    3 Assistant Directors with necessary supporting office staff. To look after the field

    work there are Industrial Promotion Officers, each one taking care of 4 to 5 Mandals

    on an average.

    Functions of the Department

    1) To Assist and guide the entrepreneurs for promotion and setting up of

    industrial units.

    2) To enable the entrepreneur to get different industrial approvals and

    clearances from various departments / agencies at a single point.

    3) To register Small Industry/ Tiny industry/Small Scale Service and Business

    Enterprises.

    4) Sanction of incentives to eligible industrial undertaking.

    5) To create a transparent, congenial, hassle-free and business friendly

    environment for attracting more investment for accelerated growth of

    industrial sector in the State.

    6) To arrange for allotment of scarce raw materials like Coal / Molasses /

    Rectified Spirit (RS) / DS to industrial units.

    7) To arrange financial assistance to educated unemployed youth from Banks

    to set up their firms under Prime Minister's Rozgar Yojana Scheme (self-

    employment scheme)

    8) To provide marketing assistance to local industrial units.

    9) To Rehabilitate Sick small industrial units

    10) To settle disputes arising due to non-receipt of payment to local SSI

    suppliers from various purchasers especially Government Departments by

    acting as arbitrator through the Industry Facilitation Council.

    New Industrial Policy

    The Government of Andhra Pradesh have announced Industrial

    Investment Promotion Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept.

    dated 29.06.2010 to extend following various incentives for Micro, small and

    medium enterprises other than those located in three Municipal Corporations of

    Hyderabad, Vijayawada and Visakhapatnam.

    Providing 15% capital investment subsidy on the fixed capital

    investment subject to a maximum of Rs.20.00 lakhs and an additional

    5% subsidy to women entrepreneur subject to a maximum of Rs.5.00

    lakhs.

    Power concession of Rs.0.75 per unit to eligible industries and Rs.1.00

    per unit for Food Processing industries.

    100% VAT/CST reimbursement for MICRO enterprises for a period of 5

    years, 50% for small enterprises and 25% for medium enterprises and

    Large industries.

    100% stamp duty reimbursement

    25% land conversion charges for the industrial use limited to Rs.10.00

    lakhs

    25% subsidy on specific cleaner production measures limited to

    Rs.5.00 lakhs

    50% reimbursement of cost involved in skill up-gradation and training

    the local man power limited to Rs.2000/- per person

    50% subsidy for quality certification / patent registration limited to

    Rs.2.00 lakh for new units and existing units.

    Interest subsidy under Pavala Vaddi Scheme on the term loan taken on

    the fixed capital investment by New Micro and Small Enterprises in

    excess of 3% per annum subject to a maximum reimbursement of 9%

    per annum for a period of 5 years from the date of commencement of

    commercial production.

    Seed capital assistance to first generation entrepreneurs to set up

    Micro enterprises @ 10% of the machinery cost

    25% subsidy on specific cleaner production measures limited to

    Rs.5.00 lakhs

    SPECIAL INCENTIVES TO SC/ST ENTERPRENEURS

    35% Subsidy on fixed capital investment, additional 5% subsidy to

    SC/ST women entrepreneur and 5% subsidy for ST entrepreneur in

    scheduled areas with a maximum limit per unit is Rs.50.00 lakhs.

    33-1/3% rebate on land cost limited to Rs.10.00 lakhs in IEs / IDAs

    developed by APIIC Limited.

    25% land conversion charges for the industrial use limited to Rs.10.00

    lakhs.

    Fixed power cost reimbursement @ Rs.1.00 per unit (upper ceiling) on

    the proposed Budget rates (2010-11) for 5 years from the date of

    commencement of commercial production.

    Reimbursement of 100% VAT/CST or State Goods and Service Tax for

    a period of 5 years for micro enterprises and 50% in case of small

    enterprises.

    50% subsidy for quality certification / patent registration limited to

    Rs.2.00 lakh for new units and existing units.

    Interest subsidy under Pavala Vaddi Scheme on the term loan taken on

    the fixed capital investment by New Micro and Small Enterprises in

    excess of 3% per annum subject to a maximum reimbursement of 9%

    per annum for a period of 5 years from the date of commencement of

    commercial production.

    For micro and small enterprises set up Scheduled Caste and Scheduled tribe

    WOMEN ENTREPRENEURS

    Additional 5% investment subsidy on fixed capital investment subject to

    a maximum of Rs.5.00lakhs to micro and small enterprises in addition

    to the above concessions.

    A. STATE PLAN SCHEMES:

    1. Head Office Salary Scheme : (2851-102-11-01)

    Government have instructed to bring all temporary and supernumerary posts

    into the fold of PLAN only for implementing schemes under different components like

    EAP, RIDF, State Plan, CSS etc., during the 10th Plan period commencing from the

    year 2002-03. This is an ongoing staff salary oriented scheme of the Head Office

    employees.

    An amount of Rs. 250.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    2. Establishment of District Industries Centres :(2851-102-11-10)

    District Industries Centres have been established in Andhra Pradesh during

    the year 1978. The objective of the District Industries Centres is to provide all the

    services under one roof to the entrepreneurs. District Industries Centres are the

    Nodal Agencies in the districts for the development of Village & Small Scale

    Industries and generating self employment opportunities. This is an ongoing staff

    salary scheme for continuation of 23 District Industries Centres in the State. The

    salaries of all the Supernumerary posts which have been continuing in the Plan

    Scheme have to be drawn under this scheme only.

    An amount of Rs. 200.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    3. Grants from State Government to MSME units for (ISO 9000) / BIS Quality

    Certification:(2851-102-11-45)

    Government of Andhra Pradesh have introduced this scheme in 1998 to

    promote qualitative products and quality Certification. As per this scheme, 25% of

    the expenditure (limited to Rs.25,000) incurred by Micro and Small Enterprises units

    for acquiring ISO 9000 Certification and a maximum of Rs.10,000/- for acquiring BIS

    Certification will be provided as matching grant.

    An amount of Rs. 1.00 lakh is provided in Budget Estimates for the financial

    year 2012-13 under this scheme.

    4. Technology Development Fund : (2851-102-11-46)

    MSMEs have significant role in the economic development. With the

    globalization and increased competition, the survival of Industries using obsolete

    technology is challenged. The industries which adopt obsolete technology will end up

    with losses and eventually become sick. Technological modernization will be the key

    to high industrial growth and profitability. In order to make the Industries self reliant

    and compete, Government need to adopt the following strategies;

    Sourcing of appropriate technology

    Technology know-how and transfer

    Identification of Technology gaps in each sectors

    An amount of Rs. 2.00 lakhs is provided in Budget Estimates for the financial

    year 2012-13 under this scheme.

    5. Awards to MSME (SSI) for Productivity, Innovation & Safety : (2851-102-11-49)

    As per the New Policy of SSI Awards, the award winners are designated as

    Pearls of Andhra Pradesh, in recognition in the areas of Productivity, Innovation

    and Safety to the Small Scale Industrial units, State Level and District Level

    Committees were constituted to select the Awardees under the Chairmanship of

    Commissioner of Industries and District Collector of the respective districts. On 2nd

    November of every year SSI / Micro and Small Enterprises day is being celebrated at

    State Level as well as at District Level ( in 23 DIC Offices). The details of awards are

    as given below:

    6. Reconstruction of DIC Buildings : (2851-102-11-52)

    All the 23 DIC Buildings were constructed almost three and half decades back

    and all DIC Buildings in the State are in dilapidated condition and certain parts

    having collapsed and the remaining threatened to collapse at any time. The Building

    possesses a source of danger to the lives of the Staff working in the building.

    MSME is the largest employment generator next to agriculture and its place a

    vital and economic development of the State. The role of Industries Department has

    changed as facilitator and promoter of the industry in the Globalized scenario andthis change necessitated greater professionalism and increased responsiveness to

    the changing needs of the industry. DIC cannot perform it role without basic

    infrastructure. As the DICs form the bedrock of MSME promotion, they should be

    urgently strengthened, revitalized and transformed to play a more active role with

    required infrastructure to harness the potential and to act as real facilitator. The

    construction of new building for DIC Kadapa has been completed. The remaining

    DIC buildings are to be reconstructed / repaired immediately.

    An amount of Rs. 10.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    7. Incentives for Industrial Promotion Investment Subsidy for SC

    Entrepreneurs under Special Component Plan (SCP) : (2851-789-11-08)

    The Government of Andhra Pradesh have announced Industrial Investment

    Promotion Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated

    29.06.2010.

    An amount of Rs. 7625.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    8. Incentives for Industrial Promotion Investment Subsidy for SC

    Entrepreneurs under Special Component Plan (SCP) : (2851-789-11-17)

    The Government of Andhra Pradesh have announced Industrial Investment

    Promotion Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated

    29.06.2010.

    An amount of Rs. 600.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    9. Incentives for Industrial Promotion Investment Subsidy for ST

    Entrepreneurs under Tribal Sub Plan (TSP) : (2851-796-11-08)

    The Government of Andhra Pradesh have announced Industrial Investment

    Promotion Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated

    29.06.2010.

    An amount of Rs. 3040 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    10. Incentives for Industrial Promotion : Investment Subsidy for General:

    (2851-800-11-08)

    To promote Andhra Pradesh as attractive and competitive destination for

    industrial investments, the State Government have offered various incentives/

    benefits to all eligible new industrial units set up in the State except in the Municipal

    Corporation limits of Visakhapatnam, Vijayawada and Hyderabad and commenced

    commercial production on or after 01-07-2010 but before 31-03-2015. Projects

    involving substantial Expansion / Diversification of existing industries in the eligible

    lines of activities are also entitled for benefits offered under the Policy.

    An amount of Rs. 20348.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    11. Development of Clusters in Tiny and SSI Sectors: (2851-800-11-09)

    An Industrial Cluster is basically, a local agglomeration of entrepreneurs, both

    Small and Medium Enterprises, as well as Large, which are producing and selling a

    range of related and complementary products and services. The importance of

    efficient local business systems i.e clusters in determining competitiveness of nation

    is now well recognized. Enduring competitive advantage in a global economy lie

    increasingly in local things, knowledge, relationships and motivation. Clusters derive

    a clear advantage from proximity to raw materials, labour force and availability of

    customized services. A cluster approach has an obviously advantage over the other

    forms of intervention for all round inclusive development of the areas.

    Earlier, 15 Clusters were taken up and completed soft Interventions with the

    help of Technical consultancy agencies like APITCO, CIPET, NI-MSME, IICT, IIF,

    APSIC, FAPSIA etc. These technical agencies have been addressed to furnish

    Detailed project reports for taking up of Hard Interventions / Common Facility

    Centres and Infrastructure activities which are linked with financial commitment by

    the State Government.

    The funds available under this Plan scheme are being used for conducting

    Diagnostic Studies of various clusters. State Governments share under Cluster

    Development schemes like Small Industry Cluster Development Programme, Micro,

    Small Enterprises Cluster Development Programme, Industrial Infrastructure

    Upgradation scheme. Diagnostic study for 6 clusters viz., 1) Cashew Processing at

    Palasa, Srikakulam district, 2) Edible Oil Processing at Adoni, Kurnool district, 3)

    Granite Processing at Chimakurthy, Prakasam district, 4) Decorative Slates atMarkapur, Prakasam district, 5) Limestone Processing industry at Tandu, RR district

    and 6) Plastic Manufacturing at Nacharam, Cherlapally and Mallapur, RR district

    are completed by Technical agencies viz., APITCO and CIPET. On receipt of DSRs,

    Soft Interventions will have to be taken up during the financial year 2012-13.

    Traditionally, there are number of natural clusters available in Andhra

    Pradesh. A survey has been initiated to identify suitable / feasible clusters for the

    development of tribes and weaker sections communities in the tribal areas and other

    plain areas respectively.

    An amount of Rs. 1.00 lakh is provided in Budget Estimates for the financial

    year 2012-13 under this scheme.

    B. INDUSTRIES (Other than MSME ) SCHEMES:

    12. Automation & Modernization of Commissionerate of Industries and

    District Industries Centres(2852-80-001-11-07):

    The Department of Industries is contemplating number of initiatives for

    computerization and online services for the promotion of Industries in the state. As

    part of the fulfillment of the objective, automation and modernization is required.

    Under automation and modernization of COI and DICs scheme , the following

    hardware equipment and software required for online services.

    Purchase of new equipment i.e. Servers, Computers, Printers, Scanners,

    Xerox machines, LCD/DLP Projectors, Local Area Network equipment,

    Computer Consumables, Computer Stationery, Fax Machines.

    Providing Internet Connectivity, EPABX, UPS etc. for Commissionerate of

    Industries and District Industries Centres.

    Maintenance of existing Computers and Computer related equipment like

    Printers, Scanners, Xerox machines.

    Development and Maintenance of Website.

    Purchase of anti-virus / firewall packages, thin client licenses, Softwares.

    Preparation of Online applications as and when required.

    Providing computer training to Office personnel on Computer applications.

    An amount of Rs. 5.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    13. Incentives for Industrial Promotion - for SC Entrepreneurs under SCP

    (2852-80-789-11-04):

    The Government of Andhra Pradesh have announced Industrial Investment

    Promotion Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated

    29.06.2010 to grant special incentives for SC entrepreneurs.

    An amount of Rs. 350.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    14. Power subsidy for Industries- for SC Entrepreneurs under SCP

    (2852-80-789-11-13):

    The Government of Andhra Pradesh have announced Industrial Investment

    Promotion Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated29.06.2010 to grant special incentives for SC entrepreneurs. Under this head the

    Power charges will be reimbursed @ Rs.0.75 per unit for the units belonging to SC

    entreprenurs.

    An amount of Rs. 100.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    15. Extension of Pavala Vaddi Scheme to all SSI & Food Processing units

    for SC Entrepreneurs under SCP (2852-80-789-11-14) :

    According to various incentives offered under Industrial Investment Promotion

    Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated 29.06.2010,

    Interest subsidy under Pavalavaddi Scheme on the term loan taken on the Fixed

    capital investment by new Micro and Small Enterprises in excess of 3% per annum

    subject to a maximum of reimbursement of 9% per annum for a period of 5 years

    from the date of commencement of commercial production.

    An amount of Rs. 100.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme to grant Pavalavaddi to the units

    belonging to SC entrepreneurs.

    16 . Incentives for Industrial Promotion - for ST Entrepreneurs under TSP

    (2852-80-796-11-04):

    The Government of Andhra Pradesh have announced Industrial Investment

    Promotion Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated

    29.06.2010.

    An amount of Rs. 270.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme to grant Investment subsidy, Stamp duty

    reimbursement etc to the MSMEs belonging to ST entrepreenurs.

    17. Power subsidy for Industries for ST Entrepreneurs under TSP

    (2852-80-796-11-13) :

    The Government of Andhra Pradesh have announced Industrial Investment

    Promotion Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated

    29.06.2010.

    An amount of Rs. 210.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme to grant power charges reimbursement to

    the units belonging to ST entrepreneurs.

    18. Extention of Pavala Vaddi Scheme to all SSI & Food Processing units for

    ST Entrepreneurs under TSP (2852-80-796-11-14) :

    According to various incentives offered under Industrial Investment Promotion

    Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated 29.06.2010,

    Interest subsidy under Pavalavaddi Scheme on the term loan taken on the Fixed

    capital investment by new Micro and Small Enterprises in excess of 3% per annum

    subject to a maximum of reimbursement of 9% per annum for a period of 5 years

    from the date of commencement of commercial production.

    An amount of Rs. 110.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    19 . Incentives for Industrial Promotion - Investment Subsidy- General

    Category (2852-80-800-11-04):

    The Government have given the Special Incentives to the Large & Medium

    Scale Industries special package of fiscal benefits on case to case basis. Exact

    fiscal benefits would be decided by SIPB from time to time depending on the nature

    of the project, investment, location, employment etc. An Industrial Promotion Fund

    with adequate provision will be created for the purpose. Guidelines and Modalities

    for operating the fund will be decided by the SIPB.

    An amount of Rs. 5374.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    20. Incentives for Industrial Promotion (Publication, Advertisements, Sales

    and Publicity expenses ) : (2852-80-800-11-05)

    The Industrial Scenario has changed after the liberalization and

    globalization. For Industrial Promotion in the State, apart from offering fiscal

    incentives, there is a need for campaigning the policies of the Government,

    Conducting Seminars, Symposiums and Road shows within and away from the

    State to show case the strengths of Andhra Pradesh to attract the sizable

    investments into the State. To showcase Andhra Pradesh strengths, lot of publicity

    material like brochures, booklets, leaf-lets, pop-ups, films etc are need to be

    prepared on par with other States. An Investment Promotion Cell has been created

    in the Commissionerate of Industries as per IIPP 2010-15 for providing pre-

    investment services to facilitate investors by providing investment services and also

    to organize seminars, road shows within the Country and also in Abroad. It is also

    proposed to conduct Global Investors meet at Hyderabad in the month of September

    2011.

    An amount of Rs. 53.31 lakhs is provided in Budget Estimates for the financial

    year 2012-13 under this scheme.

    21. Power subsidy for Industries: ( Reimbursement of power cost to the

    IIPP- 2010-2015): (2852-80-800-11-13)

    According to various incentives offered under Industrial Investment Promotion

    Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated 29.06.2010, the

    Reimbursement of Power cost will be reimbursed @ Rs.0.75 ps. per unit to all

    eligible Industries and vide G.O.Ms No. 62, Inds & Comm. IP Dept. dated

    29.06.2010, the power cost will be reimbursed @Rs.1.00 per unit to Food processing

    Industries for a period of 5 years from the date of commencement of commercial

    production.

    An amount of Rs. 13100.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    22. Pavala Vaddi Scheme to all SSI & Food Processing units:

    (2852-80-800-11-14)

    According to various incentives offered under Industrial Investment Promotion

    Policy 2010-15 vide G.O.Ms No. 61, Inds & Comm. IP Dept. dated 29.06.2010,

    Interest subsidy under Pavalavaddi Scheme on the term loan taken on the Fixed

    capital investment by new Micro and Small Enterprises in excess of 3% per annum

    subject to a maximum of reimbursement of 9% per annum for a period of 5 years

    from the date of commencement of commercial production.

    An amount of Rs. 2520.00 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    C. OTHER INDUSTRIES.:

    23. SSI Clusters under Critical Infrastructure Balancing Scheme (CIBS)

    (4851-102-11-08) :

    Government in G.O Ms No 385, Inds & Com.(SSI) Dept., dt. 6-11-98 have

    introduced a new scheme called CIBS under which funds will be made available to

    the Industrial Associations / Service Societies/NGOs for development of Critical

    Infrastructure which is considered to be essential to ensure the viability of the

    infrastructure projects and for the up gradation of the infrastructural facilities such as

    water supply, power, laying of roads, Effluent Treatment Plants, etc. in the existing

    IEs/ SSI clusters identified under the SSI cluster development programmes. The

    funds will be provided /reimbursed in the ratio of 1:1 between Government and

    IAs/Service Societies/NGOs. In some cases where number of sick and closed units

    and vacant plots are more than 50%, APIIC will share 20% of the estimated cost and

    the service societies have to contribute only 30% of the project cost.

    An amount of Rs. 4.00 lakhs is provided in Budget Estimates for the financial

    year 2012-13 under this scheme.

    24. Construction of New Building for Commissioner of Industries.

    (4852-80-800-11-05)

    It is proposed to have a new building in the open space available at Western

    side of the Office. Accordingly, APIIC has furnished a plan at an estimated cost of

    Rs. 5.28 crores in the year 2005. Now, the entire amount is required to take up theconstruction work to be kept at the disposal of the APIIC Ltd. for execution of the

    construction of new building. But the Government through the memo No.

    15961/INF/A1/2005, dated 22-2-2006 has advised to include the required funds (Rs.

    5.28 crores) in the Budget Estimates 2006-07.

    An amount of Rs. 25.00 lakhs is provided in Budget Estimates for the financial

    1. Census-cum-Sample Survey of SSI Units : (2851-102-10-25)

    Under Centrally Sponsored Scheme, the Development Commissioner (SSI),

    Government of India, New Delhi is sponsoring the scheme to conduct Census-cum-

    Sample Survey of SSI Units, in the State since 5thFive Year Plan with 100% Central

    Assistance. This is an ongoing Staff Plan Scheme and aims at obtaining andensuing regular flow of data from Small Scale Industrial Units on year to year basis

    and furnishing the data to the Development Commissioner (SSI), Government of

    India, New Delhi. The Scheme is being implemented as per the programmes

    communicated by the DC(SSI) from time to time. The Government of India have

    selected 685 Industrial units for monthly Production Data in the State.

    An amount of Rs. 185.10 lakhs is provided in Budget Estimates for the

    financial year 2012-13 under this scheme.

    2. Prime Ministers Employment Generation Programme (PMEGP):

    Prime Ministers Employment Generation Programme (PMEGP) by merging

    of the two schemes i.e., PMRY & REGP for generation of employment opportunities

    through establishment of Micro enterprises in rural as well as urban areas. The

    PMEGP is a Central sector scheme will be implemented by Ministry of Micro, Small

    and Medium Enterprises and will be implemented by KVIC a statutory body created

    by the Khadi and Village Industries Act, 1956 which will be the single National Level

    for implementation agency for PMEGP. It will directly execute the programme in rural

    areas as defined in the KVIC Act in association with KVIBs. The scheme will be

    executed in other rural areas as well as urban areas by the State Governments

    through Commissioner of Industries & Districts Industries Centers. The Budget for

    the said scheme is released through KVIC.
