LaPides has made a life out of turning good ideas into profit. After more than 35 years of busi- ness experience, LaPides, 50, says he hopes to pass his skills on to the rising generation of businessmen and women. The former company president and CEO turns his attention to fledgling entrepreneurs at the University of Maryland in early October. Many are armed with nothing more than high hopes and a printout of their business idea. “I’ll be with you in just a few min- utes,” he tells a line of four students participating in the Pitch Dingman Competition, a program of the Dingman Center for Entrepreneurship at the Robert H. Smith School of Business. As an entrepreneur in residence, LaPides is often the first to evaluate student business ideas, playing both hitter and catcher in a game of busi- ness baseball. Graduate and undergraduate stu- dents from all academic back- grounds pitch their ideas to him in 10- to 15-minute sessions on the first three Fridays of each month. He is joined by investors, center faculty and often fellow entrepreneurs in residence. Students aren’t expected to enter the beginning stages of the competi- tion with much more than a good idea and a passion for enterprise. If LaPides likes an idea, he has the resources and the experience to help that idea become a home run. If the idea shows early shortcomings, he offers an honest evaluation and encourages the student to pitch again. After a business idea is elevated to meet center requirements, the stu- dent may present the idea to a panel of judges for cash prizes in more a formal monthly competition. Participating in a young entrepre- neur’s journey is LaPides’ favorite aspect of his work at the center. An unpaid volunteer, he has devoted countless hours since he first got involved in 2001, and is the longest participating entrepreneur in resi- dence at the center. “It’s the quality of the students and getting these businesses launched. It’s a great thing to see,” he says, glancing at an apprehensive-looking student waiting for his turn to pitch. “It keeps me coming back.” It’s a common misconception, LaPides says, that he graduated from the University of Maryland and that he holds an MBA. When students ask about his education, he often responds simply that he started his business career “very, very early.” At age 21, he pushed aside his eco- nomics studies at Washington College on Maryland’s Eastern Shore to immerse himself in the fam- ily business, Snow Valley Inc., a bot- tled water cooler plant and delivery company based in Upper Marlboro. LaPides worked there on weekends, summers and holidays since he was 14. LaPides’ father anticipated a quick and lucrative sale of the business. But before it could be sold, profits had to rise. At first, LaPides saw his time at the company as nothing more than rou- tine, temporary deal-sweetening. But he later realized that he identified much more with the day-to-day responsibilities of a businessman than with a student’s preparatory life. The company flourished, and six years later, LaPides still hadn’t sold it. Instead, he bought out his family and became sole president of the rapidly expanding company. By the year 2000, he had expanded its cus- tomer base from 600 to more than 20,000. LaPides was selling water from Toronto, Canada, to San Juan, Puerto Rico. “There isn’t this glamorous mete- oric rise of an overnight sensation,” says LaPides, sitting in a lab area of the center, which doubles as an incu- bator for student entrepreneurs. “It’s a long process done differently than most people would do it today.” “I didn’t take anyone else’s money,” he says. “I bootstrapped the business and kept building it.” This prevented investors from both- ering him, LaPides says with a laugh. His secrets to success were simple. He claims that 95 percent of the deci- sions he made at the company could have been made by anyone. It was that 5 percent that set him apart, he says. The basics of his business philoso- phy are summed up by four maxims: Be committed to quality; Do what you promise; Care for your customers, and Always present a professional image. “I didn’t waiver from those philoso- phies,” he says. “Right or wrong, they were solid, and they remained the same, and I allowed everything to be built on them, like a founda- tion.” He encourages students to follow his example by developing core value systems. “A lot of companies go on without that foundation, and they get lost. By KONRAD SUROWIEC Staff Writer CENTREVILLE — The Queen Anne’s County Commissioners interviewed five citizens who applied to serve on the county planning commission and two plan- ning commission members seeking reappointment in an open session Dec. 22. Frank Frohn of Stevensville and Gene Thomas of Chester have served five years on the planning commission. Frohn is the current chairman of the seven-member panel. The other citizens inter- viewed were Barry Waterman, Sheila Tolliver, Dan Worth, Garry Schnappinger and Trish McQuestion. County com- missioners Gene Ransom, Paul Gunther, Carol Fordonski and Dr. Eric Wargotz asked questions. Commissioner Courtney Billups was absent. “I’m here to bring an open- minded, good ear,” said McQuestion, a Kent Island resident. She said the planning com- mission either needs a bal- ance of developers and envi- ronmentalists, or people who are willing to talk to both sides. McQuestion served on the business and economic development topic commit- tee for the ongoing project to update the county compre- hensive plan. She said the county faces a serious issue of young adults who want to continue to live in Queen Anne’s County, but they can’t find affordable housing. Schnappinger, a Centreville area resident, works in the agricultural business. He is a 31-year-resident of the coun- ty and serves on the county Economic Development Commission. He said the county needs a balance of business growth, residential growth and land preserva- tion. Most parcels zoned for com- mercial use are not large enough to bring in large busi- ness projects, such as a com- pany headquarters, that would provide a lot of jobs for people, said Schnappinger. He said the EDC would like to see more growth in the pri- vate sector, and the county’s commercial tax base should be approaching 12 percent. “We have to look long-term,” said Schnappinger. “I just want the changes that do occur to be well thought out,” and not haphazard, said Worth, a Centreville town resident. Worth suggested the desig- nated growth areas in the unincorporated areas each have a planning commission, just like Centreville and other incorporated towns. “I think it’s pace of growth in Queen Anne’s County that’s important,” said Tolliver, a Queenstown area resident. She said she’d prefer a rela- tively slow pace of growth in the county because the infra- structure can’t support a faster pace of growth. She also said an increase in the proportion of commercial growth is needed. Tolliver retired after 12 years as administrator for Howard County. She also ser ved as an alderman on the Annapolis City Council and worked as an aide to the Maryland governor for 10 years, including eight years under former Gov. Harry Hughes. Created by the Maryland General Assembly in 2005, MCHRC’s core mission is to award grants to help expand access to health care for low-income and uninsured individu- als and help find a “medical home” for every Marylander. Over the last four years, the commission has awarded 63 grants, totaling approxi- mately $20 million. Choptank has received two awards from the com- mission: one dental grant for $300,000 and one health informa- tion technology grant for $400,000. The purpose of the site visit is to examine the ongoing implementa- tion of these two grants, and dis- cuss the health care needs of the Mid- and Upper Shore communi- ties. “Choptank is clearly a leader in providing high-quality, community health care for the Eastern Shore,” said Mark Luckner, MCHRC’s exec- utive director. “I look forward to working with Choptank as we pre- pare for health reform in Maryland and address the needs of the com- munity.” The first commission grant was awarded to Choptank in 2007. The grant provided partial funding for the costs of the planning and imple- mentation of a new electronic patient health record throughout the Choptank system. Choptank and other community health cen- ters are driving health information technology innovation in Maryland, and it is an area of ongoing interest of the commission. Choptank began its planning in 2007, and the new electronic patient records were fully implemented at all CCHS medical and dental centers by November 2009. A second commission grant award- ed to Choptank in 2008 provided funding to support the addition of a new seven-chair dental suite at the Goldsboro Medical Center. The commission’s funding, in addition to grants from the Maryland Department of Health and Mental Hygiene Administration Sponsored Capital Program, provided a sub- stantial portion of the capital costs (building and equipment) for the new dental ser vice which opened in January 2009. Since the opening of the new facility, the center has pro- vided dental services to 1,725 chil- dren and adults for 3,888 visits. Because the need is so great, care is limited to children insured through the Maryland Medicaid program and adults patients with medical problems. “Our hope is that, as the dental program’s capacity continues to grow, we will be able to expand our scope of care to include comprehen- sive ser vices for all persons wishing to visit Choptank,” said Dr. Scott Wolpin, chief dental officer. J. Wayne Howard, CEO of Choptank, said: “The support and funding provided by the commis- sion for these projects have allowed us to extend our services and to maintain our commitment to quality healthcare for the communities we serve, especially through these challenging times. We value the partnerships we have established that allow us to grow and expand our services in areas of greatest need for our region.” CCHS opened its first community health center 30 years ago in Goldsboro. Today, CCHS is one of the largest providers of primary health care in the Mid-Shore region. CCHS is a fully accredited community health center providing comprehensive medical, dental and behavioral healthcare services in Caroline, Dorchester and Talbot counties. Services are provided through seven primary care offices as well as seven school-based health centers. Dental services are provided at three dental centers and the school-based dental program in all three jurisdictions. CCHS employs 150 health care profession- als and support staff, and over the past five years CCHS has experi- enced significant growth, with a 47 percent increase in the number of patients seen through its programs. In 2008, more than 26,600 patients were seen through the combined programs of Choptank Community Health System, for a total of 88,000 visits. CENTREVILLE — The QueenAnne’s CountyCommissioners interviewedfive citizens who applied toserve on the county planningcommission and two plan-ning commission membersseeking reappointment in anopen session Dec. 22.Frank Frohn of Stevensville

Services are providedthrough seven primary care officesas well as seven school-basedhealth centers. Dental services areprovided at three dental centers andthe school-based dental program inall three jurisdictions. CCHSemploys 150 health care profession-als and support staff, and over thepast five years CCHS has experi-enced significant growth, with a 47percent increase in the number ofpatients seen through its programs.In 2008, more than 26,600 patientswere seen through the combinedprograms of Choptank CommunityHealth System, for a total of 88,000visits.

crucial decision, they don’tknow why they’re makingthat decision in the firstplace,” says LaPides.In the early ‘90s, he decided

to try his hand at other busi-ness pursuits.He started a landscape busi-

ness. The business stillinvolved marketing to homesand offices, the service wassimply more contingent onthe weather.LaPides describes his busi-

ness model as a unique roll-up strategy. He would drivearound on a hot July after-noon and look for one-manlandscaping operations tryingto fix their own equipment sothey could finish their jobs.He would buy their business-es, supply them with newlawnmowers and keep a per-centage of their hourly wages.Sometimes he would just buyall of a landscaping business’clients for a flat $1,000.The landscaping business

wasn’t his greatest accom-plishment, he says, but it wasgood enough for the time. Heeventually sold it, leaving hishunger for entrepreneurshipstill unsatisfied.

He soon found himself sit-ting in a bottled water tradeassociation meeting dis-cussing the high cost of long-distance travel for businessmeetings. He realized that ifhe and his fellow bottledwater businessmen createdtheir own travel agency, theycould earn a 10 percent com-mission on plane tickets andhotel reservations.They immediately hired two

workers for their new busi-ness, and they all began car-rying travel agent identifica-tion cards. First-class flightsand premium hotel roomswere no longer a self-indul-gent splurge. They were stan-dard accommodations. Theylost those commissions withthe Internet boom at the endof the ‘90s.“There are things you can

control, and things you can’tcontrol,” he says. “I finally gotto that point when I realizedthat there were so many thingsI couldn’t control, and that’swhen I started to worry.”His ability to run head first

into risk and devote all of hisenergy to a project was wan-ing as his obligations as a hus-band and father to a son and adaughter increased. Eatingdinner with them every night,

taking his children to doctors’appointments and Cub Scoutmeetings, had become his pri-ority.It was at one of those Cub

Scout meetings, after he andhis partners decided to closethe travel agency, that he soldthe landscape business toanother man involved in hisson’s pack.By late 2000, with both the

travel agency and the land-scaping business behind himand Snow Valley in stablegrowth, he became aninvestor, a reasonable alterna-tive, he thought, to the stressand time requirements of tra-ditional entrepreneurship.He invested in the early

stages of InPhonic Inc., thefirst company to sell cellularphones from a variety of carri-ers on the Internet. The com-pany went public in 2004 andbecame the largest retailer ofcell phones in the country.The company survives todayas Wirefly.com.In 2001, he felt drawn toward

volunteer work. He beganmentoring students at thecenter as an entrepreneur inresidence. In fall 2005, whenAsher Epstein, managingdirector of the center, createdthe pitching competition,LaPides was eager to partici-pate, Epstein said.One obligation still nagged

at him, however: the bottledwater business.That industry was changing

rapidly. More offices andhomes were purchasingwater-cooler machines andbottled water at chain stores.These bottles were cheaperand made in China. He com-peted by offering water andcoffee packages, but afterdecades of working in tunewith market signals, he knewit was time to exit the indus-try.In 2008, he finished the job

he intended to complete near-ly 30 years earlier and soldthe company.“I felt an incredible sense of

loss,” he says.

He found relief and purpose,he says, through increasinghis volunteer work at the cen-ter. During his eight-yeartenure he has personallymentored more than 500 stu-dents and helped launchdozens of businesses.When Amanda Nachman, an

English major in her senioryear in 2007, first pitched heridea for a magazine specifical-ly targeting college students,LaPides immediately gotinvolved. He taught her tonegotiate with advertisersand manage costs. He toldher to make it happen.By the year’s end, she had

become founder and publish-er of College Media Group,and thousands of issues ofCollege Magazine had beendistributed to area colleges.In February 2009, she com-peted and won a $15,000 cashprize from the center in itsannual competition.Nachman, now 24, said

LaPides attended her firstphoto shoot. She had never

directed a photo shoot beforeand appreciated the support.“He came just because he

wanted to, because he hadnever been to one before,”Nachman says.Epstein calls LaPides one of

the center’s greatestresources.“His work here has been

tremendously valuable to thecommunity. It’s really quite abenefit to have someone withhis experience dedicating somuch of his time to nurturingthe next generation of entre-preneurs,” he says.At the end of October,

LaPides attends the monthlycompetition where studentspresent their ideas to a panelof judges. He stands on thesidelines watching studentpresenters answer toughquestions from accomplishedCEOs, investors and consult-ants.“They did an incredible job,”

he says. “They pitch betterthan most professionals, and Ishould know.”

Waterman, a Queenstown arearesident, cited his professionalexperience as a real estate brokeras a plus for serving on the plan-ning commission. He said he alsoserved on at least three citizenadvisory committees, but thinks anew approach might be neededbecause the CACs are “generallyhijacked” by special interestgroups. He said one possibilitymight be for the county to providean incentive, such as a property taxcredit, to citizens who volunteer toserve on a CAC, which help thecounty’s professional plannersdraft community plans and thecounty comprehensive plan.Waterman said the key is to find a

balance for all the needs of thecommunity. He said the county’scommercial tax base is about 7 per-cent, but it should be 14 to 15 per-cent.“We basically pay to educate our

kids, and say, ‘get out,’” Waterman

said.Thomas said updating the county

comprehensive plan is a very com-plicated process and he’s like tosee the project through to its com-pletion. He said his view of smartgrowth is development in or nearthe areas where growth is alreadyoccurring. Thomas said he’d like tosee everything east of state Route213 (about two-thirds of the coun-ty) remain rural.Thomas said there should have

been a harder fight to make theChester-Stevensville CommunityPlan “more cost conscious.” Hesaid one recommended improve-ment, building a causeway acrossCox Creek to connect ThompsonCreek Road and Cox Neck Road,would be extremely expensive. Buthe also said state Route 18 needsmajor improvements.Frohn, who has an engineering

background, said he enjoys the“planning part” of serving on theplanning commission. He servedon the CAC for the Kent NarrowsCommunity Plan and said he’s

pleased to see building improve-ments under construction thatwere based on recommendationsin the community plan.Frohn wants to see the project to

update the county comprehensiveplan finished, and he’s pleased withthe progress made so far. He said itshould be “one of the most forwardlooking plans we’ll ever see.”Wargotz asked why the planning

commission rejected the seconddraft of the Wye Mills AreaCommunity Plan. Frohn saidChesapeake College, which hadpreviously endorsed the plan, tooka neutral position. He said he wasalso concerned about having anadequate wastewater treatmentsystem, and he thought the devel-opment envisioned in the planwould be too much.“It was a difficult decision (to vote

against the Wye Mills plan). It real-ly was,” said Frohn.Frohn said the Wye Mills area

needs a plan, but the plan shouldbe proportional to the size of thearea.

I would suggest that you sit downand chat with a knowledgeable taxaccountant. In some, but possibly notall circumstances, the governmenthas taken a different point of viewtoward the “profit” from a short sale.Heretofore, if a lender forgave anamount of money on a loan, that wasconsidered income to the personwho received the forgiveness. That isnot true in every instance now.Rather than speculate on whetherthis would apply to you, I urge you toconsult a competent accountant.Dear Bruce: My wife and I own a

furniture business. We lease a30,000-square-foot building. A phar-maceutical store has purchased theland from our landlord and also myremaining seven-year lease. Weagreed to a figure of $750,000because that is what is would take forus to rent or build a comparablebuilding for the remainder of ourseven years. We decided to build astrip mall with the furniture store onone end and four rental spots on theother. Because of the rental spots, wewould not be in such a financial bindwith the mortgage, and because weare reinvesting the entire amount ofthe lease buyout money into the newbuilding, we could lower the rent forthe tenants, which would help theeconomy with new business andmore jobs. We did not realize untillater that the government would takealmost 50 percent right off the top.This isn’t money that we were goingto stick in our pockets. We are not abig corporation and asking formoney that is not ours. We are usingthis money as we would have ourrent money had we decided not tosell out our lease. We are also help-ing other businesses as well. If we dohave to give 50 percent up front, ourmortgage will be crazy high and sowill our rental fees. sympathize with your situation, butthis appears to be locking the barndoor after the animals are gone. Itmay be that this deal could havebeen constructed differently with alesser tax impact. I say “may”because I don’t know. This illustrateswhy it is so important to talk to acompetent tax specialist before anykind of deal of consequence is inked.

I am surprisedat the number,and it may bethat throughsome type ofother taxmaneuver ingthat could be reduced. I have little tooffer but my sympathy. There is avery strong lesson here. Anytimeyou’re involved in a business envi-ronment of any consequence, it isabsolutely essential to go over all ofthe fine details from a legal and a taxpoint of view; otherwise, you invitedisaster.Dear Bruce: My daughter is 45.

She is collecting $674 a month fromSocial Security due to medical prob-lems and mental illness. I just foundout that my daughter and her friend’sincome together is $1,150 a monthfrom Social Security survivors bene-fits. My daughter was able to obtainfinancing for a 2005 truck. Her friendtried to get financing and was turneddown, but she was approved basedon the combined income of her andher friend, although his name is noton the bank loan or the title. Howcould the dealership do this? Arethey so desperate for sales that theywould permit someone who didn’thave a dime for a down payment todrive away in a truck for which shenow owes $22,000? I spoke with hermental-health worker today, and shesaid she sees nothing illegalinvolved. CHESTERTOWN — So, how was yourChristmas?For downtown businesses, the hol-

iday shopping season was mixed.Most merchants agreed that theholiday season as a whole had near-ly matched 2008, which accordingto economists marked the begin-ning of the recession. Still, withheavy snow the last weekend beforethe holiday, many stores lost two oftheir biggest sales days of the year. “I was open, but nobody else

came,” Lanny Parks, proprietor ofThe Compleat Bookseller on HighStreet, said of the two snow days.She said that she wouldn’t knowhow the year’s sales compared toprevious holiday seasons until she’dcompleted her inventory. However,she said she felt cautiously opti-mistic about the season. “It’s goodto know that Washington thinkswe’re out of the slump,” she said.At Houston’s Dockside Emporium,

owner Kirstin Forney said the sea-son was “down a smidgin from lastyear.” The clothing and accessoriesstore was open the Sunday after thesnow, but it “was not a big day,” shesaid. But while the snowy weekendput a dent in sales, the seasonpicked up noticeably the last fourdays, which she characterized as“super busy.”Christmas Eve was the best ever,

Forney said. “We were going toclose at 3 p.m., but we were so busywe stayed open two extra hours.”

The biggest item for them this yearwas scarves, she said. She also saidthat a purchase points program sheput in effect in November hadencouraged repeat customers. “People were spending less, gener-

ally,” she said, although she saidshe felt they were trying to shoplocally. She said that businessappears to be building up gradually,but that she believes it will take awhile longer to return to the levelsof three years ago, which she saidwas the recent peak.At Twigs and Teacups, on Cross

Street, the store was busy. AprilMarshall, who with her sisterEugenia operates the eclectic giftshop, said that the store had lostbusiness on the two snow days.However, she said, the season as awhole was comparable to last year.Marshall said she had “bought

down,” trying to keep inventory towhat the store could reasonablyexpect to sell. On the whole,though, she said that the slump hadstarted in December 2008, and thatthe whole year had been down. Shesaid she would have a better ideahow the economy was recovering inJanuary.Anna Cole, of Scotties Shoe Store,

was one of the few merchants whohad been open Christmas day. “Allmy regulars came in for their news-papers,” she said, noting that busi-ness was normal for the season. Theconsignment shop had done verywell, she said.Primitive Finds, in the former loca-

tion of Bramble’s Clothing and

Jewelry, was open for its firstChristmas season. Deana Carroll,who with Norma Boone is one ofthe store’s owners, said that thestore had done well, although as anew business she has no basis forcomparison with last year. The storesells both consignment items andnew, handmade collectibles such aswaterfowl carvings. It also sellssome items, such as the remainingstock of Bramble’s jewelry, on eBay.Carroll said that the handmade one-of-a-kind items had done particular-ly well for the store.Carroll also said that a new addi-

tion to the store’s lineup is the Lappfamily’s baked goods, which will besold from the store during the win-ter months that the farmers marketis closed.A report from the MasterCard

Advisors’ SpendingPulse data serv-ice showed nationwide retail salesbetween Nov. 1 and Dec. 24 rose 3.6percent over 2008. By comparison,2008 sales were down 2.3 percentover the previous year’s total. Therebound would bring 2009 salesback to their 2007 level. TheSpendingPulse data include pur-chases with cash and checks inaddition to credit card sales.Along the same line, figures

released by the U.S. Department ofCommerce on Dec. 17 showednationwide increases over the previ-ous month in personal consumptionexpenditures in both October (0.6percent) and November (0.5 per-cent); December figures are notavailable.

Unemployment claims dropunexpectedly as layoffs ease

WASHINGTON (AP) — The number of newlylaid-off workers filing claims for unem-ployment benefits dropped unexpected-ly last week, a sign the job market ishealing as the economy slowly recovers.New jobless claims have dropped

steadily since September, raising hopesthat the economy may soon begin creat-ing jobs and the unemployment ratecould decline. That, in turn, would givehouseholds more money to spend andadd fuel to the broader economicrebound that began earlier this year.The Labor Department said Thursday

that new claims for unemploymentinsurance fell by 22,000 to a seasonallyadjusted 432,000, the lowest since July2008. That’s much better than the rise to460,000 that Wall Street economistsexpected.The four-week average, which smooths

fluctuations, fell for the 17th straightweek to 460,250, the lowest sinceSeptember 2008, when the financial cri-sis intensified. The crisis led to wide-spread mass layoffs, which sent joblessclaims to as high as 674,000 last spring.Analysts cautioned that the weekly data

could be artificially low due to seasonalfactors, such as the Christmas holidayand recent snowstorms.Still, many economists saw the claims

figures as a positive sign that employerscould soon step up hiring. AbielReinhart, an economist at JPMorganChase, said in a note to clients that heestimates employers added a net total of

40,000 jobs in December, after cutting11,000 the previous month.The Labor Department will report the

unemployment rate and jobs figures Jan.8. Reinhart said the December joblessrate will likely be 10 percent, matchingthe previous month and down from 10.2percent, a 26-year high, in October.Still, most economists expect the

unemployment rate to remain above 9percent through 2010, as companies arelikely to hire at a slow pace as they waitto see if the current recovery continues.Economists closely monitor initial

NEW YORK (AP) — The stock marketclosed out a remarkable 2009 with aloss as investors bet the improvingeconomy will lead the government topull back on its stimulus measures.But stocks still managed their bestyear since 2003 as they recoveredfrom the financial crisis and reces-sion.

Thursday’s trading, which came onextremely light pre-holiday volume,was a fitting end to a tumultuous year.Stocks fell to 12-year lows by earlyMarch on investors’ increasing pes-simism, then rallied on growing signsof recovery in what turned out to beWall Street’s biggest comeback sincethe Great Depression. In the last dayof the year, more signs of healing firstpleased investors, then had them con-cerned about the economy’s ability tothrive without government help.

The thin volume exaggerated themarket’s moves. The Dow Jonesindustrial average fell 120.46, or 1.1percent, to 10,428.05. For the year,the Dow rose 1,651.66, or 18.8 per-cent.

The broader Standard & Poor’s 500index, considered by professionals tobe the market’s best barometer, fell11.32, or 1 percent, to 1,115.10. TheS&P ended the year with a gain of211.85, or 23.5 percent.

Meanwhile, the Nasdaq compositeindex fell 22.13, or 1 percent, to2,269.15. Powered by the recovery inhigh-tech stocks, the Nasdaq ended2009 with a gain of 696.12, 43.9 per-cent.
