• Tension between Universal and Targeted Work• Increasing complexity of referrals and higher thresholds

for support• Targeted, outcomes based contract Vs Time and space

for children and young people to play, relax, socialise etc.• Links between BYL and CVS and promoting whole range

of services available to children and young people • Works more effectively at targeted end of spectrum,

e.g. supporting FIT team
