    EXECUTIVE SUMMARY

    •  13 Proposed Tenderers were requested to submit Pre Qualification Documents for the Lulu Island Building Works by DavisLangdon.

    •  All 13 Proposed Tenderers submitted documents of varying degrees of clarity proving varying companies sizes and capabilities.

    •  Of the 13 submittals, Davis Langdon recommend that 7 (seven) Tenderers receive the Building Works Tender Documentation,namely:

    1. A.A Nass Contracting Company2. Ahmed Mansoor Al-A’ali Co

    3. Al Hamad Construction & Development Co W.L.L..4. Beijing Construction Engineering Co Ltd (with comments on CR)5. Cebarco Bahrain6. Poullaides Terna (JV)7. Strabag AG (with comments on CR)

    •  This report highlights a number of concerns and issues which should be resolved with each of the proposed tenderers during thetender period. Some of the concerns raised, if not resolved satisfactorily, may preclude some tenders being progressed further.

    •  Additionally, Davis Langdon suggests that a reserve list of 5 (five) Tenderers, albeit companies of limited capacity, is maintainedin the event that there are significant withdrawals from the primary tender list.

    •  It has been noted that should there be withdrawals from the primary list that would necessitate inclusion of companies from thereserve list and that LTC may have to consider splitting the volume of the proposed works into smaller “packages” of buildings tosuit the smaller sized reserve list companies.

    1.0 INTRODUCTION

    This report has been prepared to review the contents of the pre-qualification documents received for the Lulu Island Development –Building Works and to compile a suitable tender list.

    Davis Langdon (DL) has reviewed the commercial and contractual elements of the pre-qualification documents, however, it is alsoadvised that Lulu Tourism Company, Scott Wilson and Pentago Spowers should review and comment on the documentation.

    2.0 PRE-QUALIFYING COMPANIES

    Pre-qualification documents were issued to eleven (11) companies initially with a further two (2) sets of documents issued to furthercompanies subsequent to this (see Appendix A). Pre-qualification documents were received from the following thirteen (13) companies,listed in alphabetical order:

    3.0 REVIEW OF PRE-QUALIFICATION DOCUMENTS RECEIVED

    This section consists of a table summarizing the key information contained within each pre-qualification submission received.

    It should be noted that this section should be read in conjunction with section 4.0 General Evaluation of Submissions Received.

    4.0 GENERAL EVALUATION OF SUBMISSIONS

    This section generally reviews three principle aspects of each company’s submission document:

      compliance with information requested,  appropriate project and company experience, and  capacity and capability of resources to carry out the project.

    It should be noted that only limited information has been supplied with the submission documentation to enable the team to pre-qualifythe companies for tender purposes.

    4.1 A.A Nass Contracting Company (NASS)

    NASS returned a fully compliant pre-qualification document including all information requested.

    NASS are reporting a current workload of BD 49,00,000 for a number of projects in Bahrain, including the infrastructure and bridges atDurrat Al Bahrain, Bahrain World Trade Centre and King Hamad General Hospital.

    NASS have demonstrated good previous project experience, however the majority of their projects have been civil works combined withresidential schemes of lesser value.

    NASS have proposed good quality personnel with the right level of experience to undertake the Lulu island Building Works, however, it

    is not clear whether the proposed personnel have any commitments to the above projects.

    NASS has a large Bahrain-based workforce of 4,530 workers, including 255 administrative staff, and a significant contribution of in-house support services and fabrication facilities covering the majority of key disciplines such as concrete works, steel works,mechanical works and landscaping design and construction.

    In summary, NASS submitted a good quality submission and demonstrated good project experience (although not specifically related toresidential works) as well as the capacity and capability to carry out the Lulu Island Building Works.

    4.2 Ahmed Mansoor Al-A’ali (AMA)

    AMA returned a compliant pre-qualification document including the majority of information requested. However they failed to produceany financial statements stating that they are a family business with closed accounts.

    AMA’s current workload is reported at circa BD 98,000,000 including some large and prestigious projects like the Lulu Island MaritimeContract, Lulu Island Infrastructure Contract, Bahrain Financial Harbour Infrastructure and the Sheikh Khalifa Bin Salman Port &Industrial Area at Hidd.

    AMA has a proven record as a local contractor capable of undertaking large scale works, however they are known as a civil engineeringcontractor as the majority of their large projects are of an infrastructure nature. From their current list of works they are not undertakingany residential schemes on the scale of the proposed Lulu Island Buildings scheme.

    AMA have a high current workload amounting to some BD 98 million and therefore their remaining capacity is questionable.

    AMA are not specific about the key personnel they intend using on the project, however, they did state that they would use keypersonnel from the maritime works and infrastructure works currently on site.

    Besides knowledge of the project mentioned above, they are very well established in Bahrain and have affiliated companies that would

    be beneficial to the project.

    In summary, AMA are a capable contractor, but have limited experience of large scale prestigious residential projects. Their currentworkload may be an issue that should be raised with them.

    4.3 Al Hamad Construction & Development Co W.L.L. (AH)

    AH submitted a limited pre-qualification document and would be requested to submit further details should we issue them with tenderdocuments.

    AH are reporting a current workload of BD 182 million for a number of projects in Bahrain, including but not limited to the Bahrain

    Financial Harbour value at BD 73 million, Marriot Executive Apartments in Juffair valued at BD 15.5 million, Abraj Al Lulu (PearlTowers), valued at BD 53.5 million and Al Areen Desert Spa & Resort valued at BD 32 million.

    The above projects demonstrate a good mix of building works with good experience in residential buildings. However, considering thesize of the company and their workload at present they would have to demonstrate their capacity to carry out a project the size of LuluIsland Buildings.

    AH have not submitted the names of key proposed personnel to undertake the Lulu island Building Works, although many of theprojects above are nearing their completion and some of these personnel may be available.

    AH have construction related subsidiary companies based in the UAE which could contribute to the project.

    In summary, although AH submitted a limited submission, they have demonstrated good project experience. Their current workload maybe an issue that should be raised with them.

    4.4 Beijing Construction Engineering Co Ltd (Group) (BCEG)

    BCEG returned a fully compliant pre-qualification document including all information requested.

    BCEG are a large company with experience in some large international schemes (however the majority of their work appears to beBeijing based) They do not have a local presence in Bahrain.BCEG currently have BD 1,701 million in value of works in hand and have experience in the construction of large residential schemesabroad.

    Although they are a large contractor with some international work, they are not established in the Bahrain construction market.

    BCEG would need to get a Bahrain Company Registration which they would have to obtain before undertaking any work in Bahrain.

    In summary, BCEG have experience at home and abroad in large construction schemes and have demonstrated their ability to

    complete schemes abroad, however they would have to demonstrate how they intend to get established in Bahrain for a large schemethe size of Lulu Island and would have to obtain a Bahrain Company Registration before commencing any works in Bahrain.

    4.5 Cebarco Bahrain (CB)

    CB returned a fully compliant pre-qualification document including all information requested.

    Although CB has no presence in the international construction arena, they are a well established local firm.

    CB currently have BD 135 million of projects on-going, including a joint venture undertaking the Bahrain City Centre Shopping Mall, theSheikh Isa Al Khalifa Library and Conference Hall in Juffair and Bahrain Chamber of Commerce & Industry New Headquarters in Seef.CB’s capacity to complete this scheme would have to be demonstrated

    Although there is no evidence in their submission of undertaking similar schemes to the Lulu Island buildings scheme, they havedemonstrated their capability to complete major schemes such as the F1 racing circuit at the Bahrain International Circuit.

    CB’s resources are not as extensive as other major international firms, however, they have identified a good quality team with priorproject experience in major works. Their list of plant and equipment is also quite limited and may already be employed for some of thelarger schemes they are currently undertaking.

    In summary, CB issued a compliant submission and are capable contractors who would be capable of completing the works. Theircapacity for these works would need to be demonstrated further.

    4.6 China State Construction Engineering Corp. (CSCE)

    CSCE did not return a compliant pre-qualification document. The only information received were their financial statements and acompany prospectus. They claim to be the largest construction company in China and do work globally.

    Without any further information regarding their capabilities and resources pertaining to undertake work in Bahrain it will be impossible, atthis juncture, to consider them for the Lulu Island tender.

    4.7 Cybarco

    Cybarco returned a compliant pre-qualification document including the majority of information requested. However Cybarco do not havea Bahrain Company Registration which they would have to obtain before undertaking any work in Bahrain.

    Cybarco was founded in Cyprus 61 years ago and have a vast experience of projects including international works. They have beeninvolved in construction in Bahrain for the past 13 years in conjunction with local partners (mainly Cebarco) and would have to resourcefrom abroad or sub-contract most of the work out for a project the size of Lulu Island. The largest value project completed in Bahrain isthe Citibank circa BD 11.5 million and their largest project in Cyprus valued at BD 21 million. The majority of their work relates to smallto medium sized projects.

    In summary, Cybarco are an experienced international contractor (Cyprus based). They have completed work in Bahrain, but only withlocal partners. The resources available to them locally would require further research.

    4.8 GP Zachariades (Overseas) Ltd (GPZ)

    GPZ returned a fully compliant pre-qualification document including all information requested. Financial statements have been providedfor 2003 and 2004.

    GPZ’s current workload is BD 65 million which include projects such as Durrat Al Bahrain which is a prestigious development of 13 man

    made islands of a similar nature to Lulu Island. This involves the construction of villas with a value of approximately BD 49 million. Theremainder of GPZ’s present workload is made of smaller projects. Their current workload is considerable in relation to the set up of GPZin Bahrain and therefore their capacity for these works would need to be demonstrated further.

    In addition to their current projects they have completed other large prestigious schemes such as the Royal Meridien Hotel (RitzCarlton), Movenpick Hotel, Gudaibiya Palace and 22 VIP villas at the Ritz Carlton.

    GPZ have put names forward of key personnel they intend using on the project and listed out their plant and equipment together with alist of their stores and equipment in Bahrain.

    In summary, GPZ are a well established local contractor who have the experience of similar projects to Lulu Island, however, theirworks have always been on a much smaller scale.

    4.9 Mohammed Jalal Contracting Co (MJC)

    MJC returned a fully compliant pre-qualification document including all information requested. Although they have stated the company

    turnover for the last 5 years, they did not include any financial statements as company policy.

    MJC have no presence in the international construction arena, however they are a well established local firm of 46 years.

    MJC currently have BD 19 million of projects on-going, including the largest of which is the Shaikh Khalifa Sports City with aconstruction value of BD 9.2 million. The majority of the other schemes are all under BD 5 million.

    Over the past 15 years the majority of their work has been relatively small to medium projects. They have a good reputation in Bahrainand have completed well known buildings like the HSBC building in Seef. In this regard, it is apparent that although a capablecontractor, they do not have a track record of completing a scheme the size of Lulu Buildings.

    In summary, MJC issued a compliant submission and are a well established small to medium size contractor; however they may not becapable of completing this scheme alone relative to the size of these works.

    4.10 Poullaides – Terna JV (PT-jv)

    PT issued two separate documents, each giving detailed information about the respective firms.

    Generally the documents are compliant but it is not clear from their documentation how their Joint Venture (JV) will operate or how theywill split the resources for the Lulu Island Infrastructure Works. It has been stated, however, that Terna will lead the JV partnership andit is assumed that they will rely on Poullaides local market expertise and resources (albeit limited locally).

    Terna is a large international firm based in Greece and is part of the GEK Group. Terna has considerable major project experience ofboth building and infrastructure projects within Greece, such as the Olympic Village and Olympic sports venues and major roadconstruction projects. Outside of Greece they claim to have 10 years international experience that include current projects of BD 24million and BD 41 million in Romania and Bulgaria respectively.

    Terna are currently reporting a workload of BD 225m, which include large schemes such as works to railways and renovation of Athensmain station totaling BD 76 million. They have identified considerable resources, both in terms of personnel and plant / equipment, but

    again it is not clear whether the resources are available in Bahrain or whether they will rely on Poullaides locally.

    Poullaides is a local construction company with 4 years experience carrying out small projects within Bahrain. They have shown goodpotential over the years and are taking on larger, more prestigious projects with success such as the new AMA International Universityof Bahrain valued at circa BD 3 million.

    Although Terna’s documentation is comprehensive and the resources available are considerable, further information is required tounderstand how key personnel and plant / equipment are proposed to be utilised for the Lulu Island Building Works.

    In summary, PT-jv’s submission is compliant, however, they would have to demonstrate further how they intend carrying out the jointventure.

    4.11 Projects Construction (PC)

    PC returned a fully compliant pre-qualification document including all information requested. Financial statements have been providedfor 2004 and 2005.

    PC has 30 years experience in Bahrain with a current workload of BD 26 million which include construction of villas at Durrat Al Bahrainvalued at BD 7 million.

    In addition to their current projects, the majority of their previous projects have been small, however they do have experience in theconstruction of residential buildings.

    PC have put names forward of key personnel which is limited in number and would have to bring in additional resources for the project.This is similar for their plant and equipment considering the size of the Lulu Island project.

    In summary, PC are a well established local contractor who have experience in residential buildings. However they may not be capableof completing this scheme alone relative to their limited resources and their considerable workload.

    4.12 Strabag AG (SB)

    SB returned a pre-qualification document that contained the majority of information requested. Although they stated their annualturnover for the previous five years, financial statements were only provided for 2002 and 2003. Included in their submission were theresources, in terms of personnel and plant / equipment, available for use on this project.

    SB is an Austrian company with offices in Dubai, Qatar and Oman, but no offices in Bahrain. SB does not have a Bahrain CompanyRegistration which they would have to obtain before undertaking any work in Bahrain.

    Although they have not undertaken any schemes in Bahrain, they have completed a number of projects in Oman, UAE, Iraq and othercountries across the Gulf with values up to  € 29 million.

    SB have, however, demonstrated a considerable international presence where they have completed many major schemes, includingroads, airports, schools, offices, hotels, sewerage / drainage works, marina works, dams and harbours. They currently have a workloadof circa $ 1.5 billion including schemes with values over  € 400 million.

    In summary, SB submitted a reasonable document that demonstrates their capability as an international contractor They havedemonstrated significant experience outside of Bahrain and they have considerable resources to undertake a project of this magnitude.However SB would have to demonstrate exactly how they intend to undertake the works in Bahrain and would have to obtain a BahrainCompany Registration before commencing any works in Bahrain. They have demonstrated significant experience outside of Bahrainand they have considerable resources to undertake a project of this magnitude.

    4.13 Tabet Enterprises W.L.L. (Tabet)

    Tabet pre-qualification document was generally compliant, however they failed to provide financial statements to support their annualturnover for the last 5 years.

    Tabet is a Lebanese company of 21 years with a small office in Bahrain since 2003. They have limited experience in Bahrain completing

    the Gulf Air Simulator Training Centre and Amwaj Infrastructure Project.

    The majority of Tabet’s current and previous projects are outside Bahrain, including Lebanon, Republic of Congo, UAE and Turkey.They have not demonstrated their capabilities to undertake residential projects similar to Lulu buildings with the majority of their currentprojects outside Bahrain ranging in value from $ 845,000 to $ 30 million.

    Their resources in Bahrain are limited and would struggle to complete a project the size of Lulu Island Buildings alone.

    In summary, Tabet is a relatively new and small company in Bahrain who have demonstrated limited relevant local experience.Additionally their local resources are limited and would be stretched to complete these works.

    5.0 CONCLUSION

    Generally, the pre-qualification documents received from the prospective Tenderers have been well presented, fully detailed anddescriptive, although some more so than others. Where relevant, they particularly highlight their experience within Bahrain, and theirexperience of similar works already undertaken, both in Bahrain and in other countries.

    The companies who have pre-qualified are generally of differing sizes, with varied numbers of personnel and resources, higher andlower turnovers etc. Many have proven track records within Bahrain, and in some cases internationally, with many leading Clients andConsultants. Others are less well known as major building contractors, but have built reputations within the local construction industry,or have formed partnerships with suitable sub contractors to complete these works.

    6.0  RECOMMENDATION AND PROPOSED TENDER LIST

    On the basis of the pre-qualification documentations received, clarity of the documentation and relevant experience of the pre-qualifyingcompanies it would be recommended to allow all the following Proposed Pre Qualified Companies to receive tender documents for LuluIsland Development – Building Works;

    Additionally, it is worth noting that as a result of the volume of work ongoing in Bahrain, and the Middle East, at present that allcontractors are very busy. As a result, Davis Langdon are experiencing the fact that contractors are being selective of the tenders theysubmit. As a result this is creating a number of problems:

    •  Potentially limited number of quality tenderers providing submissions.

    •  The likelihood that the quality of tenders actually submitted is poor.•  If tender lists are too long i.e. too many contractors, this will dissuade the key contractors from tendering.•  As a result of the issues raised above and the potential package of circa BD 50 million is outside the capability and capacity of

    the medium sized contractors (who have subsequently not pre-qualified but are retained on the reserve list). LTC as a resultmay therefore need to consider splitting the works into smaller packages for which the smaller contractors could potentiallytender.

    As a result, in case of contractors withdrawing from the tendering process, we also suggest having a Reserve List of ProposedTenderers. Whilst Davis Langdon has raised significant concerns on each reserve tenderer it may be necessary to add them to the list.

    Additionally, as a result of the limited documentation provided the submission of China State Construction Engineering Corp. has beenrejected at this time.

    Although the above lists offer a good mix of international and local firms, it is important that due consideration, in addition to the specificcomments raised, should be given to the following key items during the tender stage:

      Key Personnel – each firm should clearly identify personnel with the appropriate skills and experience. Their commitments on otherprojects should also be made clear.

      Capability – each firm should demonstrate a good understanding of the project and the construction industry in Bahrain. A goodunderstanding should also be demonstrated in terms of materials and plant / equipment requirements.

      Capacity – this criterion is crucial to the successful completion of these works. All companies currently working in Bahrain are busy(with many at full capacity). LTC should be aware that it is going to be very difficult to gain suitable contractors with spare capacity tocomplete the works.

      Methodology – an implementation plan and programme should be prepared by each firm to show how the works will be phased andcoordinated with other stakeholders.

      Joint Ventures - would have to demonstrate further how they intend carrying out the joint venture
