COMPANY PROFILE
1.1. EVOLUTION OF BHARAT SANCHAR NIGAM LIMITED (BSNL)
In India, the Posts and Telegraph Department originated in 1851 as a small part of the Public
Works Department. Dr. William Shaughnessy pioneered telegraph and telephone in India. A
regular separate department was opened around 1854 when telegraph facilities were thrown
open to the public. The major milestones of the organization are as shown below.

Internet, Broadband, Carrier service, MPLS-VPN, VSAT, VoIP services, IN Services etc.
Within a span of five years it has become one of the largest public sector units in India.
BSNL has installed Quality Telecom Network in the country and now focusing on improving it,
expanding the network, introducing new telecom services with ICT applications in villages and
winning customer confidence. Today, it has about 47.3 million line basic telephone capacity, 4
million WLL capacity, 20.1 Million GSM Capacity, more than 37382 fixed exchanges, 18000
BTS, 287 Satellite Stations, 480196 Rkm of OFC Cable, 63730 Rkm of Microwave Network
connecting 602 Districts, 7330 cities/towns and 5.5 Lakhs villages.
BSNL is the only service provider, making focused efforts and planned initiatives to bridge the
Rural-Urban Digital Divide ICT sector. In fact there is no telecom operator in the country to
beat its reach with its wide network giving services in every nook and corner of country and
operating across India except Delhi and Mumbai. Whether it is the inaccessible areas of
Siachen Glacier or the North-Eastern region of the country, BSNL serves its customers with its
wide bouquet of telecom services.
BSNL is the numero uno operator of India in all services in its license area. The company
offers wide ranging and most transparent tariff schemes designed to suit every customer.
BSNL cellular service, CellOne, has more than 17.8 million cellular customers, garnering 24%
of all mobile users as its subscribers. That means that almost every fourth mobile user in the
country has a BSNL connection. In basic services, BSNL is miles ahead of its rivals, with 35.1
million Basic Phone subscribers, i.e., 85% share of the subscriber base and 92% share in
revenue terms.
BSNL has more than 2.5 million WLL subscribers and 2.5 million internet customers who
access internet through various modes, viz. Dial-up, Leased Line, DIAS, Account Less Internet
(CLI). BSNL has been adjudged as the NUMBER ONE ISP in the country.
BSNL has set up a world-class multi-gigabit, multi-protocol convergent IP infrastructure that
provides convergent services like voice, data and video through the same Backbone and
Broadband Access Network. At present there are 0.6 million DataOne broadband
customers.
The company has vast experience in Planning, Installation, network integration and
Maintenance of Switching & Transmission Networks and also has a world class ISO 9000
certified Telecom Training Institute.
BSNL is the largest telecom operator in India and is known to everybody for Basic Telephony
Services for over 100 years. Presently the Plain old, Countrywide telephone service is being
provided through 32,000 electronic exchanges, 326 Digital Trunk Automatic Exchanges(TAX),
Digitalized Public Switched Telephone Network (PSTN) all interlinked by over 2.4 lakh km of
Optical Fiber Cable, with a host of Phone Plus value additions to our valued
Customers. BSNL's telephony network expands throughout the vast expanses of the country
reaching to the remotest part of the country.
Scaling new heights of success, the present turnover of BSNL is more than Rs.351,820
million (US $ 8 billion) with net profit to the tune of Rs.99,390 million (US $ 2.26 billion)
for last financial year. The infrastructure asset on telephone alone is worth about Rs.630,000
million (US $ 14.37 billion).
The turnover, nationwide coverage, reach, comprehensive range of telecom services and the
desire to excel has made BSNL the No. 1 Telecom Company of India.
1.2. COMPETITORS
Bharat Sanchar Nigam Limited (BSNL) keeps most of India talking. The company provides
local-exchange access and domestic long-distance services through a network of more than
47 million access lines covering most of India. (It does not provide service in Delhi and
Mumbai.) Serving business and consumer customers, it also offers GSM and CDMA-based
wireless communications, satellite service, telegraph, data and Internet services, and managed
network services. BSNL is one of two state-controlled telcos in India, along with Mahanagar
Telephone Nigam Limited (MTNL), which serves Delhi and Mumbai.

1.2.2. Tata Communications Ltd
Tata Communications Limited (formerly Videsh Sanchar Nigam Limited, or VSNL) has a hold
on the wholesale voice market in India and beyond. The company, which primarily provides
international long-distance telephone service, owns and operates a network service in more
than 200 countries. It also offers network and data services to enterprises and supplies
transmission backbone and data services to other telecommunications companies over one of
the largest global IP networks. Tata Communications is part of Indian industrial conglomerate
Tata Group.
1.2.3. Reliance Communications Ltd
Reliance Communications is one of India's largest providers of integrated communications
services. With more than 48 million customers, the company serves consumers and
enterprises with a digital network supporting voice, data, and video. Its fixed and wireless
communications services include domestic and international voice, Internet access,
messaging, and videoconferencing. It also provides wholesale capacity, infrastructure, and
managed enterprise services through its Reliance Globalcom division. Reliance
Communications is part of the Reliance - Anil Dhirubhai Ambani Group.
1.2.4. Bharti Airtel
Bharti Airtel is one of the leading alternative providers of telecommunications services in India.
Through its subsidiaries, the company (formerly Bharti Tele-Ventures) operates through three
divisions: mobile, broadband and telephone, and enterprise services. The enterprise services
group includes units for both long-distance carriers and for corporate clients. Bharti Airtel has
nearly 100 million customers in total -- approximately more than 64 million GSM mobile and
almost 3 million fixed-line customers. The company was founded as Bharti Tele-Ventures in
1995 and changed its name in early 2006 to Bharti Airtel Limited. It is a unit of Indian
conglomerate Bharti Enterprises.
1.2.5. Vodafone
Customers have voted with their phones to make Vodafone Group the world's top wireless
phone services carrier by sales with more than 200 million customers; in terms of subscribers,
Vodafone trails only China Mobile. The company does most of its business in Europe where it
is a leader in wireless markets of the UK and Germany. In the US, the group holds a 45%
stake in the #2 US wireless provider Verizon Wireless. Vodafone also serves callers in Asia,
Africa, the Middle East, and the Pacific region through subsidiaries and joint ventures. The
group also provides wireless data, broadband Internet, as well as fixed-line phone services
through German subsidiary Arcor.
1.2.6. IDEA Cellular
IDEA Cellular provides wireless services to about 24 million subscribers in 22 service areas
such as Andhra Pradesh, Delhi, Gujarat, Haryana, and Maharashtra. The company's network
covers about 60% of the country. IDEA offers contract and pre-paid cellular service options in
addition to a number of value-added services such as mobile Web browsing, video streaming,
and multimedia messaging. The company is controlled by Indian industrial manufacturing
conglomerate Aditya Birla Group.
1.2.7. Mahanagar Telephone Nigam Limited (MTNL)
Mahanagar Telephone Nigam Limited (MTNL) can help you call a deli in Delhi, or mumble to a
friend in Mumbai. The company provides fixed-line and wireless telecommunications services
for two of the largest metropolitan areas of India. The company also provides Internet access
services. It divides its operations into two business segments: basic (fixed line, CDMA-based
mobile, and Internet access) and cellular (GSM-based mobile). Outside of India, the company
offers services in Nepal (through a joint venture) and Mauritius. The government of India owns
56% of the company.
1.2.8. Aircel
The Aircel Group is a joint venture between Maxis Communications Berhad of Malaysia and
Apollo Hospital Enterprise Ltd of India, with Maxis Communications holding a majority stake of
74%. Aircel commenced operations in 1999 and became the leading mobile operator in Tamil
Nadu within 18 months. In December 2003, it launched commercially in Chennai and quickly
established itself as a market leader – a position it has held since. It began its outward
expansion in 2005 and met with unprecedented success in the Eastern frontier circles. It
emerged a market leader in Assam and in the North Eastern provinces within 18 months of
operations. Till today, the company gained a foothold in 17 circles including Chennai, Tamil
Nadu, Assam, North East, Orissa, Bihar, Jammu & Kashmir, Himachal Pradesh, West Bengal,
Kolkata, Kerala, Andhra Pradesh, Karnataka, Delhi, UP(West), UP(East) and Mumbai. The
Company has currently gained a momentum in the space of telecom in India post the allocation
of additional spectrum by the Department of Telecom, Govt. of India for 13 new circles across
India. These include Delhi (Metro), Mumbai (Metro), Andhra Pradesh, Gujarat, Haryana,
Karnataka, Kerala, Madhya Pradesh, Maharashtra & Goa, Rajasthan, Punjab, UP (West) and
UP (East). With over 17 million customers in the country, Aircel has revved up plans to become
a full-fledged national operator by end of 2009.
1.2.9. MTS
Mobile TeleSystems OJSC (MTS) is the largest mobile phone operator in Russia and the CIS,
and the 8th largest in the world. MTS is 52.8% majority-owned by Sistema, the largest private
sector consumer services company in Russia and the CIS. Sistema Shyam TeleServices
Limited is a joint venture company between Sistema of Russia and Shyam Group of India.
Sistema has a controlling 73.71% stake in the venture. Sistema Shyam TeleServices Limited
has licenses and spectrum to provide mobile telephony services on the CDMA platform in all
22 circles across the country. Shyam Telelink became Sistema Shyam TeleServices and
brought globally renowned brand MTS to India . Shyam Telelink is the first telecom operator to
acquire the fastest 100,000 customers in the state of Rajasthan.
KERALA TELECOM CIRCLE
1.4.1. History of Kerala Telecom Circle
Trivandrum had the first Telephone exchange, a 10 Line Magneto Exchange, in 1930,
managed by the Travancore State Electricity Department. By 1947 there was only about 2500
telephones in the entire West Coast. We had automatic exchanges in 1930. By 1950 New Auto
Exchanges were installed at Quilon, Kottayam and Alleppey. In 1950-'51 Travancore
Telephone System was integrated with the Indian Post and Telegraph Department. Kerala
Telecommunication detached from Postal Department in 74 and Kerala Telecommunication
Circle was formed with Head Quarters at Trivandrum.
1.4.2. Evolution of Kerala Telecom Circle
Kerala Telecom Circle, which was first formed as a combined Postal and Telecom Circle in the
year 1961, provides services to a population of over 31 million people in the state of
Kerala,Union territories of Lakshadweep Islands and major part of the Union territories of
Pondichery. The circle comprises of 11 Major secondary switching areas and one minor
secondary switching area at Lakshadweep.
Kerala Telecommunication circle has been segmented into eleven Secondary Switching Areas
(SSA) and each SSA is further divided into several Short Distance Charging Areas (SDCA) for
all charging. The SSAs are Trivandrum, Quilon, Pathanamthitta, Kottayam, Ernakulam,
Thrissur, Palakkad, Kozhikkode, Cannanore, Malappuram and Lakshadweep.
1.4.5. Kerala Telecom Circle Profile
Kerala Telecommunication has an impressive record the growth development and
modernization of Telecommunication facilities in the state. It has always been in the forefront in
providing telecom facilities to the people of Kerala. It was the first state in India to fully atomize
all telephone exchanges, the first to link all the exchanges through the STD facility, the first to
provide public telephone facilities in all Panchayath Head Quarters and the first to provide
Public telephones in every villages. Kerala telecommunications has a large network of modern
digital switches linked through reliable and high capacity optical fibre media. It has started
providing Internet services in the state of Kerala in a big way.
BSNL’s Cellular Mobile Service was launched in the circle on 23-10-2002 covering most of the
major cities and towns along with 2112kms of highway in the initial stage and connections are
provided both prepaid (Excel) and post paid (Cell one). The initial plan comprises are 247 BTS
sites which include 183 cities and 64 highways BTS sites. The network comprises of two MSC
locations at Ernakulam and Trichur and 6 BSC locations at Trivandrum,, Kottayam, Ernakulam,
Trichur, Kozhikode and Kannur. The cellular mobile project for Kerala Circle envisages a
subscriber base of 326585 in two phases with first phase comprising of 12500 lines and
second comprising of 201585 lines.

DEPARTMENTAL ANALYSIS
The major departments prevailing in the BSNL include; Administration
Department, Finance Department, Marketing Department, Mobile Department (IMPCS),
Planning Department, Operations Department and Vigilance Department. All these
departments have their own functions and each of them have classified in to several
sections according to the functions they performs with in the organization. The Human
Resource Department undertakes the activities of training of employees for the
organization. The Finance Department deals with the revenue and finance analysis of the
organization. The marketing department undertakes promotional activities,
advertisement, publicity etc.
2.4.1.ADMINISTRATIVE DEPARTMENT
This department is mainly intended for all the administrative policies related to the
organization. It includes human resource management consist of recruitment, selection,
training etc. Human resource in an organization is concerned with the creation of
harmonious working relationships among its participants and bringing about utmost
individual development. This department is situated in the second floor of the circle
house. This department is formulated for all the personnel policies related with the
organization and also coordinating all the functions of the employees or staff.
HRD deals with staffing function of the business activity, it deals with the
human aspects of the business to improve the functioning of employees for achieving
through organizational objective. In BSNL HRD-Human Resource Development is meant
for helping employees to develop there skills, knowledge and ability. HRD is the
development of the company interms of human which includes training and development,
career development and organization development.
TRAINING CENTERS
BSNL has a wide range of well established, high quality training centers in India. It has
15 Regional Telecom Training Centers (RTTC) , 18 Circle Telecom Training Centers
(CTTC) and 7 District Telecom Training Centers. In Kerala the training center is located
in Trivandrum..

KERALA REGIONAL TELECOM TRAINING CENTER (RTTC)
The regional training center of kerala is located in Trivandrum. RTTC is mainly for
training the executive staff. Regional telecom training center, Trivandrum is committed
to impart high quality training in modern telecommunication technology areas , satisfying
in all respects the requirements and reasonable expectations of its trainees and their
sponsors. RTTC is also committed to establish a QMS conforming to the requirements of
ISO 9001:2000 and to continually improve the same. Quality shall be the responsibility
of each staff of the RTTC in their area of operation.
KERALA CIRCLE TELECOM TRAINING CENTER (CTTC)
Circle telecommunication training center, Thiruvananthapuram gives training to the Non-
executive staff of kerala telecommunication circle.Popularly known as CTTC
Trivandrum, it is co-located with Regional Telecommunication traing center (RTTC) at
RTTC campus, Kaimanam, Trivandrum.

2.4.2.FINANCE DEPARTMENT
Bharath Sanchar Nigam Limitted , the largest public sector undertaking of the nation, is
certainly on a financial ground that’s sound. The corporation has a net worth of Rs.78757
crores (US $ 17.71 billion), authorized equity capital of Rs.10,000 crores (US $ 2.25
billion), paid up equity capital of Rs 5,000 crores (US $ 1.12 billion) and Revenue is
Rs.40,177 crores (US $ 9.04 billion) in 2005-06. (Note: INR 1 = USD 0.02249 as on 31-

Corporate Assets
Bharath Sanchar Nigam Limitted has got fixed assets valuing more than Rs.62862 crores
(US $ 14.29 billion), which are in the form of Land, Buildings, Cables and Apparatus and
Plants etc. BSNL had gross fixed asset of over Rs1,11,692 crores (US $ 25.12
billion) as on 31-03-2006.

Annual Capital Investment
AnnualCapital Investment in the network has increased from Rs.785 crores (US $ 0.18
billion) in 1986-87 to over Rs.6383 crores (US $ 1.53 billion) in 2005-06. This
investment has been financed mainly by the internal accruals. The annual capital
investment of BSNL can shown graphically as below with the current year in X axis and
amount or capital investment required to be invested for that particular year in the Y axis.

Revenue
BSNL has shown sustained growth in past five years. The growth rate in 2005-06 was

Investment in Telecom Sector
Both public players and private players are investing huge sums to expand their network
and provide more coverage in fixed line telephony as well as mobile telephony.
Facing stiff competition from private sector, public players are taking up measures to
increase their customer base to fixed lines and internet services. MTNL and BSNL are
investing in internet infrastructure to provide much reliable network.

Private players are striving hard to capture more and more customers. They are
introducing low cost tariff plans and discount schemes in fixed line telephony and
internet services to increase their customer base. They are also in the process of enlarging
their network area providing more coverage in urben as well as rural areas.
Finance department is the key department which maintain and over all control of finance
over each SSA in Kerala. The revenue generated from all the services is accounted
through cash/bank books and other records. In providing the services, lot of expenditure
is involved under capital and revenue.
2.4.3.MARKETING DEPARTMENT
Marketing is as old man kind. Now marketing has become a broad term in BSNL.
Marketing department is associated with the exchange of goods, service and ideas. Goods
it is a physical entity eg. CD-ROM, shirt etc. service: human effort clubbed with
mechanical effort to provide intangible benefits to the customers. Eg. Telecom, Banking
and Transport etc. Ideas provide intellectual or spiritual benefits to the customers. Eg.
The blue print of a business plan, computer software. Marketing aims at “meeting needs
profitable”.

BSNL is marketing their services. There are four characteristics uniquely allied with
services. This department is adopting these strategies.
Intangibility
In services customer is unable to experience the ‘product’ prior to ‘purchase’. To over
come this difficult BSNL is thinking of converting the intangibles to the tangibles by
providing suitable physical evidence among prospective customers.
Eg. The telephone house wiring, the instrument, the behaviour, the BSNL identity card
display by employees, the attitude, the road side cabinet, logo display, advertisements
everything matters.
Perishability
Service can’t be stored. Once lost means lost forever. For example just think of an airline
service flying with 50% vacant seats. The ticket charges for that 50% seats were lost
forever. Give suitable offers to the customers to attract them, even if they are collecting
one rupee per seat that would have been vacant other wise is additional revenue to the
organization. Night unlimited down load in Broad band is an example to tackle the
perishability nature.
Inseperability
In services production and consumption happen at the same place and cannot be
separated. In order to enjoy music from singer, the singer and listener is simultaneously
required. In service industry customer’s presence is inevitable.

2.4.4.IMPCS (CELLONE MOBILE SERVICE)
India’s fastest growing cellular service, along with postpaid and prepaid service bring
cellular telephony to the masses, through innovative technology strategic pricing. This
ambitious service uses state-of-the-art GSM technology to attain global excellence and
leadership in business. Our entry into this sector has brought GSM cellular service at an
affordable cost to the common man. Customers have reposed tremendous faith in BSNL
and it has enrolled over 30 Lakhs Cellular customers within 10 months of launch of
Cellular service, an unprecedented mark in Indian Cellular market.
2.4.5.PLANNING DEPARTMENT
NETWORK PLANNING
In Network Planning section following works are carried out planning
supplying and monitoring for optical fiber cables and its pipes (12 fiber, 25 fiber, 48 fiber
and 96 fiber) optical fiber cables or equipments and its pipes for Kerala circle. SDH
equipments are planned, purchased and supplied, these medium are meant for various
exchange, GSM and Broad band. The planning and supplying monitoring the IRD system
in Lakshadeep equipments/VSAT planning purchasing and providing of media for
interconnecting various exchanges/inter circle media equipment from STR, planning
procuring and supplying of UHO circle of Kerala circle. Planning, procuring and
supplying of WLL,MLLN (managerial leased line network) equipment for Kerala circle.
EQUIPMENT PLANNING
In the equipment planning section, following works are carried out-
planning, supplying, procurement, reviewing of electronic exchanges like E1OD, CDOT,
OCD, 5ESS, AXE. Based on the waiting lists, demand generation etc are planned for
each and every exchanges. After getting allotment for equipment from BSNL
Headquarters purchase orders are issued to the respective who are quoted in the lowest
tender. Maintenance, supplying, installation and scrapping will be done by network
planning section.
2.4.6.OPERATIONS DEPARTMENT
This sector is mainly intended for developing software packages. The functions of
this department are :
Launching of packages for BSNL
Telegram booking
Cash management
All India MIS
Fleet management
Web based telegram message system
This department is the heart of BSNL. IT cell is mainly for the purpose introducing
new software for BSNL. Implementation of Inventory Package(MIS) has been included
as a part of BBS.
