Mission Statement

The mission of the BSO is to support the Interpreting Service in meeting the needs of Patients, Clients and HSC Staff and to improve client satisfaction and service delivery through delivery of high-quality training to its Interpreters. To further meet the needs of HSCNI, training is offered to HSC practitioners informing them of the services NIHSCIS offers and guiding them in choosing the appropriate service.

Interpreter Training

The NI Health & Social Care Interpreting Service (NIHSCIS) has developed a Central Register of Trained, Professional, Self Employed Interpreters who provide language interpreting services for Patients and Clients who are not proficient in English. NIHSCIS offers 2 courses for Interpreters wishing to join the Register; The Open College Network Accredited Level 4 Community Interpreting Course (Appendix A) and the 4 day NIHSCIS Health Specific Conversion Course for Interpreters who have already obtained the Level 4 Certificate with another recognised Agency. Both Courses are delivered on a needs-only basis. The frequency of Courses is dependent on NIHSCIS provision rates, priority languages and Applicant availability.

Purpose and Scope

1. All Interpreters registered with the Interpreting Service will have achieved Level 4 OCN Community Interpreting (or equivalent or above)

2. New Interpreters joining the register will complete or have completed Level 4 OCN (those with no Interpreting qualification will complete a 12 day course those with an accredited qualification in Interpreting with another provider will be asked to complete a 4 day conversion to health course)

3. All Interpreters registered will have completed an English Language Assessment (either with NIHSCIS/BMC or the Agency whom with they achieved their qualification) OR equivalent (Students may have 3rd level English as part of their university qualification - the level undertaken and achieved should be clearly stated within their university transcript).

This policy applies to all Interpreters registered with NIHSCIS and those who are applying to join the register. This policy also applies to the providers of the training to ensure that the training is timely, relevant and there is a practical assessment of the effectiveness of training.

Training Needs Analysis

A Training Needs Analysis (TNA) or skills audit is to be conducted on an annual basis to identify current and future gaps within the service. Any gaps will be addressed by drawing up a training plan of all those requiring training and ensuring they are assigned a place on the relevant course.

The TNA can also be used to devise an action plan, to ensure that all the Interpreters currently at Level 3 OCN receive an upgrade as soon as possible by identifying the need and providing training accordingly. Interpreter Register Application forms are held in the main NIHSCIS office and course places are allocated by shortlisting process which identifies language need through quarterly statistical reports.

Resources for Training Interpreters

OCN Level 4 Community Interpreting Programme:

Belfast Metropolitan College provides a 3 hour English language assessment to establish level of participants’ including grammar, reading writing & speaking module. The English Language Assessment must be completed prior to undertaking OCN Level 4 Community Programme.

Training Curricula is set out at the start for each topic. It contains detailed course content and assessment criteria. The assessment criterion for each unit of the course is different; refer to each individual unit criteria for more information (Appendix A).

OCN Level 4 can only be achieved once Interpreters have completed the full Community Interpreting Programme.

NIHSCIS also offers a 4 day Health-Specific Conversion Course for Interpreters who have achieved OCN 4 Community Interpreting and wish to register with NIHSCIS. The Training is delivered by the NIHSCIS manager and various HSC Practitioners. The Course consists of modules which include the NIHSCIS Terms of Business (Induction) and 4 complex areas of Health. Upgrade from OCN Level 3 to Level 4 for Interpreters currently registered with NIHSCIS is achieved by attending 4 sessions on ALL the complex areas of health, delivered by HSC Practitioners. NIHSCIS also plan to facilitate Interpreter refresher courses (timeframe TBC)

Training Records

Individual training records are held in the Interpreters electronic file and should include the following:

OCN training records and assessment results and Certificates

Other Relevant Qualifications – e.g. Community interpreting qualification

Mandatory training records e.g. Level 4 upgrade

Copies of relevant legal documentation e.g. Access NI clearance Interpreter Training Fees From March 2015 Course Applicants must pay the relevant fees outlined below in order to complete the OCN Level 4 or Conversion Course:

Duties and Responsibilities

Trainers It is the trainers’ responsibility to ensure that the training Interpreters receive is relevant to the role they are undertaking. Trainers must also ensure that students undertake assessments that truly test their abilities within a similar environment to which they will be working.

Service Manager/ Office Manager It is the managers’ responsibility to ensure that all Registered Interpreters have received appropriate training and that all relevant documentation is evidenced before Interpreters are registered for work.

Interpreters It is the Interpreters responsibility to attend and engage in the training provided and to inform management or trainers if they have any problems during the course or when they are practicing. Registered OCN Level 3 Interpreters are required to complete four “Complex Areas of Health” upgrade sessions in order to achieve OCN Level 4.

Evaluation of training

The NIHSCIS must regularly sample and evaluate its assessment practices and decisions, and act on the findings to ensure consistency and fairness. The evaluation is designed to ensure:

Assessment is appropriate, consistent, fair and transparent and does not unintentionally discriminate against any learner.

Learners clearly understand assessment requirements and are given opportunities to achieve against the assessment criteria.

Learners’ work is presented in a manner that enables effective verification to take place.

Evidence of learner achievement is clearly mapped to the assessment criteria. This assessment must be carried out by the NIHSCIS Manager alongside feedback taken from interpreters who have taken the course. (Sample feedback form Appendix B)

HSC Practitioner Training

NIHSCIS offers a tailor-made training programme for all HSC Staff and Practitioners in Northern Ireland.

Purpose and Scope

After having received training HSC staff will:

Be able to choose the appropriate Interpreting service required for each patient e.g. telephone, face-to-face etc.

Be aware of the risks of using Untrained Interpreters

Understand the Role of the Community Interpreter

Have a copy of guidance on how to book an interpreter

Know where to access advice on best practice during an interpreting session

Training Needs

Training needs for these courses will be identified by HSC Equality Leads, NIHSCIS, HSC practitioners and the relevant course drawn up by the Interpreting Service Operational Co-ordinator and Manager (adapting the presentation per HSC Trust area).

Costing

There is no cost to HSC staff for attending the HSC Staff Working Well with Interpreter Sessions or for accessing advice and support on how to use the service.

External Fee Earning Training

NIHSCIS offers tailor-made training programmes for Organisations outside of HSCNI including Queens University Belfast School of Medicine.

Purpose and Scope

The purpose of delivering Interpreting awareness sessions outside of HSCNI is to:

Engage with students studying subjects relating to Interpreting

Make students aware of the role the Interpreting Service plays within HSCNI

Ensure students understand some of the challenges faced by the Interpreting Service

Training Needs

The training needs are identified by the lecturer or head of each degree course or head of training for other organisations. Once the need is identified a member of the Interpreting Service will consult with the individual who requested the course and design a course to meet their needs.

Costing

The cost of a training session to an external body is on average £100 per half day session, however this is negotiable and a price for this course must be agreed with each institution based on the amount of information and time requested. Payment amount and method must be agreed before training takes place. An Invoice Request Form must be completed to invoice organisations or individuals for goods and/or services provided by BSO. Internal Moderation
