    GSM

    History: During the early 1980s, each European country developed its own system, which

    was incompatible with everyone else's in equipment and operation.

    In 1982 the Conference of European Posts and Telegraphs (CEPT) formed a study

    group called the Groupe Spcial Mobile (GSM) to study and develop a pan-European public land mobile system. GSM was later named as Global System for

    Mobile Communication.

    GSM Objectives:

    Good subjective speech quality

    Low terminal and service cost

    Support for international roaming

    Ability to support handheld terminals

    Support for range of new services and facilities

    Spectral efficiency (maximum number of subscribers per available radio channels)

    compatibility with the digital fixed system (ISDN)

    Security because of Digital Encryption.

    GSM Specific Features

    Mobility:

    The GSM subscriber can move nationally and internationally without

    changing its own number.

    This is possible through the Handover and the Roaming

    The handover is the process of moving the communication from one cell

    to another cell, in order to keep a good voice quality while the subscriber

    is moving.

    The roaming is the capability for a PLMN (Public Land Mobile Network)

    Transcoder (XCDR): Converts 64 Kbps PCM circuits from MSC to 16 Kbps

    Each 30 channel 2 Mbps PCM link can carry 120 GSM- specified voice channels.

    CELL PLANNING

    To Propose and design new sites in existing and new cities and highways.

    To participate in New Cell Site Surveys along with other Departments to ensure the

    RF suitability of the position being chosen.

    Give full RF specifications for new sites design (Antenna type, Azimuths, Tilts, etc).

    Also give RF specifications of the Swap Sites.

    Responsible for the frequency & neighbor planning of the sites (Both GSM 900 MHz

    & DCS 1800 MHz)

    Responsible for the traffic planning/stats monitoring of the sites and proposeexpansions to enhance the capacity & remove Congestion.

    Drive Test of the Cellular Network to Check the Coverage.

    Responsible for the site health reports for the verification of the site objectives and

    to diagnose if there is any problem/issue with the working of the site.

    Help Optimization in Diagnosing Radio Network issues like Drop Call, Handover

    Failure, Interference, Voice Breakup etc.

    To perform and analyze drive tests and to make fine tuning by changing antenna tilt,azimuth, frequency etc.

    Propose and design Micro cells, repeaters specially in poor coverage areas,

    highways, rural areas etc.

    To respond to and rectify Coverage related Customer Complaints.

    To participate and represent Mobilink in Regulatory Authority (PTA) network audits.

    RF Optimization

    Responsible for the Optimization of the network performance (Quality) To monitor the stats like CSSR, HSR, DCR, Blocking on daily basis and to

    make sure that the threshold is maintained.

    Responsible for the troubleshooting of the issues like H/W issue, Call

    Quality issue, etc

    To perform drive test on daily basis to check the call quality, call

    connectivity, GPRS connectivity, etc. Interaction with the other departments like OMC to implement any WO for

    any change in the parameters of the site, with BSS for any H/W issue, with

    Cell Planning for any frequency changes and to ask for the expansions.

    To respond and rectify Quality Related Customer Complaints.

    Capacity Planning for BSS Network, BSC Boundary planning, LACPlanning for new cities, ATERs requirement (Capacity at back haul)

    Transmission Planning

    To efficiently & cost effectively provide the transmission media (Wired[Optical Fiber]+ Wireless [Microwave]) for the Integration of all the network

    elements in GSM Network like BTS Cell Sites, BSCs and MSCs, Call Centre, IT

    and Billing.

    To minimize the CAPEX (Capital Expenditure) and OPEX (Operational

    Expenditure) of Mobilink by introducing new technologies like Asynchronous

    Transfer Mode (ATM) and Frame Relay for both DATA and VOICE

    To build our own Optical Fiber Backbone from Karachi to Peshawar To fulfill the capacity needs essential for the growth of the Network from 10

    Million to 20 Million.

    To synchronize all the elements of GSM Network through standard clocking

    mechanism for their efficient performance.

    To maintain Quality, Cost and Capacity throughout the planning &

    Deployment phase. To participate in New Site Surveys to ensure that Line of Site for connectivity

    is available for the acquired location.

    Provision of WAPDA connection to the acquired location. Deal with all Government agencies associated in the process of

    acquisition.

    To interact / be an interface with all legal departments.

    To ensure that there is no hindrance during / after acquisition / later on as

    Production

    The main role of Production Engineering department is Physical

    construction of new cellular network infrastructure and maintenance of theexisting civil infrastructure for smooth operations.

    Production Engineering Department conduct site Surveys for the new cell

    sites along with Cell planning, Logistics & Transmission departments.

    Selection of the suitable sites Green field or Roof top, their design &

    construction with Structural safety standards are the responsibility of

    Production Engineering Department. Supervision of the monthly build out targets and their timely completion.

    Construction of Switches, BTS sites, BSC sites, Micro/repeater cell sites

    installation of the out door antennas as per specs and requirements.

    Installation & commissioning of Power Supply systems i.e Generators,

    ATS panels, Rectifiers, AVRs, UPSs.

    Installation & Commissioning of Fire fighting systems & safety alarm

    systems at Cellular sites.

    BSS Deployment

    Comes into Role when a site is RFIed from Production.

    RFI Visit of the site by Deployment.

    Plan for weekly sites considering RFI of sites, Hardware calculations, equipment

    availability.

    Collection of plans from other departments like Cell Planning, BSS Planning, TXN

    Planning etc.

    Transportation of all indoor equipment i.e. BTS, rectifier, MW etc.

    Request to Production for Out Door and Genset for preferred sites. Installation of Rectifier (IVY), BTS (Motorola), MW (Myson).

    Site Equipage in OMC and Cell ID creation at NSS.

    Commissioning of site once all a/m process is complete.

    Executing the Expansion Plan initiation from Cell Planning.

    Detailed plan of sites covering current and proposed config, Hardware calculation,

    Hardware availability, additional transmission link requirements, additional cabinets,Radios, additional/replacement antenna requirement, feeder cable, Rectifier modules

    etc.

    Request for change of expansion plan depending upon HW.

    Request for antenna installation (if required)

    Commissioning the site once all a/m process is complete.

    To ensure the network availability round the clock by minimizing thenetwork outage.

    To take corrective measures in case of any emergency in Network entity

    within the BSS which includes BTS, BSC and the RXCDR

    To perform preventive maintenance of Cell sites, BSCs in the Network on a

    regular basis.

    To take care of Quality related issues in BSS with respect to Hardware inco-ordination with the RF Optimization team.

    To take care of Environment related issues (Air conditioners, Fire panels

    etc.) at all Cell sites, BSCs and MSCs in co-ordination with the vendors.

    To take care of Transmission systems connecting various entities of the

    Network including Microwave systems, ATMs, Optical Fiber systems,

    Multiplexers etc in co-ordination with various vendors. To commission and integrate new cell sites, BSCs and MSCs with the

    existing Network in co-ordination with other sections like Deployment,

    Production, Cell Planning, Transmission Planning, NSS etc.

    NOC Coordination: Responsible for Performance Analysis of the Network and this is done through stats

    monitoring and generating different network reports.

    Responsible for critical follow ups after network expansion and modification

    activities to ensure smooth functioning of the network.

    Co-ordination reports are sent to different departments of Mobilink to give them a

    picture of the entire network and its performance.

    OMC Transmission Team: The Team is responsible for monitoring / handling and reporting of all transmission

    equipment like Lucent ATM, NEC PNMS, OSCILLOQUARTZ, Tellabs DXX, Huawei

    OFS.

    Through Lucent ATM GPRS and Inter City MSC connectivity is being monitored

    The NEC provides the microwave links where applicable of all existing sites in the

    Network.

    OSCILLOQUARTZ provides the Clock synchronization for the Entire Network.

    Tellabs DXX provides the monitoring of UAN numbers, Inter MSC Connectivity etc.

    Huawei OFS provides the monitoring for the entire Intra City Fiber Optic Network.

    NOC configuration Management: Nationwide parameter configuration in BSS Network to resolved the major

    RF optimization/cell planning issues. GPRS configuration and troubleshooting GPRS issues network-wide on

    cell. Database creation for new BTS sites, BSC, RXCDR. Handling of Quality Complaints, follow-up and immediate resolution.

    Network rollout, network expansions, BSC shifting, BTS re-parenting BSSsoftware upgrade, database management, and integration activities atnetwork level (BSS, BSC, MSC).

    BSS Fault Management : Day to day activities involved Motorola/Alcatel Fault Management 24x 7

    Executions of planned online activities in late evening Hours.

    Daily Down Time Report GPRS services Fault Management and recommendations. Interactions with other Engineering Dept( NSS , IN , IN VAS , OAN ) to

    trouble shoot combined services. Interactions with CS department for the intimation through G-Mail and

    Achievements

    15 Million subscribers capacity achieved.

    In year 2005, 1566 sites and thirteen Switches, 5 Gateways and 4 IN Platforms were

    commissioned in 2005 bringing total number of switches to 23.

    600 Sites have been added to date in Year 2006, 40 BSCs and Media Gateways,

    NGNs and Soft HLR (HLS) deployed.

    Network capacity more than doubled in a small period of 12 months.

    Centralized database implementation (DONE) was put into service to serve as asingle point of access for all Engineering Access Network.

    Model Tuning done for accurately predicting the coverage and the quality of the

    network.

    Intra and Inter department standard operating procedures (SOPs).

    Centralized project management of Rollout to foresee and overcome any

    hindrances affecting the company targets.

    Laying and Commissioning of Fiber Optic from ISB to LHR and Pindi Bhattian to

    FSD completed.

    5th Switching Location i.e. Multan successfully Commissioned.

    Regular Audit of the Network from within and 3rd

    parties being done so as not toloose track of the existing network and with the aim of applying a Stitch in Time. Standardized Data base being maintained and steps being taken to commission a

    specialist Custom built Data Warehouse for easy and homogenous access by allDepartments.

    Fibre Optic Backbone between Core Network ensures that no dependency on anyother department for instance PTCL.

    Soft Switches ensure faster rollout, twice the capacity and very minimal spacerequirements.
