1-0 1.0 INTRODUCTION
This report has been written by Couch Perry Wilkes in order to provide an assessment of the compliance of the Bicester units A1 & A2 development, with the Building Regulations 2013, Part L2a document.
The purpose of the Part L2a document is to ensure that reasonable provision has been made for the conservation of fuel and power, with regards to new developments and refurbishments.
Compliance with the Part L2a document, must be proven using one of the calculation tools included in the methodology for calculating the energy performance of buildings, approved by the Secretary of State. The data within the following document has been produced using the Environmental Design Solutions Limited (EDSL), Tas Building Simulator, version 9.3.3. Tas is a software package that simulates the dynamic thermal performance of buildings and their systems.
This document will provide a basis, from which an understanding of the requirements to fulfil the targets for efficiency and carbon reductions will be achieved. It will also outline performance criteria for the efficiencies of the mechanical and electrical building services systems and input building fabric information and details, as agreed with the design team.
Both units are to be provided on a ‘Shell and core basis’ and as such, this report and accompanying simulations cover the office areas only. When a tenant is found for each scheme it will be their responsibility to provide any calculations required to satisfy part L2 which will be tailored to their specific HVAC requirements.
1.1 Criterion 1 – Achieving the BER
In order to conform to the requirements outlaid in the Part L2a document, Criterion 1, the actual Buildings Emissions Rate (BER), calculated from the design building, must be no greater than the Target Emissions Rate (TER), calculated from the notional building. The final calculation produced must be based on the building as constructed, incorporating any changes to performance specifications that have been made during construction.
1.2 Criterion 2 – Limits on Design Flexibility
The Part L2a document, Criterion 2 aims to ensure that reasonable provision has been made to limit heat gains and losses through the fabric of the building, by outlining limiting performances for construction elements. In order to meet the requirements of the criterion, these limits must be met.
1.3 Criterion 3 – Limiting the Effects of Solar Gains in Summer
Criterion 3 within the Part L2a document, aims to limit the effects of solar gains in summer in order to reduce the requirements for air conditioning and / or reduce the installed capacity of any air conditioning system that is installed. In order to conform to the requirements a simulation is undertaken, in which the actual buildings solar gains, through the glazing from April to September, are compared with the National Calculation Methodology (NCM) standards. In order to conform to the requirements, the solar gains experienced must not be in excess of the NCM model.
1.4 Drawing References
The AutoCAD files provided by PHP Architects on the 08/06/16 were used to generate the model.

2.0 Base Model
From drawings provided by the project architects a base model of the Bicester units A1 & A2 were generated using the Tas software. In order to run a thermal simulation, the Tas software uses a building design file which collates different aspects of the thermal model. This includes:
o Geometry
o Weather
o Thermal properties of construction elements
o Internal conditions (specific to individual zones)
o Calendar
2.1 Geometry
The 3D modelling process involves utilising CAD layouts of the building. The plans have been utilised to create the form and structure of the building within the digital model, with internal and external features of the building added to form an accurate representation.
2.2 Weather File
The thermal model utilises Test Reference Year (TRY) recorded weather data for the Swindon area (weather file located nearest to the site).
2.3 Thermal Properties of Construction Elements
The construction elements utilised within the Part L2a model have been developed using information provided by the design team.
o External Wall ’U’ value - 0.26 w/m2k
o Floor ‘U’ Value - 0.22 w/m2k
o Flat Roof ’U’ Value - 0.18 w/m2k
o Internal Floor/Internal Ceiling ‘U’ Value - 1.07 w/m2k
o Curtain Walling & Glazed Doors ‘U’ Value - 1.79 w/m2k

2.4 Internal Conditions
The software utilises NCM internal condition profiles determined from the rooms usage, as provided by the British Research Establishment (BRE).
The internal profile criteria include:
o Room occupancy levels
o Room usage periods
o Internal equipment levels
o Artificial lighting (illumination) levels
o Ventilation levels (mechanical)
As advised by EDSL / Tas, it is the Government’s preference to use the NCM profiles in order to achieve results for particular types of buildings on an equal basis, providing overall energy efficiency comparisons on a ‘like for like’ basis and not energy savings.
2.5 Calendar
The thermal model was simulated using a CIBSE standard calendar, as recommended in the Part L2a guidance.
3.0 Mechanical Services
3.1 Ventilation
All areas of the building barring the Comms room shall be mechanically ventilated based on occupancy levels. Therefore a mechanical ventilation system has been assigned to each applicable space. The NCM internal condition templates determine information about the level of mechanical ventilation assigned to individual zones.
Central mechanical ventilation has been provided to zones, dependent upon their assigned internal condition, incorporating heating and heat recovery. The heat recovery system incorporated in the Part L calculations is a plate heat exchanger, with an overall heat recovery efficiency of 80 percent. The system has been set to operate at a Specific Fan Power (SFP) of 1.6 w/l/s.
3.2 Heating Services
Heating services to all areas within these calculations have been provided by local VRF units
3.3 Domestic Hot Water Services
The domestic hot water services within these calculations have been provided by local electric hot water heaters. As advised within the non-domestic building compliance guide, these systems have been set to operate at an efficiency of 100 percent. System distribution losses have been set at 95%.
3.4 Comfort Cooling Services
Comfort cooling has been assigned to the Comms Room on the second floor. The Comms Room has been provided with its own dedicated split system, providing both heating and cooling to the space. The COP for the system has been set at 3.6
when in cooling operation.

4.0 Electrical Services
4.1 Lighting
Lighting levels are determined by the NCM internal conditions, assigned individually to each space.
The lighting template control functions for individual areas have been assigned based an outline design, incorporating where applicable daylight and occupancy controls. Lighting efficacies have been implemented at 60 luminaire lumens per circuit watt, following the minimum requirements outlined within the Non-domestic Building Compliance Guide.
4.2 Power Factor Correction
The building has been set to incorporate a power factor correction of greater than 0.95.
5.0 Air Permeability
The air permeability utilised within the model was set to 5 m³/(h.m²)@50Pa, as agreed with the design team.
It should be noted that any changes to the building and its services may impact upon the Part L2a assessment. Therefore any deviations from the aforementioned outlined proposals and service efficiencies are to be highlighted prior to construction / installation, so the impact of the proposed changes may be verified.

6.0 Results The model has been run and the results calculated. The results for the individual units and individual criterion can be seen below:
6.1 Unit A1
6.1.1 Criterion 1 – Achieving the BER
Below the results from the Part L2a simulation can be seen:

Building Emission Rating (BER): 14.8 kgCO2/m2
Energy Performance Certificate: 25 – A
The building, as described and entered into the Tas software, achieves a pass rating for the Part L2 2013, criterion 1, carbon emissions check.
6.1.2 Criterion 2 – Limits on Design Flexibility
Below a table can be seen in which the limiting fabric performances, outlined within the Part L2a document, comparable to the inputs for the building are highlighted:

From the above table it can be seen that all of the building elements meet and better the requirements of Criterion 2.
6.1.3 Criterion 3 – Limiting the Effects of Solar Gains in Summer
All areas within the development meet the requirements of criterion 3 apart from the multi storey atrium area of plot A1. A brise soleil has been included to provide the required shading to the curtain walling of the main entrance to achieve the requirements of criterion 3 in this area. This is one option of reducing the solar gain to this area, an alternative option would be to increase the G value of the curtain walling to the multi storey atrium.

6.2 Unit A2
6.2.1 Criterion 1 – Achieving the BER
Below the results from the Part L2a simulation can be seen:

6.2.3 Criterion 3 – Limiting the Effects of Solar Gains in Summer
All areas within the development meet the requirements of criterion 3 apart from the multi storey atrium area of plot A1. A brise soleil similar to that used in A1 has been included however the area is still failing and it will be a requirement to improve the curtain walling G value to achieve compliance with criterion 3.
