The Importance of 5G
• Focus on mobile broadband will continue with 5G
• To make full use of new technologies such as AI, cloud computing, M2M and data analytics
• Over 90% of broadband subscribers in developing countries use mobile broadband
• Vital to migrate to 5G successfully to obtain the full benefits of mobile broadband
• Apps : smart transport systems, e-health, education, smart grid, agriculture and disaster relief.
• Taskforces to accelerate 5G : India, UAE, Brazil, China, Turkey, Rep. of Korea, Japan, Indonesia, South Africa, Saudi Arabia and EU.

Role of Satellite in National Broadband Plans - Checklist to utilize Satellite Broadband to bridge the digital divide
1. Acknowledge the urgent need to serve rural populations in government policies and regulations.
2. Identify rural, remote, and low-population density communities needing broadband coverage, which cannot be served by terrestrial media.
3. Include satellite broadband as an available alternative and integral part of any National Broadband Plan
4. Identify region-wide needs and develop projects to cover countries on the same satellite coverage footprint so as to share capacity.
5. Acquire unbiased, professional, technical, financial, and management expertise to develop optimal network design on a case-by-case basis, inclusive of rural customer requirements.

6. Consider new technologies available for the future broadband markets, such as HTS and/or medium earth orbit (MEO) systems.
7. Consider, define, and implement financing policies for broadband services in remote areas, including broadband, USFs, tax incentives and/or government funding for pilot projects.
8. Identify potential partnerships with international organizations, multilateral development banks, and satellite operators for specific projects.
9. Stimulate demand for broadband services by making services affordable, increasing digital literacy, and ensuring that there is relevant local content available.
10. Conduct capacity-building workshops with stakeholders on technical and policy issues.

EUR1: Broadband infrastructure, broadcasting and spectrum management
Objective: To facilitate the high-speed connectivity with resilient and synergistic infrastructure development, deployment and sharing, whilst ensuring a trusted and quality user experience.
Expected results: Assistance to the countries in need in the following
1. Development of plans (national and regional) and feasibility studies for deployment of ubiquitous resilient high-speed connectivity, including 5G/IMT2020 and digital broadcasting deployment, with all relevant components including legislation, standards, organizational set-up, capacity building and cooperation mechanisms, as needed
2. Sharing of guidelines on collaborative regulation between the telecommunication sector and other synergistic sectors such as energy, railway and transportation
3. Assessment of dynamics, challenges and opportunities in respect of the roll-out of diverse broadband technologies across Europe in the context of the creation of ubiquitous resilient high-speed broadband infrastructure

6. Establishment of quality-of-service systems and consumer-protection frameworks
7. Development of plans for ICT for sustainable energy covering different types of ICT applications and innovations.

PROJECT ONE: National broadband plans and feasibility studies for high speed full coverage connectivity.
Objective: To support administrations in reviewing their national broadband plans and conducting feasibilitystudies for deployment of ubiquitous resilient high-speed connectivity, including 5G/IMT2020 and digitalbroadcasting deployment, with all relevant components including legislation, standards, organizational setup,capacity building and cooperation mechanisms. Support to countries in establishment of national mappingsystems.
PROJECT TWO: Investment Opportunities Mapping System
Objective: Building upon ITUs Interactive Transmission Map for Europe this project will develop additional features through the use of predictive algorithms to identify investment opportunities, taking into account existing broadband infrastructure and desired level of high speed connectivity depending on the technologies applied and return on investment predictions.
PROJECT THREE: Deployment of IPv6 and national IXPs
Objective: Provide technical assistance in enhancing telecommunication infrastructure including support for quality of service monitoring systems, national IXP deployment and transition from IPv4 to IPv6.
