•Math scores were low so they hired anadditional math teacher and reduced theirmath class size to 15 to 1.•Through past years of salary savings theywere able to save money to buy a full timepsychologist (which all groups felt wasneeded), carts of laptop computers, andPromethean Boards.•They have one person they designated asthe Holistic Coordinator: Title I, Bilingual,Testing and she also teaches one class ofCAHSEE English prep.•Teachers and other members of thecommunity commit greater amounts ofquality time to the school and the studentsbecause they have a voice in the type ofresources that are provided to students.Many teachers stay past 5:00 PM and workon Saturdays.

•Last year the constant revision by theBudget Office on how much money FranklinHigh School was to receive.

•A selling point of Student Achievementbudgeting is that you can purchase teachersat actual cost rather than at the maximum.That was not our case.

•Many offices are not informed on StudentAchievement budgeting and treat them withno understanding of this budgeting process.It delays their need to purchase goods andservices in a timely manner.

•One day last year, the school received fromthe Budget Office two revisions on the sameday.

•Franklin hired a PSA fulltime to keepattendance as it was a high level priority sothat it could capture as many dollars aspossible. At the end of the school year, theDistrict took $100,000 from their attendancerevenue to give to another school that thedistrict said needed the money. That defeatsthe intent of being resourceful with your FTEto bring fiscal resources back to the school.•Our teachers are the most experienced andthere were no salary savings.

•LAHSA prioritizes purchasing resourcesdirectly for the classroom. This limits theopportunity to purchase a full-time PSA andNursing time or any other out of theclassroom positions which could benefit thestudents and the community. Therefore,teachers are performing extra duties beforeschool, during lunch time and after school.This takes away time for them to prepare fortheir classes.

•The District’s encroachment into theirrelatively small budget with underwriting theLAUSD infrastructure that does not havedirect service to the school.

•The budget process is not solidified andwith the continual changes it makes it isdifficult to create a solid education programgiven the process and the time constraints.

•Student Achievement funding is stillrequired to follow all of the budget transferprocesses, freeze approvals, program codesand object codes. This impedes the processof running an effective and efficient school.

•The school understands the need to paytheir share of that infrastructure if there is areturn for that contribution. They don’tbenefit from the District Vehicle Maintenanceand Replacement costs. Maybe some ofthese kinds of items can not be countedagainst the small schools.

•Each SLC received a period off for eachlead teacher. Small Pilot Schools did notreceive this money and yet had to pay theencroachment.

•The final budget for 2010-2011 haschanged five times since May and it is stillnot finalized.

•The Student Achievement budgeting modelrequires more work on the school’s part yetthe bureaucratic process still overtaxes thetime Instructional Leaders have to spend onoperational issues.

•Look at a fixed percentage of a smallschool’s budget that contributes to theLAUSD infrastructure as compared to allschools contributing the same percentage.•There are too many rules on how and whento money can be spent.
