• Earned Sick and Safe Time
• $15/hour minimum wage
ESST OVERVIEW
• Eligibility
• Employees in Saint Paul + Employer located in Saint Paul
• Accrual on 1st day of employment
• Use after 90 days of employment
• Requirements:
• 1 hour ESST per 30 hours worked
• Accrue up to 48 hours/year, at minimum
• Carry over 80 hours
$15 MINIMUM WAGE
OVERVIEW
• All employees working in Saint Paul entitled to minimum wage
• Adjustments for:
• Youth employees, and
• Youth trainees
• Certain classes of employees (State statute 177.23)

What is the CERT Program?
• The Central (CERT) Certification Program is a joint effort by the City of Saint Paul, City of Minneapolis, Hennepin County, and Ramsey County to certify local small, small minority-owned, and small woman-owned business enterprises (SMWBEs).
• “One-stop shop” for certification process for four local government small business inclusion programs.
• Mission: To maximize opportunities for local small businesses through exceptional services, innovative practices, strategic partnerships, and ensuring social and economic justice to our local small businesses.
1. Government procurement offices use CERT certified businesses to meet Small, Women, and Minority contracting goals on projects, purchases, and contracts.
2. City of St. Paul’s goal of doing business with CERT firms is 25% of overall annual spending of around $125 million.
3. Connect CERT businesses to Collaborative Partners and Subscribers: City of Minneapolis, Hennepin County, and Ramsey Counties, U of M, Knutson Construction, Saint Paul Port Authority, McGough Construction, MN Council on Foundations, MN Sports Facilities Authority, Minneapolis Public Schools, and MN State College and Universities.
4. Access for preferred vendor programs, such as Target Market Program and Hennepin County’s Preferred Vendor Program.

1. Application is FREE
2. One application can get you up to 3 certifications depending on the ownership make up of your company – Small, Woman, and/or Minority.
3. Certification is valid for 3 years.

Eligibility Requirements
CERT Geographic Counties:
• Anoka, Benton, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, Sherburne, Stearns, Washington, and Wright; and the Wisconsin counties of Pierce and St. Croix.
Location, location, location
1. Small Business Size Standards are published by the US Small Business Administration and is available on the CERT website.
2. You must select the most appropriate NAICS Industry Code for your business. Code book and description is available on CERT website.
3. Size Standard is based on Annual Gross Revenues for your firm, averaged over the 3 most recent years.
4. We take 3 years of tax returns or your company’s internal financial documents.
