Building Permit Application Checklist

Please complete all requirements of the application, including this checklist. Ensure all information is clear, legible and precise. Plans must be in a clean and professional manner. Plans will be reviewed to ensure all

National Building Code, Heritage, Zoning, Landscaping, Engineering, Disposal, Assessment,Utility Regulations and/or Bylaws are met.

Drawings stamped with “not for construction”, “preliminary” or “for permit purposes only” willnot be accepted.

Plans

Two (2) copies, no larger than 11” x 17”, of all plans and documents must be provided.

Application

Basement development is considered an alteration within the home on the application.

The application must be signed by the legal owner of the property.

All applications are reviewed under the most current National Building Code of Canada and City Bylaws.

The value to be shown on building permits shall mean the total monetary worth, of all construction or work. No portion of any building including mechanical, electrical and plumbing work, shall be excluded from the valuation for a building permit because of any other permits required by any governing Bylaw or agency. Bylaw 2003-7 Subsection 2.6

The authority having jurisdiction may place a value on the cost of the work for the purpose of determining permit fees to be applicable. Bylaw 2003-7 Subsection 2.6

Building Code Requirements

Handrails – NBC 9.8.7.4

Handrails are required on stairs with more than 3 risers.

Minimum handrail/guard height is 900mm (36”)

Bedroom Windows - NBC 9.9.10.1

All bedrooms must have a means of egress. The minimum size of egress windows is no one side smaller than 380mm (15”) and a total unobstructed opening size of 0.35m2 (3.77 ft2).

Window Wells – NBC 9.9.10.3

All windows below grade require a window well. All bedroom windows below grade require a window well with a minimum clearance of 760 mm (30”).

Allowable Windows (glazed openings) - NBC 9.10.15.4

Windows are not permitted where the window is less than 1.2m (4’-0”) from a property line unless the property line is adjacent to a street or lane. Note: The limiting distance is permitted to be measured perpendicular to the glazed opening where the glazed opening is at an angle to the property line.

Maximum allowable area of glazed openings vary based on the size of the building face and the distance from property line.

For example: 7% glazed openings are permitted for a wall with an exposing building face area of 30 m2 that is 1.2m from the property line, or 9% glazed openings are permitted for a wall with an exposing building face area of 30 m2 that is 1.5m from the property line.

The above requirements do not eliminate or reduce the additional requirements for windows in bedrooms and living spaces so attention to your layout must be provided in designing your home.

Smoke and Carbon Monoxide Detectors – NBC 9.10.19 & 9.32.3.9

Every bedroom must have a smoke detector and a smoke/carbon monoxide detector located not more than 5m from bedroom doors.

Smoke/CO detectors are required on all floors with bedrooms, utility rooms, attached garage and rooms with solid burning fuel appliances.

All detectors are required to be hard wired and interconnected with all floors. – NBC 9.10.19.5

Bathroom Fans – NBC 9.32.3.7

All bathrooms must be provided with mechanical ventilation directly to the outdoors (minimum 25 L/sec). Utility/Mechanical room doors – NBC 9.5.5.1

Minimum size 810 mm width x 1980 mm height.

A gap of 12mm to 25mm (½” to 1”) should be provided between the top or bottom of all interior basement walls.

Spray Foam

Foamed plastics must be installed by a City approved installer if spray foam will be used as a water vapour barrier or a Vapour Barrier will need to be applied.

Foamed plastics must be protected with a thermal barrier such as drywall or interior finish as defined by NBC subsections 9.29.4 to 9.29.9, or have been tested in accordance with CAN/ULCS124 and meet the requirements of Classification B.

It is the contractor's responsibility to ensure a label is placed on the job site as required by CAN/ULCS705.2 including the above information and stating: “This certificate indicates that the installed applied spray of rigid polyurethane foam insulation meets the CAN/ULC-S705.1 – medium density – product standard. This product has been installed according to the CAN/ULC-S705.2 installation standard.”

Vapour Barrier – NBC 9.25.4.1

6mm CGSB poly or equivalent is required as a vapour barrier on the warm side of insulated walls. The vapour barrier must be continuous between exterior basement walls and floor joists ends above.

Damp-proofing – NBC 9.13.2.6

If moisture protection is required for the interior finish as per 9.13.2.6 it has to be installed from the basement floor up to the exterior finished ground level.
