    INSPECTORSNITIALS RCOThis partial inspection wasperformed by the Division aspart of its monitoring of HardRocketas1102ermits Theoperatorwascontacted toarrange a time for the scheduled inspection Theoperatorsepresentative named on pageonewaspresent during the inspection Also present during the inspectionwereDan Burns and Kyle Turley both ofUS DOE the site islargely located on US DOE lease tractCSR13nd HelenMary Johnson and Joel Hartman both ofBLM the northern edgeofthe site is onBLManagedand Thiswasa partial inspection since the Burro 7 aeawasnot inspectedThe sitewasnot active at the time of the inspection and has not been active for several years Therewasa permit ID signposted on the ore binneathe lower portal Thereaenumrouspreawining features in the vicinityof this permitwhichaenot included in the permitaeaThis includes the features at the Burro 3 claim a vent shaft that hasrepened presenting ahazard and a runoff containment berm that is eroding and causing a failing dump slope The erosiononhe Burro 3 is aboveand outside the permitted area but is affecting the onsite stormwater and sediment control in the permit areaThe permitaeancludes a lower portal orebin and largewastedump a road leading to the Burro 5 and Burro 7 mine featurespermitted road corridor is500eet wide according to the 1994 SWMPmap a vent shaft along the road enclosed in asecurity fence aeasfor several upland stormwater control structures Burro 5 dump and vent shaft plus steel buildings andgeneratorompressorlocation Burro 7 dump headframeorebin and vent shaftonandneathe Burro7 claim and accordingto the 1984 affectedaeamap location of thechangedyuilding Severalaeasof the permithave been reclaimed includingthe Burro shaft backfilled Burro 7 shaft backfilled changedyuilding demolished accessroad between Burro 5 andBurro 7 recontoured and revegetated None of these items havebeen removed from the permit area though theassociatedreclamation costs may have been removed from the bond amount If the operator wishes to request release of any fullyreclaimed areas please follow the steps described in Hard Rock Rule47The permit boundary is irregular and would be difficult tocompletely mark but since much of the permit is locatedonhill slopesproviding the potential for sedimentation erosion sloughing orexpansion fromearthwork it is essential that portions of itmustbemarked prior toretarting any activity Specifically the dumps and SWMPaeasmust be marked in a durable and visiblemanne This is not a problem at this timeThe lower portal has been cleared ofmuck and is secured by a locked steel grate The portal wasdry The lower dumpcontains somwood cribbing and steel debris Drainage control from the portal and dumpaeasappears adequate The lowersegment of the road near the county road has been modified by grading to retain stormwater runoff that is not being
