PREFACEKATA PENGANTAR

Seiring dengan perkembangan ilmu pengetahuan

dan teknologi dan berbagai perubahan lainnya

baik di tingkat nasional maupun internasional,

diperlukan Sumber Daya Manusia yang memiliki

kualitas yang sesuai dengan tuntutan pasar kerja sehingga

dapat bersaing dalam mengisi lapangan pekerjaan yang ada

baik di dalam maupun di luar negeri.

Pengembangan kualitas tenaga kerja dapat dilaksanakan

dengan berbagai cara, antara lain melalui program pelatihan

berbasis kompetensi sesuai dengan kebutuhan pasar kerja

di balai latihan kerja yang terpercaya. Terkait dengan hal

tersebut, Direktorat Jenderal Pembinaan Pelatihan dan Pro-

duktivitas (Dijten Binalattas) merupakan unit eselon I di

lingkungan Departemen Tenaga dan Transmigrasi RI yang

mengemban tugas meningkatkan kualitas dan produktivitas

Tenaga Kerja melalui pembinaan program pelatihan dan

peningkatan produktivitas.

Guna mendukung operasional pelaksanaan program

pelatihan dan peningkatan produktivitas, Ditjen Binalattas

di dukung oleh Unit Pelaksana Teknis Pusat (UPTP) berupa

Balai Latihan Kerja (BLK), Balai Latihan Ketransmigrasian (Ba-

latrans) dan Balai Peningkatan Produktivitas (BPP).

Agar masyarakat dapat mengenal dengan lebih dekat

tentang UPTP dilingkungan Ditjen Binalattas, maka disusunlah

Buku Profil UPTP dilingkungan Ditjen Binalattas untuk digu-

nakan sebagai bahan referensi dan informasi tentang pro-

gram-program pelatihan dan program peningkatan pro-

duktivitas yang dilaksanakan di lembaga tersebut.

Dengan mengenal lebih dekat UPTP dilingkungan Ditjen

Binalattas diharapkan seluruh lapisan masyarakat dapat

memanfaatkan program-program pelatihan dan produktivitas

serta fasilitas yang disediakan di lembaga tersebut secara

optimal dalam rangka peningkatan kualitas Sumber Daya

Manusia Indonesia.

In line with the science and technology development,

and various other changes in national and also in

international level, the human resources which have the

quality that matched with the labor market demand is

being required therefore they can compete while entering the

job occupancies that exist in domestic and overseas.

The development of manpower quality can be carried out in

various ways, and one of those is through the implementation

of competency based training in the reliable training institutes

that match with labor market demand. Related to that fact, The

Directorate General of Training and Productivity Development

(Ditjen Binalattas) is an echelon I unit organization in the

Ministry of Manpower and Transmigration that carry the duty

to improve the quality and productivity of manpower through

training programs and productivity development.

In order to support the implementation of the training and

the productivity development programs, Ditjen Binalattas is

supported with the Technical Implementer Units (UPTP) such

as Vocational Training Centers (BLK), Transmigration Training

Centers (Balatrans) and Productivity Development Center

(BPP).

Aiming to that public can recognize and know more about

UPTP of Ditjen Binalattas, this “Profile Book of UPTP Ditjen

Binalattas” book is developed to be used as a refference

and information source about training and productivity

development programs that are implemented in those

institutions.

By knowing the UPTP Ditjen Binalattas more, it is expected

that all level of public can optimally utilize and take benefit

from the existing training and productivity development

programs, and also the facilities provided by the training

institutes in order to develop the quality of human resources

in Indonesia.

PROFIL SINGKAT SHORT PROFILE

Guna mendukung pelaksanaan tugas dan fung-si nya dalam melaksanakan pembinaan pela-tihan dan peningkatan produktivitas tenaga kerja, Direktorat Jenderal Pembinaan Pelatihan

dan Produktivitas (Ditjen Binalattas) didukung oleh Unit Pelaksana Teknis (UPT) yang berupa Balai Latihan Kerja (BLK), Balai Pelatihan Ketransmigrasian (Balatrans) dan Balai Peningkatan Produktivitas (BPP).

Di tahun 2008 terdapat 226 UPT bidang pelatihan dan produktivitas yang terdiri dari 182 Balai Latihan Kerja, 20 Balai Peningkatan Produktivitas dan 24 Balai Latihan Ketrans-migrasian yang tersebar diseluruh wilayah Indonesia.

Dari 226 Balai tersebut hanya 18 Balai yang dibina dan bertanggung jawab langsung kepada Ditjen Binalattas sebagai Unit Pelaksana Teknis Pusat (UPTP) Ditjen Bina lat-tas. Sedangkan 208 Balai lainnya berada dibawah binaan Pemerintah Daerah baik di tingkat Provinsi maupun Kabu-paten/Kota sebagai Unit Pelaksana Teknis Daerah (UPTD).

Menurut tugas dan fungsinya, UPTP Ditjen Binalattas di-bagi menjadi:

1. Balai Latihan Kerja (BLK)a. Balai Besar Pengembangan Latihan Kerja Dalam Negeri

(BBPLKDN) Balai Besar latihan yang mempunyai tugas untuk melak-

sanakan dan mengembangkan pelatihan, uji kompetensi, sertifikasi dan konsultansi bidang instruktur, tenaga pelatihan dan tenaga kerja.

BBPLKDN berlokasi di Bandung.b. Balai Besar Pengembangan Latihan Kerja Luar Negeri

(BBPLKLN)Balai Besar latihan yang mempunyai tugas melaksanakan

Aiming to support the implementation of its tasks and functions to carry out the development of the training and productivity improvement, the Directorat General of Training and Productivity

Development (Ditjen Binalattas) is supported by the Technical Implementer Unit (UPT) in the shape of the Vocational Training Centers (BLK), the Transmigration Training Centers (Balatrans) and Productivity Development Centers (BPP).

In 2008, exist 226 UPT of training and productivity that consist of 182 Vocational Training Centers (BLK), 20 Productivity Development Centers (BPP) and 24 Transmigration Training Centers (Balatrans) which spread in all over region in Indonesia.

From those 226 institutes, only 18 institutes are directly managed by and responsible to the Ditjen Binalattas as the Technical Implementer Unit of the Central Government (UPTP) of Ditjen Binalattas. While the other 208 institutes are managed under the local government at the Province or District/City level as the Technical Implementer Unit of the local government (UPTD).

According to its tasks and functions, UPTP Ditjen Binalattas is divided into:

1. The Vocational Training Center (BLK)a. The National Vocational Training Development Center

(BBPLKDN)Is the training development center which has tasks to

implement and to develop the training, skill competecy test, certification and to carry out consultancy about the training instructor, training personnel and employment development.

BBPLKDN is located in Bandung.b. The Overseas Vocational Training Development Center

(BBPLKLN)Is the training development center which has tasks to

penyiapan program, penyelenggaraan pelatihan, uji kompetensi dan konsultansi kelembagaan serta evaluasi pelaksanaan pelatihan kerja yang berorientasi pada pasar kerja luar negeri.

BBPLKLN berlokasi di Bekasi.

c. Balai Besar Latihan Kerja Industri (BBLKI)Balai Besar latihan yang mempunyai tugas melaksanakan

pelatihan, peningkatan produktivitas, uji kompetensi, serti-fikasi, konsultansi dan kerjasama dan pemberdayaan lem-baga pelatihan.

UPTP BBLKI berjumlah 3 balai dan berlokasi di Medan, Serang dan Surakarta

d. Balai Latihan Kerja Industri (BLKI)Balai Latihan yang mempunyai tugas untuk melaksanakan

program pelatihan tenaga kerja, uji coba program pelatihan, uji kompetensi serta pemberdayaan lembaga pelatihan di bidang industri.

UPTP BLKI berjumlah 6 BLKI dan berlokasi di Banda Aceh, Semarang, Samarinda, Makassar, Sorong dan Ternate.

2. Balai Besar Peningkatan Produktivitas (BBPP)Balai Besar yang mempunyai tugas untuk melaksanakan

penyusunan dan pelaksanaan program, promosi, informasi serta pengembangan peningkatan produktivitas tingkat na-sional, regional dan sektoral.

BBPP berlokasi di Jakarta.

3. Balai Latihan Ketransmigrasian (Balatrans)a. Balai Besar Pengembangan Latihan Ketransmigrasian

(BBPLK)Balai Besar yang bertugas untuk melaksanakan pengem-

bangan latihan ketransmigrasian, kerjasama kelembagaan dan pemberdayaan unit pelatihan transmigrasi.

BBPLK berlokasi di Jakarta.

b. Balai Besar Latihan Ketransmigrasian (BB Latrans)Balai Besar latihan yang mempunyai tugas untuk melak-

sanakan penyusunan program dan evaluasi, penyelenggaraan dan kerjasama pelatihan transmigrasi.

BB Latrans berlokasi di DI Yogyakarta

c. Balai Latihan Transmigrasi (Balatrans)Balai latihan yang mempunyai tugas untuk melaksanakan

latihan ketransmigrasian bagi transmigran, calon transmigran dan masyarakat disekitar kawasan transmigrasi.

UPTP Balatrans berjumlah 4 balai dan berlokasi di Pekan-baru, Denpasar, Banjarmasin dan Makassar.

2. The Productivity Development Centers (BBPP)Is the development center which has tasks to carry out

the program development and implementation, promotion, information and the development of the productivity impro-vement in national, regional and sectoral level.

3. The Transmigration Training Center (Balatrans)

a. The Transmigration Training Development Center (BBPLK)Is the development center which has tasks to carry out

the transmigration training development, the institutional cooperation and the transigration training unit empower-ment.

BBPLK is located in Jakarta.

b. The Transmigration Training Impelementation Development

Center (BB Latrans)Is the development center which has tasks to carry out

the program planning, evaluation, implementation and the transmigration training cooperation.

BB Latrans is located in DI Yogyakarta

c. The Transmigration Training Center (Balatrans)Is the training center which has tasks to carry out the

transmigration training for resettled transmigrants, trans-migrant candidates, and for the neighbour community around the transmigration location.

There are four UPTP Balatrans which are located in Pekan-baru, Denpasar, Banjarmasin dan Makassar.

Sejarah PerkembanganBalai Latihan dan Produktivitas di Lingkungan Ditjen Binalattas

(History of The Development of The Training and Productivity Center of The Directorate General of Training and Productivity Development)

Pada mulanya masing-masing UPT dilingkungan

Ditjen Binalattas, baik BLK, Balatrans maupun

Balai Peningkatan Produktivitas mempunyai in duk

organisasi yang berbeda. Seiring dengan peru-

bahan organisasi dan kebijakan di lingkungan Depnakertrans,

UPT-UPT tersebut secara bertahap tergabung dalam satu

induk organisasi Eselon I Ditjen Binalattas, Depnakertrans.

Penggabungan tersebut dimulai pada tahun 1993 de-

ngan digabungkannya BLK dan BPP dalam satu induk orga

nisasi yaitu dibawah Ditjen Binalattas, Depnaker. Sedang

kan Balatrans yang semula merupakan UPT dari Depar te-

men Transmigrasi, baru bergabung pada 2001 saat ter jadi

penggabungan Departemen Tenaga Kerja dengan Depar-

temen Transmigrasi.

SEJARAH PERKEMBANGAN BLK

BLK lahir pertama kali di Solo, Jawa Tengah pada tahun

1947. Pada mulanya BLK-BLK didirikan hanya dipulau Jawa.

Pendirian BLK diluar pulau Jawa dimulai baru pada tahun

1957 dengan dibangunnya BLK di Padang, Sumatera Barat.

Seiring dengan perkembangan jaman dan kebutuhan

masyarakat atas peningkatan kualitas sumber daya manusia

melalui pelatihan kerja, jumlah BLK meningkat secara pesat

dan kini telah berjumlah 182 BLK yang tersebar diseluruh

wilayah Indonesia.

Menurut sejarahnya, perkembangan BLK di Indonesia

dibagi menjadi 7 periode yaitu:

In the beginning, each UPT, whether it is BLK, Balatrans and

also Productivity Development Institute has different parent

organization. Along with the organizational and policy

changes in the Ministry of Manpower and Transmigration,

those UPTs are step by step accumulated into one parent

organization of an Echelon I, The Directorate General of Training

and Productivity Development (Ditjen Binalattas) of the Ministry

of Manpower and Transmigration (Depnakertrans).

The accumulation started in 1993 by the accumulation of BLK

and BPP into one parent organization, which is under the Ditjen

Binalattas, the Ministry of Manpower. Meanwhile the Balatrans

which was initially the UPT of the Ministry of Transmigration,

had joined only in 2001 after the merging of the Ministry of

Manpower with the Ministry of Transmigration.

HISTORY OF THE BLK DEVELOPMENT

The first BLK was born at Solo city, Central Java, in 1947. At

the beginning the BLKs were only established in the Java Island.

The establishment of BLK outside the Java island was started

in 1957 with the establishment of BLK in Padang city, West

Sumatera.

Along with time and the development of the people needs

for the improvement of labor quality through vocational training,

the number of BLK increases rapidly and now there are already

182 BLKs that are pread all over region in Indonesia.

According to its history, the development period of BLK in

Indonesia is devided into seven periods, such as:

• Periode 1945-1960: Bermula dari Jawa

BLK pertama dibangun di Solo pada tahun 1947. Pada awal

periode ini, sebanyak 10 BLK seluruhnya dibangun di pulau

Jawa, dan baru pada tahun 1957 pembangunan BLK di luar

pulau dimulai dengan dibangunnya BLK Padang, Sumatera

Barat yang dilanjutkan dengan didirikannya 4 BLK lainnya

termasuk di Jayapura, Manokwari Dan Palembang. Program

pelatihan di BLK dalam periode ini lebih difokuskan pada

keterampilan industri seperti konstruksi, elektronika dan

listrik.

• Periode 1960an: Ekspansi BLK ke Luar Jawa.

Perkembangan BLK selama periode tahun 1960an ditan

dai dengan meningkatnya jumlah BLK yang dibangun di luar

pulau Jawa. Pada periode ini mulai dikembangkan “Unit-Unit

Pelatihan Keliling (Mobile Training Unit/MTU) untuk mencapai

kelompok sasaran yang berada di daerah pedesaan.

• Periode 1970an: Awal Pertumbuhan BLK

Pada periode ini dibangun 21 BLK di seluruh wilayah

Indonesia.

• Periode 1980an: Puncak pertumbuhan BLK

Pada periode ini perkembangan BLK memasuki tahap

perkembangan puncak dengan dibangunnya 16 BLK tipe B

dan 104 BLK tipe C (BLK Kecil), sehingga pada akhir Repelita

IV di tahun 1988 secara keseluruhan terdapat 157 buah BLK.

Program pelatihan di BLK dalam periode ini dititik be-

ratkan pada pelatihan untuk para penganggur dan dilak-

sanakan berdasarkan prinsip Trilogi Pelatihan yaitu:

a. Pelatihan harus berdasarkan permintaan;

b. Pelatihan harus sesuai dengan perkembangan tekno-

logi;

c. Pelatihan harus disatupadukan dalam proses yang saling

bersangkut paut (hubungan pelatihan, pendidikan dan

pengembangan) dan pelaksanaan proses (koordinasi

antar instansi yang berpartisipasi).

• Periode 1990-1997: BLK menuju kemandirian

Pada periode ini diadakan reformasi pengelolaan BLK

yang diarahkan untuk menata ulang seluruh sistem peng-

elolaan BLK agar bisa mandiri baik di segi manajemen mau-

pun finasial. Program pelatihan disusun sebagai kegiatan

usaha yang beriorientasi pada permintaan.

• Periode 1998-2006: Sewindu BLK dalam Transisi

Dengan diterapkannya otonomi daerah di tahun 2001,

developed to reach the target groups in rural area.

• 1970s Period: The Beginning of the BLK Growth

During this period, 21 BLKs were established all over

Indonesia region.

• 1980s Period: The Peak of the BLK growth

During this period, the development of BLKs is entering its

top speed by the establishment of 16 BLKs type B and 104 BLKs

type C (small BLK), and at the end of Repelita IV (4th Five years

National Development Plan) in 1988, there were totally 157 BLKs

was established.

The training programs during this period was emphasized on

the training for the unemployment and was conducted based

on the Training Trilogy principle, such as:

a. Training shoud be based on demand;

b. Training should be compatible to technology development;

c. Training should be integrated within the linking process (the

linkage of training, education and development) and the

implementation process (coordination among participating

agencies).

• 1990-1997 Period: BLK Towards Self Reliance

At this period the management BLK was reformed and

directed towards restructuring the total BLK management

system in order tobe able to become self reliance in managerial

and financial aspect.The training program was designed as a

business activity which was based on requests.

• 1998-2006 Period: Eight years in transition

By the implementation of the autonomy in 2001, it implicates

sebagai implikasinya diterapkan pula desentralisasi manaje-

men BLK. Hal ini mengakibatkan sebagian besar BLK di-

serahkan kepada Pemerintah Daerah. Pada periode ini

sebanyak 154 BLK diserahkan kepada Pemda dan hanya 11

BLK yang masih dikelola langsung oleh pemerintah pusat.

• Periode 2007-2011: Revitalisasi BLK dan Program ‘3

in 1’

Pada periode ini dicanangkan kebijakan revitalisasi BLK

dan Program ‘3 in 1’ yang mengintegrasikan pelatihan, serti-

fikasi dan penempatan.

Revitalisasi BLK dilaksanakan dalam rangka mengem-

balikan fungsi BLK menjadi lembaga pelatihan yang

menghasilkan lulusan yang kompeten dan sesuai dengan

kebutuhan pasar kerja. Revitalisasi tersebut menyangkut

aspek manaje men, sarana dan prasarana, sumber daya

manusia/instruktur dan program pelatihan yang diakhiri

dengan sertifikasi dalam rangka meningkatkan daya saing

lulusan BLK.

SEJARAH PERKEMBANGAN BALAI PENINGKATAN PRODUKTIVITAS

Sejarah pembentukan Balai Peningkatan Produktivitas

dimulai tahun 1968, dengan dibentuknya Pusat Produktivitas

Nasional (PPN).

Dalam perkembangannya lembaga ini mengalami bebe-

rapa kali perubahan nomenklatur, diantaranya:

• tahun 1968 dibentuknya Pusat Produktivitas Nasional

(PPN)

• tahun 1988 PPN diubah menjadi Pusat Produktivitas

Tenaga Kerja (PPTK)

• 2007-2011 Period: BLK revitalization and the ‘3 in 1’ pro-

gram

During this period the policy of BLK revitalization and the

‘3 in 1’ Program that integrates the training, certification and

placement were issued.

The BLK revitalization is implemented in order torecover the

function of BLK to become the training institution that outputs

the competence graduates and having skills that matched with

the labor market. The revitalization covers the development of

the training management, the training facility and infrasturcture,

the human resource/instructor, the program and ended by the

certification which is aimed to improve the competitiveness of

the BLK graduates.

HISTORY OF THE PRODUCTIVITY DEVELOPMENT CENTER DEVELOPMENT

The History of the establishment of the Productivity De-

velopment Center is started in 1968, with the establishment of

the National Productivity Center (Pusat Produktivitas Nasional

(PPN)).

During its development, this institute has several nomen-

clature changes, such as:

• In 1968 the National Productivity Center (PPN) was

established

• In 1988 PPN was renamed as the Manpower Productivity

Center (Pusat Produktivitas Tenaga Kerja (PPTK))

• In 1993 PPTK was promoted to become the Directorate of

Manpower Productivity Development

• In 2002 two units of echelon II which work on the

productivity development were established and were

named as The Direktorat Bina Produktivitas (Previously was

Direktorat Pembinaan Produktivitas) and the other one is the

new institute and called as Pusat Produktivitas Tenaga Kerja

(Pusprotek) (Manpower Productivity Center)

• In 2006 Pusprotek was renamed as Balai Besar Peningkatan

Produktivitas (BBPP) (The Productivity Development Center)

SEJARAH PERKEMBANGAN BALAI LATIHAN TRANSMIGRASI

Pada era Orde Baru, Lembaga Pelatihan Transmigrasi

(Balatrans) merupakan organisasi setingkat eselon III yang

terdapat diseluruh provinsi, dimana secara struktural berada

dibawah Kantor Wilayah Transmigrasi. Sedangkan ditingkat

pusat, terdapat Pusat Latihan Transmigrasi yang merupakan

organisasi setingkat eselon II yang berada dibawah koordi-

nasi Sekretaris Jenderal Departemen Transmigrasi.

Dengan berakhirnya kabinet Orde Baru, Unit Pelatihan

Transmigrasi berada dibawah Badan Pembinaan Pelatihan dan

Produktivitas Departemen Tenaga Kerja dan Transmigrasi.

Jumlah Unit Pelaksana Teknis dibidang pelatihan transmigrasi

sebanyak 5 (lima) unit (eselon III) yang terdapat di Pekanbaru

dengan wilayah kerja se-Sumatera, Yogyakarta dengan wila-

yah kerja se-Jawa, Banjarmasin dengan wilayah kerja se-

Kalimantan, Denpasar dengan wilayah kerja Bali, NTT dan

NTB serta Makassar dengan wilayah kerja Sulawesi, Maluku

dan Irian Jaya. Sedangkan ditingkat pusat terdapat Pusat

Pembinaan Pelatihan Masyarakat (eselon II) yang berada

dibawah Badan Pembinaan Pelatihan dan Produktivitas.

Pada tahun 2003, Pusat Pembinaan Pelatihan Masyarakat

berubah nomenklatur menjadi Pusat Pelatihan Transmigrasi

namun tidak merubah kedudukan dan fungsinya. Pada tahun

2006 Pusat Pelatihan Transmigrasi berubah menjadi Unit

Pelaksana Teknis Pusat dengan nomenklatur Balai Besar

Pengembangan Latihan Ketransmigrasian.

Dengan demikian Unit Pelaksana Teknis Pusat yang ber-

ada dibawah dan bertanggung jawab kepada Ditjen Bina-

lattas yang semula berjumlah 5 (lima) menjadi 6 (enam)

yaitu:

(BBPLK) Jakarta

• Balai Besar latihan Ketransmigrasian (BBLK) Yogyakarta

• Balai latihan Transmigrasi (Balatrans) Pekanbaru

HISTORY OF THE TRANSMIGRATION TRAINING CENTER DEVELOPMENT

In Orde Baru era (1968-1998 ), The Transmigration Training

Institute (Balatrans) was an Echelon III organization which exist

in every provinces, where structurally was managed under the

Regional Office of The Ministry of Transmigration. Meanwhile in

central government level, there exist Pusat Latihan Transmigrasi

(the Central Transmigration Training Center) which was echelon

II organization and was coordinated under the Secretary General

of the Ministry of Transmigration.

By the end of the Orde Baru cabinet, the Transmigration

Training Units were handed over to the Training and Pro-

ductivity Development Body of the Ministry of Manpower and

Transmigration. The number of Technical Implementer Unit (UPT)

in transmigration training are (Transmigration Training Center)

are five institutes (echelon III) which are located in Pekanbaru

with work area covers all Sumatera, in Yogyakarta with work area

covers Java, in Banjarmasin with work area covers Kalimantan,

in Denpasar with work area covers Bali, NTT And NTB and also

in Makassar with work area covers Sulawesi, Maluku and Irian

Jaya. Meanwhile in the central government level, there exist the

Central of Society Training Development Center (Pusat Pembinaan

Pelatihan Masyarakat, echelon II) which was coordinated under

the Training and Productivity Development Body.

In 2003, the Central Society Training Development Cen-

ter had it nomenclature changed and called as the Central

of Transmigration Training (Pusat Pelatihan Transmigrasi)

without having its position and function changes. And in 2006

the Central of Transmigration Training was turned into the

Technical Implementer Unit (UPT) of central government with

the nomenclature of the Transmigration Training Development

Center.

Thereby, the number of UPT of the central government which

are managed directly under the Directorate General of Training

and Productivity Development which was initially amount to five

became six, that are:

PROFILPROFILE

LATAR BELAKANGRencana pembangunan Balai Besar Latihan Kerja Industri

Medan (BBLKI) sudah mulai dirintis sejak tahun 1959. Namun

baru mulai terealisasi tahun 1971, itu pun atas bantuan

Pemerintah Daerah Tingkat I Provinsi Sumatera Utara.

Lembaga pengembangan sumber daya manusia yang bediri

di atas 15 hektar ini dibangun di Desa Kampung Lalang,

Kecamatan Medan Sunggal, Kotamadya Medan.

BBLKI Medan berdiri berdasarkan Keputusan Menteri

Tenaga Kerja, Transmigrasi dan Koperasi nomor 147 tahun

1974 dan semula bernama Pusat Latihan Kerja/Kejuruan

Industri (PLKI) Medan.

Seiring dengan perkembangannya, PLKI Medan sempat

5 kali mengalami perubahan nomenklatur. Ahirnya, pada

tanggal 15 Maret 2006 berdasarkan Peraturan Menteri

Tenaga Kerja dan Transmigrasi nomor Per.06/MEN/III/

2006, BBLKI Medan yang semula merupakan unit eselon III

berubah menjadi Unit Eselon IIb sebagai Unit Pelaksana

Teknis Pusat (UPTP) Direktorat Jenderal Pembinaan Pelatihan

dan Produktivitas dengan nama Balai Besar Latihan Kerja

Industri (BBLKI) Medan.

Balai Besar Latihan Kerja Industri Medan

BACKGROUNDThe plan of the establishment of The Industrial Vocational

Training Development Center (Balai Besar Latihan Kerja

Industri (BBLKI) Medan) had been pioneered since 1959. But

it had just been realized in 1971 by the helpful effort from the

local government. This human resource development institute

stands on 15 hectares area located in Desa Kampung Lalang,

Medan Sunggal, Medan.

BBLKI Medan was established based on the Ministri of

Manpower, Transmigration and Cooperation Decree number

147 year 1974 and initially was named as Pusat Latihan Kerja/

Kejuruan Industri (PLKI) Medan.

Along with its development, PLKI Medan had its

nomenclatur changed for 5 times. Finally, on March 15th 2006,

according to the Regulation of the Ministry of Manpower and

Transmigration number 06 year 2006, BBLKI Medan which

was initially an unit of echelon III was promoted into an unit

of echelon IIb and as the Central Technical Executor Unit

(UPTP) of the Directorate General of Training and Productivity

Development with name of Balai Besar Latihan Kerja Industri

(BBLKI) Medan.

Wilayah kerja BBLKI Medan meliputi Provinsi Sumatera

Utara, Sumatera Selatan, Sumatera Barat, Riau, Jambi, Bangka

Belitung, Kepulauan Riau dan Bengkulu.

VISI DAN MISIVisi BBLKI Medan adalah terwujudnya BBLKI Medan

sebagai pusat pengembangan, konsultasi dan percontohan

penyelenggaraan penelitian bagi lembaga pelatihan

kerjapemerintah dan swasta.

Untuk mewujudkan visinya, BBLKI Medan menetapkan

5 misi. Pertama, meningkatkan revitalitas BBLKI Medan.

Kedua, mengembangkan relevansi program pelatihan

kerja pemagangan dalam negeri dan luar negeri. Ketiga,

mendorong meningkatkan pemberdayaan dan meng-

PROGRAM PELATIHANMengadakan dan mengembangkan pelatihan berbasis

kompetensi, pelatihan berbasis masyarakat, pelatihan

pemagangan, dan kerjasama pelatihan dengan pihak

ketiga.

FASILITASGuna mendukung kesuksesan pelaksanaan program

pelatihan kerja, BBLKI Medan didukung dengan berbagai

sarana dan prasarana yang lengkap. Terdapat ruang teori

dan gedung workshop untuk 8 kejuruan, laboraturium

komputer dan bahasa, tempat uji kompetensi dan gedung

serbaguna/pertemuan. Tersedia pula asrama untuk peserta

latihan dengan kapasitas 200 orang.

Selain itu, untuk mendukung aktifitas sehari-hari

peserta, disediakan pula berbagai fasilitas olahraga dan

perpustakaan.

memberikan pelayanan informasi pelatihan, sertifikasi dan

TRAINING PROGRAMSTo carry out and to develop the Competency Based and

Community Based Training Programs, apprenticeship training

programs, and third party cooperation training programs.

FACILITIESIn order to support the succes of the vocational training

implementation, BBLKI Medan is supported with various

complete equipment and infrastructure. There exist theory

rooms and workshops for 8 trades, computer and language

laboratoriums, place for Skill Competency Test, multipurpose

and meeting room. There exist also dormitory for the trainees

with the capacity for 200 occupants.

Moreover, the sport facilities and library are also provided

to richen the daily activities of trainees.

BBLKI Medan also provides ‘Kios 3 in 1” facility that

give information services about training, certification and

placement.

LATAR BELAKANGBalai Besar Latihan Kerja Industri (BBLKI) Serang atau

dikenal dengan Serang Industrial Training Institute (SITI)

berdiri pada tahun 1982 dengan nama Kursus Latihan Kerja

(KLK). Pada tahun 1997 nama lembaga ini diubah menjadi

Balai Latihan Kerja Industri (BLKI) dan baru pada tahun 2006

diubah lagi menjadi Balai Latihan Kerja Industri (BBLKI)

Serang.

Menurut sejarah perkembangannya, pada tahun 1997

BBLKI Serang mendapatkan bantuan soft loan dari pemerin-

tahan Austria melalui Vatec Voest MCE GmbH untuk melak-

sanakan program pelatihan teknisi.

Bantuan pemerintah Austria ini melingkupi pekerjaan

pem bangunan gedung dan workshop, penyediaan dan pema-

sangan peralatan dan mesin, pengembangan peralatan lunak

pelatihan, pelatihan instruktur dan staff serta pengembangan

manajemen.

Kerjasama ini berlangsung hingga tahun 2003. Akibat dari

kerjasama ini, program-program pelatihan dan teknologi

yang dikembangan di BBLKI Serang mengacu ke pada sistem

dan standar teknologi Eropa.

Balai Besar Latihan Kerja Industri Serang

BACKGROUNDIndustrial Vocational Training Development Centre (BBLKI)

Serang which is well known as “Serang Industrial Training

Institute (SITI)” was established in 1982 and initially was

named as Kursus Latihan Kerja (KLK) Serang.

In 1997 the name of this institute was renamed as Balai

Latihan Kerja Industri and finally in 2006 was renamed as

Balai Besar Latihan Kerja (BBLKI) Serang. According to its de-

velopment history, in 1997 BBLKI Serang had received soft

loan aid from Austria government through the Vatec Voest

MCE GmbH to implement the technician training.

This Austria cooperation project aid covers the building and

workshop constuction, equipments and machines providing

and installation, training software development, instructor

and training personnels training, and also manajement de-

velopment.

This cooperation project ended in 2003. The result of

this cooperation project is the training programs and the

technology which is developed in BBLKI Serang is oriented to

the European Standard and European Technology.

VISI DAN MISIBBLKI Serang dengan motonya “Kami Peduli Masa De-

pan Anda” mempunyai visi yaitu terwujudnya BBLKI Se-

rang sebagai percontohan untuk pengembangan sumber

daya manusia di bidang teknik industri dan peningkatan

produktivitas serta pemberdayaan masyarakat.

Untuk mencapai visi tersebut BBLKI Serang menetapkan

5 misi, yaitu: pertama, meningkatkan kualitas pelatihan ber-

basis kompetensi dan sertifikasi dibidang teknik industri.

Kedua, meningkatkan sumber daya manusia BBLKI Serang.

Ketiga, mengembangkan sistem dan metoda, teknologi

dan inovasi bidang teknik industri. Keempat, mengembangkan

jejaringan informasi dan kerjasama di bidang peningkatan

kompetensi dan produktivitas. Dan yang kelima adalah Me-

ningkatkan pemberdayaan lembaga pelatihan dan pengab-

dian pada masyarakat.

LATAR BELAKANGBalai Besar Pengembangan Latihan Kerja Luar Negeri

(B2PLKLN) Bekasi lebih dikenal dengan nama “CEVEST”

yang merupakan kepanjangan dari The Centre for Vocational

and Extention Service Training. CEVEST didirikan pada

tahun 1985 dengan bantuan dari pemerintah Jepang sebagai

bentuk kerjasama dalam rangka pengembangan sumber

daya manusia di kawasan ASEAN. CEVEST diresmikan oleh

Perdana Menteri Jepang, Zenko Suzuki, sementara dari

Indonesia diwakili oleh Sudomo selaku Menteri Tenaga Kerja

dan Hartarto sebagai Menteri Perindustrian

Lembaga pengembangan pelatihan kerja ini sempat

mengalami beberapa kali perubahan nama. Mulai dari Diklat

Instruktur Cevest pada tahun 1986, kemudian menjadi Balai

Latihan Instruktur dan Pengembangan pada tahun 1990.

Pada tahun 2002, dengan ditambahnya tugas dan fungsi

CEVEST untuk melaksanakan pelatihan tenaga kerja keluar

negeri, lembaga pengembangan pelatihan ini yang semula

merupakan unit kerja Eselon III berubah menjadi unit kerja

Eselon II dengan nama Pusat Pelatihan Kerja

Tenaga Kerja Luar Negeri (Puslatker TKLN). Dan

akhirnya pada tahun 2006, CEVEST diberi nama Balai Besar

Pengembangan Latihan Kerja Luar Negeri (B2PLKLN) pada

2006.

BACKGROUNDOverseas Vocational Training Development Centre (Balai

Besar Pengembangan Latihan Kerja Luar Negeri/B2PLKLN) is well known with “CEVEST” which is abbreviation of The Centre for Vocational and Extention Service Training.

CEVEST was established in 1985 with grant aid from Japanese government to develop human Resource in ASEAN region. CEVEST was opened by Japan Prime Minister, Mr. Zenko Suzuki, The Minister of Manpower, Mr. Sudomo, and The Minister of Industri, Mr. Hartarto, as Indonesian government representatives.

This vocational training center had changed its name for several times. Starts from The Training Centre for Instructor Cevest at 1986, then it became The Training Centre for Instructor andDevelopment (BLIP) at 1990.

In 2002, CEVEST which previously working unit of Echelon III was promoted to Echelon II with name of “Overseas Vocational Training Development Centre” (Puslatker TKLN) and has additional task and function to conduct vocational training for overseas workers. And finalally in 2006, CEVEST was renamed with Overseas Vocational Training Development Centre (Balai Besar Pengembangan Latihan Kerja Luar Negeri/B2PLKLN)

LATAR BELAKANGGuna memenuhi kebutuhan tenaga kerja yang kompeten,

diperlukan pelatihan kerja yang sesuai dengan kebutuhan industri dan tuntutan globalisasi. Seiring dengan itu, Balai Besar Pengembangan Latihan Kerja Dalam Negeri (B2PLKDN) Bandung mencoba menjawab tantangan tersebut dengan cara melaksanakan pengembangan pelatihan, Uji kompetensi dan sertifikasi serta konsultasi bidang pelaksanaan dan pengembangan pelatihan dan pelatihan instruktur.

Sebelum menggunakan nama B2PLKDN Bandung, Balai Latihan Kerja yang berdiri tahun 1952 semula bernama Pusat Latihan Kerja (PLK)sempat beberapa kali mengalami perubahan nama sebelum akhirnya menjadi Balai Besar Latihan Kerja Dalam Negeri (B2PLKDN) Bandung ditahun 2006. Sebagai salah satu lembaga pelatihan tertua, selain sudah cukup berpengalaman dalam melatih pencari kerja agar siap menjadi karyawan handal dan siap bersaing B2PLKDN Bandung juga berpengalaman dalam melatih instruktur pelatihan. Wajar bila lulusan B2PLKDN tersebar di berbagai perusahaan, instansi dan mengajar di berbagai BLK diseluruh Indonesia.

With that reason, the National Vocational Training Development Center (B2PLKDN) Bandung dares to answer the challenges by developing vocational trainings, conducting Skill Competency Test, certification, and consultancy in vocational training implementation, development and instructor training. Before having the name of B2PLKDN Bandung, the vocational training centre which is established in 1952 was initially named as Pusat Latihan Kerja (PLK) and had its name changed for several times before having name of Balai Besar Latihan Kerja Dalam Negeri (B2PLKDN) Bandung in 2006.

As one of the oldest training institute, B2PLKDN Bandung has been experienced in organizing training for the jobseekers to prepare them become reliable employees and ready to compete and also in organizing the training for instructor. No wonder if the graduates of B2PLKDN work in various companies and institutions and also work as instructor

LATAR BELAKANGBalai Besar Latihan Kerja Industri (BBLKI) Surakarta adalah

BLK pertama di Indonesia yang berdiri sejak tahun 1947 dengan

nama Perindustrian Lawu Komplek (PLK) dibawah kementrian

Pembangunan dan Pemuda. PLK Surakarta didirikan atas ide dari

Tentara Pelajar Surakarta sebagai ungkapan rasa patriotisme

dan cinta pada tanah air.

Pada awal pendiriannya, jenis pelatihan yang terdapat di

PLK Surakarta hanya pelatihan pande besi, kerajinan kayu dan

listrik. Seiring dengan berjalannya waktu dan berkembangnya

kebutuhan masyarakat akan pelatihan, BBLKI Surakarta sempat

beberapa kali mengalami perubahan nama dan lokasi. Setelah 5

kali mengalami perubahan nama, ditahun 2006 balai latihan ini

yang semula merupakan unit eselon IIIa ditingkatkan menjadi

unit eselon IIb dengan nama Balai Besar Latihan Kerja Industri

(BBLKI) Surakarta.

VISI DAN MISIVisi dari BBLKI Surakarta adalah terwujudnya BBLKI Surakarta

sebagai pusat percontohan dan pemberdayaan pelatihan dan

produktivitas bidang industri dan jasa.Sedangkan misinya

adalah meningkatkan kompetensi tenaga kerja industri melalui

pelatihan dan uji kompetensi, mengembangkan BBLKI Surakarta

sebagai tempat uji kompetensi, tempat sertifikasi,tempat

penyelenggaraan program produktivitas, tempat konsultasi,

tempat peningkatan kualitas sumber daya pelatihan dibidang

industri dan jasa. Dan juga untuk meningkatkan jejaringan

BACKGROUNDThe Industrial Vocational Training Development Center

(BBLKI) Surakarta is the first BLK in Indonesia which was officially established in 1947 with name of Perindustrian Lawu Komplek (PLK) which was under the Ministry of Development and Youth. The establishment of PLK Surakarta was delivered from the student army’s idea as an expression of their patriotism and fatherland love.

In the beginning of the establishment, the training types existed in PLK Surakarta were only blacksmith, wood craft and electricity training.

In line with time flow as well with the development of the public needs for the training, BBLKI Surakarta had its name and location changed several times. After 5 times having being renamed, in 2006 this training center which initially was an echelon IIIa organization was upgraded to become echelon IIb organization with name of The Industrial Vocational Training Development Center (Balai Besar Latihan Kerja Industri (BBLKI)) Surakarta.

VISION AND MISSIONThe vision of BBLKI Surakarta is the realization of BBLKI

Surakarta as the center of excellence and the center of empowerment for training and productivity development in industry and services area.On the other hand, its mission are to develop the competency of the labor through training and competency test, to develop BBLKI Surakarta as the place for skill competency test, for certification, for productivity program implementation, for consultation, and for training resource development in industry and services area. PROFILPROFILE

LATAR BELAKANGBalai Latihan yang terletak di ujung barat wilayah

Indonesia ini didirikan pada tahun 1979 atas erjasama

pemerintah Indonesia dengan Bank Dunia (IBRD) dengan

nama Balai Latihan Kerja Industri (BLKI) Banda Aceh.

BLKI Banda Aceh didirikan dengan tujuan untuk me-

ningkatkan sumber daya manusia di wilayah terbarat In-

do nesia melalui pelaksanaan kegiatan pelatihan kerja.

Dengan demikian diharapkan lulusannya dapat diterima

di Industri dan pasar kerja dan dapat menurunkan tingkat

pengangguran yang cukup tinggi di wilayah tersebut.

Pada tahun 2004, BLKI Banda Aceh mengalami kerusakan

cukup parah akibat dari bencana Sunami yang melanda

provinsi tersebut. Berkat dukungan dari pemerintah Indo-

nesia dan negara lainnya seperti Jepang dan Prancis yang

turut membantu percepatan rekonstuksi BLKI Banda Aceh,

saat ini BLKI Banda Aceh telah aktif berkiprah kembali dalam

melatih untuk meningkatkan keterampilan dan kompetensi

sumber daya manusia Provinsi Banda Aceh.

Balai Latihan Kerja Industri Banda Aceh

BACKGROUNDThis Vocational Training Center which located in most

western part of Indonesia was established in 1979 results

from the cooperation between Indonesia government and

World Bank (IBRD aid) named as Balai Latihan Kerja Industri/

BLKI (Industrial Vocational Training Center) Banda Aceh.

BLKI Banda Aceh was established with purpose to

develop the human resource in the most western part of

Indonesia region through implementation of vocational

training. Therefore the graduates will be accepted working

in Industry and enter the labor market which it can reduce

the unemployment number that quite high in that region.

In year 2004, BLKI Banda Aceh had quite serious

destruction after being attacked by Tsunami disaster. With

the shake of aid from Indonesia government and others

donation countries such as France and Japan which helped to

accelerate the reconstruction of BLKI Banda Aceh, nowadays

BLKI Banda Aceh relief and actively implementing training

to develop the skill and competency of human resources in

Banda Aceh Province.

LATAR BELAKANGTantangan besar yang dihadapi Indonesia sekarang

adalah tingginya tingkat pengangguran dan rendahnya

kualitas dan produktivitas sumber daya manusia (SDM).

Tingginya pengangguran tidak hanya menjadi beban

ekonomi tapi juga menjadi sumber kerawanan sosial yang

pada akhirnya dapat menimbulkan dampak negatif bagi

masyarakat.

Oleh karena itu, perlu adanya upaya dan kerja keras

untuk meningkatkan kualitas dan produktivitas SDM dengan

memanfaatkan seluruh potensi dan sumber daya yang

tersedia termasuk lembaga pelatihan.

Balai Latihan Kerja Industri (BLKI) Samarinda, sebagai

salah satu unit pelaksana teknis pusat yang berfungsi

sebagai kepanjangan tangan Departemen Tenaga Kerja

BACKGROUNDThe big challenge that is faced by Indonesia is high number

of unemployment and the low quality and productivity of

human resources. The high number of unemployment causes

not only economic burden but also becomes source of social

crisis that can generate negative impact for public.

Therefore, there must be an effort and hard work to

increase the quality and productivity of human resources by

utilizing the every existing resources, including the training

institute.

The Industrial Vocational Training Institute ( BLKI) Sa-

marinda, as one of the technical executor unit acts as an

elongation of the Ministry of Manpower and Transmigration,

especially in training and productivity area, developing its

duty by giving training for the regional Vocational Training

Center, private training institutes and companies residing in

Kalimantan. Additionally also conducting various training

services required by public, intitutions, and also industry.

competence workers. On other hand, its missions are to conduct training programs with the main priority to prepare professional and competence workers that linked with the labor market demand. To conduct Skill Competency

tersedia dipasar kerja ataupun usaha mandiri.Sedangkan pelatihan non institusional atau pelatihan

keliling dilaksanakan di daerah pedesaan atas permintaan masyarakat sesuai potensi daerahnya. Dalam hal ini semua sarana dan prasarana maupun instrukturnya disiapkan dan dikirim ke lokasi pelatihan dengan menggunakan mobil MTU (Mobile Training Unit). Sedangkan pesertanya direkrut oleh daerah dan desa bersama BLKI Makassar.

• Pelatihan PemaganganProgram pelatihan ini ditujukan kepada anak putus

sekolah (minimal lulusan SLTP) dan pencari kerja. Adapun lulusannya dipersiapkan untuk mengisi kebutuhan dunia industri untuk jabatan level operator.

can’t afford on continuing formal school (minimum the graduate of junior high school) and also for the job seeker. The graduates are prepared to fill the job occupancies of operator level in the industrial sector.

The duration of this program is three years with the contents such as:First year:• Four months training at the BLKI• Seven months on the job training at the company• One months skill assessment in the BLKI

Second year:• Three months training at the BLKI• Eight months on the job training at the company• One months skill assessment in interest test at the BLKI

• Technician Training (D3)A training program that is aimed to train the high school or

vocational school graduates with majors in machine, electrics and electronics. This program is a cooperation program between The Ministry of Manpower and Transmigration and The Ministry of Education through Directorate of DIKTI.

Ternate. The training system is conducted movingly, from

one place to another, and the training program is arranged

based on the community demands.

PROFILPROFILE

LATAR BELAKANGBLKI Sorong berdiri pada tahun 1982 dengan nama

Lembaga Latihan Kerja Usaha Kerja Mandiri (LLK UKM)

Sorong. Pada saat terjadi Otonomi daerah ditahun 2001, atas

dasar azas desentralisasi, lembaga pelatihan ini yang semula

dikelola dan dibina langsung oleh pemerintah pusat yakni

Depnakertrans diserahkan kepada pemerintah daerah. Hal

ini mengakibatkan seluruh pengelolaan dan pembinaan

dari lembaga pelatihan ini sepenuhnya berada dibawah

tanggung jawab pemerintah daerah.

Pada akhir tahun 2005, dengan pertimbangan untuk

meningkatkan kualitas pelatihan, lembaga pelatihan ini

secara resmi diserahkan kembali kepada pemerintah pusat

yang dalam hal ini adalah Depnakertrans.

Dan pada tahun 2006 berdasarkan Peraturan Menteri

Tenaga Kerja dan Transmigrasi No. PER-06/MEN/III/2006,

lembaga pelatihan kerja ini ditetapkan sebagai salah satu

Unit Pelaksana Teknis Pusat bidang pelatihan kerja dengan

nama Balai Latihan Kerja Industri (BLKI) Sorong yang wilayah

kerjanya meliputi Provinsi Papua dan Papua Barat.

BACKGROUNDThe Industrial Vocational Training Center (BLKI) Sorong was

established in 1982 and was named as Vocational Training

Center for Small and Medium Enterprises (LLK UKM) Sorong.

Entering the Otonomi era, according to the decentralism, this

training institute which had been organized and managed

by the central government, The Ministry of Manpower and

Transmigration, was handed over to the regional governmet.

Hence the management and development of this training

institute become the regional government responsibility.

At the end of 2005, with the consideration to improve the

quality of training, this training institute officially rehanded

over to the central government, in this case is The Ministry of

Manpower and Transmigration,

And in 2006, according to the Regulation of The Ministry

of Manpower and Transmigration number 6 year 2006, this

training institute is officially became as one of Technical

Executor Unit (UPT) of Central Government in Vocational

Training area and named as Industrial Vocational Training

Center (BLKI) Sorong which its working area includes Papua

and West Papua Provinces.

VISI DAN MISIBLKI Sorong memiliki visi untuk dapat menciptakan

tenaga kerja yang terampil, kompeten dan professional

melalui pelatihan kerja. Hal ini diharapkan dapat memenuhi

kebutuhan dunia kerja kita baik di dalam maupun luar

negeri.

Untuk mencapai misi tersebut, BLKI Sorong menetapkan

lima misi yang akan dilaksanakan. Pertama, meningkatkan

kualitas keterampilan tenaga kerja melalui pelatihan berbasis

kompetensi. Kedua, peningkatan kompetensi dilakukan

melalui kerjasama dengan para pihak pemberi kerja. Ketiga,

bekerja sama dengan pihak ketiga dalam rangka mendukung

program usaha mikro, kecil dan menengah.

Keempat, turut melaksanakan Program Uji Kompetensi

Kerja. Dan yang kelima adalah memberdayakan sumber

daya dan fasilitas pelatihan melalui kerjasama dengan dunia

usaha dan industri.

VISION AND MISSIONBLKI Sorong has a vision to be able to create skillful,

competence and professional labors through implementation

of the vocational training. Hence, this will be able to answer

the domestic and overseas labor market demands.

In order to succed its mission, BLKI Ternate states

5 missions to be conducted. First, to improves the skill

quality of manpower through Competency Based Training

implementation. Second, to improves the competence

through the cooperation with the manpower user. Third, to

cooperates with third parties to support the Micro, Small

and Medium Enterprises development Program. Fourth, to

participates in executing the skill competency test program.

And fifth is to utilize of the training resources and facilities

by cooperate with corporate and industry sector.

FACILITYTo support to the trades and programs, BLKI Sorong is

equipped with complete facilities. Exist several workshops

to conduct various technical training programs such as

electrical workshop, automotive and construction workshop.

BACKGROUNDThe Productivity Development Center (BBPP) is an

echelon IIb governmental institution in The Directorate

General of Training and Productivity Development – The

Ministry of Manpower and Transmigration. The history of the

establishment of BBPP is started in 1968 – by the issuing of

president instruction concerning the establishment of The

National Productivity Center.

Along the time, this institute has its nomenclature

changed several times. One of those was in 1988, it turned

into Manpower Productivity Center. In 1993, it became

Directorate of Manpower Productivity Development. In 2002,

it turned into Manpower Productivity Center and finally in

2007 the name changed into The Productivity Development

Center (BBPP).

The tasks of BBPP is to arrange and execute productivity

programs promotion, to give information and to improve

national productivity development nationally, regionally

and sectorally. Besides that, BBPP also has acontribution in

promoting the National Productivity Movement. The purpose

of this movement is to motivate the public to participate in

productivity improvement. One of its activities is periodically

carry out the productivity award to give productivity rewards

for Small and Medium Enterprises which succeed in improving

their productivity significantly..

PROFILPROFILE

LATAR BELAKANGBalai Besar Peningkatan Produktivitas (BBPP) adalah

institusi pemerintah dengan status satuan kerja eselon II b

di lingkungan Direktorat Jenderal Pembinaan Pelatihan dan

Produktivitas – Departemen Tenaga Kerja dan Transmigrasi.

Sejarah pembentukan BBPP dimulai tahun 1968 – dengan

dikeluarkannya instruksi presiden tentang pembentukan

Pusat Produktivitas Nasional.

Dalam perkembangannya lembaga ini mengalami

beberapa kali perubahan nomenklatur. Di antaranya pada

tahun 1988, berubah menjadi Pusat Produktivitas Tenaga

Kerja.

Tahun 1993, menjadi Direktorat Bina Produktivitas Tenaga

Kerja. Tahun 2002, berubah menjadi Pusat Produktivitas

Tenaga Kerja dan akhirnya pada tahun 2007, berubah

menjadi Balai Besar Peningkatan Produktivitas (BBPP).

Tugas BBPP adalah melaksakan penyusunan dan

pelaksanaan program, promosi, informasi serta pengem-

bangan peningkatan produktivitas tingkat nasional,

regional dan sektoral. Selain itu BBPP juga berperan

aktif dalam mendorong Gerakan Produktivitas Nasional.

Tujuannya untuk memotivasi partisipasi masyarakat dalam

peningkatan produktivitas.Salah satu bentuk kegiatannya

adalah pemberian penghargaan produktivitas secara

periodik kepada usahakecil menengah yang dinilai berhasil

meningkatkan produktivitas secara signifikan.

LATAR BELAKANG Dahulu lembaga ini bernama Pusat Latihan Transmigrasi

(Puslatrans). yang berada dibawah pembinaan Departemen

Transmigrasi. Pada saat perubahan organisasi di era akhir

pemerintahan Orde Baru, Departemen Transmigrasi berubah

menjadi Badan Administrasi Kependudukan dan Mobilitas

Penduduk. Unit kerja Puslatrans sempat hilang dan baru

kembali muncul setelah bergabungnya Departemen Tenaga

Kerja dan Transmigrasi pada tahun 2001 dengan nama

Pusat Pembinaan Pelatihan Masyarakat. Berdasarkan Surat

Keputusan Menteri Tenaga Kerja dan Transmigrasi RI Nomor:

KEP 137/MEN/2001, kedudukan Pusat Pembinaan Pelatihan

Masyarakat tersebut berada dibawah Badan Pelatihan dan

Produktivitas Departemen Tenaga Kerja dan Transmigrasi.

Pada tahun 2003 Pusat Pembinaan Pelatihan Masyarakat

dirubah menjadi Pusat Pelatihan Transmigrasi dan pada tahun

2006 berubah kembali menjadi Balai Besar Pengembangan

Latihan Ketransmigrasian.

BACKGROUNDThis transmigration training institute was previously

called Transmigration Training Centre (Puslatrans), and was

managed under the Ministry of Transmigration. When there

was an organizational changes at the end of orde baru era

(1968-1998), the Ministry of Transmigration was changed

into The Population and Migration Administration Body.

That time the Puslatrans was vanished for a while and then

appeared again after the merging of the The Ministry of

Transmigration with the Ministry of Manpower in 2001 with

a new name called The Society Training Development Center

(Pusat Pembinaan Pelatihan Masyarakat). According to the

Ministry of Manpower and Transmigration Decree number

137 year 2001, Pusat Pembinaan Pelatihan Masyarakat was

structurally managed under of The Training and Productivity

Body of the Ministry of Manpower and Transmigration.

In 2003, the name of Pusat Pembinaan Pelatihan Masyarakat

was renamed into Pusat Pelatihan Transmigrasi (Transmigration

Training Center) and in 2006 was renamed again into Balai

Besar Pengembangan Latihan Ketransmigrasian (BBPLK) (The

Transmigration Training Development Center).

FACILITIES The facilities that belongs to The Transmigration Training

Development Center are still under construction such as:

600 m2 office building, dormitory with capacity for 100

occupants, three classrooms with capacity of 30 trainees for

each, meeting room with capacity for 150 people, ±9.000 m2

demonstration plotting area (Demplot). This building complex

SARANA DAN PRASARANADukungan sarana dan prasarana yang dimiliki Balai

Besar Pengembangan Latihan Ketransmigrasiaan saat ini

masih dalam proses pembangunan yang meliputi : Gedung

Kantor seluas 600 m2, bangunan asrama dengan kapasitas

100 orang, 3 ruang kelas dengan kapasitas masing – masing

30 orang, ruang pertemuan dengan kapasitas 150 orang

serta lahan demplot seluas ± 9.000 m2. Komplek bangunan

Balai Besar Latihan Ketransmigrasian DI Yogyakarta

BACKGROUNDThe Transmigration Training Implementation Development

Center (Balai Besar Latihan Ketransmigrasian) DI Yogyakarta

was established in 1981 and was named as Balai Latihan

Transmigrasi (Balatrans) Yogyakarta. Balatrans Yogyakarta

was built because of the human resources quality discrepancy

with the demands in the new resettlement area.

Hence the training for transmigrant candidates and for

the fresh resettled transmigrants in the resettlement area

become very urgent. Considering that matter, then in 1981

karta didirikan pada tahun 1981 dengan nama Balai Latihan

Transmigrasi (Balatrans) Yogyakarta. Balatrans Yogyakarta

lahir karena adanya kesenjangan kualitas sumber daya ma-

nusia dengan tuntutan kebutuhan yang tersedia di lahan pe-

mukiman baru.

Dengan demikian kegiatan pelatihan bagi calon Trans-

migran dan transmigran yang telah berada di lokasi pemu-

kiman baru menjadi sangat mendesak. Menyadari hal ter-

sebut, maka pada tahun 1981 Departemen Transmigrasi

membentuk sebuah Balai Latihan Transmigrasi diatas lahan

seluas 37.011 m2 berlokasi di dusun Beran Tridadi Sleman,

di Yogyakarta.

Memasuki Pelita III ketika Pengerahan Transmigrasi dilak-

sanakan secara besar-besaran, maka BALATRANS Yogyakarta

memiliki peran besar dalam melatih para calon Transmigran.

Peserta Pelatihan bukan hanya yang berasal dari Yogyakarta,

tapi juga dari Jawa Tengah dan Jawa Timur.

Disamping menyelenggarakan kegiatan pelatihan, BALA-

TRANS juga bertugas mengadakan uji coba, validasi dan

deseminasi modul pelatihan serta mengadakan evaluasi dan

monitoring pelatihan.

Pada tahun 2006, berdasarkan Peraturan Menteri Tena-

ga Kerja dan Transmigrasi nomor 06 tahun 2006, Balatrans

Yogyakarta ditingkatkan status kelembagaannya menjadi unit

eselon II b dengan nama Balai Besar Latihan Ketransmigrasian

(BB Latrans) DI Yogyakarta.

VISI DAN MISIBalai Besar Latihan Ketransmigrasian Yogyakarta mem-

punyai visi yaitu mewujudkan Balai Besar Latihan Ketrans-

migrasian Yogyakarta sebagai pusat percontohan (center of

excellent), pusat pengembangan (center of development)

dan sebagai pusat pemberdayaan (center of empowerment)

untuk pelatihan ketransmigrasian.

Untuk mewujudkan visi tersebut, Balai Besar Ketrans-

migrasian Yogyakarta menetapkan 3 misi, yaitu:

1. Mendukung terlaksananya kebijakan dan program di-

Entering the third of five years development periods

when the transmigration mobilization was done in a big

scale, BALATRANS Yogyakarta had a great role in training

transmigrant candidate. The participant were not only came

from Yogyakarta, but also from Central Java and East Java.

Besides conducting the training, BALATRANS also has

duty to conduct experiments, validation, training modules

dissemination and also to monitor and to evaluate the training

implementation.

In 2006, according to the Ministry of Manpower and

Transmigration Regulation number 06 of year 2006, Balatrans

Yogyakarta was promoted to become an organization unit of

echelon II b, with name of Balai Latihan Ketransmigrasian (BB

Latrans) DI Yogyakarta. VISION AND MISSION

Balai Besar Latihan Ketransmigrasian Yogyakarta has vision

to realize the Balai Besar Latihan Ketransmigrasian Yogyakarta

as the center of excellent, as the center of development and as

the center of empowerment for the transmigration training.

To realize that vision, Balai Besar Ketransmigrasian Yogya-

karta had decided 3 missions to accomplish, such as:

1. To support the implementation of policies and programs

of vocational and transmigration education and training

bidang pendidkan dan pelatihan ketenagakerjaan dan

baga pendidikan dan pelatihan serta lembaga pelayanan

produktivitas

3. Meningkatkan kompetensi, profesionalisme dan produk-

tivitas tenaga kerja, masyarakat transmigrasi serta Pe-

gawai Negeri Sipil yang menangani bidang ketenaga-

kerjaan dan ketransmigrasian.

PROGRAM PELATIHANSecara garis besar kegiatan Pelatihan dan Bimbingan

Teknis yang dilaksanakan oleh BB Latrans Yogyakarta dapat

dibagi dalam 2 (dua) jenis yaitu, Pelatihan yang bersifat

Pemberian Pengetahuan Penggerakan Masyarakat (Social

Engineering) dan Pelatihan Keterampilan dengan tujuan

untuk meningkatkan Pengetahuan, Keterampilan dan Sikap.

Jenis-jenis Pelatihan

1. Pelatihan Dasar Umum

Pelatihan Dasar Umum ditujukan kepada calon Trans-

migran dari Propinsi Daerah Istimewa Yogyakarta yang akan

berangkat menuju pemukiman Transmigrasi.

2. Pelatihan Masyarakat Transmigrasi

Pelatihan ini ditujukan kepada para pemukim di lokasi

Transmigrasi Lokal yang berada di Jawa. Tujuan kegiatan

TRAINING PROGRAMS Basically, training and technical guidance activities that

are held by BB Latrans Yogyakarta can be devided into two

types which are social engineering training and skill training

with aim to improve the knowledge, skills and attitude.

Training types

1. Common basic training

Common basic training is determined for transmigrant

candidates from Yogyakarta province which will depart to

resettlement area.

2. Transmigrant training

This training is determined for the transmigrant who lives

in the resettlement area in Java. The goal of the training is

to give additional knowledge for the local transmigrant and

nearby community, therefore they will have enough skills to

increase their income and to support the society development

3. Technical Guidance

Technical Guidance is determined for the government

officials who managed the transmigration training/Instructor/

Trainer who works in regional and central government in

Java.

training activity, BB Latrans Yogyakarta is equipped with class

rooms, library and demonstration plotting area (demplot)

which is used as practice area or as a plantation demonstration

SARANA DAN PRASARANAGuna mendukung pelaksanaan kegiatan pelatihan ke-

transmigrasian, BB Latrans Yogyakarta dilengkapi dengan

fasilitas ruang kelas, perpustakaan dan lahan demplot yang

digunakan sebagai tempat praktek dan lahan percontohan

tanaman. Selain itu disiapkan pula asrama, aula, sarana olah

dimulai dengan dibangunnya tempat penampungan calon

transmigran (Transito) di kota Pekanbaru, Provinsi Riau pada

tahun 1986.

Seiring dengan perkembangan kebutuhan akan pela-

tih an ketransmigrasian di Provinsi ini, Transito tersebut di-

kembangkan menjadi Balai Latihan Transmigrasi (Bala trans)

pada tahun 1992.

Balatrans Pekanbaru memiliki tugas untuk melaksanakan

pelatihan transmigrasi, calon transmigrasi dan masyarakat

sekitar kawasan transmigrasi serta pelaksana program ke-

Center Pekanbaru started with the establishment of the transit

camp for the transmigrant candidates (Transito) in Pekanbaru

city, Riau Province in 1986.

Along with the development of the needs for the trans-

migration training in this Province, this Transito location was

developed into Transmigration Training Center (Balatrans) in

year 1992.

Balatrans Pekanbaru has tasks to implement the trans mi-

gration training for transmigrants, transmigrant can di dates,

LATAR BELAKANGUntuk menjembatani tugas dan fungsi Departemen Tenaga

Kerja dan Transmigrasi RI, khususnya dalam menjalankan

fungsi pembangunan di bidang ketransmigrasian, maka

dibentuklah Unit Pelaksana Teknis Pusat (UPT-P) Balai Latihan

Ketransmigrasian Denpasar (Balatrans Denpasar) dengan

wilayah tugas meliputi Bali, Nusa Tenggara Barat dan Nusa

Tenggara Timur.

Sesuai dengan fungsi dan tugasnya, Balatrans Denpasar

mempunyai tugas yaitu melaksanakan pelatihan untuk trans-

migran dan calon transmigran serta masyarakat di sekitar

kawasan transmigrasi serta pelaksana program ke trans-

BACKGROUNDTo bridge the duty and the function of the Ministry of

Manpower and Transmigration, especially to carry out the

function to develope the transmigration sector, hence the

Central Technical Executor Unit (UPT-P) of the Transmigration

Training Center (Balatrans) Denpasar was established with

working area that covers Bali, NTB and NTT.

In line with its function and task , Balatrans Denpasar has

a tasks to conduct trainings for the resettled transmigrant

, transmigrant candidates, and for the community around

the transmigration location and also to implement the

transmigration programs.

Transmigration training is held to support the achievement

of transmigrant community in developing life in the new

kung keberhasilan masyarakat transmigran dalam mengem-

bangkan kehidupan di daerah baru.

Pelatihan transmigrasi dilakukan karena masyarakat

yang ikut transmigrasi, pada umumnya tingkat pendidikan,

pengalaman dan keterampilannya belum memadai untuk

menghadapi lingkungan baru. Sedangkan masyarakat se-

tempat yang ikut transmigrasi sudah mengenal kondisi fisik

dan sosial budaya kawasan transmigrasi, namun mereka be-

lum terbiasa melakukan kegiatan usaha secara produktif.

Dilihat dari segi fungsi, ada lima fungsi Balatrans Den-

pasar. Pertama, menyusun dan merencanakan program pe-

latihan. Kedua, menyiapkan dan menyelenggarakan pela-

tihan ketransmigrasian. Ketiga, melaksanakan uji coba mo-

dul pelatihan. Keempat, mengevaluasi dan menyusun la-

poran pelatihan. Dan yang kelima, melaksanakan urusan ke-

pegawaian, keuangan, tata usaha, rumah tangga dan penge-

lolaan sarana pelatihan.

VISI DAN MISIVisi Balatrans Denpasar adalah “Mewujudkan kualitas

Second, to prepare and to carry out transmigration training.

Third, to conduct try out of training modules. Fourth, to

evaluate and to report the trainings. And fifth, to manage

the personnel, finance, administration, general affairs and the

training facility.

Untuk mewujudkan misi tersebut, balai pelatihan yang

berada di Pulau Dewata itu menetapkan lima misi. Pertama,

meningkatkan kualitas calon transmigran, transmigran

dan masyarakat sekitar kawasan transmigrasi melalui pela-

tihan-pelatihan. Kedua, mendorong dan meningkatkan ka-

pasitas calon transmigran, transmigran dan masyarakat se-

kitar kawasan transmigrasi melalui pemberdayaan secara

intensif. Ketiga, menyelenggarakan pelatihan dalam upaya

mendukung peningkatan sumber daya manusia, mobilitas

penduduk dan dan pemberdayaan sumber daya alam ka-

wasan transmigrasi serta program lintas sektor. Keempat,

meningkatkan koordinasi dan kerjasama dengan instansi

lintas sektor dalam rangka peningkatan kapasitas kerja pe-

latihan. Kelima, memberdayakan calon trasmigran, trans-

migran dan masyarakat di sekitar kawasan transmigrasi me-

lalui pelatihan berbasis komunitas.

PROGRAM PELATIHANProgram pelatihan ketransmigrasian yang dikembangkan

oleh Balatrans Denpasar mencakup hal-hal sebagai berikut:

1. Sasaran Pembangunan Ketransmigrasian

• Meningkatkan kemampuan dan produktivitas masya-

rakat.

• Mewujudkan integrasi masyarakat.

2. Mekanisme Penyelenggaraan Transmigrasi

• Penyelenggara Pelatihan transmigrasi dilakukan oleh

Pusat Pelatihan Transmigrasi, Unit Pelaksana Teknis Pusat

LATAR BELAKANGKeberhasilan program transmigrasi tidak hanya diukur

dari sisi pembangunan fisik, dana dan bantuan yang

diberikan, akan tetapi yang lebih penting adalah kemampuan

sumber daya manusia (transmigran) dalam mengelola

sumber daya alam yang tersedia.

Dalam membangun m asyarakat transmigrasi diperlukan

figur figur transmigran yang berorientasi masa depan yang

lebih baik. Terutama dalam mengembangkan pengetahuan,

kete rampilan dan sikap mental dalam mengelola lingkungan

untuk memberi nilai ekonomis yang lebih. Berangkat dari

sini pada tahun 2001 dibentuklah Balai Latihan Transmigrasi

(Balatrans) Banjarmasin.

Balatrans Banjarmasin mempunyai tugas pokok dan

fund and aids , but the most important thing is the human

resource (transmigrant) capability to exploit existing natural

resources.

In developing transmigration society, transmigrant figures

who have orientation of better future are required.. Especially

nature to add more economic value. Coming from this

reason, in 2001 the Transmigration Training Center (Balatrans)

transmigran, calon transmigran dan masyarakat disekitar

kawasan transmigrasi.

Balatrans Banjarmasin mempunyai wilayah kerja se

Kalimantan meliputi : Kalimantan Tengah, Kalimantan Timur,

Kalimantan Barat, dan Kalimantan Selatan.

VISI DAN MISIVisi dari Balatrans Banjarmasin adalah mewujudkan Ba-

latrans Banjarmasin sebagai “Pusat Percontohan, Pengem-

bangan dan Pemberdayaan” (Center Of Excellent, Center of

Development dan Center of Empowerment).

Guna mewujudkan visi diatas, Balatrans Banjarmasin

menetapkan 7 misi yang akan dilaksanakan, yaitu:

• Menyelenggarakan pelatihan transmigrasi sesuai dengan

kebutuhan transmigran.

• Memberdayakan masyarakat transmigran melalui pela-

tihan berbasis komunitas.

duktivitas yang profesional.

Sedangkan moto Balantrans Banjarmasin adalah “Men-

ciptakan Masyarakat Transmigran Yang Berpengetahuan,

carry out transmigration training for resettled transmigrants,

transmigrant candidates, and the transmigration neighbor-

hood community.

Balatrans Banjarmasin has working range that covers

Kalimantan Island including: Middle, East, West, and South

Kalimantan Provinces.

PROFILPROFILE

LATAR BELAKANGBalai Latihan Transmigrasi (Balatrans) Makassar berdiri

pada tahun 1978 dengan nama Balai Latihan Transmigrasi

Propinsi Sulawesi Selatan. Dalam perkembangan selanjutnya

berdasarkan Keputusan Menteri Tenaga Kerja dan Trans-

migrasi nomor 137 tahun 2001dan selanjutnya dengan

Peraturan Menteri Tenaga Kerja dan Transmigrasi nomor

06 tahun 2006, nama balai latihan ini diubah menjadi Balai

Latihan Transmigrasi (Balatrans) Makassar dengan wilayah

kerja meliputi Pulau Sulawesi, Maluku dan Papua.

Kehadiran lembaga ini bertujuan untuk mengatasi

kesenjangan sumber daya manusia y ang dimiliki oleh

aparatur transmigrasi, para transmigran dan penduduk

sekitar yang sangat membutuhkan perubahan. Perubahan

established in 1978 and initially was named as Balatrans of

South Sulawesi Province. In the next development, according

to The Minister of Manpower and Transmigration Decree

number 137 of year 2001 and The Minister of Manpower and

Transmigration Regulation number 06 year 2006, this training

center was renamed into Transmigration Training Center

(Balatrans) Makassar with working area covers Sulawesi

Island, Maluku and Papua.

The establishment of this institute aim to overcome the

lack of human resource quality owned by transmigration

organizers, transmigrants and the nearby community who

need any changes. Any changes that is stated above means

yang dimaksud adalah peningkatan pengetahuan, keteram-

pilan dan perubahan sikap.

Balatrans Makassar sebagaimana juga Balatrans lain,

mempunyai tugas menyelenggarakan pelatihan bagi calon

transmigran, transmigran dan masyarakat sekitar lokasi

pemukiman transmigrasi serta penyelenggara transmigrasi.

Disamping menyelenggarakan kegiatan pelatihan,

Balatrans Makassar juga bertugas mengadakan uji

coba modul, validasi dan deseminasi modul pelatihan

serta mengadakan evaluasi dan monitoring pelatihan.

Memasuki era ini Balatrans Makassar mulai membudayakan

perencanaan jenis pelatihan yang benar-benar dibutuhkan

masyarakat melalui Konsep Pelatihan Berbasis Masyarakat

(Community Based Training) sebagai langkah awal didalam

menentukan jenis pelatihan yang dibutuhkan masyarakat.

VISI DAN MISIVisi Balatrans Makassar adalah terwujudnya lembaga

pendidikan dan pelatihan ketransmigrasian yang professio-

nal, sebagai pusat percontohan, pengembangan dan pem-

berdayaan di kawasan Timur Indonesia dalam rangka

mendukung kebijaksanaan dan program ketransmigrasian.

Untuk mencapai visi tersebut Balatrans Makassar mene-

tapkan 12 misi untuk dilaksanakan yaitu:

1. Bekerjasama dengan pusat dan instansi terkait ( Pemda,

LAN, Perguruan Tinggi setempat), dalam rangka

pendidikan dan pelatihan aparat ketransmigrasian

sekawasan Timur Indonesia (Sulawesi, Malaku dan

Papua).

2. Membangun jaringan dengan stakeholders.

3. Pembenahan sarana dan prasarana diklat.

4. Meningkatkan kualitas dan kuantitas aparat pelatih.

to carry out training for the transmigrant candidates, the

resettled transmigrant and for the communites around the

location of resettlement and also transmigration organizers.

Beside carrying out training activities, Balatrans Makassar

also has duties to try out, to validate and to disseminate the

training modules and also to evaluate and to monitor training

implementation. Entering this era, Balatrans Makassar starts

to adopt the planning of training types that are demanded by

the community through community based training concept

as initial step in determining the training types required by

public.

VISION AND MISSIONThe vision of Balatrans Makassar is the realization of the

Balatrans Makassar as professional transmigration education

and training center and becomes a model institute, center of

development and the center of utilization of eastern part region

of Indonesia in order to support transmigration programs and

policies. In order to achieve that vision, Balatrans Makassar
