend the January 2017 Summer School;3) encourages Parishes to meet the financial cost for their clergy of registration at

    the Summer School.

    11. The Rt Revd Geoff Smith to move; secondingTime of Year for Synod Sessions

    That this synod notinga) the custom of synod meeting in the middle of the year;b) the difficulty this presents in terms of providing an accurate budget for the

    consideration of synod;

    requests the Archbishop to give consideration to convening the First Session of theSeventy-Ninth Synod on 22, 23, 24 September 2017.

    12 Mr Doug Russell to move; seconding:

    Christian Education to Upper Primary and Secondary Schools

    That this Synod recommend to the State Department of Education an elementarycourse in Christian Education to upper primary and secondary schools throughout theState of Queensland. Therefore in so doing, a pilot program for the five (5) yearduration be introduced, to gauge the effectiveness of this concept.

    13. The Rt Revd Geoff Smithto move; seconding:Amendments to Standing OrdersThat this Synod consider the amendments to the Standing Orders of Synod set out inthe document headed Proposed Amended Standing Orders circulated to Synodmembers and included in the Synod papers, with such modifications to that document

    that are approved by Committee of the whole Synod, be approved and take effect atthe conclusion of this session of Synod.

    Procedural Note: It is intended that if members wish to move that any of the proposedamendments to the Standing Orders be approved in a modified form, the Synod willresolve itself into Committee to consider each of the proposed amendments to theStanding Orders. The proposed amendments are shown in mark-up in the documentincluded in the Bushiness Papers headed Proposed Amended Standing Orders.

    Explanatory Note: The suggested changed to Standing Orders relate to:

    delegation of approval of final day minutes to Diocesan Council removing theneed to fill time while minutes are prepared onthe last day;

    permitting chairs and executive directors (EDs) of Commissions to present reportsif they are not otherwise Synod membersreflecting a practice that has developedover time;

    rules relating to use of multimedia presentationssee below; facilitating electronic communications and electronic voting and electionsSynod

    has on a number of occasions expressed its wish to reduce paper usage and createoptions for electronic means of providing information. These changes aredesigned to facilitate this;

    changes to the daily agenda to reflect current practice of calling over the businesspaper and putting them in a more logical order;

    There has been some dissatisfaction expressed by both Synod members andDiocesan staff at the organisation of multimedia presentations for Synod, particularlywhere they are requested to be displayed at the last minute. The rules have neverbeen clear as to the rights of members to use such presentations. One option is todiscard them altogether but this may lose an opportunity for the Synod to be assistedby presentations in conducting its business. The process suggested involves a review

    of proposed presentations with the final decision in the hands of the President. Thereis a recognition that a member could give notice of a motion for the Synod to decide toreceive a presentation.

    The changes described above include a number of delegations, e.g.:

    to the President to approve multimedia presentations; to Diocesan Council to approve electronic voting systems for votes from the floor

    and elections subject to the systems meeting the stated criteria; to the General Manager to determine electronic methods of submitting election

    nominations;

    The proposed changes generally allow Synod members to decide how they want toreceive information (e.g. electronically or otherwise.) However, it is proposed thatinformation on election candidates only be available electronically or by display, ratherthan individual handouts.

    Before implementing the various electronic methods contemplated in the StandingOrders, appropriate systems and methodologies will need to be identified by theGeneral Managers office.

    14. The Revd Mark Calder to move; seconding;Appointment of Priests

    That this Synod in the light of No. 8 of the Archbishops 2015 top priorities (regardingdealing constructively with interregna), respectfully requests the Archbishop to allowconsideration of priests for appointment in this Diocese on the basis of their individualabilities and gifts.

    15. Mr Michael Calder to move; secondingICTHUS Ministries

    That this Synod:i) Thanks all of those who are involved in ICTHUS ministries, especially those who

    volunteer to give up their holidays to help the attendees understand the love thatGod has for them;

    ii) Commits themselves to this ministry by: Continual prayer; Advertising and promoting this fantastic ministry in their parishes.

    16. The Rt Revd Geoff Smithto move; secondingParish Contributions

    That for the purposes of section 22(e) of the Cathedral Congregation Canon andsection 60(g) of the Parishes Regulation Canon and for all other purposes:1. Synod adopt the Schedule of Parish Contributions set out in the Annexure to this

    motion to apply until otherwise determined by resolution of Synod;2. Diocesan Council be authorised and have all necessary delegated authority of

    Synod to:(a) amend the Schedule of Parish Contributions as it applies to any parish or

    the Cathedral Church of St John the Evangelist (each a parish body) in anycase where it sees fit to do so to

    (i) decrease the contribution of a parish body that would otherwiseapply for such period as Diocesan Council may determine;

    (ii) set conditions on any decision to reduce contributions whichmust be complied with by the parish body; or

    (iii) increase the level of contributions up to the amount of theminimum provided for in the Schedule of Parish Contributions inaccordance with such conditions or where it otherwise sees fitto do so,

    including in circumstances where:

    (iv) the financial position of the parish body is such that it is

    reasonable for Diocesan Council to reduce the contribution tomaintain the ministry of the parish body;

    (v) specific mission initiatives of the parish body create specialcircumstances such that it is reasonable for Diocesan Councilto reduce the contribution to facilitate those initiatives; or

    (vi) other special circumstances exist that are reasonable forDiocesan Council to consider in determining whether to reducecontributions; and

    (b) to make determinations and exercise any powers set out in the Scheduleof Parish Contributions,

    and Diocesan Council may further delegate any such authority to the GeneralManager or a Commission on such terms as it sees fit,

    and that Synod strongly encourages all parish bodies to:

    3. at least maintain their current parish contribution levels if currently higher than theminimum provided for in the Schedule of Parish Contributions; and

    4. consider voluntarily adopting a higher level of parish contributions than theminimum provided for in the Schedule of Parish Contributions, including by wayof early adoption of the minimum levels which will apply in a later year.

    (c) donations or contributions made to a Parish Body's building fund where that fund is tobe used within 5 years of receipt of the funds and which, on the application of theParish Body, has been exempted by Diocesan Council;

    (d) rental income from parish residences to the extent that the income is used to pay ahousing allowance to clergy or stipendiary lay minister(e) any other category of income that Diocesan Council resolves from time to time should

    be Excluded Income;

    Net Trading Incomemeans the income from a Parish Body's trading activities (for exampleop shops, parish run child care centres) less the operating costs directly attributable to thatactivity;

    Ordinary Incomemeans all income of a parish other than Net Trading Income, includingoffertories, donations, interest, fundraising proceeds, rents and fees but does not includeExcluded Income;

    Parish Body means all parishes, including a new parish or a parish formed from theadjustment of boundaries of an existing parish but which was not in existence at the date thisSchedule was adopted, and the Cathedral as defined in the Cathedral Congregation Canon;

    Parish Incomemeans all Ordinary Income and Net Trading Income of the Parish Body forthe year immediately before the year for which the contribution is being set.

    Explanatory Memorandum

    Last year the Mission Action Plan for the Diocese was welcomed by synod. The Vision for ourDiocese is:

    Going for Growth in Christ through:

    Knowing God and our faith more deeplyServing our communities more compassionatelyMaking new disciples of Christ to impact the world more effectivelyResourcing this mission more generously.

    The fourth aspect of the vision: resourcing this mission more generously is critical to

    accomplishing the other three. Resourcing is about having the right people with the right skillssupported by the right structures and facilities. One part of having the right resources isfinancial-having the money to both pay the basic costs of being a diocese and to invest ingrowth initiatives. In terms of parish ministry, the growth will happen in and through theparishes. However there are some growth requirements and initiatives which happen mosteffectively on an across the diocese as a whole basis and these need to be funded.

    We are currently working to find ways to resource our mission more generously in five ways:

    contributions from Anglican schoolscontributions from Anglicareusing trust funds in the most effective wayusing the property resources of the Diocese to generate funds for missionthe parish contribution system.

    The following ministry initiatives are examples of important work which needs to happen inorder to fulfil our vision. These initiatives can happen as extra financial resources are releasedbut will be impossible without further funding:

    Increased funding for the Bush Ministry Fund to support rural and isolatedparishes in the Diocese

    Develop more 360 programs (along the lines of Bible 360)Provide coaching and support for parish leaders-lay and ordained

    Provide training in evangelismIncreased staff resources in the parish property team to enable better assistance

    These are examples of ministry initiatives. The process of decision making about priorities isyet to be developed. Our current situation is one of threat and opportunity. We have a clearcall to share with God in Gods mission. Unlike other parts of the Anglican Church in Australia

    our Diocese has the opportunity to further develop a holistic mission through parishes, schoolsand Anglicare. In order for this to happen however we must act to free and gather resources.We need to intervene in ways that will assist parishes to grow in knowledge of God and ourfaith, in serving our communities more compassionately, and in making disciples of JesusChrist.

    The parish contribution system in our Diocese is not working effectively to resourcemission. In fact it has failed for many years.

    The Diocese of Brisbane currently has a voluntary parish contribution system. The advantageof the system is that parishes are free to choose how much to contribute to the mission of the

    whole. There are also disadvantages in practice. First the parish share of the costs of theDiocese are not shared fairly among the parishes with some being very generous and somecontributing very little, even when they have the capacity to contribute more; and secondly thetotal of parish contributions has remained basically unchanged over at least the past twentyyears. This means that the real value of the parish contribution has declined by more than30%.

    Since 2002 the total parish income has increased by 68%. There may be a number ofcontributing factors to this increase including the development of substantial businessactivities by some parishes, nevertheless the overall picture is clear-the parish contributionhas remained the same while parish incomes have increased. While a voluntary system maywell be preferred by many, in the face of rising costs and a clear call to mission the voluntary

    approach has proven to be unsustainable. We need to urgently change our system of parishcontributions.

    A survey of Anglican dioceses indicates that Brisbane Diocese is the only Diocese in Australiawhich has a voluntary parish contribution system. One Diocese (Sydney) doesnt have parishcontributions at all, seeking only to recover from parishes some costs such as insurancepremiums.

    Apart from Sydney other dioceses have systems with contributions based either on apercentage of parish income or the diocesan budget is shared among the parishes using amethod like the number of people who identify as Anglicans within the parish boundary. Thesurvey indicated that in Dioceses where a percentage contribution is used the highest

    percentage contribution was 17% and the lowest was 9%.

    In trying to discern a viable alternative parish contributions system five factors were seen tobe important:

    simple to administerequitablekeep pace with parish income

    raise more funds for missionbe as positive as possible for parishes

    After modelling many different possible systems the system which is being proposed waschosen.

    In summary the proposal is:

    parishes contribute 10% of their income from offertories, donations, fundraising,rents and 10% of net business income

    funds raised for others are excluded from the calculation of income. rental income from parish residences to the extent that the income is used to pay

    a housing allowance to clergy or stipendiary lay minister is excluded from thecalculation of income

    parishes may seek a review of their contribution in the case of special need orcircumstance

    parishes may seek an exemption for building funds where the building fund will beused within five years

    the contribution will be based on income for the prior year the system will be phased in with parishes contributing a minimum of 6% in 2017,

    7% in 2018, 8% in 2019, 9% in 2020 and 10% in 2021 parishes that are able to move more quickly to 10% are encouraged to do so, and

    parishes already contributing more than the required percentage are encouragedto continue to do so

    section 19 (a) of the Diocesan Council Canon will continue to apply in the case ofarrears where relief has not been granted.

    This proposal varies from the original distributed for consultation only in that rental incomefrom parish residences to the extent that the income is used to pay a housing allowance toclergy or stipendiary ministers is excluded from the calculation of income. This change wasmade as a result of consistent feedback from a number of parishes.

    Consultation prior to the finalisation of the proposal has thrown up many questions andindividual circumstances from parishes which will need to be worked through if the parishcontribution proposal is adopted by Synod. The proposed resolution allows Diocesan Councilto vary categories of excluded income if that seems necessary. It is intended that animplementation group including representatives from parishes be established soon after synodto guide the process of bringing the system into action for 2017.

    The phasing in approach means that impact on parishes will be gradual as will an increase inparish contributions available. Modelling this system indicates that at current parish incomelevels, and if parishes which currently give more than 10% continue to do that, the total parishcontribution in 2021 will be in the order of 2.4 million dollars compared to the current 1.4 milliondollars. Significantly if parish contributions had increased only by the inflation figure over thepast twenty years, the current parish contribution would be in the order of 2.2 million dollars.

    Consultation with the Diocesan Legal Committee led to the decision to propose the new

    system as a resolution. A number of the canons refer to a schedule of parish contributions

    adopted by Synod (e.g. S. 60(g) Parishes Regulation Canon) and the proposed system ispresented as a schedule to be adopted by synod.

    One of the important measures in the proposed system is that parishes will have theopportunity to seek relief if their financial or missional circumstances mean that paying theirfull quota is very difficult. The implementation group will need to develop consistent criteriaagainst which applications for relief are assessed.

    Some parishes are already contributing more than what will be required each year under thephasing in of the new system. In fact some are contributing more than 10% already. Thoseparishes are encouraged to continue to be generous so work which is vital to be funded cancontinue.

    Feedback concerning the proposal has included support for the proposed change andsubstantial concern about its impacts in roughly equal measure. It is acknowledged that forsome parishes this change if adopted will be difficult so we will need to make sure we findpositive ways to support them.

    There is no doubt the proposed change if adopted will be significant for Brisbane Diocese.The current system of parish contributions is not working and needs to be changed. Theproposed system is neither unusual or novel in the Australian Anglican scene and is arelatively simple way for parishes to contribute to the mission of the whole diocese in anequitable and transparent way where parishes that receive more give more and that those thatreceive less give less.

    17. The Revd Adam Lowe to move; the Ven Greg March seconding:Collection of Parish Data

    That this synod notes the continuing work of collection and analysis of parish data and

    commends the outcomes to the Diocese for use in strategic planning.

    18. The Rt Revd Cameron Venables to move; the Revd Stefan van Munsterseconding:Bush Ministry Fund

    That this Synod affirms the Bush Ministry Fund for its support of rural and remoteministry in the Western Region. To further develop the capacity of the BMF this Synodrequests the Diocesan Council to:i) find a sustainable way of increasing income to the BMF equivalent to two full-time

    stipendsii) reconsider the charter for the BMF such that it includes the support of rural ministry

    in the Northern Region.

    19. The Rt Revd Cameron Venables to move; the Rt Revd Geoff Smith seconding:Anglican Church of Papua New Guinea

    That this Synod affirms the long history of relationship between the Diocese ofBrisbane and the Anglican Church of Papua New Guinea (ACPNG), and requests theDiocesan Council, in consultation with the Anglican Board of Mission, to explore waysof better partnering with ACPNG in ministry and mission. Further, that an update andrecommendations based on this work be presented to Diocesan Synod in 2017.

    Genocide of Christians in many Middle Eastern Countries

    That this Synod:a) condemns, in the strongest possible terms, the continuing acts of Genocide being

    perpetrated against Christians and Christian communities throughout manyMiddle Eastern countries and elsewhere, particularly lamenting that, in someMiddle Eastern countries especially, it is predicted there will soon be no Christianpresence left whatsoever; and

    (b) requests the Archbishop and all members of Synod to continue to support thesebeleaguered brothers and sisters in Christ in their prayers, in the fervent hope andprayer that these persecuted Christian communities might continue to survive insitu, being ever mindful that this escalating persecution and Genocide may sooncause the complete destruction of many long established Christian communitiesin the Middle East; and

    (c) notes with gratitude the assistance given to the persecuted Church in the Middle

    East by the Barnabas Fund, and requests members of Synod, and the ChurchCommunities they represent, to support the Barnabas Fund in its work in theMiddle East, both financially and with their prayers; and

    (d) That this Synod further notes the Barnabas Fund Petition Against Genocide in theMiddle East, and requests the Archbishops permission to display copies of theBarnabas Fund Petition throughout this Synod, seeking the support of all Synodmembers, and of any other interested parties, in signing such petition before theconclusion of Synod proceedings; and

    (e) That this Synod further requests the Archbishop to forward this Petition,incorporating all signatures, direct to the Barnabas Fund, as soon as reasonablypossible after the conclusion of Synod proceedings for 2016.

    21. The Rev Nicholas Whereat to move; the Revd Geoff Hoyte seconding:Support for Refugees

    This Synod is grieved at the plight of refugees around the world and seeks our nationas a whole to re-commit to the Refugee convention. To that end:a) this Synod encourages members of Synod to be aware of the excellent Study

    material prepared by the Social Responsibilities Committee on Asylum Seekersand Refugees; and

    b) this Synod seeks to encourage all Parishes and Anglican Schools to use thematerial to initiate conversation in the parishes and schools;

    c) this Synod will write to the Federal Government expressing our deep concernsand fears due to off-shore detention centres for those who have come to

    Australia seeking asylum;d) this Synod recommends to the federal government that we as a nation would show

    much more compassion by processing asylum seekers in community detention;e) this synod recommends to the Federal Government that much greater support

    should go to the UNHCR to enable more efficient processing of asylum seekersthroughout Asia, with the advantage that refugees can then arrive safely by air.

    f) this Synod recommits itself to the Biblical mandate to care for widows, orphansand aliens, recognizing that aliens in this context refers to Asylum Seekers andrefugees.

    g) that this Synod endorses the decision by the Cathedral and other communities offaith to be Places of Sanctuary.

    h) this Synod acknowledges the legitimate place of non-violent civil disobedience asa means for Church members to confront unjust structures in our society.

    RationaleThe Paris agreement and Interfaith Statement

    The Paris Agreement was negotiated and adopted by consensus in December 2015.It is a binding agreement that operates within the framework of the United NationsFramework Convention on Climate Change (UNFCCC) which sets out how the worldwill collectively respond to greenhouse gases emissions, mitigation, adaptation andfinance from the year 2020.

    The Interfaith Climate Change Statement to world Leaders (2016) was a positiveendorsement of the Paris Agreement by a range of faith leaders and groups fromacross the world.

    It has been endorsed widely within Australia, including by: The Revd Dr Lyn Arnold Chair of the Public Affairs Commission (PAC) of the

    Anglican Church of Australia, on the recommendation of The Primate. Bishop George Browning, Inaugural Convener the Anglican Communion

    Environment Network (ACEN) Sr. Elizabeth Delaney sgs, General Secretary National Council of Churches in

    Australia (NCCA).

    The Interfaith Statement serves to renew the commitment of the faith communities toremain active in defining the moral responsibility to care for the Earth and to takeaction within our own local communities.

    The six key points contained with the Interfaith Statement are to:1. Urge governments to rapidly sign, ratify and implement the Paris Agreement, and

    to increase pledges to reduce emissions in line with keeping the globaltemperature rise to 1.5C above pre-industrial levels;

    2. Insist on rapid emissions reduction and peaking by 2020, in order to keep the 1.5Climit within reach;

    3. Strongly advocate the greater flows of finance, especially for adaptation and lossand damage;

    4. Urge the swift phase out of all fossil fuel subsidies and transition from fossil fuelsto 100% renewable energy by 2050;

    5. Encourage faith communities to reduce emissions in their homes, workplaces andcentres of worship and to support and stand in solidarity with communities alreadyimpacted by climate change;

    6. Call for fossil fuel divestment and reinvestment in renewables, including within ourown communities, and/or by engaging companies on climate change.

    The Angl ican Church and c l imate change

    In 2011 our Diocesan Synod motion (30. Carbon Tax) recognised our responsibilitybefore God to care for the earth, and acknowledged that human production of carbonemissions was leading to climate change. It urged Anglicans to contribute towards adebate to price carbon, as well as advocate for ongoing climate initiatives andrenewable energy.

    In 2014 our Diocesan Synod recognised the urgent environmental and economicchallenges faced by communities in our region due to climate change. This motionsent a clear message that urgent action was required, and signalled our ownwillingness to act on our Christian commitment to care for creation.

    In 2014, the General Synod of the Anglican Church of Australia passed a resolutionwhich:

    called on individual Anglicans and our Dioceses, as a theological and moralimperative, to review their commitment to protecting the Earth and be prepared tomake significant changes in the ways we live and spend; and

    requested each Diocese to review the criteria for its investments, to give highpriority to ecological sustainability and in particular explore removal of fossil fuelindustries from Diocesan investment portfolios (R61/14:www.anglican.org.au/general-synods/2014/Pages/General-Synod-2014.aspx).

    This motion in 2016, now before Synod seeks to renew and build on the statedcommitment of our church, and in solidarity with the concerned faith communityworldwide.
