Buggy & Trolley Policy York Golf Range permits the use of buggies and trolleys on the course by all members and visitors. The club reserves the right to impose restrictions on the use of buggies and / or trolleys in certain conditions. The Club offers for hire a number of buggies and trolleys, subject to availability, it is advisable to book these in advance, although the club cannot guarantee availability. Use of hire buggies is subject to the conditions contained within this policy. Members and visitors are required to sign Buggy Hire Agreement (see Appendix 3 for specimen). The club also permits the use of members and visitors own personal buggies and trolleys. Use of personal buggies is subject to the conditions contained within this policy, members and visitors should complete a Personal Golf Buggy Registration Form prior to use on the course (See Appendix 2). The purpose of this document is to: Establish the criteria for buggy and trolley use by disabled golfers. Establish a standard for the safe operation of all buggies operated at York Golf Range. Define a designated buggy route. Disabled Golfers Due to disability, some members and visitors may not be able to play golf without the help provided by a buggy or trolley. If the general use of buggies and trolleys is prohibited then for these members and visitors the Club will grant permission to continue using a buggy or trolley providing it is safe to do so, and provided that the members or visitor has registered their disability with the club. Members and visitors should register their disability by submitting the Medical Certification Form (see Appendix 1) to the club. Qualification Any person who operates a buggy on the course is deemed, by so doing, to have the knowledge, training and skill to safely operate the vehicle and will be fully accountable for their actions and the consequences thereof. The safe operation of buggies on the course requires users to fully apply and comply with the minimum standard of care required by this policy. Breaches of this policy may result in permission to use a buggy at York Golf Range being withdrawn. Buggies must be operated in accordance with the requirements of the following: Golf Buggy Safety Policy. Personal Golf Buggy Registration Form (Appendix 2) Buggy Hire Agreement (Appendix 3) The Club reserves the right to refuse permission if some or all of the conditions stipulated are not complied with. From time to time the Club may determine that the state of the course, or the weather, is such that safety on or the condition of the course may be unacceptably compromised if a buggy is used. This might apply to the whole or part of the course. Potential unsuitable conditions include waterlogging, frost & snow. Where such conditions arise the Club will review the situation on a daily basis. Members may also apply for their golf buggy to be accommodated within the Club secure storage facilities subject to availability. Golf Buggy Safety Policy The Club has a duty of care to all users of the golf course. The topography of certain areas of the course is such that caution and prudence must be shown by users of a buggy. It is also necessary for the club to provide adequate safe means of access for all golfers including those given permission to use buggies. Moreover, the club has to ensure the safety of golfers who do not wish to use buggies, but who might be at risk from a mechanically defective buggy or its careless use. To assist the safe employment of buggies all users (members and visitors) shall comply with the following conditions: Buggies must be operated with the utmost courtesy, care and consideration for the safety and convenience of pedestrians. Pedestrians must be afforded the right-of-way at all times. Buggies must be operated and parked in such manner that they do not impede or interfere with normal pedestrian or vehicular traffic flow on roadways, paths or pavements. The signs and instructions employed on the course to warn buggy users of potential danger areas, prohibited areas, because of concerns about danger or, the potential to cause unacceptable damage to the course, must be followed at all times. Buggy users will be responsible for the security of the buggy keys for the period that the buggy is on the club property. The Club has no responsibility for ensuring the safe operation of buggies on or beyond the confines of the course and the club car-parks other than those operated by their servants or agents. The club will accept no responsibility for any loss or damage caused to any property other than that arising from the negligent use of a buggy by their servants or agents Buggies must be operated only within the confines of the club. No buggy must be operated in excess of 15km per hour. Buggies will be used only between dawn and dusk. Buggies must be operated in compliance with the common “rules of the road”. No person under the age of 16 years is allowed to drive a buggy. Buggies must not be adapted in any way from the manufacturer’s design and be maintained in accordance with the manufacturer’s recommendations. The Administration Manager, Professional, Course Manager or Director has the authority to immediately prohibit any individual from using or being carried on a buggy. Application for reinstatement of permission can only be made to the club. Safe Buggy Operating Practice No more than two people are allowed in a double buggy and one person on a single buggy. No more than two sets of golf clubs are to be carried on a double buggy and one set on a single buggy. Do not move off until occupants are seated. Always remain seated and hold on while in motion. Hands, feet and head must be kept inside the buggy at all times while the buggy is in motion. Always apply the brake when parked. Always check the area behind before reversing. The vehicle must not be used on tees, greens or the slopes leading up to them. The vehicle must not be used within 2 meters of any bunkers, ditches, ponds or slopes leading to them except when using the designated buggy route. To avoid tipping over always drive straight up & down slopes never across them. Always consider the terrain, other vehicles and pedestrian traffic, as well as environmental factors that may affect your ability to operate the vehicle safely. Be extra careful when the course is wet and muddy. Operators must stop at all blind intersections and proceed with caution. Buggy & Trolley PolicyYork Golf Range permits the use of buggies and trolleyson the course by all members and visitors. The club reserves theright to impose restrictions on the use of buggies and / or trolleysin certain conditions.

The Club offers for hire a number of buggies and trolleys, subjectto availability, it is advisable to book these in advance, althoughthe club cannot guarantee availability. Disabled Golfers

Drive in a safe manner at all times, keeping your own safetyin mind as well as the safety of other people on the course.

When a Buggy is to be left unattended, turn the key to the“off” position.

Designated Buggy Route

When instructed to use the designated buggy route all buggies(and trolleys, if instructed) must adhere to designated roads, hard/ grass paths, bridges until reaching their ball and then proceedvia the shortest and safest route to their ball. Where there are noroads or hard / grass paths buggies must use the fairway or semirough whenever practical. The rough should not be used as there

could be unforeseen dangers.

For the safety of all buggy users and others, it is important that

users comply with the following routes:

This form is used by members and visitors to High Legh Park GolfClub to register the need to use a buggy on the golf course whenotherwise such use would be prohibited. Permission is granteduntil the medical condition above ceases at which time themember/ visitor should inform the club.

The definition of “disability” under the Equality Act 2010

In the Act, a person has a disability if:

They have a physical or mental impairment

The impairment has a substantial and long term adverseeffect on their ability to perform normal day-to-day activities

For the purpose of the Act, these words have the followingmeanings:

‘substantial’ means more than minor or trivial

‘Long term’ means that the effect of the impairment haslasted or is likely to last for at least twelve months.

‘normal day-to-day activities’ include everyday things likeeating, washing, walking, and going shopping (for purposesof this policy – playing golf)

Personal Golf Buggy Registration Form

All golfers must complete this form prior to operating any personalgolf buggy. Any person who operates a buggy on York Golf RangeGolf Club premises is deemed, by so doing, to have theknowledge, training and skill to safely operate the vehicle and shallbe fully accountable for their actions and consequences thereof.The safe operation of buggies requires conscientious applicationand adherence to the minimum standard of care prescribed by theclub Buggy & Trolley policy.
