S H O W R U L E S BENCHING: Birds must be benched by 9 30am on the day of the show for judging at 10 am. No exhibits will be re-classed after this time. All exhibits will be properly cared for by the Show Management Team, with all birds being shown at the sole risk of the exhibitor and the Committee reserves the right to refuse entries. JUDGING: Judging to commence at 10 am SHARP. All Exhibitors are entitled to watch the judging and must be seated prior to judging. CAGES: Standard Show Cages to be used, floor covered with mixed budgerigar seed [no sunflower]. Dirty or sub-standard cages will be removed prior to commencement of judging on the authority of the Show Manager. CAGE STICKERS: To be placed on the left side of the bottom front rail. All old stickers to be removed prior to placing new stickers on cage. SECTIONS: OPEN YOUNG BIRD: All birds entered in this section must be owner bred and rung with the 2009 RED. OPEN ANY AGE: This section is open to all exhibitors and any age bird may be entered. NOVICE/INTERMEDIATE: These sections are provided for Novice and Intermediate Exhibitors. All birds entered are to be owner bred/Young Birds with a RED 2009 RING. The Letter N or I must be placed in front of the class number on the entry form. A.O.V. ENTRIES: Any bird shown as A.O.V. must be identified by Exhibitor on an extra cage sticker [supplied by Society] which is to be placed on bottom right hand side of rail. RING NUMBERS: It is now a requirement to supply ring numbers of all placed birds to the Budgerigar Council of Tasmania [if exhibitor wishes to be registered for the Challenge Certificate]. Therefore, ring numbers are required on the Entry Form /or copy of Entry Form /or numbers may be given to the Show Secretary prior to the commencement of judging. CUSTODY: During the Show the birds will be in custody of the Society and must not be touched by any person, without the permission and supervision of the Show Manager. The Societies will not be responsible for any accident, loss, or damage from whatever cause arising. The Exhibits being the sole risk of the Exhibitor. REMOVAL: No birds are to be removed from the Show until after the completion of the presentation of awards and then only on the advice of the Show Manager. STANDARD: The standard in all cases shall be that adopted by the Australian National Budgerigar Council. JUDGES DECISION: Will be final on merit and classification as will any directive or judgement by the Show Manager. DISPUTES: All disputes will be handled by the Show Manager and if required the decision of the Management Committee will be final. Disputes must be lodged immediately on completion of judging. OPEN TO PUBLIC ALL SHOWS with the exception of B.C.T. Shows will be open to the public at 1.30pm and exhibits will be cleared as soon as possible after 3 pm.

What does the B.C.T. provide? State Representation at Australian National Budgerigar Council Level State Shows i.e. Future Champions Show, Shield Show, Bird Awareness

Judges Training Statewide Ring Issue Statewide Show Schedule Booklet The Exhibitors progression from Novice - Intermediate - Open Challenge Certificates collation and issue of Champion Bird Awards Statewide Meetings Representative on A.N.B.C. Standards Committee A.N.B.C. Competition Tasmanian Exhibitor of the Year Statewide Newsletter (from Jan. 2010) The B.C.T. has brought together the 3 Clubs within Tasmania to create a sound system for breeding and exhibiting Budgerigars. It has fostered and encouraged people of the fancy to judge, which has brought about a standard of Judges equal to those in any State of Australia.
B . C . T . I N F O R M A T I O N Challenge Certificates Challenge Certificates are awarded for the best of variety in Young and Any Age Sections of Open Shows and for the winners of classes at the Annual State Shield Show. Where shows provide separate sections for Novice, Intermediate and Open exhibitors the winners of Best in Variety in each section compete for the over all Challenge Certificates. This scheme is designed to give all exhibitors the chance to have birds compete for Challenge Certificates without jeopardising eligibility to exhibit at their own status. Three levels of Certificate are issued: 1 [star] certificate is issued when more than one bird and fewer than ten birds are exhibited. 2 [star] certificate is issued when ten to twenty-seven birds are exhibited. 3 [star] certificate is issued when twenty eight or more birds are exhibited.
Champion Birds Points are allocated to birds on the basis of one point per star. A bird is declared a Champion Bird when it gains Nine Points at least three of which have been won in Any Age competition.

Reward No 1 Participation The BCT is conducting a small raffle with quality breeding birds as the major prizes. First Prize: A matched pair of young birds from prominent NSW breeder,
Wally Capper(NSW) Second, Third and Fourth Prizes: Quality cock birds from Stephen Mow (Vic)
In January every member of a BCT affiliated club will be able to purchase 2 tickets @ $10 each.
At each of the Summer Shows and at the Presentation Show in June: Each exhibitor who exhibits 5 or more birds will receive 1 free raffle ticket
AND be entitled to purchase 1 extra ticket!
SPECIAL BEGINNERS’ INCENTIVE: Beginners in their first year of exhibiting will only be required to show one bird
to receive their incentive ticket. Any tickets not taken up by exhibitors will be available for purchase
through Secretary BCT, Catherine Charlesworth. The winners will be drawn at the Presentation Show on 19th June 2010
Reward No 2 Achievement The Council will provide a cash prize of $50 for the Champion Exhibitor in each Division; Novice, Intermediate and Open based on performance in the major shows, the State Shield and in the National show.
Reward No 3 Consistency The Council will provide a cash prize of $50 to the exhibitor in each Division who gains the highest total number of points in their best three Sections in the four accredited shows in 2010. Details of the point scoring system for Rewards 2 and 3 will be available in the State Newsletter in January.

Judging will now be on Wednesday and birds may be returned home on Wednesday evening provided that sufficient birds remain for the balance of the show. In general members should replace any bird they take home with a display bird, if possible of the same variety.

Budgerigar Council of Tasmania Inc. Rules
1. Council Activities
1.1 General 1.1.1 The BCT will support three shows and one seminar each year:
a) Future Champions Show – Managed show b) State Shield Show – Managed Show c) State Feature Show – Supported Show d) Bird Awareness Weekend Seminar
1.1.2 Activities a), c) and d) will be hosted on a rotational basis by all clubs registered with the BCT.
1.1.3 The State Shield Show will be conducted at a venue in the Launceston area each year. 1.1.4 The BCT will meet all costs associated with the venues, trophies, place and champion
tickets of the Managed Shows. 1.1.5 Each host club will arrange the venue and provide staging and stewards. 1.1.6 The State Show Secretary will manage all secretarial duties in connection with the
Managed Shows. 1.1.7 Classes for BCT shows are to be determined by the BCT and published in the BCT
Show Booklet each year. 1.1.8 The show year is from the 1st January to 31st December each year. 1.1.9 No smoking is permitted at any BCT Show. 1.2 Future Champions Show 1.2.1 The show is to be held on a date set by BCT at AGM. 1.2.2 The show is divided into two divisions, Novice and Intermediate. 1.2.2.1 The show is open to all Novice and Intermediate exhibitors in Tasmania. 1.2.3 Champion Awards will be provided in each division. 1.2.4 Sectional awards will be provided in each division. 1.2.5 Judges for the show will be selected at or before the November Meeting of the BCT. 1.2.6 All birds will be inspected prior to judging and birds found to be wrong classed will
be reclassified. 1.2.7 A Special Beginners Award will be provided for the Best Bird exhibited in the Novice
Division by an exhibitor in their first year of exhibiting. 1.3 State Shield Show 1.3.1 The show is to be held on the Sunday prior to the Australian National Championship
Show. 1.3.2 The show is open to all paid up affiliated member bodies of the BCT. 1.3.3 Each competing club will be eligible to enter a maximum of three birds in each class. 1.3.4 All birds entered in the show are to be available for selection for exhibition at the
ANBC Championship Show the following week. 1.3.5 All birds entered in the show are to be owner bred and rung with the official BCT
registered ring required for exhibition at the ANBC Championship Show the following week.
1.3.6 All exhibitors must be Tasmanian residents who are registered financial or life members of the affiliated club with which they exhibit. They may compete as members of only one club.
1.3.7 The BCT may examine the rings of birds entered in the show to determine their bona fide ownership and breeding. Two cage numbers will be nominated at random prior to commencement of judging and the birds in those cages may be inspected by the Show Manager under this rule.

1.3.8 Birds are to be benched thirty (30) minutes prior to the commencement of judging. 1.3.9 Show entry forms showing the exhibitors’ names and the bird ring numbers are to be
handed to the State Show Secretary thirty (30) minutes prior to the commencement of judging.
1.3.10 Judges selected to judge the show are to be the available Nationally Accredited members of the BCT Senior Panel of judges.
1.3.11 Judging is to be conducted by two panels of two judges. National Team to be selected by a panel of three judges selected by Council.
1.3.12 Management of the show will be in the hands of the State Show Manager. 1.3.13 Judges will meet with the Show Manager prior to commencement of judging. 1.3.14 Points shall be awarded on a sliding scale from first to last as determined by the
judges. 1.3.15 Where places in a class are unfilled because no nomination was received or birds
entered were disqualified no points will be awarded for those places, but the points awarded to placed birds will not consequently be reduced.
1.3.16 The three Birds to represent the State in the National Championship Show will be selected by a panel as in 1.3.ll. The final selection of the two birds to represent Tasmania in each class at the National Championship Show will be made on the day of the show by the handlers appointed by the BCT.
1.3.17 The club scoring the highest aggregate point score will be declared the winner of the State Shield. In the event of a tie the winning team will be decided by count back, i.e., the number of placings will be counted commencing with first place and going on to second etc until one team has the advantage over the other(s).
1.3.18 The BCT will provide sectional awards for all sectional winners. 1.3.19 The Shield is to be held by the winning club who will be responsible for arranging for
the inscription on the Shield. 1.3.20 The Shield is to be returned to the State Show Secretary before or at the February
meeting of the BCT. 1.4 State Feature Show 1.4.1 Each year one Club show will be nominated as the State Feature Show. 1.4.2 The Champion Bird at the Feature Show will be the Bird of the Year. 1.4.3 The BCT will provide a sum of money to assist the host club in providing two
interstate judges and a full range of trophies and prizes at the show. The amount provided will be determined at the August General Meeting of Council each year.
1.4.4 The BCT will provide a framed certificate for the owner of the Bird of the Year. 1.4.5 The variety, ring number and owner’s name of the Bird of the Year will be inscribed
on a State Shield. 1.5 Bird Awareness Weekend 1.5.1 A Bird Awareness Seminar will be conducted by one of the members bodies each
year. 1.5.2 Participation will be open to all members of affiliated bodies. 1.5.3 The format for the Seminar will be determined by the host body, but will include
expert input, high levels of involvement by participants and visits to aviaries where possible.
1.5.4 The BCT will subsidise the cost of the Seminar and the balance of costs will be met by participants. The level of subsidy will be determined at the August General Meeting of Council each year.

2. Council Business
2.1 Rings 2.1.1 The State Ring Registrar will issue rings bearing the official code of the ANBC each
year to financial members of affiliated clubs. 2.1.2 At each Council meeting Club Secretaries should provide the Ring Registrar with
membership return listing all current members eligible to participate in the activities of the Council.
2.1.3 Orders for rings should be placed with the Ring Registrar in sufficient time for orders to be placed with the ring supplier so that rings can be mailed out to arrive as near as possible to 1st September.
2.1.4 Exhibitors are entitled to have their rings coded with a unique personal identification code.
2.1.5 Each code will consist of no more than two letters and one single digit number. 2.1.6 Exhibitors may nominate their preferred code which must not duplicate any other
code currently in use in Tasmania. 2.2 Council Meetings 2.2.1 The BCT Secretary will give affiliated clubs four weeks’ notice of all council meetings
and notified business. 2.2.2 The Council is made up of three delegates from each of the affiliated clubs and three
official office bearers – President, Secretary and Treasurer. 2.2.3 At all Council meetings all delegates and official office bearers shall have voting
rights. Other Council officials may attend Council meetings, but do not have ex officio voting rights.
2.2.4 Nomination forms for all council positions will be distributed at the April meeting of council and should be returned to the returning officer by May 31.
2.2.5 Where more than one nomination is received the returning officer will conduct a postal ballot of all members of affiliated bodies listed in the Club membership return for April of the year in which the election is being held.
2.2.6 Notices of business from Affiliated Clubs should be submitted to the State Secretary at least six weeks prior to a Council meeting to allow incorporation into the agenda of the meeting.
2.3 BCT Committees 2.3.1 There is one standing committee of the BCT – the Judges and Standards Committee. 2.3.2 At its Annual General Meeting Council will nominate one member to be the
coordinator of the J&S Committee. 2.3.3 The J&S Committee will be made up of all Senior Panel Judges. Probationary Judges
and Judges in training may attend Committee meetings as observers and may participate at the Committee’s discretion.
2.3.4 The J&S Coordinator will present a report to the BCT at each Annual General Meeting of the Council.
2.3.5 The J&S Committee will nominate one of its members as its representative on the national Standards Committee.
2.3.6 The J&S Committee will hold a minimum of two meetings per annum, one of which will be a full day meeting.

2.4 Judges 2.4.1 There will be three judges panels: a Senior Panel, a Probationary Panel and a Trainee
Panel. 2.4.2 All judges will be active breeders and exhibitors of budgerigars, presenting birds in at
least one Open show each year. 2.4.3 Entry to the Trainee Panel is open to all exhibitors with a minimum of three years
experience as a breeder/exhibitor who wish to nominate themselves. Nominations to be forwarded to Judges Panel Co-ordinator.
2.4.4 Entry to the Probationary Panel is open to Trainee Panel Members who have been certified competent and who have met the requirements set down by the Senior Judges Panel.
2.4.5 Probationary Judges may be elevated to the Senior Panel after two years experience as a Probationary Judge having achieved Open Showing Status and provided that their performance as judges has been found to be satisfactory by the Senior Panel (or a representative of the Senior Panel) and provided that they pass whatever tests and examinations may be set by the Senior Panel.
2.4.6 Entry onto the Probationary Judges Panel and elevation to the Senior Panel will be approved by council on the recommendation of the Senior Judges Panel.
2.4.7 The Senor Panel Judges will set out in writing the rules and procedures that apply to the three Judges Panels and the criteria by which Judges may move from one panel to another.
2.4.8 All judges will attend a Bird Awareness Seminar at least once every two years, provided that such Seminars have been conducted.
2.5 Exhibitor Status 2.5.1 Four levels of exhibitor are recognised by the BCT: Beginner, Novice, Intermediate
and Open. 2.5.2 Beginners are in their first year of exhibiting birds. The status of beginner is lost at
the end of the show year in which the beginner first exhibits. In most shows no separate Beginners division is provided and Beginners are required to exhibit in the Novice Division.
2.5.3 Novices exhibit in the Novice Division until they have won the award of Champion Novice or Champion Young Bird in Show in competition against five exhibitors and at least fifty exhibitors in two different shows.
2.5.4 A Novice who has qualified for elevation to Intermediate or the members of a Novice partnership which has qualified for elevation to Intermediate changes status from the beginning of the next show year or from the beginning of their third year as an exhibitor whichever is the later.
2.5.5 Intermediates exhibit in the Novice Division until they have won the award of Champion Novice or Champion Young Bird in Show in competition against five exhibitors and at least fifty exhibitors in two different shows.
2.5.6 An Intermediate who has qualified for elevation to Open or the members of an Intermediate partnership which has qualified for elevation to Open changes status from the end of the show year in which they qualify or at the end of their second year as an Intermediate exhibitor whichever is the later.
2.5.7 Champion Awards won in shows in which separate divisions for Novice and Intermediate are not provided do not affect the status of exhibitors.

2.5.8 An exhibitor may elect to forfeit their entitlement to show in their Division and may
exhibit in a higher Division. Having exhibited in a higher Division, an exhibitor may not resume exhibiting at a lower level except as provided in Paragraph 2.5.9.
2.5.9 An exhibitor may request a review of their exhibition status by the BCT and their status may be varied at the discretion of the BCT after the review.
2.5.10 The status of new exhibitors with previous exhibition experience will be determined by the BCT on a case by case basis.
2.6 Special Awards 2.6.1 A BCT Diploma may be awarded to the exhibitor of the Champion Young Bird at
championship shows held by affiliated Societies. 2.6.2 Shows to be granted Diploma Status will be determined at the Annual General
Meeting of Council. 2.6.3 Diplomas will be awarded where birds have been judged by a Senior Panel Judge
from any member body of the ANBC and where at least 100 birds have been benched in the Young Bird sections.
2.6.4 Challenge Certificates are awarded for the best of variety in Young and Any Age Sections of Open Shows and each class winner at the State Annual Shield Show is awarded a Three Star Certificate.
2.6.5 Where shows provide separate Divisions for Novice, Intermediate and Open the winners of Best in Variety in each Division compete for the Challenge Certificate in each variety.
2.6.6 Three levels of Certificate may be issued in a variety: One Star Certificate is issued when more than one bird and fewer
than ten birds are exhibited Two Star Certificate is issued when ten to twenty seven birds are
exhibited Three Star Certificate is issued when twenty eight or more birds are
exhibited 2.6.7 A bird may be declared a Champion Bird when it gains nine points in exhibition.
Points are gained by winning Challenge Certificates: one point for a One Star Certificate, two points for a Two Star Certificate and three points for a Three Star Certificate. At least three of the nine points must be gained in Any Age competition. A Certificate will be provided to the owner of a Champion Bird setting out its Variety, Ring Number, Breeder and Owner.
