FOREWORD The FORESEE Project was developed under the Intelligent Energy Europe Programme

supported by the European Commission through the European Agency for Small and

Medium Enterprises (EASME).

This report summarizes the work developed and outlines the future work and

corresponds to the final publishable Report.

The Build Up Skills - FORESEE Project, covers the period September 2014 to February

2017, and puts into practice the operational, supporting and structural measures

identified in the Training Roadmap 2014-2020, under Build Up Skills – Portugal, Pillar I,

contributing to a building sector craftsmen with competences and skills on energy

efficiency (EE) and renewable energy sources (RES) and to meet the national building

sector energy targets set for 2020, overcoming barriers and skill gaps in the different

professions. This approach intends to ensure not only a high quality systems

installation and efficient and a high performance building envelope components for the

implementation of nearly zero energy buildings in Portugal.

The operational measures consists on the preparation of training programs targeted to

the building envelope, with focus on windows and thermal insulation installers, while

the energy systems cover photovoltaic, wind, solar thermal, biomass boilers, HVAC

installation and maintenance and lighting systems.

The training focuses on three core areas: building

envelope, renewable and efficient use of

electricity and heating and cooling.

On the other hand, the supporting measures are

more related with the key actor’s mobilization

while the structural measures aim to improve the

current qualification standards or regulate

activities/qualifications with Vocational Education

and Training system (VET) and to introduce cross-

cutting units in the training standards of the

National Catalogue of Qualifications (NCQ), which

is a strategic management instrument for non-higher qualifications, including all

essential standards required to better match the training offer to the needs of

companies, the labor market and citizens, permanently updated with the support of the

sector-specific council for qualification, by including, excluding or changing

qualifications as a function of the current and emerging needs of companies, economic

sectors and individuals.

CONSORTIUM

The consortium was constituted by four national entities, the same of Pillar I, with

complementary background and different responsibilities and missions.

FORESEE PROJECT APPROACH

PREPARATION AND DEVELOPMENT OF TRAINING MATERIAL BY

TECHNOLOGY

During the initial phases of the FORESEE project the consortium defined the contents

and programs for the three core areas: building envelope, renewable and efficient use

of electricity, heating and cooling. This intense work allowed setting and stabilizing the

objectives and contents for the eight matters with particular emphasis on practical and

theoretical and practical components, training courses structure, technical contents and

course load.

The planning and preparation of the training contents, to be shared among the

stakeholders, fully involved ADENE, DGEG and LNEG, on the technical issues. ANQEP

gave support in order to prepare the structure of the courses to facilitate the inclusion

new training offers into the National Catalogue of Qualifications.

To gather suggestions and or corrections, that have been afterwards analyzed and

taken into account, the planning and preparation of the training contents, was

prepared in close collaboration with National stakeholders, who already expressed their

support during the contract phase of this project, and other relevant training entities

and stakeholders identified in BUILD-UP SKILLS PORTUGAL, under Pillar I, with full

involvement of the consortium partners.

Setting-up theoretical and practical curricula were prepared, always having in mind, to

create new Short Training Unities, to be included new skills on EE and RES on the

National Catalogue of Qualifications (NCQ) and in this way to improve the Vocational

Education and Training Portuguese System, constituting training modules that can be

taught individually and, or also integrated into qualification frameworks in the areas of

Energy and Environment and Building Construction.

The consortium had the participation of the following institutions:

Presentation and discussion of Short Training Unities (UFCD) with Stakeholders

The development of the training support material for the implementation of modular

qualification was prepared by LNEG and ADENE and, in those areas that neither of the

two Institutions had expertise in the subject, after a public consultation, were

TRAINING THE TRAINERS

Training of trainers served a dual purpose: establishing a pool of suitably qualified

future trainers and to adequate the training courses for craftsmen’s and installers,

testing the support material and schedule distribution. This process took place under

Working Package 3 (WP3).

The entities participated with two or more trainers per each theme.

The set-up of training actions included the selection of trainer’s preparation of the

training actions in terms of training structures and logistics and including also the

subcontracting of the trainers in those areas in which LNEG and ADENE do not have

technical competences or appropriate installations to develop the practical component.

In the current Training Courses for Trainees a total of 179 participants, benefitted from

a highly-focused training, with no fee, contributing to the overarching goal of FORESEE

project fostering new or existing vocational trainers on training building sector workers

for energy efficiency (EE) and renewable energy systems (RES).

In this way it was expected to overcome barriers and skill gaps in the various

professions, through them FORESEE will subsist beyond the lifetime of the project.

Trainees enrolment and selection

The enrolment on the trainings actions were done in the project website

http://www.lneg.pt/iedt/unidades/20/paginas/187/215/.

Based on expressions of interest received until 24 March 2016, the selection of the

trainees was accomplished by consortium partners and by consulting the external

trainers, according to the following criteria:

I. Priority manifested in the registration form -

candidates with indication as 1st priority.

II. Background education depending on the

area*.

III. Training Aptitude: Pedagogical Skills Certificate

(CCP) or former CAP (in Portuguese System).

IV. Professional experience (preferable at least 3

years)*.

After the application of the four conditions and, if the

four criteria applications were not enough, i.e., the

number of 15 trainees was not attained, the procedure

was repeated for those who had indicated 2nd option.

The information requested with the expressions of interest, curriculum vitae and

application form, allowed to elucidate the target audiences for the different modules:

graduates in engineering and related sciences or, if not meeting these criteria.

Training carried out

A total of 16 individual actions, eight in Lisbon and eight in Porto were performed

according to.

Training the trainer’s schedule

The project was designed in order to evaluate if solar thermal systems and biomass

boilers should become one single Short Duration Training Unit (UFCD) with 50 hours, to

be included in the National Qualifications Catalogue. The same approach was adopted

to the photovoltaic and wind systems modules.

Distribution of training material

The distribution of training material was sent via mail previously, in digital format, to all

candidates, before the different training actions. Those dossiers contain power points

presentations of the topics covered during the training and also the corresponding

Manual.

The feedback received from trainers and trainees during and after the courses for

trainers was analyzed and is accessible on project web site at

Those materials were updated taking in account trainers suggestions and remarks.

This communication channel is maintained during and beyond the training period.

This option proved to be extremely appropriate to allow a permanent revision and

update and, when necessary, the inclusion of new supporting material to better

contribute to keep the trainees’ interest, and therefore be continually informed,

overcoming their own gaps and encouraging the future trainers to contribute to a

building sector craftsmen skilled, in new construction techniques and, on installation of

energy systems (renewable and non-renewable).

Classroom training and Samples

For practical component of the training, in Lisbon, a wall had to be built specifically for

the FORESEE project at LNEG´s facilities, with the application of various types of thermal

insulation.

Prototype wall with different thermal insulation materials

Practical explanation and model

The evaluation of the two types of training courses allows to: adjust, modify and

harmonize the training contents and pedagogic methods.

According with the ideas discussed, it should have a longer duration, and a reduction of

the number of hours in each day, in other words, the practical component should have

more hours, and the total training should have at least 50 hours. It was pointed out that

an installer must first know how to execute the techniques and that is quite difficult to

have knowledge of some concepts, such as minimum thermal requirements and

thermal inertia. As less positive aspects, and already pointed out, was the fact that the

practical component, as it was demonstrated, does not reach the installers needs.

However, this can be easily overcome, changing the course schedule, less hours

number in each day and more spaced days. In that way, the application of different

thermal insulation materials will be feasible allowing the future installers to effectively

apply the different types of insulation

21

Build Up Skills FORESEE

The feedback received from trainers and trainees during and after both training courses

(training the trainees and pilot training) stated as successful aspects: thermal insulation

solutions analyzed, inclusion of themes with adequate complexity, contact with some

techniques, materials, products and solutions available in the market, sessions with

commercial promoters of the sector, support material, documentation in digital format,

good theoretical module, trainers and training well-structured. The training was useful

in what concerns solutions, visual interaction with materials, techniques of application

for the execution of thermal insulation, and potential problems on the thermal

insulation application.

The theoretical training aims to provide the participants the basis for the installation of

new energy efficient windows. The concepts of thermal, acoustics and ventilation of the

windows were also addressed to a correct selection of new energy efficient windows

according to the specificities and requirements of the works where they will be

installed. Technologies, materials and solutions were presented for the identification of

various types of energy efficient windows on the market. The main equipment and work

tools were used to exercise the installation of a new energy efficient window according

with the standards and technical requirements and the most correct methods to fix the

glass, frame and seals according with the standards and technical requirements.

Demonstration wall for window installation

The practical training should be extended with the installation of a window on the wall

(aluminum, PVC or wood). It was also mentioned that this course should be linked and

complemented with the insulation of walls training course. It will also be interesting to

complement the window installation with all the fixing elements in different types of

walls (with different types of sills, corners, etc.).

Page 23: Build Up Skills FORESEE - LNEG FINAL... · The Build Up Skills - FORESEE Project, covers the period September 2014 to February 2017, and puts into practice the operational, supporting

Windows installation with the participation of trainees

According to the trainees’ opinions should have more practical component and focused

more on window installation, although the technical information was pointed out as

having great quality for installers, who are at the same time frames manufacturers. For

installers themselves some theoretical aspects are not so relevant and could be

replaced for more practical aspects. Aspects to be better exploited: wood frames;

thermal and acoustics and window perimeter waterproofing.

The evaluation, In global terms, was very positive concerning: preparation of the work;

theory on PVC and aluminum profiles and practice installation; identification of all

actions involved in a window application; technical details of CE marking, SEEP

Energetic Labeling; definition of the most important features, tests and certifications for

the sector of the windows; very good slides.

At the end of the implementation of the practical sessions, the trainers were able to:

Install and operate small forced circulation solar thermal system, equipped with a

circulation kit;

Perform parallel connection between solar collectors;

Carry out washing, filling and pressurization of solar thermal circuits, using a

specific tool.

The training course curriculum was developed earlier in the project implementation, in

a modular structure, allowing and encouraging the participants to bring their own

professional experiences into discussion. Draft version of the training material was

developed as support materials for the trainees and for the trainers in the process of

implementation of trainings and qualification programs. This format has been well

evaluated allowing a greater approach between theoretical and practical aspects of the

training.

Concerning the tools and components used during solar thermal training sessions

include collector mounting structure, solar collector, water tank, piping and accessories.

Part of the material was acquired using project available funds, while other

components, the most expensive ones, were made available by RES-HC supply

companies with no additional costs to the project. Once concluded the training

sessions, these components were later returned to the companies

According to the opinions expressed the training concept is referred as excellent

concerning the coordination. The action is pointed out as well-structured, both from a

theoretical and a practical point of view, connecting theory and practice, with useful

information and put into practice the execution and installation processes, comprehend

the procedures and difficulties experienced in an installation, allowing to handle the

components and accessories of a solar installation. It has highlighted the possibility of

manipulate: the piping network, the installation of the collectors and the connection to

the tank.

The infrastructures and the material provided, contribute to have good conditions in

the practical module with all the components and accessories required for a thermal

solar installation. The exchange of experiences between trainees and the trainer was

very useful to update the information regarding the current state of the sector in

Portugal and Europe. The practical component of training is extremely interesting in the

learning and application of knowledge of the theoretical component;

The training permitted the integration of theory with practice, but it was pointed some

concrete issues that should be amended. Concerning the positive remarks it should be

referred: trainer’s attitude, experience and knowledge motivating the trainees,

presentations related to the equipment installation, theoretical component, material

and available equipment.

From the training of trainers (D3.3) to the pilot training courses, were introduced some

adjustments, in order that the solar thermal and the biomass boilers modules became

complementary.

Visits to grid connected photovoltaic systems on operation and technical rooms

All participants had the opportunity to handle photovoltaic modules at different

configurations and measure the relevant electrical parameters (short circuit currents

and open circuit voltages), only possible when exposed to outdoors solar irradiation.

Attending to the modules technical data and to the solar irradiance and temperature of

the modules, measured values are analysed and compared with the expected

theoretical values. At the end of the implementation of this practice the trainers should

be able to:

Work with tools and accessories used in PV systems installations

Install photovoltaic modules in series and parallel;

Measure the electrical parameters of PV systems in order to verify the correct

system operation

Installation of PV systems by trainers

The course was considered perfectly appropriated to the needs of installers and

craftsman.

Regarding the installation and maintenance of photovoltaic systems, it is very

important: sizing (panels, inverters, wiring and protections), work execution and

installation licensing, assembly of various photovoltaic systems. The practical part with

applicability to installers, could still be improved taking advantage of trainees in

effective installations, using current panels and isolated micro inverters, batteries,

network inverters, allowing trainees to view real systems integration.

The articulation of theoretical content with practical applications was bring up as being

most useful on new technologies used, standards and legislation.

Wind Systems Training Course Program

The practical training proceeded according to the plan, however, in Porto/Maia, it was

necessary to make some adjustments namely the use of safety equipment and check

mechanical failures in the structure. In Lisbon, at LNEG’s facilities was possible to use

personal protective equipment. Also in Lisbon, taking advantage of the possibility of

using the wind tunnel of LNEG, it was possible to connect the turbine to a commercial

inverter, connecting this to the general grid and check some of the inverter

configuration parameters.

In the training was achieved the contact with a real wind turbine and the individual

components, providing the possibility to assemble and disassemble the turbine and

make the electrical connection between the various components of the wind system.

It must be pointed out that small turbines and other equipment that make up a wind

system, have a relatively high cost and requires the use of considerable resources

sometimes not affordable, eventually, to other training entities, even if, the training

course was evaluated always positively or very positively.

The installation of the wind low-power systems in Portugal has low penetration in the

national productive sector of renewable electricity. This situation should and can be

overcome with persistence and training.

This intense activity was accomplished with the first Workshop on 8 July 2015,

organized by the consortium, in the auditorium of Solar XXI Building of LNEG, for the

Presentation of Training Modules reflecting and highlighting the contributions received

and the discussions outcomes in the working sessions during the exploratory meetings,

giving a new impulse to receive more contributions. This initiative had the participation

of the Project Officer, Alessandro Proia.

Workshop Presentation of Training Modules

The planning and preparation of the training contents, shared among the stakeholders,

fully involved ADENE, DGEG and LNEG, on the technical issues. ANQEP supported

preparation of the structure of the courses in order to facilitate, after the end of the

project, new training offers to be included into the National Catalogue of Qualification

(NCQ), in order to improve the Portuguese Vocational Education and Training System.

The involvement between the project consortium and major actors in the building,

energy and training sector was maintained and strengthened during all project lifetime.

However, it is imperative to mention the entities that participated either in the

preparation of the training material or as trainers (APIRAC, APIEF, AIPOR, APFAC;

ANFAJE, ToleranCylight, AIPOR, APIRAC), those that provided facilities in terms of

training structures and logistics (CENTERM and CICCOPN) and also those

manufacturer’s that provided equipment (OPEN RENEWABLES S.A., BAXI - Sistemas de

Aquecimento, Unipessoal, Lda, CIRELIUS Lda.).

In February 2017, in the two final Seminars, one in Lisbon and the other in Maia (Porto

area), the final training materials were presented to all representative professionals, to

encourage the interaction and dialogue between the stakeholders, promoting local and

regional networks, regarding the craftsmen and on-site workers qualification and

competences needs, such as training providers, professional associations,

municipalities.

CONCLUSIONS AND LESSONS

LEARNED The recruitment of participants, mainly for the Pilot Training Courses and in certain

areas, proved to be a difficult task. In order to induce an emergent interest, special

focus was given to the practical component. The schedule with four consecutive days

was found not suitable for employee workers. This situation is more critical for smaller

companies’, where there is no time or financial resources to undertake supplementary

training and sometimes the employee is, at the same time, the owner. For larger

companies the situation is different because the continuous professional training is part

of the employment contract. In future training actions the training schedule should be

rethought and differentiated depending on the area.

The feedback from participants was unanimously positive regarding the team work,

practical activities and manuals provided.

The training and the material developed within the scope of the Project could

contribute to foster the evolution of the national qualification system, which is vital to

the implementation of the European Directives in Portugal, such as, the implementation

of Certification or Equivalent Qualification Schemes for installers of renewable energy

sources (RES), namely, for solar photovoltaic, solar thermal systems, biomass boiler, as a

consequence of Directive 2009/28 /EC.

Under the Energy Performance Building Directive-recast Directive 2010/31/EU), the

nearly Zero Energy Buildings (nZEB) constructions and building renovation using

efficient technology and renewable energy sources is of major importance and is a

great challenge.

The extensive collection of training material developed was tested and continuously

improved and it can provide a valuable input into future training programs. To ensure

that, not only the course objectives were reached, but also, the trainees’ objectives were

fulfilled. For each module a training agenda was prepared assuring that the trainer

covers all key information following a logical sequence.

In order to ensure that FORESEE project subsists after its lifetime, an objective of the

Project consists to update the National Qualification Catalogue (NQC). In this way,

during and after the completion of the Training Courses, large efforts have been

undertaken to integrate the 25 hours and 50 hours training courses developed into

short duration training units (UFCD) of the (NQC).

The bases for this purpose are already created, but there are some aspects that are still

necessary to overcome, in particular, organize a joint meeting with the Sector Council

for Qualification 582 (Civil Construction and Civil Engineering), and the Sector Council

of Qualification 522 - Electricity and Energy. ANQEP will promote meetings of the

Sector Councils for Qualification with the aim of updating the NQC, which is the

Page 47: Build Up Skills FORESEE - LNEG FINAL... · The Build Up Skills - FORESEE Project, covers the period September 2014 to February 2017, and puts into practice the operational, supporting

47

Build Up Skills FORESEE

strategic qualifications management instrument of the National Qualifications System

(NQS). These councils are technical-consultative groups whose task is to identify the

updating needs of qualifications included in the NQC with the purpose of matching

training with technological progress and sector-required competences, whether it is,

initial training or lifelong learning. Sector Councils for Qualification are composed of

experts appointed by the ministry responsible for the respective sector of activity, trade

unions and employers’ organizations representing the respective sectors of activity,

reference companies, training entities with high-level expertise in the sector or in a

region and independent experts.

The inclusion of the different UFCD into the NQC according to the following proposal is

recommended.

Building Envelope

In what concerns windows and doors installations, which are important elements for

energy efficiency performance, the option was to suggest the inclusion in the

Locksmith qualification/profession.

Windows Installer into Locksmith - (521049) (Level 2)

Concerning the training for “Thermal Insulation Installer” it should be associated to

bricklayer qualification or profession since the skills are strongly related to the external

envelope. A general upgrade on thermal insulation is required but, as at the moment it

is under revision it will be done later. Presently it cannot be included in the NCQ.

Heating and Cooling

The project was designed, as referred, in order to evaluate if thermal Solar Thermal

Systems and Biomass Boilers should be integrated the new standard created in the

National Qualifications Catalogue - Installer of Thermal Systems of Renewable Energies

(522348), level 4, as a Short Training Unity of 50 hours (UFCD).

The suggestion that is already prepared to be presented to the Sector Council for

Qualification 522 - Electricity and Energy and consists on:

Installation of applied thermal systems: thermal solar systems and biomass (50 h) into

Technician / installer of thermal systems of renewable energies (522348) (Level 4).

As concerns the Short Duration Training Unit - Installation and Maintenance of HVAC

Systems-it cannot be integrated into the NCQ, at this time, because the qualification

where it would be logical to include it has, at the moment, no complementary Short

Duration Training Unit.

Renewable and efficient use of electricity

Concerning the Photovoltaic and Wind systems the same approach was tested for

integration but the results pointed to a different conclusion: those two modules should

be included separately in the future CNQ, becoming two Short Duration Training Units

Page 48: Build Up Skills FORESEE - LNEG FINAL... · The Build Up Skills - FORESEE Project, covers the period September 2014 to February 2017, and puts into practice the operational, supporting

(UFCD), each, with twenty five (25) hours. So the suggestion, at this stage, has been

prepared as follows

PV Systems (25h) and Wind Systems (25h) into Electrical Installations Technician" -

(522238) qualification/profession

It is envisaged, in the future, to integrate them, respectively, in the Qualifications for

Photovoltaic System Installer and Wind Systems Installer.

Regarding lighting systems, it is expected that the training module will be integrated in

two qualifications:

Lighting Systems (25h) into Electrical installation technician (522238) (level 4) and

Electrical technician (522237), level 4.
