Issue 41 Brixham Town Council January 2018

Brixham Town Council attracts recording breaking numbers to their Lanterns, Lights & ‘luminations

Brixham was glowing bright with lanterns, lights and fireworks on Saturday 25th November. Brixham Town Council who run the Lanterns, Lights & ‘luminations were absolutely delighted with the record breaking turnout for this year’s event. With thousands of people spectating and forming in the parade it has given a huge economic boost to the Town, not just for the one-day event, but for the weekend and future bookings of visitors to Brixham, many of whom have already

booked their accommodation for next year’s Lanterns, Lights & ‘luminations! The event attracts a fantastic community spirit with local traders opening late and adorning their shops with Christmas lights and decorations. The Christmas Market held in Middle Street and The Quay added to the atmosphere and the wonderful display of lanterns in the parade was much to be admired. Cllr Paul Addison, Chair of the Community Services Committee said “The adoption of the recycling theme really has taken off, setting Brixham’s lantern display apart from all the others who attract more traditional lanterns.” The event has grown so big over the years that Brixham Town Council worked in partnership with Born Hectic this year who helped develop the market and attractions. Thanks must not be missed for the likes of Brixham Harbour Office, Brixham Police and all the volunteers who helped during the day. Cllr David Giles, Chair of the Finance and General Purposes Committee said “Brixham Town Council sets a budget every year to contribute towards the seasonal display. However, this does not cover the entire cost of the Christmas lights, fireworks, lantern workshop and running the event. Without the generosity of local businesses and our community we would not be able to continue to put on this event. Any further donations or proposals of sponsorship will

always be gratefully received.” The Town Council will start working on the 2018 event in January and are asking everyone to book Saturday 24th November into their diaries!

Over 250 people joined us for the lantern making workshop in the Scala Hall!

Message from the Town Council Chairperson First I would like to welcome our new Receptionist who will be joining Brixham Town Council in the new year. This year the Outstanding Sports Achievement Award was awarded to Holly Perkin who plays for Brixham second team, the Club Colts teams and Devon Girls. It was a pleasure to present her with the award at the October Brixham Town Council meeting On Friday 20 October I was delighted to open the Brixham Horticultural Society Autumn show in the Scala Hall. The Society holds two shows a year with many entries from the public and a few categories for members only. If you have never visited one of their shows do go as you will be amazed at the displays of prizewinning flowers, fruits, handicrafts and vegetables. The presentation of Royal Horticultural Society Britain in Bloom South West awards was held in early October. Thank you again to all entrants who made the town look colourful and bright with their wonderful allotments and gardens. The Brixham Family Group, Friends of St. Marys Park, Indigo Go Wild, Pride in Brixham and Stoney Park allotments association all received an award of some sort. Brixham is home to some talented people and throughout the year I have attended events at which Brixham choirs and/or the Town Band have performed. In recognition of the work Youth Genesis carries out with young people in Brixham we have entered into a partnership working agreement with them and providing funding to enable them to carry on doing what they are good at doing. Hopefully you will have noticed the difference that having Phil our Towns Lengthsman has had to the local environment. Residents are continuing to identify tasks for him to complete and our office are keeping a log of all requests for work and where applicable reported to TOR2. Due to the high volume of requests, please bear with us. The Local Government Boundary Commission for England (LGBCE) has conducted a review of Wards in Torbay. In its final recommendations Brixham remains as it is (there was a proposal to move boundaries so part of Churston would join Brixham for the election of Torbay Councillors). Brixham Town Council welcomed and fully supports its findings. It feels slightly strange thinking about lantern parades and Christmas lights in January, but all of these things take a lot of planning at the Town Hall so we have to start early. We received many compliments for our 2017 Lanterns, Lights and ‘luminations. Rosemary Clarke Chairperson of Brixham Town Council

What’s happening at Brixham Town Council Community Bus Service With the loss of the No. 67 Bus Service taking our community from Brixham to Torbay Hospital many of our residents are now feeling either cut off or have to endure a traumatic and difficult journey to the hospital. Cllr Giles has been working closely with the Torbay Community Development Trust and Torbay Council. On 23rd November Brixham Town Council resolved to encourage Stagecoach, Torbay Council and Brixham Town Council to meet to find a solution. This issue has not gone unnoticed with our Local MP who is also trying to help resolve the matter as soon as possible. Youth Genesis Brixham Town Council and Youth Genesis have signed a Service Level Agreement (SLA) to work in partnership for the benefit of the youth in the Town. The six month SLA was signed in November and a cheque was granted to Youth Genesis for £4,365.29. Development at Oxen Cove Brixham Town Council has resolved to work with Torbay Council and ensure a public open meeting is held in Brixham to hear Torbay Council’s plans as well as deal with issues such as the loss of car and coach parking. As soon as a public meeting is agreed, we will advise you of the date. Defibrillator Thanks to a substantial donation from a local resident and additional donations from local businesses and the Town Council’s input of £600, the defibrillator will be located close to the Old Fish Market. The defibrillator will be registered with the NHS and available for public use in the event of an emergency. Brixham Town Council will carry out regular checks and replace pads and batteries when necessary. WW1 Celebrations Brixham Town Council will be holding a Tea Dance in the Scala Hall on Saturday 10th November 2018 in commemoration of the end of WW1. The headline act will be Sandy Sparkle and is sure to be an event not to miss! Details will be announced closer to the time. Local Government Boundary Commission for England On 12th October, Brixham Town Council considered the changes to the Ward Boundaries recommended by the Local Government Boundary Commission for England and resolved to welcome the draft recommendations outlined by the Local Government Boundary Commission for England (LGBCE) in relation to the area identified as “The Brixham Peninsula”. Public Conveniences Brixham Town Council considered taking over the cleaning of the central toilets due to its poor condition. With the high volume of repairs that are required and with an impending decision from Torbay Council, it was agreed to defer making any decisions. At Torbay Councils meeting on 7th December, Councillors voted to hand over sixteen toilets to Healthmatic. With many of the toilets across Torbay being unfit for purpose, this move will ensure that the toilets are modernised to a good standard. Budget Consultation Thank you to everyone that took part in this year’s budget consultation. This year saw the highest number of responses to our budget consultation since starting this process three years ago. All results are now being analysed and considered within the budget setting process. The Finance and General Purposes Committee aim to recommend a draft budget to Full Council in January 2018 for submission to Torbay Council.

Brixham Theatre News There have been many rumours circulating around the Town since BATS gave the Town Council notice of their intended termination. Since then a community group has been formed and the Town Council has agreed to work with them. The Brixham Theatre Future group held an inaugural meeting on 6th November where they were overwhelmed with support. It is pleasing to note that a large number of people stepped forward with offers to serve on the new committee. Since then the group have been working hard on plans of how to run the Theatre, their constitution and the type of company that will be formed. Brixham Town Council and Brixham Theatre Future are working closely together in order to form a new partnership working agreement.

Community Sports Pitch Brixham Town Council has received many enquiries regarding the community sports pitch at the new Wall Park / Centry Road development. The majority of the enquiries are about who is going to run it and how much is it going to be. The sports pitch is not due to come into use until September 2018, which is in line with the rec-ommended minimum 12 months bedding in period before play can be progressed on the new playing surface. The developers still have a number of functions to fulfil their duties under the Planning require-ments. However, detailed discussions with third party partners in respect of the management and the maintenance function of the sports pitch and changing facilities are due to begin.

Brixham Community Partnership is a voluntary group which meets four times a year, inviting guest speakers to speak on issues important to the Brixham community. It is the place where you can voice your concerns and share your ideas. The meetings are open to the general public and all are welcome. A Steering Group manages the Partnership and is appointed by the votes of the Partnership.

The Partnership provides a platform for those large and looming issues from around the Bay that affect or will affect our Brixham community. Our last meeting on November 14, on the subject of Torbay Council's Investment Strategy, brought many people together to express their concerns to Torbay Councillors. Full details of our meetings can be viewed at www.torbaycdt.org.uk/community-partnerships, on the Brixham page. We’d like to hear more from you. You can contact me on [email protected] or on mobile no: 07460 253442. We're currently looking for more community-minded people to join us. Our Steering Group meets once a quarter and you would be welcome to join. Next date for your diary is Tuesday 13 March 2018 at Brixham Rugby Club, starting at 7pm, when our guest speaker will be Alison Hernandez, Police and Crime Commissioner.

BRIXHAM FAIRTRADE WORKING GROUP Fairtrade Fortnight 2018 begins on 28th February and runs until 11th March; look out for publicity on Fairtrade events during that time. We are hoping for a visit from Victor Biwot, Operations Man-ager from Sireet Outgrowers Empowerment Producers FT Tea Co-op in the Nandi Hills in Kenya; Sat 3rd March, FT Coffee Morning & Stall at the Christian Community Centre; Fairtrade Stall at the Street Market; and possibly a display in the library and a window competition! We'll try to keep you informed!!

Project Reindeer Brixham Town Council own 6 reindeers as well as Father Christmas and his sleigh that used to shine bright in the Harbour at Christmas. The reindeers need stripping of their lights and new lights fitted, whilst Father Christmas and his sleigh needs new tinsel as well as new lights. The aim is to have them refurbished in time for the Christmas switch on 2018. They are in much need of refurbishment and Brixham Town Council are appealing for anyone interested in project Reindeer to contact the office on 01803 859678. You do not have to take on the project as a whole, we can easily break the project down to 8!

Town Lengthsman The Town Council Lengthsman has been hard at work around the town clearing up weeds, cutting back hedges along public footpaths, cutting grass and clearing litter to ensure we have an attractive town for visitors and locals to enjoy. The Lengthsman started in May 2017 when Brixham Town Council already had a long list of work that required action. Since then, the Town Council has gone from being reactive to proactive with the lengthsman working in different parts of the town each week. His jobs will continue into the winter months so if you do have anything to report, please contact Brixham Town Council on 859678 Work cannot be carried out on privately owned land unless the private owner is prepared to pay for the Lengthsman services.

Replanting of Churston Woods Thousands of new trees are to be planted at devas-tated Churston Woods early in the new year to re-place those lost in a huge felling exercise caused by the Phytophthora Ramorum fungal disease last year. More than 1,500 trees were felled in The Grove and Ball Copse on the outskirts of Brixham. Larch trees were mainly affected, along with a num-ber of sweet chestnuts. The felling was carried out to prevent the spread of the disease to healthy trees. At the time, experts said there were no immediate plans to replant trees, and ‘natural regeneration’ would restore the valley to its former state more quickly. However, following meetings between Torbay Council, Torbay Coast and Countryside Trust and residents it was agreed that the replanting of more than 3,000 trees could take place early in the new year. At a recent meeting it was proposed that local schools and community groups be of-fered the chance to help with some tree planting. Torbay Coast and Countryside Trust, working with the Woodland Trust, will oversee the replant-ing which will cost £21,000. The trust will apply for initial grant funding of £10,000 from the For-estry Commission. Planting is scheduled to start in January and finish at the end of February. Torbay Council will give £6,000 towards the cost, money taken from the proceeds from selling the felled timber A shortfall of £5,000 could be raised by crowdfunding. Brixham and Torbay Councillor Mike Morey said “The meetings which took place were very posi-tive with everyone committed to the replanting programme taking place as soon as possible. We were all devastated when it was announced that due to disease the felling of trees was needed in that beautiful area, but now by working together we can look forward to a positive out-come” BRIXHAM DOES CARE TO MAKE A SONG AND DANCE ABOUT ST. VALENTINE BRIXHAM DOES CARE again wishes to say a BIG “Thank You” for the wonderful support it re-ceives from the community it is delighted to serve. Many kind donations continue to arrive and our most recent Variety Show at the Berry Head Hotel, our 10th, raised £536. We are indebted to the performers and to those music lovers who attended, who might like to make a note in their diaries for Monday 12th February 2018. 1.45-3.45pm. That’s when we are holding Martyn & Josephine’s St. Valentine’s Song & Dance Party in the Brixham Does Care Café (aka The Function Room and situated in the Town Hall). Tickets £3 (including cuppa & slice of cake) from BDC Office (next door). Doors open 1.30pm. NOTE the DOUBLE BILLING, which at last formally recognises the invaluable contribution to the success of these social events made by Josephine, who makes the cakes, ably supported by grand-daughter Lilly & her friend Aimee. (NOTE from ‘Er Indoors- not before time!). Why don’t YOU come along, perhaps sing along, and enjoy an afternoon of fun and entertainment? At least, you’ll enjoy the cake. You might even fancy a dance! While your diaries are open, please note that our very successful Film Club, under the direction of Steve Watkins, will generally take place on both the FIRST and THIRD Mondays of each month throughout 2018, excepting NEW YEAR’s DAY and EASTER MONDAY, both of which are Bank Holidays.

HAPPY NEW YEAR!

Brixham Future A new year’s gift for our community: Brixham Future CIC is delighted to announce that we have been awarded £10,000 from the Big Lottery Fund towards improving our town car park through greening projects and town murals. We’re dependent upon tourism, so our first micro-regeneration project is to help enhance our town centre and make our guests feel welcome. In February 2018 Brixham Future celebrates their first year since its launch. “It’s been a lot of hard work by a few dedicated members, however we’re now a CIC (Community Interest Company) and can reach out far afield for investment. Subject to what our community wants of course, because we’re here to serve the community and work in close contact with Brixham Town Council and other community groups,” said Richard Murray-Smith, Chair. “Right now, whilst poised to take this project forward, we’re inviting members of the community to meet with us on our anniversary to discuss where we’ve been, where we are now and most importantly, where we are going! Our future is now firm as a CIC and there are roles to fill, we’re looking for retired and/or current professionals from all skills and walks of life to be part of our growing organisation. Plans for the New Day Care and Community Centre on the Brixham Hospital Site

Brixham Hospital League of Friends and Brixham Does Care in partnership with Torbay and South Devon NHS Foundation Trust are delighted to announce the building of a new Day Care and Community Centre adjacent to Brixham Hospital. The centre will be built and run by the voluntary sector in Brixham with support from the local Trust.

Peter Day, Chairman of Brixham Hospital League of Friends, said “The League of Friends through the generosity of the Brixham Community over many years are delighted to be able to fund this much needed facility, providing an expanded day care provision within the town”. He also wishes to personally thank our architect Jonathan Ling-Cottey from MTA for the superb new building design and all the assistance given from the start of the scheme. Emma Barton, Director of Brixham Does Care, said “we are excited by the new partnership with the Hospital League of Friends and the South Devon NHS Foundation Trust. This has provided an opportunity to work on a cohesive project by bringing people together promoting the authentic voice of Brixham. The new facility will enable people to live within the community and provide access to a variety of health and social care services. We will be aiming to provide wellbeing, social and mental interaction and also to support care givers to have a much needed break. The centre will be inviting and accessible to all the community and will be a focal point for everyone.

Mairead McAlinden, Chief Executive of Torbay and South Devon NHS Foundation Trust said “This is a fine example of what can be achieved when the NHS works closely with the voluntary organisations like Brixham Hospital League of Friends and Brixham Does Care, and will result in being able to offer more health and care to people closer to home. I would like to extend my thanks to our voluntary sector partners and the many people who make donations - whether time or money - to make this wonderful new centre possible for the community of Brixham”.

With plans already approved there should be little delay in clearing the site enabling construction of this very exciting project to commence.

Brixham Girl Guiding We are lucky to have a very thriving Girl Guiding Family in Brixham aged from 5-18, but as in lots of groups to keep these going we rely on adult volunteers especially to help with our younger groups i.e. Rainbows and Brownies. If you have a spare 1-2 hrs in an evening, once a week or even once a month we would love to hear from you. Either go onto JoinUs on the Girlguiding UK web page or email me directly on [email protected], this also includes girls who wish to join!

Brixham Horticultural Society The colourful days of Autumn are now behind us and the bleak days of December and January have arrived. So we must take advantage of any dry, sunny days to finish digging over those empty vegetable beds and make sure the flower beds are neat and tidy with no secret places for the bugs/slugs/and snails to hide. On those cold and wet days it's a good idea to take a bucket of hot, soapy water and give the inside of the greenhouse a thorough scrub, cold frames too. We all feel much better knowing our gardens have been put to bed for the winter. Before you know it Spring will be here so scrape that mud off your boots, put your feet up and dream about all those wonderful things you're going to grow next year! On the first Wednesday of the month at 2 pm (not January) BRIXHAM HORTICULTURAL SOCIETY meet in the Catholic Hall, New Road, Brixham for a friendly get together and to listen to an interesting talk. We also hold two flower and vegetable shows later in the year which are great fun, why not come along and join us? Visitors and new members are always welcome, the entrance fee is £1 which includes tea or coffee. For further information phone Helen (01803) 856531.

Brixham Orpheus Male Voice Choir BOMVC embark on their 64th year with great expectations. As ever, the concert programme is varied, and they will be welcoming visiting male Choirs from Plymouth, Pontypool and Wadebridge as well as two ladies Choirs from Brixham and one from Pontypool. As always , all profits from each of the concerts will be passed on to local charities. Several new members have joined the choir during 2017 and an exciting musical year is in prospect. Why not join us at the Christian Community Centre from 7pm on any Thursday evening from mid-January.

Brixham Volunteer shaves her head for Douglas House Ellie, a highly regarded volunteer at Douglas House, shaved her head to raise funds for our home. The fantastic sum of nearly £1,500 will go to-wards activities and trips for our residents. Ellie said “The support from the Brixham community and local businesses has been fantastic. It has been lovely to see so many people supporting a Brixham charity”. Caro-line the Activities and Day Care Co-ordinator at Douglas House comment-ed “Ellie managed to raise such huge sum in just a few short weeks. Abso-lutely amazing. These funds will enable our residents to attend some their chosen activities such as going to the cinema, theatre or a meal at a fa-vourite restaurant”. Ellie also brings her therapy dog buddy in to see our residents and this really brightens their day. Heartfelt thanks from every-one at Douglas House Ellie.

Friends of Furzeham Green We are pleased to report that we are still winning awards for the three flowerbeds on the middle green which we took over from the council several years ago. This year we won "Highly Commended" in the Bay Blooms and "Thriving " in the RHS category of In Your Neighbourhood. We are a small voluntary group of local residents who live in the Furzeham area who strive to keep the flowerbeds looking colourful and tidy for both resi-dents and holiday makers. However, we are in need of more help with the practical tasks like weeding, pruning and occasion-al planting. Many of us are now over 65 and some have health issues so if you feel you can offer any time to help us with the monthly practical jobs we would love to hear from you. Please contact our Chairperson Carole on her email [email protected] or leave a message on 01803 853316 . Many thanks as always to all those who already offer support and we look forward to gaining new members in the new year .

Riviera Singers 50th Anniversary Gala Concert On Friday 20th October The Riviera Singers rounded off their 50th anniversary year celebrations with a Gala supper Concert at the Berry Head Hotel. A packed audience not only enjoyed the fish and chip supper, but also a varied programme of singing from the Choir, and David Taylor, as well as playing from a talented young saxophonist - Katherine Amey. The profits from the evening, including the raffle with over 30 prizes were donated to Parkinson's U.K. and I am pleased to report that the choir were able to hand over a cheque for £800 on the night to David Brown, representing the Torbay Branch of Parkinson's UK. During the evening, the choir also made a surprise presentation of a lifetime membership to their long serving, or should I say long suffering, accompanist, Audrey Taylor. This was the first concert the Riviera Singers has performed under the Musical Directorship of Margaret Johnstone and she has certainly set a high standard for future events. Many thanks should also go to Capt Bob Curtis who was our compere for the event, and the Berry Head Hotel for their support and allowing us to use their facilities. As usual the choir are now busy leading up to Christmas but will be taking bookings from March next year see www.riviera-singers-brixham.co.uk for details. Brenda Turvey, Concert Secretary

Brixham Pirate Festival 2018 You will have seen in the papers that the future of the event is in doubt. At the time of writing we do not have enough money in the bank to run the event. This problem has arisen owing to an unfor-tunate combination of events: our two main local

sponsors have had to withdraw owing to the state of the economy. This has coincided with the with-drawal of support from the Torbay Mayor’s Fund. However, we are determined not to let the ship sink! We have a good number of volunteers on board, and are working closely with a number of local groups and organisations. We are doing everything we can to raise money, but we really do need a local business or two to step forward to help save the festival. We offer packages from £200 upwards for any business that would like to help us. There was a great response to my call for volun-teers for the event, but we still need more ‘bucketeers’ to help us collect money on the day – this will help ensure that it runs again in 2019. From time to time we encounter people who think that we make money from this event. The Commit-tee has not taken a single penny from the festival despite the many hours that they put into planning and running the event for the benefit of Brixham. If you can help – sponsorship, donations, ‘bucketeering’, offering skills or time, please contact me (Rick) on [email protected]

Brixham Town Council has a Local Council Award Scheme Foundation level, is Dementia Aware and supports Fairtrade.

Brixham Heritage Museum When I tentatively offered to write a regular piece about the Museum I was relieved to be told I could only have 250 words. Enough happens here to fill the space pretty easily. This time is even easier: I’ve handed over those words to a posse of enthusiastic young reviewers. Janet Pettit, our education supremo, sent me a bundle of thank-you letters from schoolkids who visited us. Here are some of their comments about what they saw, the people they met, and the stories they heard: ‘Thank you for letting our class visit your amazing museum’ ...’my favourite part was when the air raid sirens sounded and we had to go into the bomb shelter’ … my favourite part was dressing up’…‘I enjoyed dressing up because it gave me a feeling like I was in 1940’, it was fabulous to hear what Dr Armitage had to say about what they found under the ground at Lupton House where the soldiers stayed’ … ’I enjoyed when Jo Thompson showed us how babies had to wear gas masks..’ I really enjoyed Mrs Lovegrove’s stories about when she was a little girl,… ‘I loved to hear Mrs Lovegrove’s stories about World War 2 and the D-day landing’… I liked the bit where we went into the prison’…’I loved learning about rationing and making the sandwiches’… ‘stunning’ …’the best trip I ever had’. Brixham Museum is no dusty cabinet of curiosities, it is our living heritage; we should treasure it. Brixham Girls Rugby Girls rugby is proving to be a popular sport with the changes in the RFU Regulations in August 2017, which only allows girls to play in the mixed teams up to under 11s. Recent games have included teams from Teignmouth and Newton Abbot.

Many of the girls are new to rugby and have only recently played their first match but the Brixham teams took on the challenges and have played some exciting games with plenty of tackles, tries and mud! With each match players confidence is building, they team is getting stronger and all players walk away proud of their achievements and with a buzz of excitement for the next match. Thanks to the Brixham girls team coaches - Jennie, Vicky and Amy - who have taken the challenge of bringing girls rugby back to Brixham. You only have to see the girls playing to see that the coaches enthusiasm, commitment and hard work is paying off. If you are interested in joining the girls team, please come along to our training on Monday evenings. All training takes place by the swimming pool at Astley Park with U13s training at 17:30 to 18:30 and u15s & u18s training at 18:00 to 19:00. There’s even fitness training for the ladies from 19:00 to 20:00. So come along and join us for an opportunity of getting fit, getting muddy and meeting a friendly bunch of females! Brixham Swimming Club November saw the Annual Club Championships with many swimmers competing in several races in their age groups as well as the opens and the newly introduced 400m swim. The swimmers are improving all the time with many walking away with personal bests and some surprise winners! Brixham Swimming Club is entering more and more galas and many of the committee have undertaken courses for judging and time keeping. The club also offers circuit training on a Sunday morning 9.30am -10.30am in the College Sports Centre. You don’t need to be a swimmer with many parents also joining the circuit training to get fit! The cost is only £2.50 for adults and is free to all Brixham Swimming club swimmers. November also saw the end of an era with the sad farewell to Bernice Munnings who decided to retire from the committee. The committee wish Bernice well in her future plans.
