Broadband development goals

Strategy for Information Society Development

“High quality Internet with speed above 100 Mbps should be available for all citizens of Serbia until 2020.”

Strategy for Electronic Communications Development “It is necessary that Republic of Serbia reach the following

goals: ... - Increase of networks availability for all users; - Providing broadband access by FTTH/B/C to all users; - Broadband services with speed rate of at least 100 Mbps; - Allocation of 120 MHz band (digital dividend) for mobile broadband access”

National strategy for broadband development

Previous document – Strategy for the Development of Broadband Access in the Republic of Serbia 2009-2012 New document – The Ministry has prepared a draft version of Strategy for the Development of Broadband Networks and Services in the Republic of Serbia 2014-2016 Public consultations conducted by December 2013 Document inter-sectoral consultations – current status Adoption by the Government – Q3 2014

National strategy for broadband development

Strategy defines guidelines and goals for successful broadband development.

Strategy defines measures that public institutions should provide in order to:

- ensure introduction of new technologies

- foster rise of competitiveness index

- enable access to telecommunication infrastructure

- widen number of services for citizens and companies.

Draft strategy for broadband development

Reference – Europe 2020: A European Strategy for Smart, Sustainable and Inclusive Growth Key guide – Digital Agenda for Europe Basic principles:

• Technological neutrality of networks and services • Broadband as universal service • Development of Next generation networks

Draft strategy for broadband development

Contents

1) Background

2) Summary of current regulatory framework and analysis of current status of electronic communications in Serbia

3) Guidelines for broadband development in the European Union. Economical and social impact of broadband. Broadband development trends on global level

4) Priorities and principles in Serbia. Key challenges of Serbian economy. Basic principles of broadband development

5) Overview of technological framework, model of national network, broadband technologies (wired and wireless), e-services, current status of networks and services in Serbia

6) Goals of the Republic of Serbia in broadband development

7) Action plan for implementation of the strategy

Draft strategy for broadband development

• Fast broadband refers to the communication

bandwidth of at least 30 Mbps • Ultra fast broadband refers to the communication

bandwidth of at least 100 Mbps Strategy suggests: - Growth of FTTx access for development of wired networks - Allocation of digital dividend for mobile broadband for development of wireless networks

Draft strategy for broadband development

Strategy identifies importance of: - Better use and merging optical network capacities of

Electric Power Industry, Serbian Railways, Post and other public companies

- Building open networks for open services in order to

foster growth of broadband services (Software defined networking, Internet of things, E-health, Cloud Computing, IPTV)

Draft strategy for broadband development

Recommendations

Create broadband coverage maps by areas. Choose the most appropriate

access technologies of broadband development for each area. Ensure faster construction of optical capacities along major road corridors. Advance current legislation in order to speed-up infrastructure

development. Enable co-financing of placing cable pipes when constructing roads and streets.

Define mechanism for efficient use of radio spectrum and provide

necessary frequencies for mobile broadband development. Ensure allocation of digital dividend and other parts of spectrum for telecom operators.

Draft strategy for broadband development

Recommendations

Consolidate optical networks owned by public institutions and

companies. Create policy and standards of inter-institutional linking. State network should be decentralized but well-coordinated.

Continue development of e-government services and adjust regulatory

framework for growth of e-commerce. Growth of demand for services can accelerate investments and quality of networks.

Prepare appropriate documentation that would facilitate participation in

future EU funded programmes. Encourage investments in knowledge and support growth of digital

literacy.

- Creation of broadband development promotion model - Current status of communication networks analysis (infrastructure atlas) - Study on accessibility of broadband access - Programme of financial measures for support of broadband development in non-commercial areas - Programme of promotion of new broadband based services for citizens and companies

Future plans for broadband development

Actions forseen in 2014 by Strategy for Electronic Communications Development

Future plans for broadband services (e-government, e-health, education)

Actions forseen in 2014 by

Strategy for Information Society Development

- Optimization of state ICT infrastructure – creating state communication network

- Advancing e-government portal and integration of e-services

- Automatization of all processes in public health sector

- Further development of high-speed internet network for educational, research and cultural institutions

- Digital switchover completion - Public-private partnerships framework - Allocation of RATEL’s surplus income for information society and electronic communications development - Participation of the Republic of Serbia in the Horizon 2020 – the EU Framework Programme for Research and Innovation - Well trained ICT professionals
