Chief Editor’s NoteThe image of traditional medicine has been tarnished by the incidences of sexual and ‘hanky panky’ services offered in the traditional massage centre, reflexology centre and even in Spa, as reported in national newspapers and TV news recently. The worse scenario is, the same operators get caught and fined for more than once for doing the same activities. Does our government’s intention to upgrading these traditional and complementary medicines to the same level or at least at par with the modern medicine gone to waste?

Maybe these unprofessional massage centres need to be banned and the operators have to faced a heavy punishment and only premises that provide therapeutic services are permitted to operate. With this, only customer with true ailments and health problems will come to the premise to seek remedy, and not a customer who wants pleasure and enjoyment!

As we all know, we are facing with critical social problems now. Lots of unethical acts are happening all over the place and as a result, many babies were thrown in the drainage, bin and other places. Perhaps if there is no premises offering unethical services, at least the problems may be reduced if we can’t solve all of it. Think about it... Thank you very much..

Imej perubatan tradisional kini tercalar dengan terpampang dengan jelasnya baru-baru ini di dada akhbar utama negara serta media massa tentang khidmat seks dan urutan batin yang diberikan di premis perubatan tradisional, refleksologi dan juga Spa. Ada di antara pengusaha premis berkenaan telah pun dicekup dan didenda tetapi masih menjalankan aktiviti yang sama. Apakah makna semua ini? Adakah hasrat kerajaan ingin menaik tarafkan rawatan tradisional dan komplementari setanding dengan rawatan moden hanya perbuatan yang sia-sia?

Mungkin sepatutnya premis urutan yang tidak professional ini perlu diharamkan dan diberi hukuman yang berat ke atas pengusahanya dan hanya membenarkan premis yang menawarkan rawatan terapeutik sahaja untuk beroperasi. Dengan ini pelanggan yang betul-betul mempunyai masalah sahaja akan datang ke premis perubatan tradisional ini, dan bukannya pelanggan yang ingin cari keseronokan duniawi semata-mata!

Seperti yang kita ketahui, negara kini mengalami masalah gejala sosial yang amat serius. Berlakunya maksiat di merata tempat dan akhirnya banyak anak-anak yang tidak berdosa dibuang di dalam longkang, tong sampah dan merata tempat lagi yang tidak layak bagi mereka. Dengan tiadanya tempat maksiat ini, diharapkan masalah ini dapat dikurangkan walaupun tidak dapat diselesaikan seratus peratus. Renungkanlah…

MS ISO 9001:2008 Certification for T&CMD

Pensijilan MS ISO 9001:2008 kepada BPTK

Bahagian Tradisional dan Komplementari (BPTK) kini bergerak selangkah lagi kehadapan apabila telah dianugerahkan pensijilan MS ISO 9001:2008 bagi sistem pengurusan kualiti di sini oleh Sirim Berhad pada 26 Mei 2010. Skop kualiti yang dinilai merupakan empat (4) tunjang utama BPTK iaitu (1) Pengeluaran surat sokongan bagi pegawai asing, (2) Pengeluaran surat sokongan untuk nama persatuan / pertubuhan syarikat, (3) Pembangunan standard dan kriteria bagi program pendidikan dan (4) Pemeriksaan premis. Dengan pensijilan ini, mutu perkhidmatan kami kepada pelanggan akan menjadi lebih mantap dan berkesan pada masa mendatang.

Unit Baru PT&K ( Alor Setar dan Port Dickson)

Bahagian Perubatan Tradisional dan Komplementari (BPTK) akan menubuhkan Unit Perubatan Tradisional dan Komplementari (Unit PT&K) di dua buah hospital kerajaan (Hospital Integrasi) pada akhir tahun 2010. Hospital tersebut adalah Hospital Port Dickson, Negeri Sembilan dan Hospital Sultanah Bahiyah, Alor Setar, Kedah. Kerja-kerja untuk menaik-taraf hospital terbabit sedang dijalankan dan Unit PT&K akan berkonsepkan kebudayaan Malaysia.

Kedua-dua hospital ini akan menawarkan perkhidmatan Urutan Tradisional Melayu dan Akupuntur untuk kes-kes kesakitan kronik dan angin ahmar. Hospital Port Dickson pula bagaimanapun akan menyediakan perkhidmatan Shirodhara (Perubatan Tradisional India), merupakan yang pertama diperkenalkan di dalam hospital integrasi di Malaysia.

Disamping itu, kami ingin menghebahkan kepada anda bahawa, menjelang tahun 2011, Hospital Sultanah Hajjah Kalsom, Cameron Highland, Pahang bakal dilengkapkan dengan perkhidmatan PT&K.

Traditional and Complementary Medicine Division (T&CMD) now moves one step further when awarded with the MS ISO 9001:2008 certification for its quality management system by SIRIM Berhad on 26th May 2010. This certification covers 4 major scopes of T&CMD which are (1) Issuing of supporting letter for the foreign practitioners, (2) Issuing of supporting letter for association’s name / company, (3) Development of standard and criteria for education program and (4) Inspection of premises. With this certification, the quality of our services to our clients will be fortified and more efficient in the future.

Traditional and Complementary Medicine Division, Ministry of Health Malaysia, will establish Traditional and Complementary Medicine (T&CM) Units in two government hospitals ( Integrated Hospital) later this year. The hospitals are, Port Dickson Hospital, N. Sembilan and Sultanah Bahiyah Hospital in Alor Setar, Kedah. The upgrading works in the hospitals is in progress and these hospitals will offer Traditional Malay Massage and Acupuncture for treating chronic pain and post stroke patients. Traditional Indian Medicine specifically the Shirodhara practice will also be introduce in Port Dickson Hospital.

In 2011, one T&CM Unit will be establish in Cameron Highland Hospital, Pahang.

Good Practice Guidelines (GPG) on Acupuncture and Malay Massage

Two Good Practice Guidelines were developed from the Working Paper on Development of Good Practice Guideline for Acupuncture and Malay Massage in Chronic Pain and Post Stroke Management for Traditional and Complementary (T&CM) Unit at the Integrated Hospitals, which was presented to the Standing Committee, in May 2009. The workings of the guideline were based on data analyzed on the experience of the first three T&CM Units, in which, the following improvements were identified;1. The need for a proper and systematic documentation.2. The need for a standardized approach for the assessment of

patients.3. The need for a standardized treatment plan for a similar

condition at all the integrated hospitals.

Thus, the purpose of these Good Practice Guidelines is to guide the T&CM practitioners to;1. Have a proper and standardized record keeping.2. Have a standardized approach to assessment and treatment

of patients.3. Maintain an ethical and professional conduct at all times.

The GPGs have been approved for publication.

Traditional and Complementary Medicine Practice Guideline on BekamA new Traditional and Complementary Medicine Practice Guideline on Bekam is being developed. It is still in the editing process and will be published soon.

Garis Panduan Amalan yang Baik bagi Urutan Tradisional Melayu dan Akupuntur

Dua garis panduan amalan yang baik telah dibentuk daripada Kertas Kerja Pembentukan Garis Panduan Amalan yang Baik bagi Akupuntur dan Urutan Tradisional Melayu dalam Perawatan Kesakitan Kronik dan Post-Strok di Unit Perubatan Tradisional dan Komplementari (PT&K) di Hospital Integrasi. Kertas kerja ini telah dibentangkan pada Jawatankuasa Tetap pada bulan Mei 2009. Pembentukan garis panduan ini adalah berdasarkan data yang diperoleh daripada tiga Unit Perubatan Tradisional dan Komplementari pertama di Malaysia. Daripada data yang diperoleh, didapati perlunya;1. Dokumentasi yang baik dan sistematik.2. Pendekatan yang standard dalam penilaian

pesakit.3. Pendekatan yang standard dalam merangka pelan

perawatan bagi penyakit yang sama di semua Hospital Integrasi.

Objektif utama pembentukan Garis Panduan Amalan yang Baik ini adalah sebagai panduan kepada Pengamal PT&K untuk;1. Mempunyai simpanan rekod yang standard dan

teratur.2. Mempunyai Pendekatan yang standard dalam

penilaian dan perawatan pesakit.3. Mengekalkan etika profesional ketika bertugas.

Kedua-dua Garis Panduan ini telah diluluskan untuk penerbitan.

Garis Panduan Amalan Perubatan Tradisional dan Komplementari bagi BekamSatu garis panduan mengenai amalan bekam sedang disediakan dan masih dalam proses penyemakan. Ia akan sedia untuk dicetak tidak lama lagi.

Report on the Briefings of the Local (T&CM) Practitioner Registration

Guideline until June 2010In early 2010, The Practice & Registration Section of T&CMD had conducted briefings in the Northern and Eastern regions, Sabah and also to the blind masseurs in Brickfields. In the northern region, briefings were conducted at Sultanah Bahiyah Hospital in Alor Setar and Kepala Batas Hospital in Penang. Whilst in Sabah, the briefing was conducted at Klinik Kesihatan Sandakan. In the eastern region, three briefings were conducted at three different hospitals i.e. Pasir Mas Hospital in Kelantan, Sultanah Nur Zahirah Hospital in Terengganu and Pekan Hospital in Pahang.

During the briefing, practitioners were informed about the criteria for the local (T&CM) practitioners’ registration guidelines. Hands-on registration with the e-PENGAMAL was also conducted during the briefings. The practitioners were also asked to fill up questionnaires regarding their practices.

Laporan Taklimat Garispanduan Pendaftaran Pengamal (PT&K) Tempatan sehingga Jun 2010

Pada awal tahun 2010, Cawangan Amalan & Pendaftaran, BPTK telah mengadakan taklimat di zon Utara, zon Timur, Sabah dan taklimat kepada pengamal OKU yang cacat penglihatan di Brickfields. Semasa di zon Utara, taklimat telah dijalankan di Hospital Sultanah Bahiyah di Alor Setar dan Hospital Kepala Batas di Pulau Pinang. Manakala, semasa di Sabah taklimat telah dijalankan di Klinik Kesihatan Sandakan. Taklimat di zon Timur pula telah dijalankan di Hospital Pasir Mas, Kelantan, Hospital Sultanah Nur Zahirah di Terengganu dan Hospital Pekan di Pahang.

Semasa taklimat, pengamal telah diperjelaskan tentang kriteria pendaftaran bagi pengamal (PT&K) tempatan, berkenaan dengan kepentingan berdaftar secara sukarela melalui laman web e-PENGAMAL dan kajiselidik telah dijalankan berkenaan dengan kriteria pendaftaran bagi pengamal (PT&K) tempatan.

International Conference on Traditional Indian System of Medicine : Ayurvedic

Medicine –The Way Forward

International Conference on Traditional Indian System of Medicine : Ayurvedic Medicine –The Way Forward , was held on 2nd of March 2010 at One World Hotel, Petaling Jaya, Selangor.

It is officiated by the Honourable Deputy Director General of Health, Dato Dr Hassan bin Abdul Rahman on behalf of the Director General Of Health Malaysia. This conference is a collaboration between Traditional and Complementary Medicine Division (T&CMD) Ministry of Health, Malaysian Association of Traditional Indian Medicine (MATIM) and Department of AYUSH, Ministry of Health & Family Welfare, Government of India.

175 participants from local and oversea participated in this conference. 8 internationally recognized speakers presented lectures on various topics in Ayurvedic Medicine . The speakers are from India, Britain and Malaysia. The only Malaysian speaker is T&CMD director. There were 5 advertisement booths in which T&CMD taken up one booth for promoting T&CMD activities. A gala dinner was held in the evening. Based on feedback from the participants, it is concluded the conference is successful.

International Conference on Traditional Indian System of Medicine : Ayurvedic Medicine –The Way Forward , telah diadakan pada 2hb Mac 2010 di One World Hotel, Petaling Jaya, Selangor.

Persidangan ini telah dirasmikan oleh Y. Bhg. Timbalan Ketua Pengarah Kesihatan, Dato Dr Hassan bin Abdul Rahman mewakili Ketua Pengarah Kesihatan. Persidangan ini adalah anjuran bersama Bahagian Perubatan Tradisional Dan Komplementari (BPTK) Kementerian Kesihatan Malaysia, Pertubuhan Perubatan Tradisional India Malaysia (PEPTIM) dan Jabatan AYUSH, Kementerian Kesihatan & Kebajikan Keluarga India.

Seramai 175 perserta dari dalam dan luar negara mengambil bahagian dalam persidangan ini. Seramai 8 penceramah yang terkenal memberikan ceramah dalam pelbagai bidang perubatan Ayurveda. Penceramah adalah dari India, Britain dan Malaysia. Penceramah tunggal dari Malaysia adalah Pengarah BPTK. Terdapat 5 ruang pameran dimana BPTK telah mengambil satu ruang pameran untuk mempamerkan aktiviti BPTK. Jamuan makan

malam besar telah diadakan disebelah malam. Daripada maklumbalas perserta dapat disimpulkan bahawa persidangan ini adalah berjaya.

NCCR2010 Pre-Conference Symposium: Traditional & Complementary Medicine

Developing Plant into MedicinesThe 13th NIH Scientific Meeting and 4th National Conference for Clinical Research (NCCR 2010) had been held from 2-4 June 2010 at The Royale Chulan, Kuala Lumpur. This is the only event that was dedicated to clinical / medical research in Malaysia. In conjunction with the NCCR 2010, T&CM Division also took part in the Pre-Conference Symposium.

This symposium aims to address issues related to the development of herbal medicines, from plant cultivation and sourcing of raw materials, product authentication, quality control, standards, product testing to establish safety efficacy and basically the complete range of preclinical and clinical data required. A total of 22 participants signed the pre-conference symposium which comprises academics and consultants from research institutions, universities and industry as well as doctors, pharmacists and other health related personnel.

Bahagian Perubatan Tradisional & Komplementari (BPTK) dengan kerjasama Pusat Penyelidikan Klinikal (CRC) telah menganjurkan 13th NIH Scientific Meeting dan 4th National Conference for Clinical Research (NCCR 2010) pada 2 - 4 Jun yang lalu. Pelbagai isu dibincangkan dalam pra-simposium ini antaranya isu seperti pembangunan perubatan herba, dari penanaman pokok dan pencarian bahan mentah, ketulenan produk, kawalan kualiti produk, standard dan ujian produk termasuk keperluan klinikal dan bukan klinikal. Seramai 22 peserta telah mendaftar bagi mengikuti pra-simposium ini yang terdiri dari ahli akademik dan perunding dari institusi penyelidikan, universiti dan pihak industry termasuk kakitangan kesihatan awam.

Issues and challenges on e-PENGAMAL

In November 2008, the honorable Minister of Health, Dato’ Seri Dr Liow Tiong Lai had launched the e-PENGAMAL system during the 1st Asia Pacific Conference on Traditional & Complementary Medicine

in Kuala Lumpur. This system was developed to help the local traditional & complementary medicine (T&CM) practitioners to register online which is more convenient, easier and faster. Since launching, several roadshows and briefings had been conducted to promote this system to the local T&CM practitioners throughout the country. From the e-PENGAMAL databases, many information can be retrieved and analysed to help us in developing guidelines, standard

and curriculum to further promote T&CM practices. From time to time, T&CMD had taken the initiative to assist the practitioners by conducting roadshows with hands-on demonstrations and

registration with the e-PENGAMAL. Until December 2009, practitioners who had difficulty accessing to computer or Internet were allowed to register manually by filling up the registration form. Beside that,

T&CMD and the vendor are upgrading the e-PENGAMAL system to ensure that the T&CM practitioners can easily register through the e-PENGAMAL. Log on to http://tcmonline.moh.gov.my

Pada bulan November 2008, YB Menteri Kesihatan, Dato’ Seri Dr Liow Tiong Lai telah melancarkan sistem e-PENGAMAL semasa berlangsungnya 1st Asia Pacific Conference on Traditional & Complementary Medicine di Kuala Lumpur. Inisiatif untuk membangunkan sistem ini adalah untuk membolehkan pengamal perubatan tradisional dan komplementari (PT&K) tempatan untuk menjalankan transaksi secara atas talian bagi tujuan pendaftaran dengan mudah dan cepat. Susulan dari pelancaran sistem ini, taklimat e-PENGAMAL telah dijalankan di seluruh negara untuk mempromosi sistem ini.

Daripada database e-PENGAMAL, banyak informasi boleh diperoleh dan dianalisa bagi membantu dalam membangunkan garispanduan, standard dan kurikulum untuk mempromosi lagi PT&K ini. Dari semasa ke semasa, BPTK telah mengambil inisiatif untuk membantu pengamal PT&K dengan membuat demonstrasi dan pendaftaran terus semasa berlangsungnya taklimat yang dijalankan di seluruh negara.

Selain itu, pengamal yang menghadapi masalah tiada kemudahan komputer atau capaian internet dibenarkan untuk mendaftar secara manual dengan mengisi borang pendaftaran sehingga Disember 2009. Antelaea azadirachta

Neem, Neem tree, Margosa (English), Mambu (Malay), Lian Shu, Ku Lian (Chinese).

Closely related with Ayurvedic medical practice. Cultivated all over India. The tree is considered to be an air purifier and to prevent malaria and cholera.

All parts. The leaves, the bark, the roots and the gum discharged by the stem are frequently used.

Traditionally used for leprosy, eye disorders, epistaxis, intestinal worms, anorexia, skin ulcers, contraception (when used intravaginally) and to induce abortion.

Nimibidin, a constituent of neem seed oil, is suggested to have anti-inflammatory antiarthritic, antipyretic, hypoglycaemic, diuretic, antifungal and anti-ulcer effects.

Neem oil is toxic to infants and children.it may cause vomiting, loose stools, drowsiness, metabolic acidosis, anaemia, seizures, loss of consciousness, coma and cerebral oedema and Reye’s syndrome-like symptoms. Death has been reported to occur within hours of ingestion of neem oil.

To be avoided if subjects suffer from autoimmune diseases (eg: multiple sclerosis, lupus), patients awaiting organ transplants and diabetic. May interfere the effects of drugs (eg: Imuran, Zenapax, Azathioprine, daclizumab and prednisolone).

Prime Minister has announced the Career Path Improvement Plan for Medical Officer, Dental Officer and Pharmacist in the Ministry of Health when delivering his speech on March 9, 2010 during the 11th MAPPA Ceremony at PICC.

The announcement was to accelerate the promotion of the grade of appointment to the grade of 54 from 2 to 5 years. This is in line with government efforts to improve public health services efficiently and effectively. PROVISIONAL ACCREDITATION VISIT TO

TRAINING CENTERSProvisional accreditation visit was started in September 2009. From January 2010 till Jun 2010, 11 training centers with known offering programmes in Traditional and Complementary Medicine were visited (please refers to the table below). These visits were also joined together by representatives from Malaysian Qualification Agency (MQA), Ministry of Higher Education (MoHE) and practitioner body.

The objectives of these visits are to give exposure and assistance to the training centers regarding establishment of an institution, importance of accreditation, recognition and approval of a programme which must be met according to the guidelines set by Ministry of Higher Education and Quality Assurance of Malaysian Higher Education programme. Besides that, the visit comes together with general evaluation of particular training centre towards process of provisional accreditation by MQA/ MoHE.

The quality evaluation process covers the following nine areas:-

1. Vision, mission, educational goals and learning outcomes

2. Curriculum design and delivery3. Assessment of students4. Student selection and support services5. Academic staff6. Educational resources7. Programme monitoring and review8. Leadership, governance and administration9. Continual quality improvementEach of these nine areas contains quality standard and

LAWATAN AKREDITASI SEMENTARA KE PUSAT LATIHAN

Lawatan Akreditasi Sementara ke pusat latihan bermula pada bulan September 2009. Dari bulan Januari 2010 sehingga bulan Jun 2010, sebanyak 11 buah pusat latihan (sila rujuk jadual di bawah) yang dikenalpasti menawarkan kursus atau program pengajian berkaitan Perubatan Tradisional Dan Komplementari telah dilawati oleh pihak Bahagian Perubatan Tradisional dan Komplementari (BPTK). Lawatan ini turut disertai oleh wakil Agensi Kelayakan Malaysia (MQA), wakil Kementerian Pengajian Tinggi (KPT) Malaysia dan wakil Badan Pengamal.

Lawatan ini bertujuan untuk memberikan pendedahan dan bantuan kepada pihak pusat latihan yang berkenaan mengenai proses penubuhan institusi, kepentingan status akreditasi, pengiktirafan dan kelulusan program yang perlu dipatuhi mengikut ketetapan oleh KPT dan Sistem Jaminan Kualiti Program Pendidikan di Malaysia. Selain itu, lawatan ini menilai secara umum akan kesediaan pusat latihan terbabit untuk Akreditasi Sementara (Provisional Accreditation) oleh pihak KPT/ MQA.

Pusat latihan diberikan pendedahan yang sewajarnya tentang 9 aspek yang menjadi keperluan untuk Akreditasi Sementara seperti berikut:-

1. Visi, misi dan matlamat pendidikan serta hasil pembelajaran

Quality and Innovation Committee (KMK)

Recently, OPTIMIS received a new group leader, replacing Dr.

Fariza Dato Fadzil who pursued Master course starting on 25th

May 2010. Dr. Maria Safura Mohamad who was appointed as the

new leader by the consensus from all members will lead the

group into a new project this year which is the implementation

of the 5 S concept in T&CMD. With this, hopefully our work will

go even smoothly and T&CMD productivity will increased.

Traditional and Complementary Medicine (T&CM) practice or service in Malaysia will be govern by an Act soon. Once gazzetted, all practitioners including locals and foreigners who worked as, offer services or give treatment related to any T&CM according to Ministry of Health, are compulsory to register themselves if they wish to continue practice and must abide terms and regulations incurred.

Amalan atau perkhidmatan Perubatan Tradisional dan Komplementari di Malaysia akan dipantau oleh Akta khusus kelak. Setelah dikuatkuasa, semua pengamal PT&K tempatan atau asing yang bekerja, memberikan perkhidmatan atau rawatan berkaitan dengan PT&K mengikut definisi KKM, adalah diwajibkan untuk mendaftar bagi meneruskan amalan mereka dan mesti mematuhi semua peraturan dan undang-undang yang termaktub di dalamnya.

bagi menggantikan Dr. Fariza Dato’ Fadzil yang

menyambung pelajarannya ke peringkat Master

bermula pada 25 Mei 2010. Dr. Maria Safura yang

dilantik dengan sebulat suara oleh ahli OPTIMIS akan

memegang tampuk kepimpinan bakal memulakan

projek baru iaitu perlaksanaan konsep 5 S dalam

BPTK. Dengan terlaksananya konsep ini, maka

diharapkan perjalanan urusan pejabat akan menjadi

lebih tersusun dan berkesan bagi meningkatkan

produktiviti BPTK.

SYSTEMATIC REVIEW PROJECT

The main objective of the Systematic Review (SR) project is to provide scientific evidence to the policy makers. The chosen topics for the study were identified by the top management. This project is conducted in collaboration with the Cochrane Library.

In this project, participants were divided into eight (8) small groups in which each group is led by at least two (2) officers from the Institute of Health Systems Research (IHSR). Each group is required to complete their SR study within one year. At the end of this project each group is expected to produce a report and publish their research findings.

Three officers from Traditional & Complementary Medicine Division (T&CMD) participated in this project i.e. Dr Fariza Dato’ Fadzil, Mdm Norlaili Ahmad and Miss Nurul Hisifbli Ibrahim.

Objektif utama projek Systematic Review (SR) adalah untuk menyediakan bukti kajian kepada pembuat polisi. Tajuk kajian yang telah dipilih oleh pihak pengurusan tertinggi dan projek ini dijalankan dengan kerjasama dengan pihak Cochrane Library.

Peserta dibahagikan kepada lapan (8) kumpulan kecil di mana setiap kumpulan diketuai sekurangnya dua (2) pegawai dari Institut Penyelidikan Sistem Kesihatan (IPSK). Setiap kumpulan dikehendaki menyiapkan kajian SR masing-masing dalam tempoh masa setahun, di mana di peringkat akhir projek ini, setiap kumpulan hendaklah menyiapkan laporan dan membuat penerbitan untuk kajian masing-masing.

ACTIVITIES OF CHARITY & SOCIAL CLUB, T&CMD

Until May 2010, the Charity & Social Club had organized four charities and welfare activities to strengthen the bond and build team work between the T&CMD staff. During the new year, we had organized new year celebration, where we had Yassin recitation and a religious talk. In February, we had organized a motivational camp at the Darul Kifayah orphanage in Batu Caves. This half-day programme was filled with motivational and health awareness talk from the invited speakers. The students also had their health checked during the camp. This programme had a very good response from the T&CMD staff as well as the students at the complex. Without the support from the staff at the Complex itself, Klinik Kesihatan Batu and also the speakers in this programme would not succeed. Also, in Mac we had organized a bowling tournament for our Division where staff and their families and friends were invited to join this event. Recently in April, we had organized a feast to celebrate staffs’ birthdays as well as the newborns and also a farewell party for our staff who were leaving.

AKTIVITI KELAB BADAN KEBAJIKAN & SOSIAL BPTK

Sehingga bulan Mei tahun 2010, Kelab Badan Kebajikan & Sosial telah menganjurkan sebanyak empat program melibatkan aktiviti amal, dan aktiviti untuk mengeratkan ukhuwah dan semangat berpasukan dikalangan anggota BPTK. Pada permulaan tahun 2010, Kelab telah menganjurkan majlis sambutan awal Muharram dan tahun baru 2010 dimana majlis bacaan Yassin dan ceramah agama telah diadakan. Seterusnya, pada bulan Februari, Kelab telah menganjurkan Kem Motivasi di Kompleks Anak Yatim Darul Kifayah, Batu Caves. Program separuh hari ini diisi dengan tiga ceramah berbentuk ceramah motivasi dan kesihatan dan diisi juga dengan pemeriksaan kesihatan bagi pelajar di Kompleks tersebut. Program yang mendapat sambutan menggalakkan dari pelajar di Kompleks Darul Kifayah dan pegawai dari BPTK ini tidak akan berjaya tanpa sokongan dan bantuan oleh pegawai dari Kompleks Darul Kifayah, Klinik Kesihatan Batu dan para penceramah. Selain itu, Kelab juga telah mengadakan pertandingan Bowling di peringkat BPTK pada bulan Mac di mana anggota BPTK dan keluarga telah dijemput untuk memeriahkan lagi perlawanan ini. Pada bulan April baru ini, Kelab telah mengadakan Majlis Sambutan Hari Lahir, sambutan kelahiran cahaya mata dan Majlis perpisahan bagi pegawai yang telah dan akan berpindah dari BPTK.

Training Need Analysis CourseTraining Need Analysis Course was held for 2 days (7-9 May 2010) at Heritage Hotel, Cameron Highland, Pahang.

It was specially planned for T&CMD senior officers and Training Committee in order to facilitate the transfer of training elements into the operational environment, as well as planning future training road map for T&CMD staffs.

Overall, the course was really well delivered and comprehended.

Kursus ini telah diadakan pada 7 - 9 Mei 2010 di Hotel Heritage, Cameron Highland, Pahang. Program ini dirangka khas bagi pegawai kanan dan AJK Latihan dalam merangka pelan pembangunan latihan kakitangan di BPTK.

Secara keseluruhannya, kursus ini amat bermanfaat untuk pembangunan organisasi.

TEAM BUILDING III COURSEOn 25th - 27th June 2010, T&CMD had organized a Team Building III Course, located in City Bayview Hotel, Melaka. 43 participants were involved in this event. It is the first time T&CMD had invited representatives from the branch offices in Pulau Pinang, Sarawak, Sabah, Johor and Terengganu and also representatives from the six (6) integrated hospitals in Malaysia. Lots of activities were successfully conducted. Hopefully our friendship and teamwork will expand and remain forever.

Pada 25 - 27 Jun 2010, BPTK telah mengadakan Kursus Team Building III, bertempat di Hotel City Bayview, Melaka. Seramai 43 orang terlibat dalam acara ini. Julung kalinya, BPTK menjemput wakil dari pejabat di zon Pulau Pinang, Sarawak, Sabah, Johor dan Terengganu serta wakil dari 6 hospital integrasi seluruh Malaysia. Pelbagai aktiviti telah dijalankan dengan jayanya. Semoga hubungan persahabatan dan kerjasama yang terjalin akan terus berkembang dan berkekalan sepanjang masa.

International conference on Acupuncture : Acupuncture …Treatment without Drugs, translating the classic / traditional Medicine into Evidenced based Medicine was held on 3rd and 4th April at Grand Seasons Hotel, Kuala Lumpur.

The Conference was officiated by the Y. Bhg.

Deputy Director General of Health, Dato’ Dr. Maimunah A. Hamid. The objective of the conference is to share current information on practices of acupuncture & Malay massage, exchange latest technology on practice of acupuncture, establish networking and collaboration and to discuss further issues on research in acupuncture.

The speakers comprises local, international and from T&CMD. There were 14 papers presented on topics which covers broad spectrum of acupuncture practices which includes latest practices such as laser acupuncture in maternity care. Apart from lectures there were also workshop on 5 fields. The number of participants exceeded the initial target by 43%. Apart from local participants there were also participants from Australia, China, Singapore, Taiwan and Hong Kong. All T&CM bodies participated in this conference. From the feedback which was received from the participants, it is concluded the conference is highly successful and there were many request to have similar conference in future.

Persidangan ini dirasmikan oleh Y.Bhg Timbalan Ketua Pengarah Kesihatan, Dato’ Dr. Maimunah A. Hamid. Objektif persidangan ini adalah untuk berkongsi maklumat terkini tentang amalan akupuntur dan urutan Melayu, teknologi terkini dalam amalan akupuntur, membentuk kerjasama antara perserta dan berbincang dengan lebih lanjut isu melibatkan kajian dalam bidang akupuntur.

Penceramah dari dalam dan luar negara termasuk penceramah dari BPTK telah sama-sama menjayakan acara ini. Sebanyak 14 topik telah dibentangkan dan meliputi pelbagai isu dalam rawatan akupuntur seperti pengunaan teknologi terkini seperti akupuntur laser dalam perbidanan. Selain daripada ceramah ,5 bengkel telah diadakan. Bilangan peserta yang hadir dalam persidangan ini melebihi sararan asal iaitu sebanyak 43%. Selain daripada peserta tempatan, perserta dari luar negara seperti Australia, China, Singapore, Taiwan dan Hong Kong juga telah menyertai persidangan ini. Semua badan pengamal perubatan tradisional dan komplementari juga menyertai persidangan ini. Hasil maklumbalas peserta yang diterima dapat dirumuskan bahawa persidangan ini amat berjaya dan banyak permintaan di ajukan supaya diadakan persidangan seumpama ini pada masa akan datang.

Experiences Working in T&CM Unit of Putrajaya Hospital

Many rolled their eyes in disbelief when I introduce myself working as a pharmacist in Traditional and Complementary Medicine (T&CM) Unit. Do I perform acupuncture treatment? Or am I a masseur? Indeed, it’s quite a new unit in several government hospitals.

Well, basically my workplace is surrounded by herbs. These herbs are prescribed to cancer patients as adjunct treatment to improve immune system and improve cancer related symptoms such as nausea, vomit, loss of appetite, etc. As the name of unit imply, this treatment is to COMPLEMENT conventional medicine of cancer intervention (e.g. surgery, chemotherapy, radiotherapy), NOT TO REPLACE IT.

As in any other normal outpatient pharmacy, I screen, fill and dispense prescriptions; the difference is that I’m dealing with Chinese herbs. These herbs are prescribed according to Traditional Chinese Medicine theory and diagnosis. Point to ponder: how can a Western trained pharmacist like me appreciate Traditional Chinese Medicine. T&CM Division, MOH foreseen this issue and decided to send me for a 3 months attachment in T&CM hospital. (I would like to take this opportunity to express my gratitude for the necessary foundation). In Western medicine, polypharmacy is not encouraged. But in Traditional Chinese Medicine, it’s a practice that a few Chinese herbs are being prescribed together for a single indication, for its synergistic effect. At least, with the limited knowledge from the attachment, I can counsel patients regarding the herbs’ indication, administration and how does it work.

Nonetheless, I also monitor the patients’ response and progress. Although the herbs are prescribed within the dosage recommendation, but different body constitution respond to the same dosage differently. E.g. Angelica sinensis (Dang Gui)

is usually for tonifying blood, regulating blood circulation, etc. At same dosage, patient A may feel comfortable, but patient B feels heaty and uneasy. Following patients’ response, dosage adjustment is recommended.

With the frequent follow-up (i.e. once a fortnight or once a month), good rapport with patients is developed. Thus, the patients are more honest regarding their preference (of food intake, taste) and other supplement intake, which affect the herbs absorption and action. Some patients even admitted that they can’t tolerate the herb’s bitterness. So to improve patients’ compliance, this piece information is important to be conveyed to herbal practitioner.

It is common for Malaysian to self-medicate, most without adequate knowledge, especially with traditional herbs. Take Ginseng (Panax Ginseng) for example. It is a popular herb that it is widely available as supplement, in capsule form. While it is being extensively promoted for fatigue, weakness and etc, it also has contraindication. Ginseng can increase blood pressure, thus people with high blood pressure are not suitable to consume Ginseng. And not to mention, it also interacts (not compatible) with some herbs.

I also need to do the essential clerking tasks like recording the usage, monitoring and ordering the stock of Chinese herbs and consumables. That’s more or less my daily jobs description. Put that aside, what is more crucial is that why do Western medicine practitioners need to venture into herbs and complementary medicine world?. So, last but not least, let’s put our thoughts together on these points:

Are you aware that in many developed countries, 70% to 80% of the population has used some form of alternative or complementary medicine? (information from WHO Factsheet). Have you encounter patients who seek your advice on herbs and complementary medicine? How do you answer it? Would you prefer the patients to go to uncertified practitioner or direct selling salesman for information on complementary medicine (which are usually bias and profit orientated)?

Officers had opportunity to gain knowledge through lectures given by the renowned lecturer appointed specially by the GUCM aided with translator. They were given a week attachment at clinic to observe various procedures, learned cases managed under them & performed under supervision by the Traditional Chinese Medicine Physician.

Dr. Ramli Abd. Ghani, Director of Traditional & Complementary Medicines (T&CM) Division, MOH and Mdm. Siti Aida Abdullah, Deputy Director, National Pharmaceutical Control Bureau (NPCB) attended the 4th IRCH meeting in Dubai on 8-10 June 2010. World Health Organization (WHO) and 22 member countries attended the meeting.

Two (2) reports were presented by Malaysian delegates. Malaysia under NPCB was the lead country in laboratory testing for adulterants in traditional medicines. The progress of traditional medicines (TM) and T&CM in Malaysia was deliberated at the meeting. Malaysia and United Arab Emirates(UAE) will continue to lead in consumer/ practitioner awareness and education in TM.

Important research findings on TM will be disseminated to all member countries. In addition to the meeting, Dr. Ramli has discussion with Dr. Saifullah, coordinator for Complementary & Alternative Medicine in UAE on several matters on T&CM for future collaboration.

Dr. Ramli, Pengarah BPTK, KKM bersama Pn. Siti Aida Abdullah dari NPCB telah menghadiri mesyuarat IRCH ke-4 di Dubai pada 8-10 Jun 2010. Mesyuarat kali ini di hadiri oleh 22 negara ahli termasuk WHO. Dua laporan telah dibentangkan oleh wakil Malaysia berkaitan ujian makmal bagi ádulterants’dalam produk tradisional serta kemajuan dalam bidang regulatori dan praktis T&CM.

Malaysia bersama UAE akan terus merancang aktiviti dan menyediakan pelan bagi kesedaran dan pendidikan pengguna untuk orang awam, pengamal alopathi dan T&CM.Kajian-kajian herba akan terus diberi fokus dan disebarkan maklumat untuk semua Negara ahli.

Dr. Ramli juga berkesempatan mengadakan perbincangan dengan koordinator bagi praktis Perubatan Komplementari dan Alternatif, UAE , Dr. Saifullah untuk kerjasama pada masa hadapan.

Below is the e-PENGAMAL data since it was launched in November 2008 until May 2010:1. Registered Practitioners: 19972. Male Practitioners: 12813. Female Practitioners: 716

CONCLUSION1. There is a rise in e-PENGAMAL registration in May

compares to the previous months. This reflects the positive effect from the e-PENGAMAL workshop held in May.

2. Traditional Chinese Medicine Practitioners recorded the highest registered practitioners due to the data entered from time to time were focusing on the manual registration forms sent by the Chinese Practitioners’ Bodies.

3. Majority of the Traditional Malay Medicine practitioners practice Traditional Malay Massage.

4. Most of the Traditional Chinese Medicine practitioners practice Chinese Internal Medicine Practice (30%) followed by Chinese Herbal Practice (25%) and Acupuncture (21%).

5. 79% of the Traditional Indian Practitioners practice Ayurveda, followed by Yoga (13%), Siddha and Unani (4%).

6. 50% of the registered Homeopathic Practitioners have Diploma, followed by Degree (32%) and Certificate (13%).

7. 93% of the registered Islamic Medical Practice have Certificate in that field.

8. Reflexology recorded the highest registered practice among the Complementary Medicine practitioners followed by Wellness Massage and Nutritional Therapy.

Berikut adalah data e-PENGAMAL semenjak perasmian pada bulan November 2008 sehingga Mei 2010:1. Pengamal berdaftar: 19972. Pengamal lelaki: 12813. Pengamal perempuan: 716

KESIMPULAN1. Terdapat peningkatan pendaftaran e-PENGAMAL

bagi bulan Mei berbanding dengan bulan sebelumnya. Ini adalah kesan dari bengkel e-PENGAMAL yang telah diadakan pada bulan tersebut.

2. Pengamal Perubatan Tradisional Cina mencatat jumlah tertinggi berdaftar kerana kemasukan data yang dibuat dari semasa kesemasa tertumpu kepada borang pendaftaran yang dihantar oleh Badan Pengamal Cina.

3. Amalan Urutan Tradisional Melayu merupakan amalan kebanyakan pengamal Perubatan Tradisional Melayu yang berdaftar.

4. Amalan Chinese Internal Medicine mencatat peratus tertinggi bagi pengamal perubatan Tradisional Cina (30%), diikuti dengan Chinese Herbal Practice (25%) dan Acupuncture (21%).

5. 79% pengamal perubatan tradisional India mengamalkan Ayurveda diikuti dengan Yoga (13%), Siddha dan Unani (4%).

6. 50% pengamal Homeopathy yang berdaftar mempunyai Diploma diikuti dengan Sarjana Muda 32% dan Sijil 13%.

Table above show total new and repeated patients receiving Traditional and Complementary Medicine (T&CM) services in six government hospitals. The data is for the first five months (Jan - May) of 2010.The services available are Malay Traditional Massage, Acupuncture and Herbal Treatment as an Adjunct Treatment for Oncology Patient. Malay Postnatal Treatment (MPT) is only available in Hospital Putrajaya. MPT will be extended to Hospital Sultan Ismail, Johor Bahru from July 2010.

Jadual di atas merujuk kepada jumlah pesakit baru dan ulangan yang menerima perkhidmatan Perubatan Tradisional dan Komplementari (PT&K) di enam buah hospital kerajaan. Data yang terkumpul adalah bagi lima bulan pertama (Jan - Mei) tahun 2010. Perkhidmatan yang ditawarkan adalah Urutan Tradisional Melayu, Akupuntur dan Rawatan Sampingan Herba untuk Pesakit Onkologi. Rawatan Selepas Bersalin Melayu hanya terdapat di Hospital Putrajaya. Rawatan ini akan bermula di Hospital Sultan Ismail mulai Julai 2010.

Did you know, you can print out any webpage with its background colors and with out background colors using Internet Explorer setting. Generally Internet Explorer setting “Print background colors and images” is disable, if you print webpage without background colors, then you can speed up your printing and save printer ink. But

important thing to always preview WebPages before you print, in Internet Explorer go to File menu, then click on Print Preview option.

To enable or disable print background colors option, open your system Internet Explorer.Click the Tools menu and then go to Internet Options and open it. Here click the Advanced tab then scroll down to

find the option Printing section.Now check the option “Print background colors and images” then Apply and ok.

Federation of Chinese Physicians and Medicine Dealers Associations of Malaysia (FCPMDAM)

MALAYSIAN HOMEOPATHIC MEDICAL COUNCIL (MPHM)

FCPMDAM in collaboration with Academic Association of Traditional Chinese Medicine Kuala Lumpur and Selangor has organized The 9th Asean Congress of Traditional Chinese Medicine, 2009 held at Malaysia Exhibition & Convention Centre (MIECC), Seri Kembangan, Selangor on 31st October 2009 until 1st November 2009. More than 800 participants attended this congress. Lots of TCM experts which come from various countries such as China, Singapore, Thailand, Indonesia, Philippines and Taiwan also participated the event. With the theme of “Characteristics and Strengths of TCM in the New Millennium” this event was officiated by The Honorable Dato’ Sri Liow Tiong Lai, Health Minister of Malaysia.

FCPMDAM bersama-sama Academic Association of Traditional Chinese Medicine Kuala Lumpur dan Selangor telah menganjurkan “The 9th Asean Congress of Traditional Chinese Medicine, 2009” di Malaysia Exhibition & Convention Centre (MIECC), Seri Kembangan, Selangor pada 31 Oktober 2009 sehingga 1 November 2009. MOU diantara MPHM dan CUCMS.

Pada 11 April 2010 sempena Mesyuarat Agung Tahunan MPHM ke-9, suatu MOU telah ditandatangani oleh pihak MPHM dan Cyberjaya University College of Medical Sciences(CUCMS) bertempat di Hotel City Villa, Kuala Lumpur. Pihak MPHM telah diwakili oleh presidennya Dr(H) Hj. Muhammad b. Mohd Nor dan pihak CUCMS pula diwakili oleh presidennya Prof. Dato’ Dr Abu Abdullah. Dr. Ramli Abd. Ghani, Pengarah Bahagian Perubatan Tradisional dan Komplementari, Kementerian Kesihatan Malaysia (BPTK,KKM) telah hadir untuk menyaksikan majlis menandatangani MOU tersebut.

MOU ini menjalinkan secara rasmi kerjasama diantara kedua-dua belah pihak di dalam meningkatkan lagi bidang pendidikan, latihan dan kajian homeopati. MPHM amat prihatin dan iltizam di dalam misinya untuk memastikan semua pengamal homeopati sedia ada di bawah naungannya dan bakal pengamal homeopati yang akan datang adalah terdiri daripada mereka yg amat kompeten dan dapat menawarkan rawatan homeopati yang selamat dan berkesan kepada masyarakat. Hanya dengan adanya pengamal seperti ini sahajalah akan dapat menyumbang kepada kesejahteraan kesihatan rakyat.

Dr. Ramli Abd Ghani, di dalam ucapan perasmiannya telah menekankan pentingnya kompetensi pengamal homeopati dan PTK yang lain senantiasa ditingkatkan untuk mengekalkan mutu rawatan yang diberikan kepada orang ramai. Dengan adanya pengamal PTK seperti ini barulah misi KKM untuk menyediakan suatu penjagaan kesihatan holistik lagi komprehensif kepada rakyat akan tercapai dan dapat memberi sumbangan besar kepada pembangunan negara. Disamping itu beliau juga amat berpuashati dengan kerjasama yang telah di berikan oleh MPHM kepada BPTK,KKM dan berharap kerjasama ini dapat dikekalkan dan ditingkatkan lagi.

Pada Mesyuarat Agung Tahunan ke-9 ini, Dr(H)Zainul Azmi Ahmad telah dipilih oleh perwakilan sebagai Presiden MPHM yang baru untuk sessi 2010-2012. Dalam ucapan penangguhannya , beliau menekankan pentingnya kerjasama dengan BPTK,KKM dikekal dan ditingkatkan dan menyeru kepada semua pengamal Homeopati bersedia untuk melakukan perubahan demi menjaga integriti profesion ini serta dihormati oleh masyarakat perubatan.
