Strategy defines guidelines and goals for successful broadband development.
Strategy defines measures that public institutions should provide in order to:
- ensure introduction of new technologies
- foster rise of competitiveness index
- enable access to telecommunication infrastructure
- widen number of services for citizens and companies.

Recommendations
Create broadband coverage maps by areas. Choose the most appropriate
access technologies of broadband development for each area. Ensure faster construction of optical capacities along major road corridors. Advance current legislation in order to speed-up infrastructure
development. Enable co-financing of placing cable pipes when constructing roads and streets.
Define mechanism for efficient use of radio spectrum and provide
necessary frequencies for mobile broadband development. Ensure allocation of digital dividend and other parts of spectrum for telecom operators.

Recommendations
Consolidate optical networks owned by public institutions and
companies. Create policy and standards of inter-institutional linking. State network should be decentralized but well-coordinated.
Continue development of e-government services and adjust regulatory
framework for growth of e-commerce. Growth of demand for services can accelerate investments and quality of networks.
Prepare appropriate documentation that would facilitate participation in
future EU funded programmes. Encourage investments in knowledge and support growth of digital
literacy.
