Confiscation/Removal: The Office of Housing and Residential Education reserves the right to confiscate any item from a student room or apartment which is deemed prohibited, in violation of a UMass Dartmouth Housing policy, or can be considered dangerous to any student or community member’s safety or well-being.

During fire alarms and safety inspections,

Personal Safety

This refers to the time period between the start of the school year and Thanksgiving Break when college women, especially first year students, are at the highest risk for sexual assault (One in Four)

With parties aplenty, it’s a great time to meet new people, make new friends, and for students to find their place in the community. But it’s also the time violent crimes are most likely to occur – when students let their guard down, or are drinking, and are among strangers. In fact, 95-percent of violent campus crimes are alcohol or drug-related...

Property Safety Tips

Policy StatementAll members of the UMD community are expected to comply with all fire safety protocols.

PurposeAlthough the University’s building construction offers an unusually high level of fire resistivity, fires can occur.

DefinitionsThis policy pertains to all campus buildings including residence halls.

ProceduresIf smoke is detected or if an actual fire occurs, UMD community members should initiate a fire alarm if one has not already been triggered automatically. Any time a fire alarm is sounded in any campus building, all occupants of that building need to immediately evacuate the building. Remember that even a small smokey fire can produce toxic fumes that can endanger your health. The initiation of a fire alarm sends an automatic signal to the Department of Public Safety and/or the fire department and they will respond immediately. The building may only be re-occupied after the fire department and/or other authorized personnel have declared the building to be safe.

ResponsibilityIn conjunction with the Town Fire Marshall, the Department of Public Safety has overall responsibility for communicating and enforcing all fire safety regulations.

Fire Safety & Evacuation Each area of on-campus living meets Town of Dartmouth Code,

as inspected by the Town of Dartmouth Fire Chief, University Officers, and State Building Inspector. It is a criminal offense to falsely sound an alarm.

Students apprehended sounding a false fire alarm or tampering with firefighting/ fire alert equipment are subject to dismissal from the residence halls, University, and/or criminal prosecution

Residence hall students have ready access to fire extinguishers in hallways. All fire alarms should be considered actual “real” fire, and the building must be evacuated immediately. Individuals are responsible for evacuating themselves from the building and should leave by the nearest and/or safest exit.

Students should familiarize themselves with emergency exits

In case of fire, students should pull the nearest fire alarm and then call 508.999.9191 (Public Safety) when they have safely exited the building.

If possible, be prepared to direct

emergency personnel to the suspected cause. At no time should you put your safety in jeopardy.

When a fire alarm is activated, the following procedures should be followed:

Close and lock your room door. Bring room keys with you Leave the building in an orderly manner, through the

safest and most immediate exit Do not use elevators Wear or carry clothing suitable for the weather and carry

a towel for protection against smoke Take a flashlight Remain outside and at least fifty (50) feet away from the

building until the signal to return is given

Fire Safety

BOLO for covered smoke detectors when you are present in someone's room. -This is a criminal act that potentially puts many other students at risk.

Encourage your residents to cook responsibly Never leave items on the stove top like groceries,

paper plates etc. If there is a fire, pull the closest fire alarm and

report it immediately to the police (ext.9191)! Both Dartmouth Fire and the university police will respond to the scene.

Be sure to report any and all visible charring to the buildings

Be a good witness, BUT do not get involved physically to break up any fight. Whenever there is a fight, there may be weapons

RA's do not get paid to be abused. If a student harasses you, intimidates you, threatens you, or puts their hands on you, you MUST call the police immediately. During the course of doing your job, this may happen and you should remain professional. "I'm doing my job”...

for the discussion of certain subjects) Most Campuses are “limited public forums” If People refuse to go to the designated

public forum area, they are subject to arrest for trespassing

No Trespass

Tenants? (Pay for use of space on apt., criminal trespass does not apply)

Transient Guests? (No right to remain, may evict without notice)

Lodgers? (Allowed to be in space but does not own such as Dorms, Frats...7 days notice!

On Campus Residents

Alcohol poisoning What to do? (Handout) Alcohol + Cocaine= Cocaethylene Minor in possession of alcohol= ZERO

tolerance= Criminal summons/ Arrest Important to check bags, laundry baskets,

thoroughly to help keep the alcohol OUT! If they have a problem with that, just blame it on the RD!

 

Alcohol related issues

C94C-32L states that possession of less than one ounce of marijuana is no longer criminal. It remains a violation of university policy, and it may cost the student a $100 civil fine

NOW it is a violation of the Town of

Dartmouth bylaw which makes it a $300 fine for public consumption! Spread the word...

The new marijuana law

No person shall smoke, ingest, or otherwise use or consume marijuana or tetrahydrocannabinol (as defined in M.G.L. Chapter 94C, Sec. 1 as amended) while in,

on or upon any public place, including but not limited to: any public street; public sidewalk; public way; public footway; public passageway; public stairs; public bridge; public park; public playground; public beach; public recreation area; public boat landing; public building; public schoolhouse; public school grounds; cemetery; public parking lot; any area owned by or under the control of the Town of Dartmouth or any of its departments, agencies or authorities; or in or upon any bus or other passenger conveyance operated by a common carrier; or in any place accessible to the public. Whoever is found in violation of this by-law shall, when requested by an official authorized to enforce this by-law, state his or her true name and address to said official. Whoever, upon such request, refuses or fails to state his or her true name and address or whoever provides a false name and address to said official shall be punished by a fine of three hundred dollars ($300). An offender’s refusal or failure to provide his or her true name and address shall be considered a separate violation of this by-law. This by-law may be enforced through any lawful means in law or in equity including, but not limited to, enforcement by criminal indictment or complaint pursuant to M.G.L. Chapter

40 Sec. 21, or by non-criminal disposition pursuant to M.G.L. Chapter 40 Sec. 21 D by the Select Board, the Town Administrator, or their duly authorized agents, or any police officer. The fine for violation of this by-law shall be three hundred dollars ($300.00) for each offense. Any penalty imposed under this by-law shall be in addition to any civil penalty imposed under M.G.L. Chapter 94C Sec. 32L.

Section 1A Public Consumption

Please don't hesitate to tell an officer that you'd like to handle the matter "in house" versus going the $100 citation route. Sometimes it's more “educational” for the student to have to deal with write-ups from RA’s because it can cost them their on campus housing. So if you'd prefer to handle it this way just let the officer know
