FOREWORD This manual elaborates principle manufacturing processes, infrastructure and quality controls, Scheme of Testing and inspection ,marking fee rates, guidelines for writing scope of licence and inclusion of new types, size of sample to be drawn for testing and manner of sealing it, list of test equipments/facilities, testing charges, testing time and Test facilities at BIS labs/OSLs etc. This also outlines raw materials involved in manufacturing of the product. This manual aims in providing basic inputs and all essential aspects with the expectation of bringing uniformity in BIS certification activity of the product. This document is intended for internal use by BIS inspecting officers who should however do not treat such document as replacement for referred Standards or that of relevant Scheme for Testing and Inspection (STI).

1. SECTION I: PRODUCT

1.1. Description of Product(s): Portable Fire Extinguishers: Portable fire extinguisher is defined as an extinguisher whose mass is not more than 17kg and working on principle of directing the discharge of extinguishing media into fire by release of storage pressure or release of pressurized charged storage from a cartridge. The most important features of these extinguishers are their immediate availability and usage by one or two person(s). These extinguishers are very valuable in early stages of fire. These extinguishers are not expected to deal with large fires. LATEST INDIAN STANDARD: At the time of drafting this product manual, IS 15683:2006 with following four numbers of Amendments is in force:

1) Amendment No.1 December 2008. 2) Amendment No.2 November 2009. 3) Amendment No.3 February 2010. 4) Amendment No.4 August 2012.

As the standard is performance and construction oriented, standard doesn’t specify reference to any ISs for materials of construction except for extinguishing media. However, limits of percentage of Carbon, Sulphur and Phosphorous for body material of Welded Low Carbon Steel Cylinder have been specified. The list of raw materials along with the reference standards, wherever specified are as given below:

We hereby agree to pay marking fee to Bureau of Indian Standards for the licence to use the Standard Mark on Portable Fire Extinguishers according to IS 15683:2006 at the following rates and in the manner stipulated as under: i) Rate of marking fee:

Rs 9 per unit for the Ist All Units

Rs per unit for the next Units

ii) The marking fee is payable as follows: a) Minimum marking fee Rs. 82000 for one operative year payable in advance which will be carried over to next renewal(s). b)Actual marking fee for the first nine months of the operative period calculated on the unit rate on the production marked or the minimum fee whichever is higher shall be payable at Delhi/New Delhi at the time of the first renewal of the licence. For subsequent renewals, the actual marking fee for 12 months period consisting of last three months of previous operative year and the first nine months of the current operative year or the minimum fee whichever is higher, shall be payable. c)Service tax @ 12.36 % as applicable shall also be paid.

4.4. Grouping guidelines: None at present. 4.5. Guidelines for scope of writing : As per below format

Portable Fire Extinguishers: Extinguishing Media(Powder/CO2/Clean Agent/Foam/Water), Operating Temperature Range(-50C to +550C/ 00C to +550C/ -100C to +550C/ -200C to +550C/ -300C to +550C), For Capacity(kg/l) – Fire Rating XA/XB/D), Maximum Service Pressure(Mpa)-Only for Low Pressure Extinguishers ;

4.6. Guidelines for Inclusion of new variety: Firm has to submit Complete Test Reports from any BIS/BIS Recognized laboratory within one month from date of issue of reports with details of Additional Machinery/Equipment required and installed, if any, to BIS.

4.7. Sample size, including guidelines for drawl of separate samples when

samples are required to be sent to different labs for testing: As per below Chart

Sample No. 2 Raw Material if applied under Normal Procedure: For Low Pressure Extinguishers: 50g drilling or suitable size of sheet in lieu of 50g drilling.

If need be, samples of BIS standard marked raw materials may be drawn as Market Samples

for respective licence(s).

a) Manner of Sealing of Samples: Each extinguisher is to be suitably tied( preferably with nylon thread) seperately, attached with coded, signed label and wax sealed with IO’s seal.

b) Remnants of samples: May be scrapped and disposed off after the expiry of retention period of

samples as per the standard procedures. In case of sample contains BIS standard marked Cylinders, the same may be returned to the licencee/applicant upon firm’s request. This may be confirmed at the time of sample drawl itself and indicated in the test request issued by IO.

c) Procedure to be followed for destroying/deshaping/ recycling the product that does not meet the

quality parameters during regular production: Wherever the defects are repairable during manufacturing process, rework may be allowed. Other rejections may be scraped and disposed off as per the norms.

5. SECTION V: INSPECTION AND TESTING

5.1. Packing material requirements (to be available in factory at all times)

for packing/ Dispatch of samples: Thread of suitable length, Sealing Wax and Wax heating arrangement.

5.2. List of test equipment with requirements and frequency of calibration:

5.3. Status of Test facilities in BIS lab/ OSL:

5.3.1 Status of Test facilities in BIS lab: As on date, test facilities are not available with BIS Laboratories. 5.3.2 Status of Test facilities in BIS approved labs: There are three BIS Recognized Outside Laboratories which are undertaking testing of Portable Fire Extinguishers as per IS 15683, details of which are given below:

5.4. Basis of Grant of Licence: Independent testing basis. 5.5. Test to be carried out for

5.5.1. Applicant Samples/Verification Samples: All test as per IS 15683:2006.

5.5.2. Surveillance/ Market Samples: Since majority of tests specified in IS 15683:2006 require pre-conditioning for longer hours, possible tests may be carried out without conditioning to ensure working of test equipments.

6 SECTION V OTHER IMPORTANT ASPECTS: Efforts have been made to cover majority of the certification aspects for this product. In case anything is missed out or felt, at a later point of time that certain details which are important in nature, are to addressed under this section.
