Record year for Burnaby building?
The value of building permits issued in Burnaby so far this year is trending toward a possible record. To the end of June, the city issued permits valued at a total of $427.1 million. That’s far ahead of the same period last year, when permits valued at $238.5 million were issued, or in 2011, when the figure was $287.2 million.
“It seems Burnaby may be heading for a record year for development,” said Coun. Pietro Calendino. “It’s at $427 million and we’re only halfway through the year.”
The full-year record was set in 2008—before the effects of the global economic downturn took hold—when building permits valued at $792.5 million were issued.
Calendino stressed the added development doesn’t just mean more highrises and condos, but also amenities such as community centres and parks which city hall receives through its density bonusing program with developers.
Building permit values in Metro Vancouver hit $7 billion in 2007, according to Statistics Canada, before dropping off. In 2012, it had almost returned to that mark.

The couple walks into a new South Burnaby eatery and asks the manager if they serve free-range eggs.
The manager says no.“If I bring them over would you
cook them?” the woman asks. Thus was the start of one of the
numerous partnerships established by Urban Digs Farm since taking
over an abandoned farm on Byrne Road last year.
Farm manager Julia Smith said there are always mutual benefits to be had.
Livia Lunch opened last December in the Riverway business complex across Byrne from Market Crossing shopping centre after co-owner Irina “Livia” Varga, an accountant, and her engineer husband lamented that there wasn’t any place nearby where they liked to grab an affordable, non-fast-food lunch.
Urban Digs Farm now supplies
them with free-range eggs and local produce and customers appreciate knowing they were grown just down the road, said the restaurant’s manager and cook, Robynn Maher.
“People appreciate the fact they’re getting something … that has a provenance to it,” Maher said.
And since the breakfast-and-lunch restaurant closes at 2:30 p.m., Smith asked to rent their commercial kitchen after hours.
That’s where she was on a recent afternoon with partner Ludo Ferrari, prepping pickled eggs for sale at the River District farmers
market in South Vancouver. Also there were husband-and-wife-team Michael and Lindsay Kaisaris, co-owners of Re-Up BBQ who were producing sausages for customers of Urban Digs’ community shared agriculture (CSA) boxes.
Business is good for the farm, Smith said, so much so that she’ll have to delay plans to set up a farm stand. With the CSA boxes, farmers markets and orders from Vancouver restaurants such as Bishop’s, Wildebeest and Fable, most of her product is already spoken for.

Is Your Child Safe when Grandpa Can't Hear?
Finally! Your long-awaited romantic weekend getaway with your spouse is near. Reservations confirmed? Check. Dancing shoes packed? Check. Babysitter lined up? Check.
Grandma and Grandpa, who better?
Better recheck that babysitter before you head out the door. Before you hire a stranger, you are going to investigate them pretty carefully, aren't you? But your folks usually get a pass, even if they don't hear so well. After all, they love your kids and whose hearing isn't going downhill?
The current statistics from the Better Hearing Institute are that one in six baby boomers have hearing loss and 3 in 10 of people over 65 have hearing loss; seniors in their 80's have greater than a 50% incidence of hearing loss. However, keep in mind that these statistics don't tell the whole story. Almost everyone knows at least one person who has a hearing loss that is affecting communications but resolutely refuses to acknowledge or do anything about it.
If your child's babysitter is one of the 24 million people who need hearing aids and don't have them, there could be serious problems. Effective caregivers need to be environmentally vigilant to assure the safety of your child; the ability to hear is a key component in assuring the safety of your child. The risks of not hearing a smoke or carbon monoxide detector, an intruder, or a child crying in the backyard could be fatal or result in an injury. Spending too much time speech reading while driving can cause a crash, as can failing to hear a siren. Older children have been known to take advantage of an adult's hearing loss to get “permission” to do something the adult wouldn't agree to if they understood what the child said.
Before heading out for that weekend, consider this:
General Child CareA 66-year-old man was aggravated that his wife dragged him in to a hearing evaluation, and decided that he did not need the amplification the audiologist recommended. (His wife just didn't talk right.) 18 months later he was back. While watching his three-year-old grandson, the child had opened the screen door of the living room while his grandfather was there and wandered down the street. A neighbour found and returned him, and the family forced him to get his hearing checked and get amplification if he was ever again to sit with his beloved grandson. After reluctantly getting his hearing aids, he returned two days later, laughing and shaking his head. “What a fool I have been. This is not bad at all.”
If you or a loved one has difficulty hearing, please call Beltone for a complimentary hearing evaluation. Our practitioners have many years of experience helping people hear better. We can even arrange to do the evaluation and the hearing aid fitting in the comfort and convenience of your home.

But to make sure they squeeze as much revenue as possible out of the growing season, they make sure to process whatever is past its absolute peak of freshness into other products. That can include jam, pickles, salsa, sauerkraut, pesto, even honey, soup and tomato sauce.
Across the road at pricesmart Foods Market Crossing, Smith is there in her black pickup truck as often as twice a day to collect scraps from the produce department to feed her pigs, chickens and geese.
“From a business point of view, we were having to pay to have the organic compactors picked up and taken out, so for the company, absolutely there’s a cost savings,” said produce manager Cody Hockin, adding it’s also part of their efforts to support the local community.
Lettuce trimmings, bruised apples, over-ripe bananas, “the pigs certainly don’t seem to mind,” said Hockin, noting they supply her with four to five garbage bins full a day.
“They’re well fed, that’s for sure.”
Indeed, on a recent trip to the farm the pigs were happily slurping down expired hummus, and chomping on contributed oranges, red peppers, lettuce, cabbage and carrots.
The chickens and geese were quick to gather round when Smith showed up offering a wheelbarrow full of fruits and vegetables.
“They like grain too but you can’t really compare grain to pomegranates,” Smith said.
“The quality of our products is so much better because of the diet our animals get.”
Local restaurants also provide food scraps. “Sometimes our chickens are eating lamb from Bishop’s,” she said, referring to the high-end Kitsilano eatery.
It’s a boon to the farm since protein can be the hardest part of their diet to provide since Urban Digs, while not certified organic, operates using organic methods and principles.
That means no to GMO (genetically-modified-organism) soy.
But it’s yes to whey, a waste product produced and supplied by avalon Dairy, whose bottling facility is also located nearby.
In another mutually-beneficial move, the farm now offers to deliver Avalon products with their CSA boxes.
Another farm located in the
Fraser Valley also occasionally picks up and shares with Urban Digs spent grains, or brew mash, provided by local breweries.
But the farm’s partnerships don’t just involve feeding livestock.
The Burnaby-based Davey tree expert Company normally has to pay to dump wood chips produced at its job sites. Meanwhile, the farm can get so boggy they’re regularly adding wood chips to help stabilize the ground.
So now Urban Digs gets free wood chips, Davey Tree doesn’t have to pay disposal costs, and
as a bonus, the company sometimes brings its bobcat down to help move soil or wood chips around the farm.
Smith has even managed to find a win-
win partnership with a nearby mattress recycling company.
The farmers are in a constant, never-ending battle to rid the soil of highly-invasive quackgrass. Already it has recruited pigs and now, sheep, to eat the weed.
Their newest weapon is coconut coir which, applied in layers, can help smother the unwanted plants.
And being natural, made of the fibres of coconut husks, it breaks down and doesn’t require removal like regular landscaping cloth, so they can just pile the soil on top and plant on it.
The hope is that in a year the
quackgrass will be history and they’ll be able to till the soil, Smith said.
Coconut coir happens to be found in many older mattresses.
For mattressrecycling.ca on North Fraser Way, giving it to Urban Digs or other gardeners saves the company from having to dispose of it at a composting facility or Burnaby incinerator, said Fabio Scaldaferri, its CEO and co-founder.
Scaldaferri’s company was the first to pioneer mattress recycling and take advantage of the regional ban on sending them to landfills.
Giving it away is another step in its efforts to recycle all the components of each mattress it receives.
It’s all part of a system of economic and environmental sustainability that Smith feels needs to be highlighted.
“Most people are missing this part of the story,” she said. “Everyone wants to talk about local food, but it’s an economic story.”
And in the Big Bend area of South Burnaby, it’s all part of creating a sense of community in an area that’s something of an offbeat mix of industrial, commercial, agricultural, recreational and even residential land uses.
Maher added she’s even hired Smith’s teenaged son as a part-time dishwasher at the restaurant. “It keeps it in the family all over the place.”
For her part, Smith said, “I really get a kick out of working with all these local businesses I can get to in one minute.”

To be monitored, operated remotelyWanda [email protected]
A plan by CN Rail to monitor and operate the Second Narrows rail bridge remotely from New Westminster isn’t sitting too well with Burnaby council.
Media reports say CN plans to eliminate the three staff at each of the Second Narrows and Lulu Island rail bridges and centralize their lifting and lowering at its New Westminster bridge.
Coun. Nick Volkow noted that in 1979 when a Japanese freighter struck the Second Narrows rail bridge, it took six months to put the span back into operation. And, he added, if Kinder Morgan is successful in its proposal to expand the Trans Mountain pipeline to serve export markets for crude oil, an estimated 730-plus oil tanker ships a year will be using Burrard Inlet.
“What is CN thinking in eliminating the human factor in the rail bridge over Second
Narrows?”Volkow added that news of
the plan has only come in recent days, suggesting the company wants to slip it under the radar over summer. The nine people working on the three bridges each earn a gross income of $52,000 a year, he said.
Mayor Derek Corrigan said it’s important to consider the issue in light of the potential for increased tanker traffic.
“It seems we’re taking away the presence of the coast guard, taking away the presence of individuals at the railway
bridge. I mean, those are things that should be of serious concern to our community and other communities around Burrard Inlet,” Corrigan said.
“I’m worried there’s simply going to be rubber-stamp approval of this issue and the implications probably won’t occur to us, they’ll probably occur to our children or our grandchildren.”
Council directed staff to report on the implications to Burnaby of the rail bridge staffing changes at Second Narrows.
CN to remove staff from rail bridge
CN plans to operate the rail bridge on Burrard Inlet remotely, via an operator at its New Westminster bridge.

There’s nothing like a month in Rwanda to make the excesses of our children extremely clear.
I confess to buying too many dresses for my granddaughter.
It’s a combination of distant grandma guilt and how cute she is twirling around. She likes to flounce and I like to buy her dresses to flounce in. She has too many—enough for five Rwandan girls of her age and size.
And it’s the same for my one-year-old grandson. There are great clothes for little boys! Not that he needs them either. His mother swaps bins of baby clothes with other mothers; some are brand new, never-worn gifts. Drawers of them. Twenty pairs of tiny socks! He just pulls them off.
I haven’t mentioned toys but they fill a playroom. Birthdays provide a deluge of toys, and Christmas is ridiculous. I admit to buying an Easy-Bake Oven and a kiddie car. And the tiny tool bench. And dress-up costumes.
In Rwanda my friend Hilary gave four-year-old Sandrine a tiny stuffed bear with pink and red hearts on it. Her brother got a stuffed penguin no bigger than
my hand. They were delighted. They have no other toys. Children crowding the doorway to their mud walled home were envious. I felt awful.
Rwandans live with very little, and we live with so much. Are we simply buying too many things? Maybe because we can afford them, we do afford them. My granddaughter was whining because she didn’t have one of the My Little Pony collection and I had to bite my tongue. She lives in this culture, in this society of possessions. Of course she wants Rainbow Dash. “Then all the ponies can run together, Grandma.”
She attended a birthday party with 34 other children. They had a great time swimming and eating, fencing with pool noodles and screaming. But the gifts! Thirty-five gifts for a six-year-old boy who has a house full of toys
already. Excessive.Years ago my own children
had a pile of toys and a closet of clothes too. So we donated to girls overseas to assuage our guilt: having, balanced by giving. We’ve given cows and goats, education and glasses, wells and medical procedures. We’ve given our time, energy, and skills. Still, it’s easy to continue a life of excess here in Canada. It’s easy to give too much to the people we love.
The downside of generosity may be that children are learning to expect too much.
Satisfaction is hard to find if the quest for more/newer/better becomes the norm. Maybe they could live with less, even thrive with less. Some of our happiest times were spent on beaches and in forests, in fridge boxes and games in the back lane. Playmates were more valued than screens, and a sprinkler and a popsicle made for a great afternoon.
“Necessity is the mother of invention,” but most Canadian kids don’t need anything. Even the poor seem to have things in Canada. I love it when my grandchildren find a worm or
a snail, a rock they love, or a stick they carry on a hike. They find toys in nature as well as in a coffin-sized toy box.
How many stuffed animals does one toddler need? He loves the panda and hugs it tight, loves the talking bear, and is scared of the jumping Tigger. Then there’s a whole bin of neglected dolls and critters. One day they’ll go to a local charity. Or I could send them to Rwanda; I know some kids who need them.
But the real solution to excess is not buying in the first place (retailers shriek in horror).
Yes, sales are tempting. Sales are the way to go for items we need. I’ll just keep reminding myself of the difference between want and need. I’ll shower my grandchildren with experiences rather than clothes and toys.
Sounds like New Year’s resolutions. Oh-oh.

Balancing indulgence and excess
From Ben Johnson to Mark McGwire and Sammy Sosa, then Barry Bonds, Marion Jones, Tim Drummond, Shawne Merriman, Floyd Landis and Lance Armstrong.
Now three Jamaican sprinters and an American, all former world champions or past Olympic medalists, have tested positive for banned substances, performance enhancing stimulants.
This list of athletes caught doping is much longer, dating back to at least the state-sponsored drug programs in East Germany that started in the 1960s.
More are sure to be punished, once Major League Baseball’s investigation of the Biogenesis anti-aging clinic is complete.
We know why these athletes do it, why they cheat—they want to make the team; they want to win; they want to be the best; they want fame and money.
No matter the excuse, it is disappointing the level doping has reached, the extent of the cover up.
It is at a point now where no one who sets a new standard or approaches one thought to be unobtainable is without suspicion.
One NFL player said earlier this year that HGH use the rampant in his sport. The league and players association still have not agreed on a testing program.
Drug testing in professional hockey and soccer is also considered inadequate.
So suspicion persists. And as long as it does, no fan will ever know whether what he or she is witnessing is real or not.
It’s a mirage. Knowing that, the sport becomes watching to see who will get caught next.
That’s sports entertainment today.
The real shame is that more young athletes, those still in high school, believe that to achieve their dreams, they must use performance enhancing drugs or stimulants.

COMMENTI recently noticed that a lot of
public parking spaces at Deer Lake were closed during the evening of the VSO’s wonderful Symphony in the Park.
Dozens upon dozens of cars along the curbs—some ironically metres from these spaces—had violation tickets. I still cannot think of any logical reason for closing parking off on a day when it would be most needed.
I checked the website of the city, which reads: “Just a reminder that parking in the vicinity is limited, so alternate transportation is
recommended.” No explanation or
motivation. In any case, it was prohibited,
not limited. Whether the relevant city planners wished to reduce incoming traffic or to make a green gesture, one consequence is that a lot of drivers were financially punished for taking their cars to what was supposed to be a free concert. There is a thin line between symbolism and absurdity.
If this is the municipal mindset, the city may as well tear up all the lots and plant
trees and gardens. We could save the entire world!
Instead, why not focus on actually improving public transit?
So long as people need to drive, there must be parking spaces, and they cannot have stupid cones on them. Duh!

A little-noticed federal ocean monitoring program around Kitimat is the clearest signal yet that the federal government is preparing the region for crude oil tanker traffic, Green Party MLA Andrew Weaver says.
Weaver was catching up on his scientific reading after the B.C. election when he stumbled on a line – “almost a throwaway” – in the April issue of Canadian Ocean Science Newsletter.
“A major initiative in planning is the complementary measures project for the area surrounding Kitimat British Columbia to support planned oil traffic,” it says.
Government scientists who developed the system in the Gulf of St. Lawrence say it is to help “search and rescue, oil spill response and to ensure safe and navigable waterways.”
Weaver said the project goes well beyond research, and represents a major ongoing budget commitment by Environment Canada and Fisheries and Oceans Canada to forecast ocean conditions for oil tanker traffic.
“My conclusion is, come hell or high water, the intention of the feds right now is to ship bitumen to Asia through Kitimat,” Weaver said in an interview. “Whether it be through rail or through pipeline, it’s going to happen, and I don’t think that British Columbians
are getting the whole picture here.”
Environment Canada spokesman Mark Johnson issued a statement confirming the program was funded in the 2012 federal budget, under the government’s “responsible resource development” initiative.
Its purpose is to “to improve the scientific understanding of diluted bitumen products and to improve operational capabilities to provide timely scientific assessment in the event of an oil spill.
“The Government of Canada is increasing research into non-conventional petroleum products to fortify Canada’s marine prevention, preparedness and response capabilities.
“In terms of ocean forecasting, Environment
Canada Meteorological Service of Canada will bring specific contributions to this overall goal in the provision of high-resolution surface winds forecasts along the complex waterways from Kitimat to Hecate Strait area, as winds play an important role as input to oil spill modelling assessment.”
A federal assessment panel is preparing recommendations for the federal cabinet on the Enbridge Northern Gateway pipeline project, which would deliver diluted bitumen from Alberta to the Kitimat port.
Weaver said Ottawa’s apparent rush to export heavy crude increases the pollution risk on land and ocean, and also works against development of a petrochemical industry in Canada.

Council orders forced clean-up of home after owner had to be rescued twiceWanda [email protected]
Burnaby council wants to see a regional approach to dealing with the problem of hoarders.
On Monday, council utilized a rarely used provision in the Community Charter to force clean-up of the inside of a South Burnaby home where the owner has twice had to be rescued after being trapped under his stuff.
As reported in the NewsLeader, in January it took nine firefighters more than two hours to free the owner, a man in his 70s, who had been trapped under a pile of clutter for days in his home at 6925 Mandy Ave.
They broke down the front door and cut him free from the mess with a chainsaw but the operation was complicated by “the shifting debris impeding their movement inside the home and concerns for their own safety,” a city staff report said.
After being released from hospital he was placed in an assisted-living facility in Burnaby. But on July 2, he again had to be rescued from the Mandy Avenue house, in an effort that took 12 firefighters one-and-a-half hours, the
report said.Council declared the home
unsafe and a nuisance, requiring the owner to remove the clutter inside “to make the residence safe for the occupant, attending emergency personnel and other persons entering the building,” the report said. If it’s not done within 30 days the city will do the work at the owner’s expense.
Coun. Nick Volkow asked what can be done to deal with such issues more quickly.
“I’m sure the neighbours must have been reporting on this poor fellow for a long, long time.”
Burnaby city manager Bob Moncur said hoarding is usually a sign of an underlying condition.
“You can clean up the physical mess but if the underlying condition hasn’t changed it will go back [the way it was].”
Coun. Dan Johnston said it’s generally related to “the person’s mental health issues or a lack of understanding of why they need to keep the property tidy” and stressed it needs to be addressed as a health care issue.
While the city can force clean-up of a property’s yard, its powers are very limited in what it can do regarding the interior of someone’s house, unless it’s a safety issue related
to the fire department, said Mayor Derek Corrigan.
Hoarding is an “endemic problem, something that seems to be occurring much more frequently than in the past,” Corrigan said, expressing concern that city staff are being
put into such situations.City staff were directed
to look into whether the health authority or other regional administrators could address the issue, for instance, with a special phone number
people could call to get help in such cases.
Meanwhile, last March New Westminster council was calling on the provincial government to help cities deal with hoarding cases by developing mental health teams to assist municipal bylaw officers.
The City of Vancouver recently partnered with the Vancouver Coastal Health Authority to establish such teams to work with residents when its city staff encountered hoarders.
“Fraser Health doesn’t have a program that deals with those individuals,” New Westminster Coun. Bill Harper told the NewsLeader at the time. “These are really provincial responsibilities that are being downloaded to the cities.”

City wants regional approach to hoarding

The South Burnaby Neighbourhood House and Burnaby Intercultural Planning Table (BIPT) unveiled their anti-racism mural on Thursday.
The mural, which adorns a wall at Marlborough Neighbourhood Care on the corner of Royal Oak and Sanders, is the result of community workshops that brought together people of different ages and diverse backdrops to explore the origins
of racism and responses to racism.
The concepts discussed in the workshops were then incorporated into the mural by a professional artist. Funding for the mural came from Welcome BC.
The mural’s official debut was accompanied by a barbecue, entertainment and children’s activities.
The BIPT is a group of representatives from 25 different
agencies in the city including health, education, volunteer groups and immigrant services who conduct research, organize community dialogues and forums to raise awareness about multicultural issues.
The group is also spearheading its World in Burnaby project to help make the city the most welcoming community in the country to immigrants and newcomers.

Special event also to mark Bonsor rec centre’s 25 yearsWanda [email protected]
The long-awaited new Bonsor seniors centre is set to have its official opening on Sept. 28 with a special event also marking the 25th anniversary of Bonsor Recreation Complex.
The event, which runs 11 a.m. to 3 p.m., will include free admission to the pool, and weight and fitness room and a giant outdoor community zumba class on the sports field, according to a report
to Burnaby’s parks commission.
It’s perhaps fitting the two centres will celebrate their milestones together as their pasts and future are so intertwined.
After being located in the recreation complex for many years, the seniors centre is moving to a stand-alone, two-storey, 8,200-square-foot building nearby on Bennett Street.
It was built by Polygon Development as a community amenity next to its Chancellor at Metrotown highrise condo project at Nelson Avenue. Valued at $2.7 million, the structure
was contributed in exchange for bonus density—the developer being allowed to build more density than is normally allowed under the site’s zoning.
When the seniors move into the new building, dubbed the Bonsor 55+ Centre, they’ll free up about 3,600 square feet, about one-third of Bonsor rec centre’s
space, on its upper floor.
That will be redesigned and renovated into multipurpose space to meet the high demand at the busy facility.
In an interview last January, parks and recreation director Dave Ellenwood said that move, along with the opening of the new Edmonds Community
Centre, will ease the pressure on Bonsor.
Additional growth in the Metrotown area, where highrises continue to spring up, might require further changes to the facility but that would have to be the subject of a feasibility study, something that would require direction from city council, he said.

New Bonsor seniors centre to open Sept. 28
The weather has been tropical for almost a month and on Saturday the culture of tropical Fiji will be celebrated at the 10th annual Fiji Festival at Swangard Stadium.
The festival, which started as a community celebration in 1999, has grown to comprise traditional Fijian ceremonies and entertainment like the yaqona ceremony, as well as performances and cuisine from other cultures.
There will also be a marketplace showcasing products from around the south seas, a kid’s zone and an all-day soccer tournament.
The festival runs from 10 a.m. to 7 p.m. and admission is free.

VICTORIA – The B.C. government finished the last fiscal year with a deficit of $1.15 billion, according to the audited public accounts released Tuesday.
That’s up from $968 million that was projected as the deficit last year, an indication of the difficult task facing the government to balance the budget in the current year.
Finance Minister Mike de Jong said the government reduced its spending $668
million in the fiscal year ended March, compared to what was budgeted.
But resource revenues, mostly natural gas, were down $1.1 billion from the 2012 budget.
Health care spending was up $585 million, education spending rose $300 million and social services spending went up $50 million compared to 2011-12.
Total program spending increase 2.6 per cent, higher than the target of two per cent
de Jong has set for this year.Deficits and continued
spending on capital projects pushed the province’s total debt up $5.6 billion to $55.8 billion.
“We’ve seen the largest debt increase in the history of British Columbia,” NDP finance critic Mike Farnworth said.
“And this is a government that ran around during the election campaign saying it’s going
to be debt-free B.C.”

The guest book has opened at Government House, online and in Victoria, for people to send their greetings to the Duke and Duchess of Cambridge on the birth of their son.
Lieutenant Governor Judith Guichon announced Monday that a signing table is available at her official residence. Messages
may also be sent online via the Governor General’s website.
“As third in line, he is the future King of Canada,” Guichon said in a statement. “Let us join together in celebration across the province to mark the birth of our future King.”
Those who wish to send a congratulatory message online may do so by visiting the Governor General’s website: www.gg.ca
Communities and businesses set up their own greeting places, collecting infant clothing and gifts for local charities.
The Lieutenant Governor’s full statement follows:
“On behalf of the people of British Columbia, I offer my congratulations and best wishes to Their Royal Highnesses The Duke and Duchess of Cambridge on the
birth of their son. This is a special time for the Duke and Duchess and I wish them much health and happiness as they embark on their parenting journey.
“As the third in line, he is the future King of Canada. For Canadians, this
historic occasion is an opportunity to reflect on our strong and enduring connection to the Crown - an institution that embodies the stable character of our democracy. It is an important symbol of unity and stability and
represents the vitality of our traditions, the permanence of our institutions and the continuity of national life.
“Let us join together in celebration across the province to mark the birth of our future King.”

VICTORIA – BC Ferries has received approval to construct three new medium-sized vessels, and the B.C. government is leaving it up to the corporation to decide where they are built.
“Certainly we’d be very supportive of the ships being built in British Columbia,” Transportation Minister Todd Stone said Tuesday. “Government does not have the purview to dictate to BC Ferries who can and cannot participate in their procurement process. That’s internal to BC Ferries.”
BC Ferry Commissioner Gord Macatee announced approval Tuesday to replace two old ferries scheduled
for retirement in 2016. The 48-year-old Queen of Burnaby serves the Comox-to-Powell River run, and the 49-year-old Queen of Nanaimo sails on the Tsawwassen-Gulf Islands circuit. BC Ferries
will invite qualified bids for two replacement ships with capacity for up to 145 vehicles and 600 passengers. A third with room for 125 vehicles and 600 passengers will be used for peak-season service on the Gulf Islands run and replacement
duty when the other two are undergoing maintenance.
Qualified Canadian and international shipyards will be invited to bid, with a contract to be awarded by January 2014. BC Ferries CEO Mike Corrigan said the focus is on cost savings and standardization of vessels,
many of which now have different deck heights and dock requirements.
The last major contract was for three Coastal-class ferries, completed by a German shipyard in 2007 and 2008. They now serve the main Vancouver Island runs.
Corrigan said BC Ferries will examine whether new ships can be run on liquefied natural gas instead of diesel. That increases the construction cost, but fuel savings are projected to pay for themselves in as little as eight years. The Coastal Ferries Act requires the BC Ferries Commissioner to approve capital expenditures. The order for these ferries specifies construction must be open to a pool of bidders, and that food and retail services onboard can’t be subsidized by fare revenue.
No preference for local ferry bidders

VPD says suspects from Victoria, Langley, Port CoquitlamJeff nagelBlack Press
Vancouver Police are seeking charges against another 27 suspected Stanley Cup rioters, including three high school friends from Victoria.
It’s the final bulk batch of charges VPD say they’re requesting related to the night of
mayhem and violence more than two years ago in downtown Vancouver.
A 25-year-old Port Coquitlam woman is accused of punching another woman in the face who tried to protect an unmarked police car in the hours after the Canucks lost the Cup final.
Police say the Good Samaritan suffered facial and dental injuries, while the attacker was also caught on video
entering The Bay. A 24-year-old
Langley man who was out on bail on firearms charges the night of the riot may also face assault and riot-related charges. He was filmed kicking another man on the ground in a swarming attack on Granville Street and later was taped breaking into the Bay.
The three high school friends from Victoria are expected to face up to 15 charges.
“The three were captured on video committing multiple crimes throughout the night, including break-ins to four separate businesses,” VPD Supt. Dean Robinson said.
They were later caught by Transit Police on SkyTrain with store merchandise that still had price and security tags attached.
Police are also seeking charges of break-and-enter, mischief and participating in a riot
against two 14-year-old boys.
Crown has also recommended charges against Daniel Amesbury, 22, of Maple Ridge.
He’s 14th accused suspect to be charged out of 15 identified by police in the brutal swarming attack on Good Samaritan Robert Mackay, who tried to keep looters from breaking into The Bay during the riot.
Amesbury is charged with assault,
participating in a riot, disguising his face to commit an offence, break and enter and four counts of mischief.
Robinson said many charged and convicted rioters continue to ignore court-ordered conditions.
Random checks by investigators have found 28 in breach of conditions who have since been charged.
Although large batches of charge recommendations are
no longer expected, the VPD says further charges may come one or two accused at a time.
“For those rioters out there that believe they can wait us out and hide from us and be disguised with anonymity, we will find you and you will be brought to justice,” Robinson said.
Police have sought a total of 1,204 charges against 352 rioters.

Study areas target Richmond, Pitt Meadows agricultural landJeff NagelBlack Press
Metro Vancouver directors are calling on the port authority to agree not to turn scarce farmland into more shipping terminals.
The port is redrawing its land use plan and has proposed to designate six special study areas – four in Richmond, one in Pitt Meadows and one in Vancouver – that could be considered for future port-related use.
Metro’s regional planning and agriculture committee voted Tuesday to object to any potential future use of agricultural land by for port purposes.
“It should be on industrially zoned lands, not agriculturally zoned lands,” Richmond Mayor Malcolm Brodie said.
The study areas in Richmond and Pitt Meadows are all in what Metro classifies as agricultural lands in its regional growth strategy, while the one in Vancouver is general urban land. The port hasn’t indicated what exact process would be used to eventually decide on the use of the study areas.
“Their report describes in very flowery language how much they want to work with the cities and the region and First Nations and impose strict environmental standards,” Brodie
said. “Yet they avoid the very basic issue [of eventual use] and say they’ll look at it later.”
The special study areas are defined by the port as areas that “require additional study, consultation and planning to determine future use.”
Despite the objections, Metro has no power to block the port’s plan.
Metro reps have been on high alert over the port’s appetite for more land since 2009, when it secretly bought 80 hectares
of east Richmond farmland without advising the regional district or local city.
Brodie said development of that Gilmore farm land, on the Fraser River at No. 8 Road, could open the floodgates to industrialize more of that part of agricultural Richmond, particularly if a replacement of the Massey Tunnel uses a new corridor in the same area.
“We’re very fearful about what the port in taking over the
Gilmore farm could do,” he said. “As bad as that is, it could lead to the total erosion of farmland in our city.”
The port’s plan says it expects “intensification of use and growth in all sectors” along the south arm of the Fraser River, between Delta and Richmond.
One challenge the port faces is the continued conversion of industrial land for redevelopment–with consent of local cities.
Port officials have been adamant that the Pacific Gateway is a huge source of current and future jobs and is a critical trade route for the Canadian economy.
Politicians fear the port could ultimately override the Agricultural Land Reserve to industrialize whatever farmland it decides to use.
Delta Mayor Lois Jackson wants all agencies to take a closer look at the idea of developing an “inland port” in Ashcroft, where containers could taken by train for handling, reducing pressure on land and roads in the Lower Mainland.
Hands off farmland, Metro Vancouver tells port
Port officials have been adamant that the Pacific Gateway is a huge source of current and future jobs and is a critical trade route for the broader Canadian economy.

D isenchanted by the lack of creativity in the life of a corporate graphic
designer, seeking a new creative outlet, Burnaby’s Violet Finvers fell in love with making kiln-formed glass.
This process involves firing glass at temperatures between 593 and 816 degrees C. From the outside, kiln-formed glass seems like a high maintenance, dangerous and complicated art form.
It requires a high-temperature oven, expensive studio equipment and the glass involved can be razor-sharp.
This can scare away potential artists.
But these daunting factors didn’t phase Finvers, who relatively early on in her practice bought up an entire studio worth of equipment to dive right in.
Most people seeking a new
creative outlet take a painting class, but in no time Finvers had installed the equipment in her garage to create a creative oasis in the middle of Burnaby.
She soon founded her company, Violet Finvers Glass.
From the beginning, she was amazed at what she could make with glass.
From the first time a colourful elegant bowl came out of the kiln she was hooked. Part of what she enjoyed was doing something that, for the first time in years, was completely for her own pleasure.
Finvers speaks passionately about her return to working with her hands, as well as her desire to push the possibilities of fused glass with her passion for graphic elements.
Her work combines her passion for contemporary design principles, and her desire to
defy expectations, which makes her glass work refreshingly contemporary.
Finvers has scaled back her professional design practice in order to make more time for art despite the realities that most artist face—“The more art you do, the more money you lose.”
Are you a crafter? You can see Violet Finvers
Glass, and many other talented vendors at the Deer Lake Craft Festival this Nov. 15th-17 at the Shadbolt Center for the Arts. Though it’s still a few months off, we’re seeking crafters and artisans to apply for the 42nd annual craft festival. Please contact our office ([email protected]) for application forms.

HAFI adapts homes for B.C. seniors and people with disabilities
Brenda has always been an active woman. However, recent health issues including osteoarthritis in her left knee and losing kidney function have slowed her down. Her mobility is limited and she is now on dialysis three days a week. To adjust to her changed circumstances, Brenda sought help with her daily living activities.
Part of that help came from the Home Adaptations for Independence (HAFI) program offered through BC Housing. Launched in January 2012, the HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.
Brenda applied for a new walk-in bathtub because she couldn’t safely get out of the tub on her own. Walk-in tubs include additional safety measures such as anti-slip floors, grab bars, and a very low step in.
Home adaptations may also include handrails in halls or stairs, ramps for
easier access, easy-to-reach work and storage areas in the kitchen, lever handles on doors or faucets, walk-in showers, and bathtub grab bars and seats.
Brenda is a strong advocate for the program and has even shared HAFI brochures with nurses in the renal unit where she undergoes dialysis. If you or someone you know is having difficulty performing day-to-day activities safely and independently – the HAFI program may be able to help.
Since the program began, more than 300 households completed renovations with HAFI financial assistance, making it possible for seniors and people with disabilities to continue to live in the safety and comfort of their home.

There’s an Orchid blooming in Port Coquitlam at Quantum Properties’ newest condominium development.
“Outdoor activities are right on your doorstep,” says Marketing Manager Lisa Lowry. “The location is a huge draw.”
You’ll find the 25-kilometre Traboulay Trail adjacent to Orchid, along with Gates Park across the street and the Coquitlam River immediately behind. The park includes several sports fields, tennis courts, a picnic area and a playground. There is also an off-leash fenced dog-walking area just moments from Orchid, making the project a great place for man or woman’s best friend as well.
The first phase is currently selling, and Lowry notes that it has already been extremely popular with buyers of all ages.
The first phase includes 109 homes with 13 different floorplans, ranging from 528 to 990 square feet. The six-story building offers several different views depending on where you purchase, including river and garden views.
Lowry points out that the first-floor homes
in the first phase of Orchid include walk-up patios and entries, with the second-floor homes at the rear of the building featuring their own patios due to the slope of the land. This makes those second-floor units into a ground-level home for buyers.
“It’s kind of a unique setup here,” Lowry says.
Inside, you’ll find your choice of two modern colour schemes: White on White or Shades of Grey. Something that sets Orchid apart is the ability to mix and match between the two schemes.
“People sometimes want to change things,” Lowry says. “If you love everything about one scheme but want the countertops from the other, you can have it! It gives people the chance to personalize their home more.”
Nine-foot ceilings throughout (with vaulted
ceilings on the top floor) and plenty of natural light contribute to the spacious feel of the homes. You have the option of wide-plank vinyl laminate, engineered hardwood, carpet or tile flooring throughout, giving you yet more choices when personalizing your home.
“There’s a really open great room kind of feel here,” Lowry says. “Our designer has done a great job.”
The kitchens feature quartz countertops, stainless-steel appliances and chic cabinetry, which differs depending on which scheme you choose. The bathrooms are relaxing and elegant, with wall sconce lighting accenting the framed vanity mirrors, modern sink vanities and designer feature tile highlighting the full tile surround on the tub and shower.
Amenities abound at Orchid. Just some of the features include a pet washing station, guest suite, cardio room, yoga studio, theatre room and secure bicycle lockers for each home. You’ll also find extensive walkways and green space, a private meditation garden and a multi-level water feature.
“You’re within walking distance of the PoCo downtown core,” Lowry says. “You’re also within walking distance of the West Coast Express and a bus loop, so commuting is awesome. You can have a bridge-free commute to Vancouver!”
There is also easy access to Lougheed Highway and Highway 1 for those who want to drive, as well as shopping and dining at Coquitlam Centre and Fremont Village, just minutes away.
Homes at Orchid start at $189,900 for a one-bedroom and $239,900 for a two-bedroom. For more information, visit www.orchidcondos.com, call 604-866-4206 or visit the presentation centre at 2455 Wilson Ave., Port Coquitlam, open daily except Fridays between noon and 6 p.m.
